I n a sensational admission, a senior Pakistani Minister on Thursday admitted that Pakistan was responsible for the Pulwama terrorist attack in Jammu & Kashmir in 2019 that killed 40 CRPF personnel and brought the two countries to the brink of a war. “Humne Hindustan ko ghus ke maara (We hit India in their home). Our success in Pulwama is a success of this nation under the leadership of Imran Khan. You and we are all part of that success,” Science & Technology Minister Fawad Chaudhry said in the National Assembly during a debate. When some of his fellow lawmakers objected to his men- tion of “success in Pulwama”, the Minister said that “after the Pulwama incident, the way Pakistan went inside the Indian territory to target it, the entire media in India was ashamed of it.” However, he didn’t retract his statement about “success in Pulwama” under Prime Minister Khan’s leadership. Chaudhry, a close aide of Prime Minister Khan, made the remarks a day after Opposition Pakistan Muslim League- Nawaz (PML-N) leader Ayaz Sadiq said that Foreign Minister Shah Mahmood Qureshi in an important meet- ing pleaded to release Indian Air Force Wing Commander Abhinandan Varthaman, who was captured by the Pakistani Army on February 27, 2019 after his MiG-21 Bison jet was shot down in a dogfight with Pakistani jets. In the early hours of February 26, 2019, the IAF jets bombed the Jaish-e- Mohammad (JeM) terror camps in Balakot in Khyber Pakhtunkhwa of Pakistan and avenged the Pulwama terrorist attack that claimed the lives of 40 CRPF personnel. The international commu- nity led by the US has pressed Pakistan to deny safe haven to terror groups operating from its soil and bring the perpetrators of the Pulwama attack to jus- tice. “Legs were shaking and forehead perspiring, and the foreign minister (Qureshi) told us, ‘For God’s sake, let him (Varthaman) go back now because India is attacking Pakistan at 9 PM in the night’”, Sadiq said, recalling the high- level meeting which was also attended by Army chief Gen Qamar Javed Bajwa, and added that “India was not planning to attack...They just wanted to kneel before India and send back Abhinandan.” Chaudhry, who was the Information & Broadcasting Minister at the time of the Pulwama attack, criticised Sadiq’s remarks and termed them as “inappropriate”. He said Sadiq lied with a lot of confidence regarding his statements and asserted that everyone has the right to dis- agree with the Government but the state should not be sub- jected to criticism. B rushing aside Pakistan objection on reference to it backing terrorism in the 2+2 India-US dialogue, India on Thursday said the whole world knows about its role in sup- porting terrorism and no amount of denial can hide this truth. This terse statement by the Ministry of External Affairs came in response to Islamabad’s objection to ref- erences to it and cross-border terrorism in the India-US joint statement after their 2+2 dia- logue on Tuesday here. External Affairs Ministry Spokesperson Anurag Srivastava said the country that provides shelter to “max- imum number of UN-pro- scribed terrorists” should not even attempt to play the victim card. “The whole world knows truth about Pakistan’s role in supporting terrorism,” he said at a media briefing while answering questions on Islamabad’s reaction to the Indo-US joint statement. “Even their leaders have time and again spoken about their role with regard to ter- rorism,” Srivastava said. In the joint statement, India and the US on Tuesday strongly condemned cross- border terrorism in all its forms and asked Pakistan to take “immediate, sustained and irreversible” action to ensure that no territory under its control is used for launch- ing terror attacks. In its reaction, Pakistan on Wednesday called it “unwar- ranted” the reference made towards it. “We reject the Pakistan-specific reference in the joint statement’,’ issued by India and the US after their 2+2 ministerial dialogue,” the Pakistan Foreign Office had said in its reaction. The India-US statement also asked Pakistan to take immediate, sustained and irre- versible action to ensure that no territory under its control is used for terrorist attacks, and to expeditiously bring to jus- tice the perpetrators of all such attacks, including 26/11 Mumbai, Uri, and Pathankot. The two sides “empha- sised the need for concerted action against all terrorist net- works, including al-Qaeda, ISIS/Daesh, Lashkar-e- Tayyeba (LeT), Jaish-e- Mohammad (JeM) and Hizb- ul-Mujahideen,” the statement said. Reacting to the joint state- ment, the Pakistan Foreign Office said, “We reject the Pakistan-specific reference in the ‘joint statement’, issued by India and the US after their ‘2+2 Ministerial Dialogue’, as unwarranted and misleading.” The Pakistan Foreign Office also said the world should recognise the sacri- fices and successes in fighting terrorism by it. Islamabad also said the country has suffered the most from cross border terrorism. The Centre issued an Ordinance — Commission for Air Quality Management on Wednesday night after the approval of President of India to curb air pollution in Delhi and NCR. In recent years, the region has been facing huge air pol- lution issues with respective Governments in Delhi, Haryana, Uttar Pradesh and Rajasthan passing the buck on each other. The ordinance will also have the power to prohibit activities that are likely to cause or increase air pollution in the NCR and adjoining areas. “The Ordinance may be called the Commission for Air Quality Management In National Capital Region and Adjoining Areas Ordinance 2020. It shall apply to NCR and also adjoining areas in so far as it relates to matters con- cerning air pollution in the NCR. It shall come into force at once,” said the notification issued by the Union Law Ministry. As per the Ordinance, the adjoining areas where it shall be in force include Punjab, Haryana, Rajasthan and Uttar Pradesh, adjoining areas of the NCR and Delhi where any source of pollution is located which is causing an adverse impact on air quality in the NCR. The commission which will be heavily dominated by bureaucrats will consist of over 20 members, including a chairperson, who is or has been a secretary of the Government of India or chief secretary of a State, a repre- sentative of Environment Secretary and five ex-officio members who are either chief secretaries or secretaries in charge of the environment departments of Delhi, Punjab, Haryana, Rajasthan and Uttar Pradesh, it added. “There shall be a full- time secretary who shall be the chief coordinating offi- cer of the commission and shall assist in managing the affairs of the commission,” it said. The commission which will have three sub-commit- tees, one each for monitoring and identification, safeguard- ing and enforcement, and research and development will have power to take mitigation measures, issue directions/orders suo moto and entertain complaints under any other existing laws such as the Air (Prevention and Control of Pollution) Act, 1981 and the Environment (Protection) Act, 1986. Continued on Page 4 C ovid-19 survivors should not drop their guard and should avoid close contact with others as they could still be car- rying the virulent coronavirus, researchers have said. According to a study, pub- lished in the American Journal of Preventive Medicine, close to 17 per cent of patients consid- ered fully recovered, as per the WHO criteria, from Covid-19 tested positive for the virus in follow-up screening. Patients who continued to have respiratory symptoms, especially sore throat and rhini- tis, were more likely to have a new positive test result. This suggests the persis- tence of these two symptoms should not be underestimated and should be adequately assessed in all patients consid- ered recovered from Covid-19. Researchers from Agostino Gemelli University Policlinic looked at a group of recovering Covid patients to see how their bodies react after treatment and quarantine. The study includ- ed 131 patients who all met the WHO’s guidelines for ending quarantine following their infections. Those guidelines require a patient to be fever- free without using medica- tions for three days. They must also have an improvement in their symptoms and test nega- tive for Covid twice at least 24 hours apart. “Researchers have focused on the acute phase of Covid-19, but continued monitoring after discharge for long-lasting effects is needed,” said the study lead author Francesco Landi from Catholic University of the Sacred Heart in Italy. A new RT-PCR test was administered at the time of post-acute care admission. Demographic, medical, and clinical information was collected, with an emphasis on the persistence of symptoms and signs related to Covid-19 such as cough, fatigue, diar- rhea, headache, smelling dis- orders, loss of appetite, sore throat, and rhinitis. Several PDP workers were prevented by the police from taking out a protest march and the PDP office was sealed after detaining party workers. Reacting strongly, National Conference vice president Omar Abdullah lashed out at the Central Government asking if it wants political parties in the State to leave mainstream pol- itics in Kashmir. “What do you want from us? She also regretted her party’s alliance with the Samajwadi Party before the 2019 Lok Sabha polls. The BSP and the SP had joined hands after a gap of over two decades to contest against the BJP in the 2019 Parliamentary elections. Continued on Page 4 F resh violence erupted in Munger on Thursday even as the Election Commission (EC) shifted out Bihar’s Munger District Magistrate Rajesh Meena and Superintendent of Police Lipi Singh. The protesters set some police stations and outposts on fire and ransacked the SP office. The EC has also ordered an enquiry into the firing and stone-pelting during the immersion of an idol of Goddess Durga on late on Monday in which one person had died and several others were injured. The poll body has asked Magadh Divisional Commissioner Asangba Chuba Ao to complete the probe with- in a week. The EC has also asked the State Government to appoint a new DM and SP in the district soon. Meanwhile, in a fresh vio- lence, the agitated crowd, com- prising mostly youth, set police outposts at Purab Sarai and Basudeopur on fire, and ran- sacked the SP office and several other police stations and out- posts. The office of SDO was also allegedly targeted by the protesters. Continued on Page 4 T he Uttar Pradesh Government has chalked out a 10 crore plan to cleanse the Ganga Ghats in the State with the help of CCTVs and state-of-the art gadgets. The cleaning and moni- toring plan will be executed in phases, with work to be first rolling out from religious hotspot Kashi. Around 200 CCTVs and best of state-of- the-art gadgets will be deployed to cleanse and mon- itor sanitation work at the ghats which are thronged by thousands of devotees every day. The officials posted at the Ganga Namami Department of the Yogi Government will monitor the activities sitting in their offices in Lucknow through the computers con- nected with the 200 CCTVs installed on the Ghats. “The 200 CCTV cameras to monitor the safety and cleanliness of the Ghats will be directly connected to the com- puters of officials associated with the Namami Gange project at Lucknow, the capi- tal of the State,” said an offi- cial from the State Government. The task is in keeping with the promise made by Prime Minister Narendra Modi and State Chief Minister Yogi who have promised to make Ganga incessant and clean. Not only the ghats, efforts are already being undertaken to keep cleanse the con- stituency of Prime Minister Narendra Modi so as to make it a role model. For executing this mam- moth task, the UP Government has already start- ed the process of selection of an agency. This time along with cleaning workers, modern machines will also be deployed on the Ghats. The waste released from the Ganga Ghats will be col- lected into these machines to be recycled to ensure that the garbage does not again flow into the water and spoil ghat on the bank of the river. After 79 ghats of Kashi, the Namami Gange depart- ment is also working on a plan to rejuvenate the cleaning sys- tem of 19 ghats of Prayagraj, 20 in Bithur, 21 of Kanpur Nagar, 27 ghats of Mathura and Vrindavan. “With the completion of the job at Kashi, work will be started at other ghats as well,” said the official.

    Coming down heavily on the‘Muslim fundamentalists’,Uttar Pradesh Chief MinisterYogi Adityanath on Thursdaysaid that gone were the dayswhen the country used to berun on ‘fatwas’ as it was nowrun by the Constitution.

    Making an obvious refer-ence to the Gandhi family, he

    remarked that when the coun-try faces some calamities likeflood, the family rushes toItaly and they are never seen inthe affected areas helping thevictims.

    He said that under theleadership of Prime MinisterNarendra Modi, Bihar has beendeveloping at a fast pace.“There is no place for nepo-tism, caste and religion basedpolitics in the country as wellas Bihar while the people ofBihar are smart enough not tofall for false promises,” said theCM.

    In a setback to the Congressjust before bypolls to theBangarmau Assembly seat inUnnao, two of its senior lead-ers from the district, formerMP Anu Tandon and stategeneral secretary Ankit Pariharrevolted against the state lead-ership and resigned from theprimary membership of theparty on Thursday.

    Interestingly, as usual, thecentral leadership reacted toTandon’s resignation, as she wasalso an AICC member, withstate president Ajay Kumar‘Lallu’ issuing an expulsionletter to Tandon, claiming tohave removed her for anti-party activities. The expulsionwas made just a few hours afterTandon resigned.

    In a letter to party presi-dent Sonia Gandhi, Tandonsaid, “I have been associatedwith the Congress party foralmost 15 years, as an electedrepresentative, as a party office-bearer and as an ordinaryworker.”

    “At no time during myassociation with the Congressdid I not have access to thesenior leadership. I havereceived warmth and guid-ance from both Congress pres-idents under whom I haveserved — Sonia Gandhi andRahul Gandhi. I owe themgratitude for their support overthe years. My ideology andprinciples have been alignedwith the senior leadership ofthe party and my resignationdoes not change that.”

    She said, “Unfortunately,there is a ‘misalignment’between the state-level leader-ship and me and I do not seetheir support in allowing me towork since the past severalmonths. The loss I faced in the2019 election was not as painfulas seeing the party organisationdisintegrate and decimate itselfsince then. The state leadershipof the party has focused onlyon social media managementand self-branding and is obliv-ious of the deep divisions in theparty and the voters it has thuscaused.”

    “Spreading canards aboutmy associates in Unnao andme, by the local irrelevant andchosen few, to get browniepoints despite my genuineintent is painful, rather quitedisgusting with no attemptor endeavour by the partyleadership to stem this,” sheclaimed.

    “I had continued to remainin the party for several months

    despite being at oddswith those in the state leader-ship as I hoped that therewould be progress towardsgrooming the correct set ofleaders in the State towards abetter future. I also had anopportunity to speak withPriyanka Gandhi. She hasassured me that the CongressPresident is fully apprised ofthe situation too.     The Uttar PradeshExpressway IndustrialDevelopment Authority(UPEIDA) has proposed �22,145 crore for civil work forthe construction of the GangaExpressway for which theBoard has asked UPEIDA tolook for financial options.

    The decision was taken inthe Board meeting which washeld under the chairmanship ofUPEIDA CEO AwanishAwasthi here on Thursday.

    The governmentspokesman said that the Boardhad approved a proposal of �22,145 crore for the civil worksfor the construction of theGanga Expressway.

    “To generate finances, theBoard proposed that avenues ofthe PPP model should beexplored. The investorsshould be identified as perthe records of the NHAI andthen Expression of Interest(EOI) should be signed,” he

    said.The total cost of the

    Ganga Expressway is ��36,410crore of which �� 9,255 crorehas been earmarked for acqui-sition of 7,800 hectare ofland.

    The Ganga Expressway is asix-lane greenfield expresswayproject. The total length of theproject will be 602 km and itwill be constructed in twophases.

    Earlier, the UPEIDA Boardhad cleared a proposal for rais-ing loans totalling �� 5,900crore for the BundelkhandExpressway from a consor-tium of banks led by public sec-tor bank, Bank of Baroda(BoB), and also comprisingUnion Bank of India, IndianBank, Bank of Maharashtraand UCO Bank.

    So far, the BoB has offeredloans worth ��4,000 crore fordifferent expressway projects inUP, of which ��2,000 crore wasmeant for 296 kmBundelkhand Expressway.

    The Health department hasbegun preparations for theCovid-19 vaccination drivewhich is likely to take placenext year. A senior official atthe CMO office said a Healthdepartment team visited theDistrict Immunization Centrein Aishbagh on Thursday withthe team of engineers and dis-trict immunisation officer.

    He said with these prepa-rations, they have to makesure that before the vaccinearrives, they are prepared tostore it in deep freezers and dis-tribute accordingly. He said itwas expected in the month ofFebruary.

    “This is being done underthe state government directivesand we were making arrange-ments for proper space, logis-tics and assessing at the sametime as to whatever gaps arethere in the present set-up andwhat is required.     “In the first phase, all thehealth workers will be given thevaccine and then if we receivemore vaccines, we will expandour programme,” he said.

    He added that there wouldalso be some categorisationwhich would be put up whenthe vaccine is administered togeneral public. “It may be givento people above 40 or 50 years

    of age to begin with. This is stillin the planning process, butright now we are preparing thelist of manpower,” he said.

    In a shocking incident, ateenaged girl aged around 17was killed over an issue of loveaffair by some unidentifiedmiscreants at Tala village underthe Kandhai police station ofthe district. The family of thedeceased and her lover clashedwith each other, accusing eachother of murder.

    The two sides foughtfiercely with sticks, injuring thelover and six of his family. Thedeceased’s brother also suf-fered serious injuries in theassault. Police detained fourpeople, including the head ofthe village who had reached asettlement in the case.

    According to the police,Tala resident Rajkumar aliasRaja was in love with Sadhana,who lived next door. The twohad run away from home a fewdays earlier, but returned onlytwo days later. On Tuesday,both of them came out of thehouse to see the fair of BharatMilap.

    On Wednesday morning,Sadhana did not return to herhouse and stayed at the houseof Rajkumar alias Raja, whichsparked a dispute between thetwo families. Later, both sidesreached the house of PradhanAyodhya Prasad Gupta, whereduring the panchayat it wasdecided that the family ofRajkumar should surrenderthe case by paying � 30,000 tothe family members of theSadhana.

    After the agreement,Sadhana went to her home.Sadhana’s body was found in

    front of the lover Rajkumar’shouse at around 7.30 pm, afterwhich both the sides enteredinto an altercation. Theyattacked each other with lath-is and sticks accusing eachother of killing Sadhana.

    During this, Sadhna’sbrother Akhilesh (32) and herlover Rajkumar alias Raja (19),his brother Dharmaraja (18),Pankaj (14) son of Dudhanath,Pappuram (40), Rajendra (45)and Lalti (40) were seriouslyinjured.

    The police rushed every-one to the district hospital.Sadhna’s brother Akhilesh con-tinued to accuse Rajkumar andhis family of hanging her todeath. At the same time,Rajkumar alleged that Sadhanawas killed by her family mem-bers and threw the body infront of his house.

    Superintendent of PoliceAnurag Arya said that in viewof the tension, a police force hasbeen deployed on the spot.Four people, includingPradhan, are being interrogat-ed.     As many as 71 new COVID-19 positive patients havebeen detected in the district onThursday, increasing the totalnumber of cases to 16,727.The day also saw one moredeath, increasing the toll to 269.During the day, the follow-upnegative reports included 56patients. Out of them, 43 havebeen recovered from homeisolation and 13 from the hos-pitals, increasing the number to12,947 and 2,821 respectively.The total number of patientswho have been recovered so faris 15,768, leaving 690 activecases.     Padari police on Wednesdayarrested two accused inconnection with the murder ofa 10-year-old boy. Accordingto a report, Sunny (10), son ofBalram Yadav, a resident ofDubeypur Mahewa villagewent missing on October 17and his body was found in theriver the next day. The post-mortem examination report revealed that he wasstrangled and thrown into the river. As a resulta case was registered against four residents ofthe village by the father of the victim and theinvestigation was on. The police was inves-tigating the motive when they found a clue thatthe accused were involved in a theft committedin the house of the victim some time earlier andhe had identified them. The accused appre-hended that the victim could reveal their iden-tity so they murdered him.     GSVM Medical CollegePrincipal Prof RB Kamalsaid that it had been decided toopen the out patient depart-ments (OPDs) of a few depart-ments of LLR Hospital on trialbasis with only 50 personsbeing accommodated for med-ical check-ups on a particularday

    Addressing a meeting ofthe LLR Hospital authorities onThursday, Prof Kamal said thetwo departments to start func-tioning were General SuperSpeciality and SurgicalSpeciality apart from OPD aswell. He said under the GSS,the OPDs for orthopaedicsand ophthalmology would

    run on three days — Monday,Wednesday and Friday.

    He said the general surgeryand the ENT OPD would alsorun for three day — Tuesday,Thursday and Saturday.

    Prof Kamal said each OPDwould accommodate only 50patients each day on first comefirst serve basis.

    He said in case all went welland the trials were smoothwithout any problem ofCOVID-19 infection, the facil-ity would be extended andmore patients would beallowed.

    He said it had been decid-ed to also run the OPD ofneuro surgery and neurologybut the days would be fixedafter consultation with the

    head of department and thechief medical superintendent.

    Prof Kamal said once theOPDs became functionalunder the new guidelines, crit-ical cases reported to the hos-pital would be administeredproper treatment and the testswould be carried out later.

    He said this was beingdone due to the inordinatedelay in carrying out all thetests for which the patient hadto run from pillar to post andoften the patient died evenbefore the treatment could bestarted.

    The district magistrate saidanaemia remained a majorcause of morbidity and mor-tality among women and chil-dren, especially in the ruralareas and it was more prevalentin Uttar Pradesh.

    He said deficiencies inessential micronutrients such asiron, folate and vitamin B12prior to and during the gesta-tion period increased awoman’s risk of being anaemicand so adequate dietary intakeof such nutrients was vitalduring this important phase inthe life.

    Tiwari said informationon the dietary micronutrientintakes of pregnant women inrural areas around KanpurNagar was scanty.

    He said a medical surveyhad brought to fore thathaemoglobin measurementwas used to determine preva-lence of anaemia and thedietary diversity of the ruralwomen.

    He said overall, anaemiawas present in 56.5 percent ofthe study population and inmajority of rural women,

    intake of iron, zinc, folate,calcium and vitamin A waspoor.

    Chief Development OfficerDr Dinesh Singh said a largepercentage of pregnant womenstill had insufficient dietaryintakes of essential nutrientsrequired to support the nutri-tional demands during preg-nancy.

    He said pregnant womenresiding in rural areas requiredinterventions such as nutritioneducation on the selection andpreparation of diversified mealsto mitigate the effects of under-nutrition.

    He added that regardless ofthe many life-threatening chal-lenges a woman experienced,this period of dynamic changerequired an expectant motherto pay critical attention to herhealth to ensure desirable birthoutcomes.

    He said anaemia was amajor cause of morbidity andmortality among pregnantwomen and about 40 per centplus of all maternal deathsduring pregnancy were attrib-uted to low blood haemoglobinconcentration.

    He said anaemia continuedto be a major issue of publichealth concern not only inIndia but in many developingcountries.

    The district magistrate latercut a cake to celebrate thebirthdays of two small kids ofthe village and as part of theannaprasan ceremony offeredkheer to them as well.
