NOTES FROM THE DEPUTY

By: Ill. Arthur J. Kerr, 33° G.C. This year has been a busy one here at the Scottish Rite. I sincerely hope that yours has been what you have hoped for. The Scottish Rite Bodies at the Panama Canal wishes you and your family joy and happiness for the coming year. Continue your support to the Scottish Rite and bring unity to all Freemasonry. My special thanks to all of you that have made 2011 a historical year and one that will be remembered. My personal thanks to my Secretary, Ill. Rolando A. Linares, Jr. 33rd, and the office staff who were always there when needed. Also to the Officers of the Bodies and other members who gave their time to make our efforts come true. This is the spirit of Freemasonry. There is no sense in hiding the fact that the Panama Canal Scottish Rite Bodies has been in serious difficulties since the US/Panama treaty went into effect. We have lost a considerable amount of members who have demitted to a Body closer to their homes in the United States. Obtaining members in Panama is a problem mainly because we are not allowed by Masonic treaty to recruit Panamanian citizens who are members of Lodges under the Grand Lodge of Panama. For the last couple of years we have been lucky to get 4-6 new candidates who are not Panamanian citizens or who are members of Lodges under the Grand Lodge of Scotland. To all the members who continue to labor in the quarries of the Panama Canal Bodies I express my sincere appreciation, your efforts have not gone unnoticed. To those members who are off the Isthmus, as well as those on the Isthmus, please know how much we appreciate your loyalty and continued support and membership. You are important and vital to our efforts to keep the Scottish Rite tradition alive and active at the Panama Canal. Your continued moral and financial support enables those of us who remain here to carry on. Thank you very much.

2011 Biennial Session

Conferral and Investiture

It was an honor for me to attend the 2011 Biennial Session held August 19th – 23rd, 2011 in Washington, D.C. It is at these sessions that deserving Brothers are elected Knight Commander of the Court of Honour and other K.C.C.H. brothers are elected and Coronated 33º Sovereign Grand Inspector General (Honorary). During the session, the Panama Canal Orient had three (3) elected to be Sovereign Grand Inspector General (Honorary). Our August 23rd, Brothers Gerard A. Dowden, George O'Masta Jr. and Victor M. Ramirez were elected as Sovereign Grand Inspector General (Honorary). Unfortunately Brother Victor M. Ramirez could not attend the session in Washington, D.C. One incident at this session that I will remember forever was the earthquake that hit Washington, D.C. I was on the 11th floor of the Washington Hilton Hotel, so you can imagine the scare I went through. I hope never again. On our return to Panama, a Conferral was performed on October 8, 2011, at the Abou Saad Shrine Temple, with the assistance of our 33º members to confer the Sovereign Grand Inspector General (Honorary) 33º on Brother Victor M. Ramirez. Immediately after this Conferral, I then performed the Ceremony of elevating the new members of the Court of Honour – Brothers Helge Skjelfjord and Glen Hutchinson. After this double ceremony, we then retired to the dinning room where a very appetizing lunch was enjoyed by all.

“MASONS AND MASONRY ON THE PANAMA CANAL 1904-1914” PART IV

KNIGHTS TEMPLAR MASONRY ON THE CANAL ZONE In answer to my letters I received information from Brother Henry W. Mordhurst, General Grand Recorder, General Grand Council, R. & S. M., that Isthmian Council (U.D.) started in February, 1911, with eleven members and that in a year it had grown to number seventy-four Royal and Select Masters. Companion and Sir J.B. Fields, Acting Secretary of Canal Zone Chapter, R.A.M., informed me under date of April 6, 1912, that Canal Zone Chapter, organized in 1910 with seventeen members, had grown to one hundred and eighty in two year's time. Companion Christopher G. Fox, General Grand Secretary of the General Grand Chapter of Royal Arch Masons (since deceased), made a favorable report concerning the Canal Zone Chapter and its very successful work. I also consulted with R. E. Sir R. F. Scoffern, Past Grand Commander of Indian Territory, who is a resident of Gatun in the Canal Zone and who proffered his assistance and experience in getting the new Commandery started. Finding all reports of the prosperity and activity of Lodge, Council and Chapter were alike, and that the York Rite would be greatly benefited by the establishing of a Commandery of Knights Templar in the Canal Zone, I granted the prayer of the petitioners on the 11th day of April, 1912, and issued the following dispensation, to wit:

GRAND ENCAMPMENT OF KNIGHTS TEMPLAR OF THE UNITED STATES OF AMERICA

To All Whom It May Concern, Greeting: Whereas, A petition of sundry Knights Templar in the City of Las Cascadas, praying that a dispensation may be granted them to open and hold a COMMANDERY OF KNIGHTS TEMPLAR, and Appendant Council of the Illustrious Order of the Red Cross, and Priory of Knights Malta, subordinate to the GRAND ENCAMPMENT of the United States, at the City of Las Cascadas, in the Canal Zone, aforesaid, has been presented to me for consideration. AND WHEREAS, It appears to me that the prayer of the petitioners ought to be granted; NOW, KNOW YE, That I, WILLIAM BROMWELL MELISH, Grand Master of Knights Templar of the United States, by virtue of the power in me vested, do grant this, my

DISPENSATION to Charles H. R. Howe, Frank Cotton, John B. Fields, Frank T. Hamlin, Gerald D. Bliss, Webb L Gibbs, Frank H. Anderson, Benjamin F. Metcalf, Francis W. Walraven, George Edgar Duckworth, Carl C. Akins, William R. Bowie, Victor W. McCollum, William E. Parker, Wiliam G. Shourds, Baxter R. Grier, Harry F. Page, Frank H. Wang, William C. Jay, Fred W. Robinson, Daniel E. Wright, Charles A. Pendry, Ernest W. Heverly, Mace H. Gillian, the petitioners aforesaid, and to their lawful Associates and Successors; and empower them to open and hold a COMMANDERY OF KNIGHTS TEMPLAR, Council of the Illustrious Order of the Red Cross, and Priory of Knights Malta, at the place aforesaid, to be called and distinguished by the name of CANAL ZONE COMMANDERY (U. D.), and to confer the respective Orders thereof upon such person, or persons, possessing the requisite qualifications, as they may think proper. AND I DO BY THESE PRESENTS, Appoint Sir Francis W. Walraven, as Eminent Commander; Sir Frank Cotton, as Generalissimo; Sir Benjamin F. Metcalf, as Captain-General;

The Panama Canal Orient 8

with continuance to them of the said powers and privileges, until the twenty-fifth day of June in the year of our Lord nineteen hundred and thirteen, and no longer; at which time they are hereby enjoined to make a return of this dispensation, with all of their official doings under the same. PROVIDED, NEVERTHELESS, That the said Officers and Members of the said Commandery pay due respect to our GRAND ENCAMPMENT OF THE UNITED STATES, and to the Constitution, Rules and Edicts thereof, and in no way remove the ancient landmarks of our Order; otherwise this dispensation, and all things therein contained, to be void and of no effect. Given under my Hand and Seal, at the City of Cincinnati, Ohio, this eleventh day of April in the year of our Lord, nineteen hundred and twelve, and A. O. 794. William B. Melish, Grand Master Early in May, 1912, E. Sir F. W. Walraven, the Commander of Canal Zone Commandery, called together the petitioners for the Commandery and the sojourning Templars, and in accordance with the authority vested in him by virtue of the dispensation, formed and opened the Commandery. Thirty Sir Knights were present. A corps of officers was selected and the selection subsequently approved and appointed by me and duly installed. Forty-seven petitions were received and referred to committees at the first meeting, said committees to examine and report to the Commandery at the next stated meeting and in accordance with Templar law. On July 26, 1912, E. Sir Walraven reported: “We have had the pleasure of dubbing and creating six Sir Knights already, and will work a class of eight in the Red Cross Degree next Thursday evening, which will give us sufficient material, together with those already through the Red Cross, to be Knighted in the month of August, numbering fifteen additional to those already Knighted, and I do not think this is a bad showing, and while we are not trying to run a Masonic Mill, we have the work before us; we are anxious to get it done. Permit me to further state that every officer knows his work, and to me it is highly pleasing to confer the Orders with the assistance I have at hand.” The annual reports of Canal Zone Commandery show that on July 1, 1912, the membership of the body was thirty-two Sir Knights, twenty-four of which were the signers of the petition for a dispensation, and eight were newly created Knights Templar, who had received all three of the Orders of Christian Masonic Knighthood. I cannot make a more complete or satisfactory report of the work of the year ending July1, 1913--seventy-five Knights created--than to print in full the report made to me by E. Sir F. W. Walraven, under date of June 13, 1913, as follows: Las Cascadas, Canal Zone, Panama, June 13, 1913 Wm. B. Melish, Esq., Grand Master of Grand Encampment of Knights Templar, U. S. A. Most Excellent Sir and Dear Frater: Herewith is a review of the work and what has been accomplished by Canal Zone Commandery since it was instituted, May 18, 1912. Up to May 31st of this year, we have dubbed and created seventy-five Sir Knights, who were also received Knights of Malta, while our work has been somewhat heavy during the life of the dispensation which was granted us, we do not wish to convey the impression that we have conducted a Masonic Mill simply for the gratification of those who wished to become Knights Templar for the prestige which they might obtain by so doing; all of the applications for the Orders which were received by this Commandery and acted upon were carefully scrutinized and subjected to a rigid investigation. We have conformed to the rules as prescribed by the ritual in conducting the ceremonies of the Order, and with the assistance and loyal support of the Officers of my Command, together with that of Past Grand Commander, Right

The Panama Canal Orient 9

Eminent Robert F. Scoffern, I believe it is safe for me to say that Canal Zone Commandery (U. D.) will rank with the average good Commandery of the U. S. While it has been a duty, it has been a pleasure, as well, to preside over this Body and to confer the Orders, and nothing has arisen to mar our success. Most of the Sir Knights who signed for the dispensation wish their membership to revert to the Commandery from which they hail, there being but four who will sign for a Charter, together with one who wishes to affiliate by demit, which will give us a Charter membership of eighty. Our treasury is in a healthy condition, there being approximately $3,000 to our credit in the local bank, and we expect in the near future, with the assistance of the other Masonic Bodies now under Charter, to erect a building suitable to our needs, of concrete construction and for Masonic purposes only. We have appeared in public on several occasions, such as to conduct the funeral services of Sir Knight Paynter prior to sending his remains to the United States; we also attended religious services on Christmas Day and Easter. This, I think, covers all the work during the period that we have been a Commandery Under Dispensation. With best wishes for your future welfare and prosperity, I am Courteously and fraternally yours, Francis W. Walraven, Commander, Canal Zone Commandery (U. D.)

The above account from the hand of the Grand Master gives, in detail, the history of the forming of the Canal Zone Commandery. As this history of Masons and Masonry on the Panama Canal goes to press, the dispensation granted Canal Zone Commandery is being replaced by a Charter from the Grand Encampment of Knights Templar of the United States, and, under the name of Canal Zone Commandery No. 1, the Templar Masons of the Isthmus of Panama will continue to work in the City of Ancon, their new habitat. The Grand Master has given all due credit to Sir Walraven, a very enthusiastic and energetic Mason, which every Knight Templar on the Isthmus of Panama will acknowledge as just. He, with his Fraters, have worked hard and well. The Knights Templar of the Canal Zone are the flower of Masonry, and be it said to their everlasting credit that they live as closely to the beautiful principles of the Order as human frailty will permit. They are doing a noble work and are a credit to their Illustrious Grand Master, who feels that the trust which he has placed in them has been fully justified.

My Holiday Wish for you

May you have many perfect days in the coming year. May you be able to make it happen

whenever you wished it would happen. May you pursue the things caught by your

heart much more than the ones caught only by your eyes. May you trust your heart.

May you risk new challenges with determination, enthusiasm and passion.

May you believe and succeed. And may God bless you and your family at

this Christmas time and always.
