Morrow, Certified Public Accountant, Wall Lake, Iowa released an audit report on Region XII Council of Governments, Inc., Carroll, Iowa. John D. Morrow CPA reported the organizations had revenues of $6,419,464 for the year ended June 30, 2016, which was a 5.18% increase from the prior year. Support included $3,781,760 from Federal and state agencies; $2,232,228 from public support, fees, contributions, matching funds, etc; $254,693 from loan repayments; and $150,783 from interest from invested funds and loans. Expenditures for the organizations totaled $6,720,123, a 7.82% increase from the prior year. Program expenditures administered by the organizations included $2,975,773 for Rural Tran- sit programs and planning, $624,133 for Workforce Development and workforce related pro- grams, $914,748 for affordable housing and housing assistance programs, $100,809 for Western Iowa Advantage Partners, and $2,104,660 for other state and local programs. John D. Morrow, Certified Public Accountant, wall Lake, Iowa released an audit report on Region XII Council of Governments, Inc., Carroll, Iowa.

John D. Morrow CPA reported the organizations had revenues of $6,419,464 for the year ended June 30, 2016, which was a 5.18% increase from the prior year. Support included $3,781,760 from Federal and state agencies; $2,232,228 from public support, fees, contributions, matching funds, etc; $254,693 from loan repayments; and $150,783 from interest from invested funds and loans.

Expenditures for the organizations totaled $6,720,123, a 7.82% increase from the prior year. Program expenditures administered by the organizations included $2,975,773 for Rural Tran-sit programs and planning, $624,133 for workforce Development and workforce related pro-grams, $914,748 for affordable housing and housing assistance programs, $100,809 for western Iowa Advantage Partners, and $2,104,660 for other state and local programs.

A copy of the audit report is available for review on the Office of the Auditor of State’s website or the Region XII Council of Government’s administrative office.

Western Iowa Transit is pleased to announce the hiring of new employees to fill transit driver vacancies throughout our region. Ross Lesher of Denison, Iowa has joined the team of drivers housed in our Denison office. Ross will be assisting with the provision of public transit services in and around the communities of Crawford County. Richard Schmidt, a former employee from Manning, has been rehired to provide services in Southern Carroll County and Crawford County. Michael Heard of Carroll has been hired to work out of our Carroll office. He is replacing Ken Schaefer of Carroll, who recently retired. Randall Lebeck of Grand Junction has recently been hired to provide transportation out of the Greene County Office.

Western Iowa Transit recently took delivery of this 28 passenger, Ford Eldorado Medium Duty Bus. This unit is the first Medium Duty Bus purchased for our fleet. It was purchased under the 2017 FTA Rural Transit Vehicle Replacement contract with 85% FTA funding and 15% local funding.

Applicants needed for home rehabilitation in the cities of Menlo and Scranton

The Cities of Menlo and Scranton have been awarded CDBG funds for home Owner-Occupied Rehabilitation by the Iowa Economic Development Authority (IEDA). Menlo was awarded funding for five projects and there are funds available for two projects. In Scranton, funding was awarded for four projects, and applications are being taken for the final project.

Eligible applicants must own their own home, live within the city’s designated target area, meet income guidelines, and be current on property taxes and utilities. Applications are currently being taken on a first-come, first-served basis. The confidential application process requests information necessary to verify the yearly income of the residents of the household.

Grant-eligible households may receive up to $24,999 in home rehabilitation in the form of a five-year forgivable loan. Repairs will follow IEDA housing Quality Standards, and MAY include: lead-based paid reduction, roof or window replacement, siding, electrical or mechanical upgrades, or improvements for handicap accessibility.

Region XII awarded Federal Home Loan Bank GrantsIn December, Region XII COG was awarded funding from the Federal home Loan Bank (FhLB) Affordable housing Program. Five projects in Iowa were awarded $2,508,479. Region XII was awarded $603,350 for two separate housing initiatives.

For the first, the COG was awarded $200,000 to assist in the development and construction of five single family rental units in wall Lake. The units will provide needed housing for elderly and disabled residents of wall Lake. The City of wall Lake has agreed to donate the property where these units will be constructed. Residents would need to meet specific income requirements that are at or below 80% of hUD’s income guidelines. This FhLB application was sponsored by Iowa State Bank of Sac City.

The COG also received $403,350 in FhLB funds to rehabilitate 15 single family owner-occupied homes. Each home will receive between $20,000 and $24,000 worth of rehabilitation. Funding will be used to update major components of the homes with an emphasis on energy efficiency and life-safety issues. Qualified homes must be within the Region XII service area and the COG’s associate member Cities of Adel, Madrid, Perry, and Redfield. home owners will have to meet specific income requirements at or below 80% of hUD’s income guidelines. This FhLB application was sponsored by Guthrie County State Bank of Guthrie Center.

Code UPDATESRegion XII COG updates numerous codes of ordinances and zoning ordinances for cities across the region every year. Planners from Region XII work with city councils to bring ordinances up to existing state code and address the numerous issues that city governments face, from animal ordinances to golf cart regulations. Any ordinances the city has passed since the last publication of the code will also be filed in a cohesive manner. Most city councils decide to add or remove language depending on the variety of unique issues that each community faces, which often depend on the existing language as well as law enforcement application. By state law, cities must compile their ordinances at least every five years.
