The Old Fire Hall

The ‘Old Fire Hall’ was built in 1893 and was used as Parry Sound’s Fire Station until 1985. Designated in 1982 as being a building of architectural and historic value, many original architectural features have survived. This historically significant building is a two-storey, four-bay rectangular block with hipped roof. The adjoining hose tower is a square three-storey structure with a mansard roof and wooden railing.

The street façade presents three overhead type doors for vehicles and one single entry door with four equally spaced windows above. The building is constructed of a timber frame and originally had shingle siding. The brick veneer was added in 1950 with considerable attention given to detailing and a choice of brick consistent with other public buildings in the Town. The tower still retains its cedar shingle roof and a portion of the original belfray. The old bell is now mounted on a base in the adjacent park.

Heritage Designation In 1982, the building was designated as being of architectural and historical value. This designation is registered against the property in the Land Registry Office.

The unique features that have been protected under the Heritage Act include:• The style of the roof (hipped roof)• The tower with mansard roof and wooden railing• Street façade and door style• Exterior brick veneer

While this designation is in place to help preserve the building by keeping certain exterior features in place, it does not prevent restoration.

There are examples in other communities where old Fire Halls with heritage features have been repurposed.

Location

The property is located in the core of Downtown Parry Sound, the commercial hub of the area, and adjacent to Market Square Park and the Parry Sound Public Library. The Park is a venue for a number of summer festivals and markets.

The property is a corner lot on Mary and McMurray Streets. Downtown Parry Sound is walkable and a short stroll to the Bobby Orr Community Centre which hosts special events and hockey tournaments.Property Description

The Old Fire Hall currently sits on property that includes a portion of Market Square Park. The Town will sever the building from Market Square Park to create a separate lot which will include the Old Fire Hall and only the property it sits on. Property Use

The property is currently zoned SP26.28 and may allow for the following permitted uses:SP26.28 Despite the provisions of this By-law, the lands described as the southeast part of Market Square, Plan No. 2, Mary Street, north side, known as 25 Mary Street and comprising only those lands occupied by the former Town Fire Hall as it existed on June 22, 1995, may allow for:• dwelling unit or units on the upper floor of the building;• a retail store with the exception of a convenience store, video sales and rental outlet; flea market and second hand shop;• a business or professional office;• a medical or dental clinic;• a publishing establishment;• a club or fraternal organization;• a public use ancillary to the operation of the Town of Parry Sound or Parry Sound Power except those related to the use of storage of heavy equipment; in addition to the uses allowed in the Open Space (O1) zone provided that the maximum gross floor area does not exceed 333 square meters (3,585 square feet), the front yard and exterior side yard shall be nil and all other applicable requirements of the Open Space (O1) zone are met. For purposes of the Special Provision No. 28.28 zone, the following definitions shall govern: Flea Market means a building in which stalls or sales areas are set aside and rented or otherwise provided, and which are intended for use by various unrelated individuals or businesses to sell articles that are either home made, homegrown, handcrafted, old or obsolete. Secondhand Shop means a building or part of a building in which used goods, merchandise, substances, articles or things are offered or kept for sale at retail and may include such uses as a flea market, a pawnshop, an opportunity shop or similar use.• Video Sales and Rental Outlet means a building or part of a building wherein the primary use is the sale or rental of video tapes and may include the rental of video cassette recorders.

At the time of this Request for Proposals, a rezoning application is underway. If the rezoning application is approved, permitted uses may include all of the above plus a restaurant, a seasonal outdoor eating space (patio) and an accessory liquor licensed premise.

As mentioned elsewhere in this package, the structure has been designated under the Ontario Heritage Act as a property of heritage value. Under this designation certain exterior features of the Old Fire Hall must be retained in their present form. Further information regarding the designation is available from the Town Office.

Parking Provisions

The following parking space requirements shall apply within the Business Improvement Area:

Number of Parking SpacesThe number of parking spaces shall be reduced to one-half (½) of the minimum number of spaces required except for a hotel, motel or residential use. Change of use within Existing BuildingsWhere the use of an existing building is changed in the Business Improvement Area (which the Old Fire Hall is), no new parking spaces shall be required except if the building or use is converted to a hotel, motel or residential use. Due to a lack of onsite parking options, it is likely a Zoning By-law Amendment or cash-in-lieu of parking would be required.

2014 Asset Condition ReportThe Town undertook an Asset Condition Assessment in 2014. This report will be made available to prospective purchasers.

Repurchase OptionOn acceptance and closing, the Purchaser shall agree to grant to the Town the option to repurchase the property in the event that the Purchaser has not seriously commenced operation of their proposed business on or before December, 2018.

Proposal Evaluation CriteriaProposals will be evaluated against a number of criteria. Proposals must include the following:• Proposed use.• Number of jobs created and/or retained.• Plans for building improvements.• Plans to recognize and preserve the heritage attributes of the building.• Plans to recognize and celebrate the historical use of the building.• Year-round or seasonal use.• Purchase price.• Timeline for business start-up/commencement of business operations.• AODA accommodations.• Benefits to the community.

Request for Proposal Process

Proposals for the purchase of the property (identified as the Old Fire Hall and the property the building sits on) on the prescribed form are invited and will be received until 4:00 pm, Thursday February 2, 2017 at the Town Office at 52 Seguin Street, Parry Sound.

An Estimated Bid Amount of $135,000 has been set, based on the appraised value. It is not a minimum bid amount and prospective purchasers should not feel restricted from offering more or less than this amount. A public proposal opening will take place at 4:05 pm on Thursday February 2, 2017 in the Town Office. Town Council reserves the right to accept any proposal or no proposal at all. Prospective purchasers acknowledge that they are purchasing the Old Fire Hall in an ‘as is/where is’ condition with respect to both quantity and quality. All prospective purchasers must satisfy themselves as to the suitability of the property for the purpose they propose. This sale is governed by the Municipal Act, 2001, as amended and Town of Parry Sound By-law 93-3845. HST, if applicable, will be in addition to the bid price.
