Polymers: Plastic & Rubber Products Manu- facturing in Ohio Contribution to the Economy Ohio's plastic and rubber products industry (NAICS 326) added $5.32 billion in goods to the economy in 2011. This was 7.8 percent of the U.S. industry total and rank- ed the state first in the nation. The $5.32 billion also represents 1.08 percent of Ohio’s Gross Domestic Product (GDP). This is greater than the industrys corresponding 0.46 percent of U.S. GDP, in- dicating the concentration of the industry here. Polymers: Plastic & Rubber Products Manu-facturing in Ohio Contribution to the Economy

Ohio's plastic and rubber products industry (NAICS 326) added $5.32 billion in goods to the economy in 2011. This was 7.8 percent of the U.S. industry total and rank-ed the state first in the nation.

The $5.32 billion also represents 1.08 percent of Ohio’s Gross Domestic Product (GDP). This is greater than the industry’s corresponding 0.46 percent of U.S. GDP, in-dicating the concentration of the industry here.

More than $2.0 billion worth of plastic and rubber pro-ducts were exported from Ohio during 2013, a 48.1 per-cent increase from the recessionary trough of 2009.

Valued-Added

Value-added data from the U.S. Census Bureau show that output from the plastic products group (3261) has been the larger part of the plastic and rubber products industry, averaging of 73.3 percent of the total in recent years.

The same data also illustrate the continuing recovery of both plastic and rubber products groups (3261 and 3262, respectively) from the depths of the recession in 2009. Plastics products rose from 13.2 percent from $4.85 to $5.49 billion, while rubber products grew 17.7 percent from $1.80 to $2.12 billion.

Ohio ranked first in the nation in rubber products in 2011, second in plastic products, and first in combined industry output as judged by value-added.

The greatest concentration of industry employment in Ohio was in other rubber products (32629) with 14.0 per-cent of the national total. Other industries with above-average concentration here include the manufacture of: plastic pipes, fittings and profile shapes (32612) – 9.9 percent; plastic bottles (32616) – 10.3 percent; and rub-ber and plastic hose and belting (32622) – 10.5 percent.

Polymers: Employment Distribution, Industry Trends and Projections* The Distribution of Employment

Close to 53,000 people worked in Ohio’s plastic and rubber products industry (NAICS 326) during 2012 ac-cording to the latest comprehensive data from the U.S. Bureau of Labor Statistics Quarterly Census of Employ-ment and Wages (U.S. BLS QCEW). About 75 percent (nearly 39,900) made plastic products (3261) and 25 percent (about 13,100) made rubber products (3262).

27 percent made specified plastic products (3261-3,6) such as packaging materials, films, sheets, pipes, fit-tings, profile shapes, laminates and bottles, while five percent made foam products from polystyrene and poly-urethane; but the largest segment – 43 percent – made the myriad of other unspecified plastic products(32619).

Similarly, nearly 11 percent made tires and rubber and plastic hose and belting (32621-2); but nearly 14 percent made other unspecified rubber products (32629).

Recent Trends

Data from the U.S. BLS QCEW show industry employ-ment rising 6.1 percent from 49,900-plus at the depth of the recession during 2009 to almost 53,000 in 2012.

More than 2,600 jobs have been added in the plastics group – an increase of 7.1 percent from 2009 through 2012, while nearly 400 were added in the rubber group – a corresponding increase of 3.1 percent.

The most recent data from the U.S. BLS Current Em-ployment Statistics program show industry employment continuing to grow during 2013; 700 more jobs were added in the plastic products group, which more than offset the loss of 100 in the rubber products group.

The percentage of U.S. plastic and rubber product jobs in Ohio fluctuated between 8.0 and 8.7 during 2006 through 2012 despite substantial losses from 2006 and some growth since 2009; this is consistent with the idea that what has happened in Ohio is largely a reflection of national trends.

Projections

Employment in the plastic and rubber products industry (326) is expected to increase about 2,400, or 4.8 per-cent, from around 50,800 in 2010 to 53,300 in 2020.

The increase is specified to the plastics group (3261), which may add 4,800 jobs – 12.6 percent – rising from 38,400 to 43,200.

Two companies on Fortune’s list of the 500 largest U.S. corporations have plastic and rubber product operations in Ohio and locate their world headquar-ters here: Goodyear Tire & Rubber, and Parker-Han-nifin; 11 more on the Fortune U.S.- or Global-500 lists have such plants employing at least 50 people here.

Goodyear is the largest industry employer in Ohio with 3,000 people. Other companies employing at least 1,000 here include Advanced Drainage Sys-tems, Cooper Tire & Rubber, Eaton, Invesco’s In-ternational Automotive Components, Step 2, and Toledo Molding & Die.

Polymer Ohio, an industry-education partnership, works with companies and universities on emerging technologies of advanced composites, alternative energy, bio-products, flexible devices, nano-tech-nology, and polymer processing.

Capital Expenditures

Capital expenditures by plastic and rubber products makers (NAICS 326) in Ohio ranged between $382 and $691 million, with an average of 76.6 percent devoted to the plastic products group (3261).

The portion of U.S. value-added for plastic and rub-ber products by Ohio factories during the latest six years is equal to the portion of industry expenditures in Ohio: nearly 8.2 percent, indicating the industry’s commitment to manufacturing here.

7.7 percent of U.S. capital expenditures for the plas-tic products group went into Ohio during this time; the corresponding portion for rubber products (3262) was 10.4 percent.

Major Projects

99 companies announced 111 major projects2 with

intentions to invest nearly $732 million during the last five years. 5,300 new jobs were anticipated at an-nouncement. 2012 was the peak year for the collec-tive value of projects: $196 million. The largest num-ber of expected jobs – 1,556 – was counted in 2013.

Huhtamaki led all investors with its 2012 announce-ment of a $64.6 million project. Others investing at least $50 million over the last five years are Buckeye Silicon [sic] and iMFLUX [sic].

Five companies anticipated adding at least 200 jobs during the last five years: AmorSource, Moriroku’s Greenville Technology, Huhtamaki, iMFLUX, and Norplas Industries; 15 more companies planned to add 100 to 199 jobs.

Chemicals: Production in Ohio Contributions to the Gross Domestic Product The value of non-pharmaceutical chemicals (NAICS

code 325, except 3254) produced in Ohio increased from $6.9 billion in 2006 to $9.9 billion in 2011, based on the latest estimates from the U.S. Bureaus of the Cen-sus and Economic Analysis (U.S. BC and BEA). This is an estimated 3.6 percent increase in the volume of such goods produced here after adjusting for inflation.

The same figures also indicate an increase in the indus-try’s contribution to Ohio’s the Gross Domestic Product (GDP) from about 1.5 to nearly 2.0 percent.

The portion of U.S. non-pharmaceutical chemical pro-duction from Ohio ranged from 5.5 and 6.5 percent of the national total. This contrasts with the 3.2 to 3.4 per-cent total U.S. GDP originating in Ohio, and indicates the concentration of industry production in the state.

Variations in Value-Added

The overall concentration of non-pharmaceutical chemi-cal production in Ohio reflects the higher concentration of two groups: paints, coatings, adhesives (3255), and soaps, polishes, perfumes, etc. (3256), with 12.9 and 8.0 percent of corresponding U.S. production in 2011. The production of resins and synthetics (3252), pesticides and fertilizers (3253) and other chemicals (3259) also is concentrated in Ohio.

Consistent with their high concentrations in Ohio, the state ranks 1

st in the nation in paints-coatings-adhesives

(3255) and 2nd

in soaps-polishes-perfumes (3256). It ranks 4

th in resins and synthetics (3252) and pesticides-

fertilizers (3253), and 6th

in other chemicals (3259).

The Variety of Production

The production of soaps-polishes-perfumes (3256) is the largest part of non-pharmaceutical chemical production in Ohio, based on $4.19 billion in value-added in 2011. That was 34-plus percent of the $12.10 billion total.*

It was followed by basic chemicals (3251) at $2.19 billion with nearly 20 percent, paints-coatings-adhesives (3255) at $2.02 billion with nearly 17 percent, and resins and synthetics at $1.70 billion and 14.0 percent.

The remaining 14.9 percent was divided between pesti-cides-fertilizers-etc. (3253) at $830 million and other chemicals (3259) at $970 million.

Chemicals: Employment Distribution, Trends and Projections Employment by Group

38,500 people were employed in non-pharmaceutical chemical production in Ohio during 2012, according to the U.S. Bureau of Labor Statistics’ Quarterly Census of Employment and Wages (U.S. BLS-QCEW).

Basic chemical production (NAICS 3251) was the largest source of industry employment with 10,200 jobs, just over 26 percent of the total. It was followed by: soaps-polishes-perfumes (3256) with 7,950 workers – almost 21 percent; paints-coatings-adhesives (3255) with 7,400 – over 19 percent; resins and synthetics (3252) with 5,600-plus – nearly 15 percent; and other chemicals (3259) with close to 5,100 – over 13 percent. 2,200-plus – almost six percent – were employed in the pesticides-fertilizers, etc. group (3253).

Employment Trends

Employment in Ohio’s non-pharmaceutical chemical industry has risen 2.1 percent to 38,500 since 2009 after falling from 41,800-plus to 37,700 – a 9.9 percent de-cline.

Ohio’s share of the corresponding U.S. industry total fluctuated from 7.3 to 7.5 percent, consistent with the idea that changes in Ohio often are part of changes seen for the nation as a whole.

Projections

The Ohio Dept. of Job and Family Services’ Labor Mar-ket Information division (ODJFS-LMI) projects industry employment will decline 6.7 percent from 37,960 in 2010 to 35,410 in 2020 – a net loss of 2,550 jobs.*

An exception to this overall trend is the forecast for soaps-polishes-perfumes, etc. (3256); employment might grow 2.8 percent from 8,590 to 8,830.

Employment in the remaining groups is expected to de-crease by amounts varying from marginal in resins and synthetics (3252, 110 jobs, or -2.1 percent) to more sub-stantial in basic chemicals (3251, 1,110 jobs, or 10.9 percent), paints-coatings-adhesives (3255, 740 jobs, or -11.1 percent), other chemicals (3259, 440 jobs, -8.9 per-cent), and pesticides-fertilizers, etc. (3253, 390 job, -16.9 percent).

Chemicals: Companies and Investments Companies

Some of the more notable non-pharmaceutical chemical companies present in Ohio include A Schulman*, Air Products & Chemicals*, Ametek*, Ashland*, BASF*, Berkshire-Hathaway’s* Lubrizol, Colgate-Palmolive*, Cristal (fka Millennium Inorganic Chemicals), DIC’s Sun Chemical, Dow Chemical’s* Rohm & Haas and its joint venture with Corning*, du Pont*, Eastman Chemicals’* Solutia, Energizer’s* Personal Care, GE*, Givaudan, ITW*, INEOS*, Molded Fiber Glass, Momentive Per-formance Materials*, Parkdale Mills’ US Cotton, Poly-One*, PPG*, Procter & Gamble*, RPM*, Scott’s*, Sher-win-Williams*, Valspar’s* Plasti-Kote, and VWR’s* Am-resco.

Capital Expenditures

Between $616 and $824 million was spent each year by the non-pharmaceutical chemical industry from 2006 through 2011 for land, buildings and/or equipment in Ohio. These expenditures ranged from 3.84 to 5.56 percent of its national total for each year.

Ohio’s portion of total national capital expenditures aver-aged 4.52 percent for the 2006-2011 period. The corre-sponding portion of value-added in Ohio averaged 5.69 percent.

Major Projects

84 companies made 115 announcements of major in-vestments^ in Ohio’s non-pharmaceutical chemical in-dustry during the 2009-2013 period, intending a total of nearly $1.95 billion and almost 3,100 new jobs.

No one group dominated. Rather, funds and jobs were distributed as follows: basic chemicals (NAICS 3251) – $831 million, 637; resins and synthetics, (3252) – $280 million, 453; pesticides- fertilizers, etc. (3253) – $345 million, 202; paints-coatings-adhesives (3255) – $58 million, 340; soaps-polishes-perfumes (3256) – $309 million, 1,284; other chemicals (3259) – $122 million, 180.

Air Products & Chemicals* made the largest announced investments – a total of $395.0 million. It was followed by Potash at $197.0 million, du Pont* at $189.4 million, and Procter & Gamble* at $101.8 million.

Procter & Gamble* planned to hire the largest numbers – 384, followed by AlSher Titania – 201, Sherwin-Williams* – 110, and Momentive Performance Materials* – 109.
