The Army Run held in KAF on Sunday, September 6th and was a huge success, raising $5,647.80 for Sol-

dier On & the Military Families Fund. There were a total of 502 runners who participated in either a 5km or a 15km race. There were also 24 CANCAP volunteers who helped make the day possible. CANCAP volunteers and runners made a difference, participating in the second annual KAF Army Run on September 6th, 2009. In addition to the many CANCAP volunteers listed on page 1 of this issue of the Sandpaper, 13 CANCAPers participated in the Army Run as runners! The following are the official timings for the CANCAP participants.

1st place overall for men was Maj Joseph Boland from TFK HQ at a time of 56:43 for 15K. 1st place over-all for female was Yesenia Byrne from the US Military at a time of 1:12:20 for 15K. Below are some pho-tos of our CANCAPers in action! Thank-you to Conrad Delisle of NONTAC for these photos.

$ RESULTS FROM THE PROGRAM MANAGER’S CHALLENGE Special congratulations to Ryan Munro for the best CANCAP time in the 15km race. As some of you might remember, Program Manager Ian Malcolm announced a challenge before the two Army Run races. He offered to pay $150 of his own personal money for the top times to either the PMOO or KAF runners-for fastest times! The three fastest runners in KAF all had better times over 15km than did the three PMOO participants who ran the half marathon (this was based on averaging the PMOO personnel times since the Ottawa Army Run was a half-marathon). Of course, according to Mr. Malcolm, the PMOO would have done better without having to run the last 6km—but he concedes that they still wouldn’t have beaten the ’greyhounds’ that were under 1hr 20min for 15km! The official Canada Army Run in Ottawa was held on Sunday, September 20th, attracting more than 10,000 runners and hundreds of volunteers and spectators. CANCAP and SNC-Lavalin O&M contributed 25 volunteers to the Athletes Recovery Area and the ‘Sweat Check’. CANCAP volunteers met at Confederation Park bright and early and took charge of the Recovery Area, mixing gallons and gallons of Gatorade and pouring it into glasses in preparation for more than 10,000 runners—that’s A LOT of Gatorade! We also prepared and

handed out recover snacks for the athletes, including cutting up bagels & bananas, and offering orange slices, granola bars, and other recovery snacks. It was a fun day for everyone involved!

set up and sponsor the Army Run! The PMOO and PDT course of the time did a simi-lar job for the run in Ottawa where there were about 10,000 runners. We all helped to make both events a great success.

I am very pleased to announce that Terry Squires takes over as Project Manager when Gilles leaves in mid-November. Terry started as our Contract Manager in Bos-nia and has worked his way through Deputy Project Man-ager on both KAF and KIA and now becomes the Project Manager (PM). Gilles, of course, is leaving after his third stint as PM where he earned very high results on each tour. Good luck to both of them and a personal thank-you for their great support. Take care everyone.

It was the best of times, it was

the worst of times. With apolo-gies to both Charles Dickens (who wrote that line) and Woody Harrelson, who won-dered how it could be both (on Cheers), that line sums up my recent trip to Dubai and KAF.

The worst of times took place before arrival in KAF where I had the pleasure of sharing a very narrow economy class space beside very loud kids on both the Montreal to Amster-dam and then Amsterdam to Dubai legs of my trip. Then when we got to Dubai and headed out on a business meet-ing (after asking the cabbie if he was sure where he was going and getting the inevitable Yes Sir), we saw the first signs of trouble when he put the car in reverse and promptly backed up into a nearby bus. Two hours later we made it back to the hotel without getting near our destination and took another cab. Thank heavens the meet-ing room was air conditioned and followed by a cold brew.

KAF was a different story. I met with the CO NSE (LCol Tar-dif), who stated that she had been extremely pleased with CANCAP over her ROTO and the very high PIF score reflected that. She specifically mentioned the very real spirit of coopera-tion between her military team and our project team.

I soon got to see a very good level of morale and effort around the project during my talks with each section and visits with people at their work

sites. This is not to say that all is rosy, as there is still some discontent and frustration over the travel program as we strug-gle to implement the contract rules. However, things are get-ting more stable and the great majority of CANCAPers appear satisfied with the program.

I also talked with our CQ to look at the stores on hand and make sure he was getting the material you need. We have just completed purchase of over $200,000 worth of tools, uni-forms and other items which will get to the mission over the next two months. On my return to Canada, I checked on de-mands from CE to make sure they had been purchased and are on their way.

I was pleased to see two of our newer policies are starting to be recognized. The first is job shar-ing where we now have a num-ber of “teams” agreeing to work 6 months each and share a position. We are looking for more. The second is the exten-sion of medical and dental benefits for 30 days after EOC and I encourage each of you to make use of this benefit.

The trip cost me $150 of my hard-earned personal money when I had to cover my bet that the PMOO would have lower times than the KAF personnel in the Army Run. The three top KAF runners had excellent times and suffice it to say that hopefully they enjoyed a dinner after winning that bet!

TIPS & TRICKS FROM CANCAP’s CIS DEPARTMENT

3. Perform updates on your

computer regularly. This in-cludes Microsoft and anti-virus updates, as both are equally important. Turn your auto-matic updates on, and schedule your anti-virus to check for updates. Updating the virus definitions is a good thing to do as well, but it is not completely effective unless you schedule the anti-virus software to scan as well. Updating daily and scanning every second or third day is recommended for most computer users. Remember that the type of anti-virus prod-uct you are using is not as im-portant as using it properly. Having the best anti-virus soft-ware installed will not prevent problems from happening if it’s not updated and running a scan regularly.

If in doubt about what to do to maintain your work computer in its best condition, contact CIS and we’ll be able to offer additional help & advice.

Computer maintenance will

allow your computer to work faster and offer a longer life span to your investment, and cause you less heartache—which usually happens when you LEAST need it (e.g. you’re in the middle of creating an im-portant document). There are a number of things that you can do to help maintain your com-puter, most of which do not take up a lot of time.

The following are a few exam-ples of computer maintenance that will be beneficial.

1. Keep your computer free of

dust. Dust and sand will clog up any open area on your com-puter, and once your cooling fan becomes coated with dust, it will lose its effectiveness. Using compressed air, you should blow this dust off of your machine regularly. If you don’t have access to compressed air, a dusting cloth, or battery-

powered vacuum cleaner will do nicely—avoid using an elec-trical powered vacuum because the electrostatic charge created will create a surge of electricity and may damage circuitry on your motherboard. In harsher environments (i.e. KAF), dust-ing should be a regular habit.

2. Keep up with a regular schedule to defragment and backup your computer and its contents. Both should be done monthly, or more often, de-pending on your activity-heavy users should backup data more often. A great way to backup your personal data is with a USB external hard drive, these devices have increased in size and decreased in price over time. Just remember to be care-ful and not drop these USB devices on any hard surfaces. Most often they are simply lap-top hard drives in soft shells that will not take very well to landing on a hard floor.

On the 21st of Sep 2009,

Col Burt the Commanding Officer of the Opera-tional Mentor Liaison Team (OMLT) made a scheduled visit to Land Equipment Maintenance B-Shop and presented his Commander’s coin to all mechanics of the B-Shop Repair Section. This coin recognized B-Shop’s hard work and ef-forts in support of the OMLT vehicles required for on-going operations outside of the wire.

PROJECT MANAGER’S MESSAGE

It is hard to believe that in less than five weeks, I will have been in Kandahar for six months (OK 184 days). As Project Manager, I was very lucky to be surrounded by a very strong team. Don’t think that I do everything here. If it looks like that, it is only because the fourteen of us here in the management function work together in order to satisfy the requirements of the CAN-CAP contract and the needs of all of us, the employees of SNC-Lavalin PAE Inc.

We have accomplished a lot in the last few months. Jack Phillips already had a good thing going when I came, and judging by the assessment result for the last period, 1 Feb to 31 Jul, we did not let him down. Our outstanding score of 98.4% reflects your work ethic and dedication in completing all the tasks required of us by DND. During the first three months of the current assess-ment period, all indications are that we have kept up our per-formance. Most, if not all of you, have at some time or another gone way beyond what was expected to make sure that the sol-diers in KAF and outside the wire received the services that they required. The most evident proof of all is the commendation that CANCAP received from the Air Wing related to their move to their new location. Personnel from several sections worked as one team to earn us this recognition. We should all be proud of our accomplishments.

Consider the following example that shows our teamwork: pro-viding electrical power distribution. We all know how impor-tant this is, especially in this environment. We cannot work without our computers, we cannot work in the dark, we cannot work for long periods without our air conditioners and we certainly could not enjoy all the electrical widgets that we have. Nor can the local soldiers. Think back—how many times have you been without electricity? Now consider the chain that brought it to you…our Electricians and Power Generation Technicians are doing their jobs, Works Control efficiently receives calls and initiates work orders, Carpenters build shelters so that the heat of the sun on the electrical panels does not trip the breakers unnecessarily, personnel in the Design Cell who draft the plans for these shelters, Refrigeration Technicians that make sure that the air conditioners/heaters work, the Ware-house and Supply Technicians who ensure parts and materiel are available, the Production Manager and Su-pervisors who orchestrate the work of all the Tradesmen involved, and so on.

I could easily show similar examples from each one of our functions. My point is that in everything we do, all of us have a part to play—no matter how small, every part is important. Have you ever tried to complete a puzzle with a missing piece? It cannot be done, right? We have had success in this project, only because every-one did their part and nobody spared any effort. You have set the performance bar very high and that poses a challenge for you and your successors to match and surpass! Only time will tell, but I am confident that we have the competence, excellence and will in Kandahar to achieve a repeat performance.

As this is my last opportunity to write in the Sandpaper, I wish to thank everyone for your contribution to the project and for sharing the last six months with me. More importantly, I also wish you well for the rest of your time in Kandahar. Stay healthy and stay safe. Take care.

When you happen to walk into our finance office on the 6th floor of the Ottawa building that the PMOO is located in on Laurier Avenue, take a look in the far left corner. You will have to take a good look because there is usually a barrier of binders, papers and timesheets. This space is ruled by Israel Prudencio aka “Emperor of the Timesheets” and much better known as Prudy.

Prudy has now worked in our Fi-nance Section in both Kingston and Ottawa over the past three years. He origi-nally hails from the Philippines where he worked in a vari-ety of administrative and financial posi-tions. Upon his arrival with us in Kingston he was almost immedi-ately assigned to the never ending and difficult job of making sure timesheets matched the labour invoice. This task sounds mundane and it certainly involves great atten-tion to detail but it is also worth millions of dollars to our company and must be done right.

Prudy has spent a ton of time working with mis-sion staff to get the right position titles, codes, hours and signatures on our sheets and tells me it is a job that will never stop. In between labour claims, he gets involved with expense reports, ODC invoices and anything else Jennifer Cassel-man is able to throw his way.

Prudy’s family (wife and one child) re-mained behind in Kingston for the year after he moved to Ottawa, but he has since managed to get them up to Ottawa and back to a family life.

Prudy is well-known amongst our staff for his quiet sense of humour and good nature no matter the work-load. He is always

willing to help out and takes great pride in do-

ing his job to a very high standard. We all breathed a sigh of relief when the Emperor agreed to come up from Kingston and start again as a valued member of our team.

From time-to-time, CANCAPers are fortunate enough to rub shoulders with various VIPs visiting KAF. In September, Carol McMaster had the honour of having her General Ser-vice Medal presented to her by Her Excellency the Right Honourable Michaëlle Jean, Governor General and Com-mander-in-Chief of Canada.

Her Excellency visited Kandahar on September 8th and 9th to pay her respects to fallen soldiers, and to show her support for and solidarity with Canadian soldiers and the people of Afghanistan. During her visit, she also attended a hockey game involving a Canadian Forces Team against Team Can-ada on the KAF boardwalk.

CANCAP MEDAL PRESENTATIONS—OCTOBER 5th, 2009

All Canadian citi-zens who deploy to KAF as CANCAP personnel and stay in-theatre for a mini-mum of 30 days are eligible to receive the General Service Medal (GSM). Medal presentations are held regularly in KAF to present dedicated CANCAP personnel with their GSMs. This presentation took place on October 5th, 2009. The GSM is pictured left.

OBJECTIVE OF THE TRIP To see as many countries and experience as much European culture and lifestyle as she could in the 3 weeks!

ENTRY TO THE COUNTRIES There were no visa requirements any of the countries Stacey travelled to. Passing through each country was as simple as crossing provincial borders in Canada. There was only a sign posted on the side of the road to let you know that you were in a different country again.

THE ‘BOB’S YOUR UNCLE’ PART OF THE TRIP The lake cruise in Lucerne, Switzerland. Lucerne reminded Stacey of the Kelowna, B.C. area with the lakes and Columbia mountains. The boat left at dusk, so it was just starting to get dark. The top deck had the tunes playing and was a rocking social area! Stacey decided to stand at the front of the boat to enjoy the shadowed views of the mountains and the lights re-flecting in the water. It was sensory overload! The sights, combined with the sounds of the water lapping up against the side of the boat, laughter and the music coming from the top deck, the feel of the wind in her hair, and of course, a glass of red wine in hand—she was in heaven!

LE ‘THIS REMINDS ME OF KANDAHAR’ PART OF THE TRIP At first, Stacey jokingly said it was the “Amsterdam cul-tural show - ha ha, just kidding!” Actually, she spent some time hanging out on the top of Montjuric in Barcelona and watching the activity at the shipyard. There were more seacans there than she’d ever seen!

TOTAL $ DAMAGE $ FOR THE ENTIRE TRIP Stacey said she doesn’t want to think about it! The Con-tiki part of the trip was $2,500 Cdn alone for transporta-tion; hotels; some meals; and some optional excursions.

GIRLS JUST WANNA HAVE FUN (STAYING SAFE) Stacey had no problems at all with security—fortunately, she wasn’t really ever alone at night or during the day.

DO YOU SPEAK ENGLISH? PARLEZ-VOUS ANGLAIS? Obviously English was the primary language in the major-ity of the places Stacey visited. People in Paris, Belgium, Switzerland, and Amsterdam all spoke not only their na-tive tongues, but also English.

WHO: One Manager and four Food Specialist Technicians. All Food Services personnel must com-plete a Health Canada course, (FoodSafe), which is mandatory for anyone working within the food environment. Personnel must also be qualified to operate a forklift, and be competent on the Unitrack food management software.

WHAT: Supports all of the For-ward Operating Bases (FOBs) and all Canadian military & civilian person-nel at KAF (46 separate units) through the ordering, receiving, packing and shipping of perishable and non-perishable food and supple-ments. Responds to all Food Service Requests (FSRs) within KAF for spe-cial requirements (BBQs, special events, etc.). Food Services issues FSRs to another KAF-based contrac-tor who is responsible for food prepara-tion.

WHEN: Supporting FOB / KAF food requirements is a continuous responsibility.

WHERE: Food Services is located adjacent to LEMS and close to CQ.

HOW: Food shipments arrive every 10 days by air via a Dubai-based air cargo company. Food Services personnel meet the aircraft, confirm stock inventory and arrange to have the foodstuffs moved to their yard. They have no warehouse facility. All of their foodstuffs is maintained in 13 sea containers and 10 refrig-eration units otherwise known as ‘reefers’. Given the limited space, pre-inventory review is critical to ensure that they haven’t ordered more than they have capacity to safely store. The volume of food coming in is huge. Within a recent two month period, Food Ser-vices took receipt of, unloaded and distributed 388 pallets of food & supplements. Supporting the FOBs is the most critical re-quirement, and moving the food out to the

troops is reliant on the tempo of operations. One week’s supply of food is always held in reserve in the event that food intended for a FOB doesn’t make it out, and a secondary inventory needs to be shipped. HIGH DEMAND FOOD ITEMS: Red Bull, Perrier, Häägendasz Ice Cream & Pop Tarts.

WHY: Napoleon (or Garnet Blanchette) once said, “You can’t win a war on an empty stomach”. Food Services works hard to make sure the troops are well supplied and well supported. It is a huge morale boost for the troops to see the food shipments arriving, and the Food Services staff of CANCAP take pleasure in knowing that they are giving the soldiers something to smile about.

WHO: A Human Resources (HR) Su-pervisor and two HR coordinators.

WHAT: Provide first line support for CANCAP employees to manage their pay, health and compensation benefits, and respond to related enquiries. Work with Section Managers and PMOO HR to identify staffing requirements within the units, and satisfy the Level of Effort (LOE).

WHEN: The HR Supervisor and Sec-tion Managers have weekly meetings with the Program Manager (PM) to brief on current employee issues. The HR Super-visor and the Deputy Program Manager (DPM) have a weekly conference call with the Project Management Office Ottawa (PMOO) HR Manager and Recruiters, to review the Level of Effort (LOE) - an “HR” spreadsheet.

WHERE: The HR office is located in HQ #3. HR coordi-nators participate in a weekly ‘roadshow; along with the CAN-CAP Finance Office to provide information to employees at their worksites.

HOW: HR works with KAF-based CANCAP Section Manag-ers to forecast upcoming job vacancies within their units and coordinate with HR Recruiters working at PMOO to ensure they are drawing and engaging candidates with the requisite skills. They support current employees in pursuing in-theatre job vacancies where they have the skill and qualifications re-quired.

They also work with Section Managers to ensure proba-tionary employees are accurately evaluated, encouraging retention when they are performing well and facilitating their release when they are not.

They’re responsible for processing contract renewals & extensions with existing personnel, maintaining accurate employee records and inputting related data & documen-tation into POTS (HR Management database). HR per-sonnel also facilitate in-theatre health care & well-being support through liaison with KAF medical units (Role 1 / Role 3), the Base Padres, and psychological services. Fi-nally, they process out-clearance for departing personnel and conduct exit interviews.

WHY: HR are the first people to say that employees are the company’s most valuable asset. Hiring the right peo-ple, supporting their transition into the unique lifestyle of KAF, helping to create a positive work environment that encourages talented people to renew their contracts and remain are priorities that HR takes very seriously.
