SYNOPSIS

Stuck in the minu>a of life Joe Franek, a Boston-bred baggage handler, fears he’ll never amount to anything. Being a pilot is his goal, but the dream seems far off as financial pressures mount.

When tasked with transferring an incoming bag, Franek cracks and steals from the case owned by Mohammed A]a and des>ned for American Airlines Flight 11 on September 11th, 2001. The suitcase misses Flight 11, forcing Franek to re-tag it for later departure.

Franek's world is turned upside down when Flight 11 crashes into the World Trade Center. All air traffic is grounded, and the chao>c airport is locked down. Tortured by his careless ac>ons, Franek becomes obsessed with tracking down the bag he delayed. Risking his job and sacrificing his security, Franek becomes a suspect, but his act of courage turns him into an unlikely hero and gives him the legacy for which he longed.

DIRECTOR’SSTATEMENT

On September 11, I slumped over my computer, heart heavy, Boston Marathon bombing on my mind. My mother had been at the finish line and her birthday falls on 9/II.

As I mulled over how America has become inundated with a]acks — marathon, subway, school, club; the list is long — I was overwhelmed by the desire to fix it. But changing the world from my boxy one bedroom in Los Feliz seemed hopeless.

A small >cker flashed across my LCD screen about heroes at Boston Logan Interna>onal Airport who wore scars of courage from 9/II. For them, impact required sacrifice. They could not choose a safe life, but they shaped the world that followed with small ac>ons, character and unlikely heroism.

That was my answer too — I could change the world with what I had in front of me. So instead of grappling with cosmic, chao>c problems I told a story whose heart beat focused on one incident with a down on his luck baggage handler, who like me wanted to ma]er, and whose act of courage ul>mately gave him the legacy for which he longed. The hope of our team is that the telling of Joe Franek’s story will inspire audience members to find courage within the daily minu>a of their lives.

The tickets wereattached to the suitcases, and recorded electronically in the database of US Airways andAmerican Airlines. Both suitcases were check through to Los Angeles InternationalAirport (LAX). The suitcases were to be transferred to American Airlines (AA) Flight 11,departing Logan International Airport (BOS) for LAX. It is presently unresolved if.,ilie(tw<?,.identified gate agents for American Airlines,I le'alled the ramp personnel servicing Flight 11 and askedif Atta's suitcases had been placed on.to the flight. This could be accomplished withfo~low-up interviews of the two ~~te agents: Ad~itionally, the ~~can Airline~ cre~chief] should be interviewed concemmg hIS conversation With"passenger service representatives" about Atta's luggage. '

There are two issues for the Commission to consider. First, is whether Attaintended his luggage be discovered and searched? Based on what is reported as havingoccurred, this is unlikely. The search of Atta's Trave1pro suitcase provided earlyinformation about the nature of the Islamist threat, the probable links to al Qaeda, and thetechniques used in the hijacking of the aircraft. Atta was concerned enough aboutwhether his luggage had been switched from US Airways Flight 5930 to AmericanAirlines Flight 11 that he made a last minute request to the gate agent about the suitcases. It is conclusive, that Atta did not want his suitcase to be discovered and searched.

The second issue is the identification of Atta as a "security issue." The twosuitcases had a covert tag from US Airways to warn that Atta and his luggage were asecurity issue. When a last minute inquiry was made, apparently on the behalf of A~about the status of his suitcases, no one at American Airlines thought to search theluggage. After the terrorist attacks this would become standard procedure. It is unclearnow what was the American Airlines' policy or the Federal Aviation Administration'spolicy pre-09/11/2001, for the search of luggage that may pose a threat, or be evidence ofcriminal activity.
