- Des coûts des facteurs élevés: Infrastructure: 10% des 50 000 km environ que constitue le
réseau national sont bitumés, et le pourcentage de réseau en bon état en 2005 était de 24%;
Faiblesses énergétiquesFaible accès aux TICs
• Les préoccupations d’économie verte peu explicites dans le DSCE: elles sont matérialisées dans les stratégies sectorielles, les textes réglementaires et les discours politiques marquant ainsi l’engagement politique.

II-3. Pratiques insuffisamment cohérentes pour la convergence économie verte et développement industriel– Pas de pratiques globales et intégrées d’innovation, de TICs et de
politique industrielle: les administrations sont spécialisées en fonction de leurs missions et initient des réformes sectorielles qui ne sont pas toujours transversales
– Pas de pratiques globales et intégrées des préoccupations d’économie verte et de développement industrielle;
– Entre le coût de l’action, inconnu et le coût de l’inaction, certainement prohibitif, le Cameroun a opté pour une mise en marche concertée et incrémentale malheureusement désagrégée pour l’instant.

Agir sur la capacité du Cameroun à capitaliser les leçons et expériences des pays émergents

• Il est vrai que l’économie verte soutenue par l’innovation et les TICs ne sont pas les seuls leviers du développement industriel bien qu’ils y contribuent pour une grande partie, l’amélioration des choix budgétaires, la lutte contre la corruption et la gabegie joueront un rôle fondamental dans la transition.
