Background
The Ministry of Education funds locally-focused Professional Learning and
Development (PLD). Locally-focused PLD aims to build greater equity and
excellence for learners in a small number of national priority areas.
It is allocated locally, and the decisions are made by a sector-led regional Area
Allocation Panel (AAP). This gives schools, kura, clusters and Kāhui Ako
access to PLD that is tailored to their needs.
There are up to four opportunities a year (once a term) for schools, kura,
clusters and Kāhui Ako to apply for this funding. Submitted proposals are
considered in the next available round by their regional AAP.
Allocations are based on a combination of need, how well the proposal
demonstrates a robust inquiry process, and how the PLD requested will
contribute to it.
Approved proposals are allocated a set number of hours. Schools, kura, cluster,
or Kāhui Ako will use these hours with facilitators from the list of Ministry of
Education-endorsed PLD providers. Schools, kura, clusters and Kāhui Ako
choose a facilitator (or facilitators) from a pool of over 800 expert facilitators.
Purpose This user guide takes you through the online PLD application system from
creating the PLD journey to submitting a milestone report. Also refer to User
guide for PLD leads, part 1: how to apply, which explains the application
process and how to apply.

Logging on to the online PLD application system Logging on using ESL
As a PLD lead for a school, kura, cluster or Kāhui Ako you will log on using your
Education Sector Logon (ESL). The ‘Delegated Authoriser’ for your school, kura,
cluster, or Kāhui Ako will be able to allocate ESL access to the online PLD system.
Find information on obtaining your ESL and obtaining permission to use the online
PLD system here [http://services.education.govt.nz/education-sector-
logon/access/school-sector/].
You can access the online PLD system through the PLD website.
Enter your ESL username and password.
Tip: The online PLD system works best if you use Google Chrome.

PLD allocation notification Notification of an allocation
Once a PLD proposal has been approved and you are allocated PLD hours,
you will be notified of this decision. The status ‘Approved’ will also be
displayed in your proposal on the online PLD system.
You will need to choose a facilitator(s) in the online PLD system. It is
recommended that you contact your preferred facilitator(s) to discuss your
PLD and their availability before completing this step in the system.
The PLD provider will be notified of an allocation of PLD hours once you
allocate a facilitator in their organisation through the online PLD system.
Choosing a facilitator
Click on ‘Choose facilitator’.

Search for the preferred facilitator that has agreed to work with you on your proposal and click ‘Add’ to select the facilitator. Note that you can add multiple facilitators across different organisations.
Once you have selected your preferred facilitator, allocate the hours that have been agreed between the school and PLD facilitator(s). Note this could be all of the allocated hours if you are working with one facilitator, or percentages of the total allocated hours where there are multiple facilitators.
Click Save once you have allocated your hours and selected your preferred facilitator.
Tip: When searching your facilitator, click ‘enter’ to automatically generate your
facilitator search. The magnifying glass will not help to generate searches.
Remove allows you to remove
your selected facilitator if you have included them as an error.

Submitting allocation of facilitator for approval
Click on ‘Allocation-######’ to review a summary of your facilitator and the allocated hours.
You can also click ‘View all’ to display a full list of facilitators who have been allocated to your proposal.
Review all the information relating to your allocation proposal. You can edit any information by clicking on the pencil icon.

Once you are satisfied with the allocation, return to your proposal. On the top right of the page, click ‘Submit Allocations’ to submit the allocated hours.
When the allocation has been submitted it will automatically be sent to the National PLD team to process a Statement of Work.
Creating your PLD journey
Now that you have selected your preferred facilitator(s), you may now begin your PLD journey with your facilitator(s) to help plan the next steps in your PLD delivery.
Under your proposal, click on The PLD Journey – planning your PLD to begin the process.
Follow will allow you or
whoever you have added to the proposal, to be notified of all actions/changes to the proposal.
Create Change Request will allow you
to request a change to your proposal to the National office after it has been submitted.

Introduction screen
You will see an introduction screen. This will outline the purpose of your theory of change.
Click ‘Next’ to start adding the content to your theory of change. Note that all the relevant information you have entered into your proposal will pre-populate in to your PLD journey and can still be edited.
Opportunity
Outline what you want to achieve with this PLD. You can include any additional information to help build your PLD journey. You are able to proceed to the next step if the pre-populated information is still relevant.

Evidence
Include any further information around the need for your PLD and what evidence you are providing that the PLD will support your growth and journey.
Short-term outcomes
Include any additional information about:
o how you will measure the success of your PLD
o the contribution of skills to help support your theory of change.
Tip: To return to the previous stage of the proposal process, select the button.

Based on your previous answer, you will then be required to provide four knowledge areas that you would like to improve on during your PLD.
Include up to four practice areas that your PLD will help to improve your school needs.

Long-term outcomes
This is the final section of your theory of change. Please use this section to include any additional information on how your PLD will contribute to equitable growth across your ākonga and students.
Explain how you might consider long-term shifts in teaching, leadership and school practices.
Explain how you might consider ākonga and student progress from this PLD.
Include any additional information on how you intend to gather this evidence to support your PLD.

Before submitting your PLD journey, upload any documents that will help to
support it. A variety of file formats are supported, including Word, PowerPoint,
Excel, PDF, JPEG, PNG, AVI, MKV, MP3/MP4, WMV and MOV files. These
should be less than 5MB.
Note that Google docs are not a supported file format and cannot be attached.
Click ‘Next’ to submit your theory of change.

Summary page
The summary page shows all the information you have provided.
You can make any final changes on this page before submitting your PLD journey by clicking on the pencil icon.

TOC-###### in the top left corner is your PLD Journey code. This is the
code that the online PLD system uses to track the PLD journey you have created.
Submit PLD Journey sends your PLD
journey to the National PLD Team to be reviewed and moderated.
PLD Journey Dates will be pre-
populated with milestone dates showing when each report is required to be submitted.
Status allows you to check
the current status of your PLD proposal. It will change from ‘Draft’ to ‘Submitted’ when you successfully submit it to the National PLD office.

To upload files in the Files section, click on the “Upload Files” button and follow the prompts. Note that additional files are not compulsory for a Theory of Change.
Google docs are not a supported file format and cannot be attached.

Submitting your PLD journey
When you are happy with your PLD journey select ‘Submit PLD Journey’.
The proposal status will change from ‘draft’ to ‘submitted’ to show it has been
successfully submitted to your National PLD team for review.
Planning and monitoring your PLD
Throughout the duration of your PLD, you will need to work with your facilitator(s) to
complete each milestone report to review the progress and plan the next steps. The due
date for each milestone will be displayed on your PLD journal under ‘PLD journey dates’.
Creating a milestone report
Now that you have completed your PLD journey with your facilitator(s), you may now begin your milestone reports.
In the PLD journey overview page, click on ‘Plan and Monitor PLD’.

Choose the report type that you wish to create a milestone report for. This will be dependent on the journey of your PLD. The three options are: initial PLD plan, milestone report, or final report.
Creating your initial PLD plan The initial PLD plan will define how you intend to plan your PLD, and the progress activities that will be planned to achieve intended PLD outcomes.
Activities
Explain the broad activities that you and your facilitator will work to undertake to achieve your PLD outcomes.

Six-month plan
Explain how many hours you will be using during the first 6 months. This will be discussed with your facilitators and planned dependent on the allocation of hours.
Facilitator plan
The facilitator that you have allocated will be displayed in the top.
Record the amount of hours that you will be using with your facilitator, and the activities that will be undertaken over the first 6 months.

Click ‘Next’ to save your entry. This step will be repeated for each facilitator that is allocated to this proposal. Each facilitator allocated will be displayed at the top.
Submitting your initial PLD plan
A screen will appear allowing the option to click on a link to review your report
or to click ‘Finish’. Selecting either of these will take you through to the summary page.
On the summary page, you will be able to make any final changes before submitting your initial PLD plan. Once you are happy with what has been drafted, you can submit the report by clicking ‘Submit PLD Plan’. This report will be sent to the National Office PLD team.

A pop-up will appear on the screen to confirm that this has been submitted successfully. The PLD plan will be sent to the National Office PLD team.
Creating your milestone report
The milestone report needs to be submitted by the required due date. Note that milestone reports must be completed before relevant payments can be processed.
To access the milestone report, please refer to the ‘Planning and Monitoring your PLD’ section above, and select ‘Milestone Report’.
When creating a milestone report, you will see the following introduction screen outlining the purpose of your report. Click ‘Next’ once you have reviewed your information.

Six-month plan
Dependent on your Initial PLD Plan, record how many hours have been used with your facilitator.
Explain the growth and development change in practices that you have noticed in the past 6 months
Explain how you will plan your next steps with hours that will be used and activities for the first 6 months.

Facilitator plan
The facilitator allocated to your proposal will be displayed at the top.
Record the amount of hours that you will be using with your facilitator, and the activities that will be undertaken over the next 6 months.
This step will be repeated for every facilitator allocated to your proposal.
Completing your milestone report
A screen will appear the options to click the link to review your report or to click ‘Finish’. Selecting either of these will take you through to the summary page.

Creating your final report
The final report is the final milestone to submit to report on the overall delivery of your PLD journey and the achievements and progress that has been developed in your school as a result of your PLD.

Explain the differences that you have noticed to the original opportunity that you have identified. The content you provided in your PLD journey related to Opportunity will pre-populated here to give you guidance to help frame your response.

Long-term outcomes
Explain how you have observed progress as a result of your PLD. The answer you provided relating to outcomes will be pre-populated to give you guidance to help frame your answer.
Click on ‘Upload files’ to attach any support documentation to support your PLD progress.
Submitting your final report
A screen will appear with the options to click the link to review your report or to click ‘Finish’. Selecting either of these will take you through to the summary page.

On the summary page, you can make any final changes before submitting your report. Once you are happy with what has been drafted, submit the report by clicking ‘Submit Final Report’. This report will be sent to the National Office PLD team.
Submitting draft report
Once you have created your reports these will be visible under the milestones view in your PLD journal.
All milestones reports will be coded with ML-######. Click on the MIL-###### to view the details of your milestone report.
You can make any final changes on the summary page before submitting your milestone report.

The summary page shows all the information you have provided.
Click on the pencil icon to make any edits to any information that you have made to your milestone report.
There will also be a milestone facilitators section which will allow you to edit and review the hours you have used with each facilitator and activities that have occurred throughout your PLD journey.
You may also upload any final documentation to support your PLD progress by using the ‘Upload files’ option. Note: Google docs are not a supported file format and cannot be attached.

completed once you have submitted your milestone report

Once you are happy with your milestone report, click ‘Submit Milestone Report’ to send your milestone to the National PLD team for review.
The following notification will appear to confirm that your milestone report has been successfully submitted to the National PLD Office Team.
The status will be updated to ‘Completed’ in your milestone reports once you have submitted your milestone report.
Next Steps
Change Owner will allow you to
change the PLD lead and change ownership of your PLD journey.
If you have reached your final report and would like to continue on with your PLD journey, in the same or different area, you can reapply.

Glossary
Allocation number – seven-digit code given to an allocation e.g. Allocation-0000067
Change request – a request, made through the system, to the National Office team for changes to your PLD. A change request can be made at any time during the PLD planning or delivering. It can be raised by your PLD lead and PLD provider when a change is needing to be made to a Statement of Work or allocation.
Final report – the final milestone that reports on the overall delivery of your PLD journey and the achievements and progress that has been developed in your school as a result of your PLD.
Initial PLD plan – a plan that will define how you intend to plan your PLD, and the progress activities that will be planned to achieve intended PLD outcomes.
Milestone report (previously called ‘responsive feedback report’) – a report that outlines the progress of your PLD.
Milestone report code – six-digit code given to each milestone that has been submitted e.g. MIL-000159
PLD journey – a section of the proposal where you will need to go into more detail around set goals and outline how your school and facilitator will measure the success of your PLD journey.
