Keynote Speaker Biography

Alphonso Jackson, Secretary U.S. Department of Housing and Urban DevelopmentSecretary Alphonso Jackson is guiding the U.S. Department of Housing and Urban Development (HUD) in its mission of providing affordable housing and promoting economic development, an assignment to which he brings more than 25 years of direct experience in both the private and public sectors.

Secretary Jackson first joined the Bush Administration in June of 2001 as HUD’s Deputy Secretary and Chief Operating Officer. As Deputy Secretary, he managed the day-to-day operations of the $32 billion agency and instilled a new commitment to ethics and accountability within HUD’s programs and among its workforce and grant partners. The U.S. Senate unanimously confirmed as the nation’s 13th Secretary of HUD on March 31, 2004.

An expert on public housing and urban issues, Secretary Jackson has been asked to serve on a number of national and state commissions, most notably the General Services Commission of the State of Texas, where he served as Chairman, the National Commission on America’s Urban Families, and the National Commission on Severely Distressed Public Housing.

Herman E. Bulls Chief Executive Officer, Public Institutions, Jones Lang LaSalleChief Executive Officer and President, Bulls Capital PartnersHerman Bulls is the founder and President of Jones Lang LaSalle’s Public Institutions specialty, which focuses on delivering integrated real estate solutions to government entities, nonprofit organizations, transportation facilities, and higher education institu-tions.

During his 16 years at Jones Lang LaSalle, he has worked in the areas of development, investment man-agement and business development/retention. Leading clients include the General Services Administra-tion, VA, Department of the Army, Department of State, University of Pennsylvania, Duke, OSU, Georgia Tech and the Port of Oakland.

Prior to originally joining Jones Lang LaSalle, Mr. Bulls completed almost 12 years of active duty service with the United States Army. He is currently a Colonel in the U.S. Army Reserves.

Mr. Bulls is the Chief Executive Officer and President of Bulls Capital Partners, a Joint Venture between Bulls Multi Family and Sun Trust Bank, which provides multi-family financing under the Fannie Mae Delegated Underwriting and Servicing (DUS) program.

Mr. Bulls received a Bachelor of Science degree in engineering from the United States Military Academy at West Point and a MBA in finance from Harvard Business School.

David J. Byrd, Deputy Chief Administrative Officer Governmental Operations and Environmental ServicesPrince George’s County MarylandMr. Byrd’s responsibilities include most of the major county agencies that touch the daily lives of the county’s residents. In November 2003, Mr. Byrd started Byrd’s Eye, LLC, a government relations and political consulting firm that offered strategic advice and analysis, and advocacy on business development and political entrepreneurship.

Prior to starting his own business, Mr. Byrd served as Chief of Staff to Maryland Lt. Governor Michael S. Steele. As Chief of Staff, Mr. Byrd directed the day-to-day operations of the Lt. Governor’s office and championed the Lt. Governor’s political, policy, and personnel agenda. Prior to this appointment, Mr. Byrd was Associate Commissioner for External Affairs at the Social Security Administration, where he developed strategic relationships with national advocacy organizations.

Mr. Byrd spent seven years in New Jersey State Government, focusing primarily on economic develop-ment issues. As Director of the Office of Small Business, Mr. Byrd achieved a historic milestone when he and his staff worked with state procurement officers to surpass the $1 billion mark in small business con-tracting. Additionally, he led two trade missions to South Africa, securing over $400 million in contract awards for New Jersey businesses. He also planned and developed New Jersey’s multicultural travel and tourism initiative and reorganized the state’s Office of Small Business to serve as an advocate for entre-preneurs and small business owners.

In 1981, he completed his bachelor’s degree in English at Ohio Wesleyan University in Delaware, Ohio. He completed his master’s degree in corporate public relations at Rowan University (formerly known as Glassboro State College) in 1986. He is a member of Toastmasters International and the Public Relations Society of America.

Anthony Freeman, President and Chief Executive Officer National Capital Revitalization CorporationMr. Anthony Freeman is the President and Chief Executive Officer of the National Capi-tal Revitalization Corporation (NCRC), a public real estate development company in the District of Columbia. Under his leadership, NCRC has become uniquely equipped to operate at private industry speed, having closed on 12 major real estate deals including DC USA in the Columbia Heights neighborhood. Mr. Freeman was also instrumental in the formation of

NCRC’s strategic equity partnership with Morgan Stanley, the country’s leading global financial services firm. This innovative partnership allows NCRC to provide significant capital to deliver catalytic develop-ment throughout the District. Prior to joining NCRC, Mr. Freeman was a member of The Epiphany Group, LLC, a Dallas-based con-sulting firm. He has also served as a Vice President of Blockbuster, Inc., where he helped increase Block-buster’s airport presence in 20 markets. Mr. Freeman gained significant real estate and land development experience as an executive at Terrabrook Communities, a national developer of large-scale master planned communities and former division of Mobil Corporation. Mr. Freeman’s career began at Booz, Allen & Hamilton, Inc. He holds an MBA in finance from American University and a BS in systems engineering from the University of Virginia. A native Washingtonian, Mr. Freeman, with daughter Blair and son Troy, reside in Northwest Washington.

Leslie Hale, Vice President, Real Estate and FinanceRLJ Development, LLCMs. Hale joined RLJ in March 2005 as its Director of Real Estate and Finance. Ms. Hale has primary responsibility for securing financing for each asset and managing the entire execution process for all transactions. In June 2006, Ms. Hale was promoted to Vice President – her responsibilities were expanded to include the oversight of portfo-lio management and all treasury functions.

Prior to RLJ, Ms. Hale was an Associate Director in the GE Real Estate – Strategic Capital Group, where she provided structured finance products to institutional clients. Previously, Ms. Hale also served as a Vice President in the Mergers & Acquisitions Group of GE Commercial Finance, responsible for manag-ing the strategic review and due diligence process for prospective transactions. Before rejoining GE, she was an investment banker at Goldman, Sachs & Co., advising clients across industries on mergers, acqui-sitions, and corporate finance matters.

Preceding business school, Ms. Hale worked for GE Real Estate in both the Large Transactions Group and the European Mergers & Acquisitions Group, completing over $8 billion of real estate transactions. She received her undergraduate degree in Finance from Howard University, graduating Summa Cum Laude. Ms. Hale earned her MBA from Harvard Business School, where she was a Goldman Sachs and Robert F. Toigo Fellow.

Carl Mayfield, Senior Vice President, Design and ConstructionRLJ Development, LLCMr. Mayfield is responsible for providing leadership to the project management team and supervising all phases of capital projects. He also assists in the due diligence process for new acquisitions. Prior to joining RLJ, Mr. Mayfield served as the Project Executive for Georgetown University’s “Southwest Quadrangle Project,” a $200 mil-lion mixed-use housing, parking, dining and demonstration fuel cell facility. Prior to that, he managed the MCI Center and The World Bank’s Space Efficiency Project on behalf of CarrAmerica.

Mr. Mayfield’s 19 years of experience in construction and real estate development projects also includes positions with BuildTech, Inc. in Washington, D.C. and Greenhorne & O’Mara in Maryland. Mr. Mayfield holds a B.S. in Civil Engineering from the University of Delaware and an M.S. in Real Estate Develop-ment from Johns Hopkins University.

Terry A. Peterson, Chief Executive Officer Chicago Housing AuthorityAs head of the largest public housing reform effort in the country, Mr. Peterson over-sees the CHA Plan for Transformation, a ten year $1.5 billion plan to create 25,000 public housing units throughout the City of Chicago.

Restoring and revitalizing struggling urban neighborhoods has been the hallmark of Terry Peterson’s ca-reer. He worked as the Chief of Staff to the 17th Ward alderman in the early 1990s, where he was respon-sible for constituent services and coordinating neighborhood development. This experience inspired him to dedicate his life to public service.

In June of 2000, Mayor Daley appointed Mr. Peterson to run the Chicago Housing Authority. Mr. Peterson took control of an agency facing a major budget deficit and a housing stock suffering from decades of ne-glect, and created a model agency that has reshaped the public housing landscape in Chicago. Through his leadership, the CHA is transforming public housing developments from isolated, unsafe neighborhoods into healthy, mixed-income communities through a combination of public and private investments.

Mr. Peterson has served on the National Advisory Board of Fannie Mae, one of the nation’s premiere affordable housing and community development corporations. Currently, he serves on the Board of Directors of The Council of Large Public Housing Authorities (CLPHA), The Partnership for New Com-munities and The Auburn Gresham Community Development Corporation. He is also a member of the University of Chicago Social Services Administration School Visiting Committee.

Mr. Peterson was born in Chicago and earned a BA from Chicago State University and a Master’s in Pub-lic Administration from Roosevelt University.

Pamela S. Puryear, Founder and PresidentPamela Puryear Consulting, Inc.Pamela Puryear is an independent consultant, providing organization development and management consulting services to corporations, non-profit-organizations and founda-tions. Her consulting practice assists organizations in designing, implementing, and integrating sustainable solutions and systems that maximize the value and effectiveness

of human capital. Two areas of focus include developing leaders through assessment, training, and coach-ing; and managing diversity. Recent clients include Yale School of Management, Goldman Sachs, The Hispanic Scholarship Fund, and the Tavis Smiley Foundation.

Prior to launching her independent consulting practice in 1997, Ms. Puryear spent ten years in the real estate investment management industry, most recently as a Vice President, Portfolio Manager with AMB Institutional Realty Advisors, a pension fund real estate advisor. She was responsible for investment and management decisions for a $250 million private Real Estate Investment Trust (REIT). She has also worked with JMB Realty Corporation and Rosenberg Real Estate Equity Funds (RREEF).

Pamela received a Bachelor of Arts Degree in Psychology with a Concentration in Organizational Behav-ior from Yale University, a Master of Business Administration Degree from Harvard Graduate School of Business, and is currently a PhD candidate in Organizational Psychology.

Adrian Washington, President and Chief Executive OfficerThe Anacostia Waterfront CorporationAdrian Washington is President and Chief Executive Officer of the Anacostia Water-front Corporation (AWC), an independent instrumentality of the District Government created by Mayor Anthony Williams and the Council of the District of Columbia in 2004 to lead efforts to restore the Anacostia River and revitalize adjacent lands. AWC is bringing to life the vision of the Anacostia Waterfront Initiative, an unprecedented partnership of 20 Federal and District agencies forged in 2000 to transform the Ana-

costia River from the city’s forgotten river to an unforgettable gem that rivals any urban waterfront in the nation and the world.

AWC is coordinating a public investment strategy that is facilitating the construction of more than three million square feet of new office space, more than 6,500 units of new housing, 32 acres of new public parkland, and a 20-mile river walk along both sides of the Anacostia River. Over the next two decades, these new uses are expected to generate up to $3 billion in new tax revenues and more than $10 billion in private investment.

Mr. Washington brings to AWC more than 20 years of experience in urban real estate development, construction and management. Prior to joining AWC, Mr. Washington served as President and Founder of The Neighborhood Development Company, LLC (NDC) which specializes in residential and commercial development projects in Washington, DC’s emerging neighborhoods. NDC has completed or has under development more than one-half million square feet of real estate, with a focus on the revitalization of the Georgia Avenue corridor. Additionally, NDC is a joint venture equity partner in development teams selected by the city to redevelop the Old Convention Center and Wax Museum sites. Collectively, these projects will encompass approximately two million square feet of mixed-use space.

He previously served as Vice President, Acquisitions for the National Housing Partnership (NHP); Vice President and General Manager, NHP Health Care Services; Consultant for the development arm of the Enterprise Foundation; and Senior Consultant for Mercer Management Consultants.

Mr. Washington grew up in the city’s Anacostia neighborhood and is a lifelong resident of DC. He is a graduate of Stanford University and holds an MBA from the Harvard Business School. He was 2002 – 2003 President of the African American Real Estate Professionals of DC and received the organization’s Entrepreneur of the Year Award in 2004. He is immediate past Chairman of the Board of the Capital City Public Charter School, a Founding Member of the Board of the Latin American Youth Center Youth Build Public Charter School, and co-chair of the Mayor’s Comprehensive Housing Strategy Task Force.

Rod L. Bailey, Vice President of The Staubach Company is responsible for developing new business opportunities in an effort to drive additional revenue to all Staubach lines of business. Staubach has 1,400 people located in 60 offices throughout the Americas and serves more than 2,400 clients. The company completed 5,600 transactions totaling $21 billion and 290 million square feet during the fiscal year ending 2005. Worldwide, the DTZ Staubach Tie Leung partnership has more than 10,000 professionals delivering services and solutions to multinational clients.

Thomas J. Baltimore, Jr., President & Co-Founder of RLJ Development, LLC, a privately held real estate investment company owned and controlled by billionaire Robert Johnson (founder of Black Entertainment Television and owner of the NBA’s Charlotte Bobcats). RLJ has 30 hotels in its North America portfolio and additional 100 properties currently under contract. Upon completion of this transaction, the RLJ portfolio will be valued in excess of $3 billion.

Alan R. Braxton, Managing Director & Co-Founder of Presidio Partners, LLC, a real estate private equity and advisory firm with a singular focus on providing capital raising and advisory services to real estate fund sponsors, operators, REITs and other real estate market participants. Since the firm’s inception in May 2003, Presidio has raised over $4.5 billion of equity on behalf of its clients. These engagements have included strate-gies for U.S., European and Indian real estate markets with institutional equity investors spanning the global markets.

Daryl J. Carter, Chief Executive Officer of CharterMac Mortgage Capital, which serves as the mortgage banking arm of the CharterMac real estate finance platform. CharterMac originates, underwrites and services loans for market-rate apartment properties, afford-able and senior housing, and select commercial and healthcare properties nationwide.

Ronald Gaither, Chief Operating Officer of Arbor Commercial Mortgage, LLC, which combines traditional mortgage lending with the innovations of an investment bank, bridging the lending gap left behind by traditional sources of capital. McCoy, Founding Partner, President & Chief Executive Officer of Urba-nAmerica, LP, founded in 1998 as a real estate private equity firm to become America’s pre-eminent vehicle for fiscally and socially prudent investment in inner city commercial real estate. UrbanAmerica’s Fund I and Fund II has raised $400 million in equity al-located to create a $1.5 billion portfolio with its new partners the Fisher Brothers, a $10 billion owner, builder. UrbanAmerica’s focus is with government, medical, academic institutions and supermarket anchored retail in its portfolio as well as for-sale housing. The organization operates a $350 million portfolio consisting of 25 properties. UrbanA-merica’s investors include LACERA, GE, Chicago Teachers, Citicorp, Nationwide, Bank of America, Aetna and Washington Mutual to name a few.

Ronald K. McDonald, Managing Principal of RMC Development, LLC, a full-service real estate development consulting, finance and investment company with a focus on pri-vate and public-private projects including major mixed-use, transit-oriented development (TOD) and base closure. RMC crafts solutions on behalf of public and private clients for large, complex real estate development projects that offer economic and community ben-efit. RMC spearheads the redevelopment of a former military base as a $250 million, 46-acre waterfront office campus across from the U.S. Naval Academy in Annapolis, MD.

Kenneth A. McIntyre Jr., Managing Director of MetLife is responsible for the High Yield program, warehouse lending program and investments in mezzanine funds. MetLife has $28 billion of commercial mortgages and $4 billion of equity real estate in its portfolio.

Aasia Mustakeem, Partner of Powell Goldstein LLP is the Practice Group Leader for the Atlanta Financial Products and Real Estate practice group. Ms. Mustakeem practices in the area of commercial real estate, including representation of financial institutions in commercial loans, representation of developers in connection with commercial projects, representation of purchasers and sellers in acquisitions and dispositions of office, retail, hotel, industrial, timberlands and other commercial properties, negotiation and drafting of leases for both landlords and tenants in connection with commercial leasing; represen-tation in connection with secured financing involving inventory, equipment and similar assets; and project finance.
