Keynote Presentation—Assessing the Critical Impact of Corrosion During System Acquisition09:15 – 10:00Speaker: Richard Hays, U.S. DoD, Office of Corrosion Policy and Oversight

As we study and analyze the causes and insidious, pervasive effects of corrosion, we realize two important truths. One: corrosion is more prevalent, invasive, and detrimental than we formerly thought. And two: preventing corrosion is far less costly than detecting, treating, and often replacing materials that have degraded due to corrosion.

Corrosion Protection of Steelwork Under Passive Fire Protection in Offshore Environments

10:00 – 10:45 Speaker: Robin Wade, International Paint

Intumescent fire protection products, which swell and char in reaction to the heat of a fire, have been with us for decades. These coatings may be water based, solvent based, or epoxy based. Materials have been used in external applications in the oil & gas industry with varying levels of success.

Essentially, the ingredients that cause fire protection materials to intumesce and provide thermal protection are very similar across a broad spectrum of products. This presentation will address concerns that need to take into account achieving long- term protection when the products are placed under stress in environments described as C5-M per ISO 12944.

High Durability Delivered Faster: the Path of an Innovative Fast Curing Coating System from Navy Ballast Tanks to Oil and Gas Applications and What this Means for Offshore Steel Fabrication

11:15 – 12:15Speaker: Joao Azevedo, Sherwin-Williams

From ships to offshore assets, refineries ,or product tanks, similar challenges are faced: owners want to build and maintain their assets faster than ever and operate them with minimal downtime. Looking at it from the protective coatings perspective, it means that materials providing very high durability and faster return to service are increasingly needed. This presentation describes a solvent-free single-coat-fast-curing (SCFC) epoxy system that inaugurated such an approach in marine ballast tank applications years ago and then migrated to the oil and gas industry, where it is being increasingly adopted as tank linings for numerous types of service.

Insulating Coatings Reduce Marine Corrosion by Preventing Condensation

12:15 – 12:45 Speaker: Ralph Maas, MASCOAT

Corrosion, especially under insulation, has plagued the marine industry for years. From bilge areas all the way up to the pilot house, vessel owners are constantly fighting a hidden battle. Temperature differentials cause condensation, which in turn causes corrosion, whether it is in warm tropical waters or the chilly Antarctic. This presentation will describe how to prevent condensation, protect vessels from costly maintenance, and potential safety issues.

Keynote Presentation—Current Status of the Tanker Industry13:45 – 14:15Speaker: Dragos Rauta, Technical Director, INTERTANKO

The ongoing economic recession has a deep impact on the shipping industry and it has significant consequences for the tanker sector. The service provided by tankers is vital to society but too many tankers and a poor transportation activity at sea are a bad combination. Tankers’ safety and their environmental performance is under continuous scrutiny

The challenges to the tanker sector and to shipping in general are exacerbated by a number of forthcoming regulations. Compliance with such new regulations, particularly Ballast Water Management Convention, limitations on SOx and NOx emissions, and reduction of greenhouse gases would require historically high investments be it in new buildings or on existing ships.

The combination of all these factors puts the shipping industry into a very difficult business decision-making situation in terms of life cycle cost of ships. This is particularly difficult for tankers as the current tanker fleet is quite young. The keynote speech will try to analyze the options tanker operators have in the way forward and out of such a difficult situation.

Differentia Between the Commercial Vessel and Military Vessel From the Viewpoint of the Cost Factor for the Corrosion Prevention

14:15 – 14:45Speaker: Hideo Obata, SAJ, Namura Shipbuilding Co., Ltd

For both the ship owner and the shipbuilder, a huge cost for the corrosion prevention for vessels has become increasingly burdensome. This presentation will focus on the differentia between the commercial vessel and military vessel from the viewpoint of costs for corrosion prevention, influenced by elements such as coating specification, application method, quality control, and target life period. We will compare these differences, in an attempt to pursue some useful hints to make an assessment on effectual strategy so that we can find ways to strike a balance between maintaining an optimum coating quality while minimizing the costs for the corrosion prevention, especially during the design phase.

Recent Changes in Global Marine Requirements for Fire Protection

14:45 – 15:15 Speaker: Janet Murrell, Warrington Certification, Ltd.

The past 15 years have seen many changes in the marine world, beginning in 1999 with the introduction of Europe’s Marine Equipment Directive. Previously the classification societies were responsible for the control of all products placed onboard ships. However, this new legislation opened the door to notified bodies providing product approvals. The notified bodies are organisations with marine expertise together with specialist knowledge of one particular aspect of ships safety such as fire or navigation or pollution. The EU also introduced a database for fire products that allows shipbuilders and outfitters to search for approved products on a global basis.

The Protection and Reinforcement of Damaged Wooden Jetty Piles in the Marine Environment

15:45 – 16:15 Speaker: John Thomson, Winn & Coales (Denso) Ltd.

Jetty piles provide excellent examples of corrosion in the marine environment. The corrosion on these jetty piles is concentrated in the inter-tidal zone and splash zone. The buried and submerged sections of the pile experience corrosion at a slower rate. It is therefore important to concentrate on protecting the inter-tidal and splash zone to prevent a weak point from forming in the pile.

This presentation describes the way in which a textured fibre form, manufactured from GRP or FRP can be used in combination with a cementitious grout that has been reinforced with carbon fibre grid or steel rebar to achieve proven long-term cost-effective corrosion prevention and reinforcement of wooden piles.

Proposed New NACE Test Procedure for Confirming Compatibility of BWT and Ballast Tank Coatings

16:15 – 16:45Speaker: John Carter, EXOVA

Could ballast water treatments cause short or long-term damaged to the coatings applied to ballast tanks of ships? The answer is simple—we don’t know. This presentation will discuss IMO regulations in conflict, ballast water management convention, and the need to develop a suitable test method that harmonizes the testing requirements of PSPC and the request of GESAMP.

Achieving Energy Efficiency & Preventing IAS Spread Through Biofouling Management

16:45 – 17:15Speaker: Johnny Eliasson, American Bureau of Shipping

Biofouling was thought to be a thing of the past with the discovery of the tri-butyl-tin-acrylate antifouling paint (TBT-SPC). The performance of this hull coating technology allowed ships hulls to stay clean from virtually all biofouling. However, when the negative consequences of the TBT-SPC became evident, the product was eventually banned from use as active ship antifouling, bringing an end to this era. Biofouling has once again become an issue identified by IMO, other administrations, and governing agencies worldwide. This presentation will highlight the different rules, regulations and resolutions that have been adopted in recent years concerning biofouling to address the recurring problem. The presentation also discuss how there appears to be common ground among these rules, resolutions, and regulations.

Using Cost of Corrosion Data to Inform Acquisition Decisions

08:30 – 09:00Speaker: Richard Hays, U.S. DoD, Office ofCorrosion Policy and Oversight

The Corrosion Policy and Oversight (CPO) Directorate of the U.S. Department of Defense (DoD) developed a methodology to quantify the direct cost of corrosion for military equipment and infrastructure in 2004 as a part of an overarching strategy to mitigate the negative impact of corrosion on DoD assets. CPO subsequently developed a similar methodology to determine the impact of corrosion on the availability of selected weapons systems in 2009. Data collected and analyzed through 2010 show the annual cost of corrosion to the DoD to be $21.5B USD. These costs represent approximately 22% of all maintenance spending. Data from 2008 and 2009 show that non-availability hours related to corrosion represent between 10% and 20% of the total non-available hours for DoD aircraft.

This presentation provides a summary of the methodology used to determine the cost of corrosion and the impact of corrosion on system availability. Further, the presentation will discuss how this data is currently being used to influence system design and acquisition.

Mild Steel and Copper Corrosion in Different Seawater Zones of Peruvian Port

09:00 – 09:30 Speaker: Lucien Veleva, CINVESTAV-IPN (Center for Investigation and Advanced Study)

A great part of metallic construction exposed in seawater are destroyed, due to the aggressive corrosion environment. Chemical, physical, and biological factors determine the type of corrosion attack and its rate on metal. The marine environment, involving seawater, determines the degree of corrosion in the specific zones: atmospheric, splash/spray, tidal (high and low), and submerged/full immersion. The mild steel and copper corrosion in seawater has not been studied in this aspect in the Peruvian Sea. The region “La Libertad” is located in one of the important northern harbors in the country, TP Salaverry. The aim of this research is to enlarge the studies on marine corrosion of both metals in its first stages, in order to establish policies of corrosion prevention, maintenance, remodeling, amplification or substitution of metallic structures, which are affected by the corrosive aggressiveness of the environmental factors specific to the Peruvian port.

Vapor Corrosion Inhibitors – Real Life Solution for Offshore Flange Corrosion

09:30 – 10:00Speaker: Monica Chauviere, Monicorr, Inc.

Offshore atmospheric corrosion of flanges and bolting has been a long-fought battle. The threads on bolts are typically the first to break down, resulting in the need to cut the bolts when separation of the flange assembly is necessary. This presentation will cover a simple, effective, low-cost corrosion protection solution that allows almost immediate access to bolts without the need to remove coatings or mastics. A durable plastic cover, which encloses the flange assembly and provides a constant source of vapor corrosion inhibitor (VCI), has been shown with historical case histories and monitoring to provide an efficient means of extending the life of flanges and welded joints in both harsh outdoor and indoor environments.

U.S. Navy Assessment Process of Corrosion Prevention and Control Activities During Major Weapons Systems Acquisition

10:00 – 10:30Speaker: Chris Harrison, SAIC

In 2009 the U.S. Congress required the establishment of a corrosion control and prevention executive (CCPE) within each of the military services of the Department of Defense (DoD). The Department of the Navy (DON) accounts for over $7 billion in annual direct costs and has a significant impact on equipment availability due to the impact of corrosion. To combat the rising cost and impact of corrosion, all major weapons programs are required to consider corrosion prevention and control (CPC) and to develop and maintain a Corrosion Prevention Control Plan (CPCP). The Navy CCPE is required to coordinate department-wide corrosion CPC activities and oversee the progress of the major acquisition programs to build new ships, aircraft, tactical and support vehicles, as well as electronic equipment.

This presentation discusses the development of criteria to measure the progress of CPC activities and a systematic approach for assessment throughout the acquisition and sustainment lifecycle.

Offshore Coating Maintenance: a Solvent-Free Tolerant Epoxy Technology Matching the Needs for Predictability, Time Savings, and Durability

12:30 – 13:00Speaker: Joao Azevedo, Sherwin-Williams

Due to the low cost of the coating materials when compared to the overall project costs in a typical offshore maintenance program, the importance of material selection is frequently overlooked. In addition to improved predictability, new technology coatings can help lower the cost and speed project completion. Failure to understand the importance of this role can impact both the project schedule and the durability of the protection, resulting in added costs and delays many times greater than the cost of the coating itself.

This presentation will describe the main challenges being faced regarding coatings selection and application today, and presents a surface and humidity tolerant solvent-free epoxy technology incorporating a unique combination of features to address them.

“Hot” Topics Track

Corrosion under Fireproofing

09:00 – 09:30Speaker: Graham Boaler, Sherwin-Williams

One of the oldest forms of fire protection used to protect structural steel is “cast in place” concrete. Subsequently lightweight cementitious products were used to replace or supplement concrete. Both these forms of fire protection provide an alkaline environment that is purported to prevent the corrosion of underlying steel.

Many energy industry facilities are located close to coastal waters, so corrosion of the structural steel from chlorides and to some extent from carbonation is a very significant risk. The misconception that steel does not corrode under cement-based materials, coupled with the cost and practicality of removing fire protection, means that inspection in many facilities has been limited or omitted. Assets around the world are now showing significant areas where the steel structure beneath the cement-based fireproofing has corroded far more than was expected. This corrosion is effectively concealed and this has become known as corrosion under fireproofing (CUF).

Low Temperature Mechanical Properties of Passive Fire Protective Coatings

09:30 – 10:00 Speaker: Brian Reid, PPG Industries

Passive fire protective coatings (PFP) are applied at very high thickness compared to normal paints. The PFP can be applied from 3mm to 23mm. In many ways, it is best to think of these materials as composite plastics rather than coatings.

This presentation explores the room temperature and low temperature properties of epoxy intumescent coatings. Tensile properties and adhesion values at room temperature down to -40°C have been measured and will be discussed. A comparison between flexible, tough PFP coatings and hard, brittle PFP coatings based on apparent glass transition temperatures, adhesion, tensile strength, and elongation will be presented.

Cryogenic Spill Protection

10:00 – 10:30 Speaker: Rick Perkins, Sherwin-Williams

Recent increases in the International trade of natural gas have resulted in greater quantities being moved around the globe, either in pipelines or liquefied (LNG) and shipped in cryogenic containers. LNG is an effective way of transporting natural gas but creates the risk of cryogenic liquid spill, explosion, and fire/jet fire.

Coating manufacturers have developed syntactic foam materials that can be used to mitigate the effects of LNG spillage by insulating the steel and in combination with passive fire proofing (PFP) products can also protect steel against fire and jet fire scenarios. A number of new projects, however, have increased the testing requirements and risk assessments are indicating the need for resistance to longer periods of LNG spillage, up to 60 minutes, with or without the need for subsequent fire protection. The performance of the insulation materials will allow longer periods of protection but a number of challenges have had to be addressed to meet the requirements.

A ‘Medium-Scale’ Test Method for LPG Vessels Subjected to Engulfing Hydrocarbon Pool Fires

11:00 – 11:30Speaker: Ian Bradley, International Paint

LPG vessels at risk of engulfment by hydrocarbon fires present a particular hazard: boiling liquid expanding vapour explosions (BLEVEs). BLEVEs are potentially catastrophic, and their occurrence, although infrequent, usually has significant consequences. Passive fire protection (PFP) is frequently applied to vessels to prevent BLEVEs, with epoxy intumescents being a common choice due to the combination of blast resistance, pool fire protection, jet fire protection, and corrosion protection they can offer.

This presentation discusses the conditions measured in large-scale fire testing of vessels to determine what conditions should be required of a “medium-scale” test. It proposes a test set-up that utilizes propane burners to recreate such conditions, and describes experimental work undertaken to compare the conditions produced with large-scale testing.

The Performance and Protection of Bolts in Structural Connections at High Temperature

11:30 – 12:00Speaker: Bill Dempster, International Paint

Understanding associated with the performance of structures in fire has seen many developments in recent years as a result of advances in research, fire testing, and their subsequent transition into design codes and industry guidance.

The majority of structural fire engineering assessments are concerned with the performance of individual structural elements such as beams or columns. These are generally intended to reproduce furnace tests, which typically test structural elements in isolation. The objective of this presentation is to share knowledge and practices to help raise the awareness of understanding the performance of bolted connections in the event of a fire.

A Level-1 System for Fire Protection of Plastic Pipes to IMO A.753(18)

12:00 – 12:30Speaker: Ian Bradley, International Paint

The use of plastic pipes in the marine and offshore industry is steadily increasing; however, the inherent lack of fire performance of plastics compared to metals has frequently limited the use of plastic pipes in many fire critical areas. To provide a means of assessing the fire performance of plastic pipes, and to ensure an appropriate degree of fire resistance was achieved, IMO published A.753(18): “Guidelines for the Application of Plastic Pipes on Ships”.

This presentation details the work done by International Paint in conjunction with Bureau Veritas, Sintef nbl and NOV Bondstrand to design and conduct a test package capable of covering all types of pipes, joints and fittings likely to be used in a marine or offshore environment. It discusses a number of issues that had to be resolved prior to testing and discusses the results of the testing and the type of approval issued.

Damaged PFP and RBI Approach to Performance Standard Maintenance

12:30 – 13:00Speaker: Richard Holliday, MMI Engineering

Modern PFP materials are designed to provide robust and durable systems that, correctly designed, specified and installed, will provide excellent protection with minimal maintenance. However the industry is faced with aging assets that were protected with systems that are now degraded; this, coupled with changing hazards, results in questions being raised by regulators and safety professionals on how to inspect and assess damaged PFP and most importantly how to prioritise repairs to return ensure it continues to fulfil its desired function. This presentation will provide operators and inspectors with information on common PFP failure modes and describe best practice in inspection techniques.

Asset integrity management against corrosion (AIMAC) is an innovative approach being developed to monitor and manage corrosion of assets in land, sea, and air sectors. Assessments on the current and future physical condition can be made using parameters including corrosion, fatigue, and impact damage. The AIMAC framework holds technical components such as sensors, degradation, and probabilistic models with other forms of information including maintenance inspections to enhance structural integrity decisions. This paper describes two case studies in the marine domain, including corrosion under insulation and corrosion fatigue predictive assessment of tail shafts.

Viscous Elastic Coating as a Solution for CUI

09:00 – 09:45 Speaker: John Glass, Amcorr Products & Services, Inc.

Viscous elastic coating and sealants are used as a vapor barrier for insulation and a solution for preventing further water infiltration and corrosion on weathered failing external cladding. Viscous elastic coating can be used as a vapor barrier on existing or new insulation projects and for protecting hot or cold applications. Viscous elastic coatings easily overcome many of the common issues that cause traditional coatings and sealants to fail.

Viscous elastic coatings offer immediate adhesion without the need for primer, require minimal surface preparation and form a homologue, continuous, self-healing protective layer. The materials bond at an intimate Leveland create a waterproof, impermeable coating that can operate in a wide temperature range. These products also excel in offering corrosion protection for pipelines on areas such as soil to air transitions, flanges, casing, girth welds, field repairs, water proofing of casing end seals, and vaults in addition to having numerous other applications.

Selecting Insulation to Reduce Operating Costs

09:45 – 10:15 Speaker: Monica Chauviere, Monicorr, Inc.

The oil and gas industry has been plagued for some 30 years with corrosion damage caused by Corrosion Under Insulation (CUI). Water ingress into insulation systems is held for long periods against the warm or hot steel by the relatively thick, water-absorbent insulation, causing corrosion of unprotected carbon steel, or upon steel that was never coated with a proper immersion-grade coating.

In spite of state-of-the-art technology, providing excellent performance in the protection of steel in hot, wet conditions, it must be recognized that there is no such thing as a “silver bullet” that provides complete protection of all surfaces on all equipment. This presentation addresses parameters and characteristics related to industrial insulation that are influential on both the risk of CUI and the thermal functionality of the insulation.

Thermal Insulating Coatings - The Future of Insulation

10:15 – 10:45Speaker: Michael Stelmach, MASCOAT

Thermal Insulating Coatings are a relatively young technology, but are gaining worldwide acceptance quickly due to their energy retention capabilities, easy application, and ability to protect substrates, reducing maintenance and personnel protection costs. Not to be confused with reflective roof coatings, TICs use all five thermal dynamic blocking agents (or principles) to reduce thermal transfer between environments.

NACE SP0198-10 and Corrosion Prevention Under Insulation

11:15 – 11:45Speaker: Dik Betzig, Hi-Temp Coatings Technology

This presentation reviews the corrosion prevention options referenced in NACE SPO198-10, “Standard Practice for Control of Corrosion under Thermal Insulation and Fireproofing Materials—A Systems Approach”. A brief history of materials, older technologies, and their issues, followed by industry attempts at providing solutions, will be discussed. The importance of coatings for use under insulation is discussed, especially for cyclic service, and an argument is made that all service is ultimately cyclic.

Coatings for CUI Protection Accelerated Testing Methodology

11:45 – 12:15Speaker: Matthew Fletcher, International Paint

Higher processing temperatures and the need to improve efficiency and reduce costs are key movements in today’s oil and gas and heavy industry facilities. This has led to increases in the amount of insulated pipework and equipment on many facilities, in turn creating more areas at threat from corrosion under insulation (CUI).

This presentation offers a detailed description and justification of a comprehensive accelerated CUI laboratory testing program. Results obtained from an external third party testing body are reviewed, analyzed, and then correlated with long- term in-field performance data in order to demonstrate real world suitability of the coating in question as well as the test program itself.

Qualification Testing for Coatings Used in High Temperature Insulated Service

12:15 – 12:45 Speaker: Dik Betzig, Hi-Temp Coatings Technology

Engineers and designers of elevated operating temperature systems and equipment have a wide choice of testing standards for selecting coating systems for protection against hot cyclic corrosion of carbon and stainless steel. There is also a lack of agreement as to what standards should be used. Coating specifiers for major oil and refining companies have yet to develop a consensus as to what the physical performance guidelines should be for high temperature coatings.

This presentation will review various test methods currently used by suppliers in the industry. Tests discussed will include ASTM D2485 (thermal shock) “Houston Pipe” (gradient heat), ASTM G189 (CUI Test), ASTM E2402 (mass loss), and HTC (CUI cell).
