The purpose of the Child Care and Development Planning Council (CCDPC) is to: Assess San Diego child care needs and develop plans to address

those needs,

Establish priorities for the distribution of federal, state, and local child care development funds,

Seek and advocate funding for child care services and programs,

Work with community agencies, businesses, and organizations to support and enhance community child care, resources and services,

Promote and enhance the quality of child care development services through public education, provider education, and provision of support services, and

Advise the Board of Supervisors and the County Superintendents of Schools in matters within its duties and responsibilities.

In 1991, the United States Congress established a Federal Child Care and Development Block Grant through which each state was allocated funds to assist low income families in obtaining child care and development services.

On June 18, 1991, The San Diego County Child Care and

Development Planning Council was formed by the San Diego County Board of Supervisors and the County Superintendent of Schools pursuant to the authority of Assembly Bill 1542 (Chapter 270, Statutes 1997) and Education Code (sections 8499.3 and following). Ref: Ordinance No. 9772; County Administrative Code, Article XVI, Section 266.

The San Diego County Health and Human Services Agency supports CCDPC through a revenue agreement with the California Department of Education

San Diego County HHSA has a contract agreement with the San Diego County Office of Education to Administer the funds and provide support services to the CCDPC

The availability of quality child care is essential to the success of CalWORKs. To ensure an adequate supply of child care resources to recipients and

those transitioning off welfare to work , AB 1542 eliminated seven former welfare related child care programs and consolidated them into the three-stage CalWORKs child care programs.

Stage One is administered by the county welfare departments.

Stages Two and Three are administered by Alternative Payment Program (APP) agencies under contract with the California Department of Education (CDE).

CCDPC supports CalWORKs in all three stages.

Responsible for conducting a state-mandated county-wide child care needs assessment every five years, as well as other original research on child care issues affecting San Diego County.

Reviews state and federal legislation affecting all phases of child care and child development; Informs planning council about upcoming legislative bills, the state budget and legislative issues

Recommends positions (Support, Oppose, or Watch) on state legislation to the council for vote;

Planning Council recommendations are forwarded to the County Board of Supervisors and County Superintendent of Schools;

Sponsors and/or supports local legislative events including: Legislative

Breakfast or Luncheon and Speak Out for Children; Shares educational legislative materials, as appropriate, with the Board of

Supervisors, their staff, and County Superintendent of Schools. Collaborates with other local agencies and organizations to share information on current legislative issues.

Identifies and studies early care and development issues that interface with First 5 San Diego.

Writes issue papers. Plans and organizes the Directors’ Workshop and the

Barbara Chernofsky Lifetime Achievement Award Ceremony.

Advises the Planning Council on child care issues, including access, for special needs and/or disability populations.

Serves in an advisory role to the projects funded by Senate Bill 640.
