Mission: To raise funding for the following improvements to community property to benefit the residents of Laurel Acres Whippoorwill Estates Improvement Association. 1. Repair the community boat ramp and build a pavilion at the beach. 2. Install a commercial grade playground, add benches, border and rubber mulch at the community ball field. 3. Replace the paved basketball court and basketball hoops with commercial grade poles and hoops 4. Design a plan for replacing the failing retaining wall and install rip rap at the community beach for erosion control. Currently there is 40% participation rate in dues payment which does not allow for large scale improvements of the kind required. Much of these dues are to maintain existing property and to pay the insurance premiums that must be paid on community property. We have drafted this proposal in order to provide an explanation of all aspects of the process we are looking to engage in order to secure a Special Community Benefits District (SCBD). The purpose of the SCBD is to fully fund, in a lump sum, the installation and repairs mentioned above. This is done through a process which requires 50% +1 of the homeowners in the community to sign a petition approving the establishment of SCBD. Once the district is established, each proposed item will be voted on by members of the community and we will then obtain the funds through a loan to carry out the repairs that have been approved and the community can immediately begin the work. Each of the four goals listed above will need to be voted on at a community meeting. The meeting will be publicly advertised to give everyone a chance to vote on the four individual goals. The amount of funding we are requesting within the SCBD is approximately $100,000 based on the approval of all 4 goals.The loan would be paid back by the residents of Laurel Acres and Whippoorwill Estates at the rate of approximately $100 per year for 5 years to be taken automatically during the payment of your Maryland State Taxes, equaling approximately $500 per household. The ramp is mostly functional for small boats but is a problem for larger boats, and is a major problem at very low tide or very high tide. Some residents within the community are having to go elsewhere to put their boat in the water which negates the benefit of living in a water privileged community. This also takes revenue away from our community. The existing play structure at the ball field is over 10 years old and was intended for use in a single home environment. The structure has been repeatedly damaged by vandals and repaired as best as possible but is falling into disrepair and poses potential safety hazards. The basketball court is cracked and uneven and both of the hoops are damaged. Additionally, the beach continues to further erode every year due to a failing retaining wall and additional traffic in the creek. such as ours in good working order are sure to increase property values for all homes in the community. Phase 1: We have asked residents to be part of a committee to plan and carry out this project. We have solicited multiple bids and drawings for the work to be completed at both the beach and the ballfield. We have also solicited information from other local neighborhoods along with the Army Corps of Engineers to address the erosion problems. Through this committee we have determined the approximate costs for repair and installation of the items listed above. These costs have been broken down by household over several years to lessen the impact on homeowners. Phase 2: A petition was drawn up for approval by the county and has now been approved. Members of the committee will be canvassing the neighborhood asking for signatures on our petition (sample petition below). Phase 3: After attainment of 50% +1 households, the Special Community Benefit District will be established. Each line item will be voted on at a community meeting to determine which repairs will be made. A loan will then be secured for the approved repairs and work will begin. We have tried to address questions or issues that might arise during this process in the section below: Why should I sign this petition? The repair of the boat ramp will allow for boaters in the neighborhood to safeguard their boats from harm, and for those who had to leave the neighborhood to be able to return to using our boat ramp. Having these amenities in good working order will raise our property values. We will provide a safe space for our children to play. Addressing erosion problems at the community beach is both an environmental concern and a concern for many who enjoy the benefits of having our beautiful little plot of land to hang out on the water. How many signatures do we need? We must have 50% + 1 of homeowners in the neighborhood to sign their agreement. What happens if we don’t get the signatures we need? The proposal dies and we continue trying to find ways to fund the projects in our community that make this a safer, more desirable place to live. What happens when the loan is paid off? The Special Community Benefits District will remain in existence but additional work could not be done nor could additional funding be secured until a vote was taken for new initiatives. I don't use the boat ramp and I don't have kids, so why would I want to sign this?

Even if you don’t use these amenities, we cannot continue to allow them to fall into further disrepair. Historically, we bring in about $4000 in revenue a year. We have finally managed to accumulate approximately $11,000 in our checking and savings, however, we need about $5000 a year to cover insurance, upkeep and maintenance of existing property and fund our community events. In 2 more years we may be able to replace the boat ramp but that still leaves the crumbling equipment and erosion problems. Existing Conditions Boat Ramp
