THE past winter has been remarkable for a succession of terrible westerly gales. In their frequency and intensity they have been unequalled during the present century. October opened with gales on eight successive days, from the 1st to the 8th, and for the next four months gale followed gale all round our coasts. They were at their worst during the first fortnight of December, when they continued for twelve days, rising to an unexampled fury on 7th December. On that day the wind in the west of the English Channel blew at the highest speed ever recorded in the British Isles. At Falmouth it rose to 103 miles an hour and in the Isles of Scilly to 110. On December 5th the Falmouth record had been 94 miles, and on December 8th it was 97. These days marked the climax of the bad weather, but towards the end of the month there were again con- tinuing gales for eight days (the 19th to the 26th), and on 13th January the gales were only less intense than on December 7th, the Isles of Scilly on that day recording a wind-speed of 97 miles and Falmouth a speed of 103 miles. During October there were 15 days of gales ; during November, 16 ; during December, 23 ; and during January, 16. That is to say, during the 123 days of these four months there were gales on no fewer than 70 days. Damage to the Fishing Fleets. The gales were not confined to our shores. They blew over a wide area ; and on the high seas, on the coasts and on land caused great destruction of pro- perty and serious loss of life. The fish- ing fleets round our coasts can hardly ever have experienced so terrible a time. On one day, llth November, the Scot- tish fishing fleet had 27,800 nets lost or damaged, which would cost to replace £143,000. On 9th December a special wireless message was sent out by the Ministry of Fisheries and Agriculture, appealing to shipping in the south of the North Sea to keep a look-out for a large number of Lowestoft trawlers, which had put out three days before and not returned, and four days later destroyers were sent out in search of eleven which were still missing. In the end they all came safely to port, but only after days of hardship and suffering. On the High Seas. The largest vessels did not escape uninjured from the terrible battering of the gales. The German liner, Bremen, which at that time held the speed record for crossing the Atlantic, was on her way westwards when the gales were at their height at the beginning of December, and reached New York on 13th Decem- ber, two and a half days late, with fifty passengers inj ured. The Bereiigaria, arriving about the same time, reported seas 50 feet high. Of the gales on the high seas during this time the two most remarkable incidents were the rescue of the crew of the Volumnia, a Glasgow steamer of 5,608 tons, and the adventure of the schooner, Neptune if., of Newfoundland. The Volumnia had left Falmouth for Boston on 28th November and almost immediately ran into a south-westerly gale, and for nine days was fighting against almost continuous head gales. By 7th December her steering gear had been smashed and she had sprung a leak. She sent out an S.O.S., which

Four Months of Gales.174 Launches; 194 Lives Rescued.

On one day, llth November, the Scot-tish fishing fleet had 27,800 nets lost ordamaged, which would cost to replace£143,000. On 9th December a specialwireless message was sent out by theMinistry of Fisheries and Agriculture,appealing to shipping in the south of theNorth Sea to keep a look-out for a largenumber of Lowestoft trawlers, whichhad put out three days before andnot returned, and four days laterdestroyers were sent out in search ofeleven which were still missing. In theend they all came safely to port, butonly after days of hardship and suffering.

On the High Seas.The largest vessels did not escape

was answered by seven vessels, and onthe following morning the s.s. Man-chester Regiment, of Manchester, asteamer of 7,930 tons, succeeded inrescuing the whole crew of 45 in spiteof the precipitous seas. Her life-boatmade two journeys, and her Captainrecorded that there were so manyvolunteers to man her from amongpassengers as well as crew that it wasdifficult to make a choice. The Kingawarded the Board of Trade SilverMedal for Gallantry in Saving Life atSea to the second and third mates ofthe Manchester Regiment, the boat-swain and one of the crew.

The Neptune II., which is a vessel ofonly! 129 tons, left St. John's on 30thNovember, bound for another Newfound-land port, Newtown, 100 miles away.She had a lady passenger on board, anda cargo of cabbages, coals and sewing-machines. Thirty miles out she wascaught by a westerly gale and ranbefore it for 220 miles. The wheel-house was carried away, the steeringgear broken, and both life-boatssmashed. For three weeks the schoonerwas struggling to beat back, hopingevery day for a favourable wind, butabout 21st December her Captaindecided to run for the British Isles.He had only one compass and no othernautical instruments, but on 14thJanuary he picked up a lighthouse whichhe thought to be the Eddystone, butwhich was, in fact, the Skerryvore, offthe west coast of Scotland, and twodays later was towed into Tobeimory.Her voyage, which should have lastedat most thirty-six hours, had lastedforty-eight days.

Loss of Life.

The height of the gales in Decemberwas marked by two disasters off our owncoasts. On 5th December, when Fal-mouth recorded a wind at 97 miles, theCardiff steamer Frances Duncan, whentwo miles off Land's End, was over-whelmed by a huge sea. When it hadpassed she was seen to be on her beamends. Her cargo had evidently shifted.Her decks were perpendicular ; no boatcould be launched and no one could liveon deck. So she remained for a short

time and then rolled completely overand sank. Of her crew of 21 men, fivewere rescued by another steamer.

Two days later, when the gale reachedits height, another Cardiff steamer, theRadyr, foundered off Hartland Point,Devon, with the loss of her whole crewof 21 men.

The January gales brought yet an-other disaster, when the Admiralty tug,St. Gently, which was hove to offUshant with two other naval vessels,suddenly sank on the night of 12thJanuary. Of her crew of 28 officers andmen omy five were saved.

The Record of the Life-boats;194 Lives Rescued.

The brief record of the Life-boat Ser-vice for these four terrible months isthat there were 174 launches of Life-boats ; 194 lives were rescued; and17 boats and vessels were saved fromdestruction. In addition, Life-boats on29 occasions stood by vessels which werein danger. During December there were67 launches, the largest number in onemonth since November, 1916, when,there were 71. The largest number oflaunches in one day was 15 on the 7thDecember, the day on which the windreached the record speed of 110 miles.There follow full accounts of the ser-vices during the four months in whichoutstanding skill and gallantry wereshown by Coxswains and Crews and forwhich the Institution has awarded Silverand Bronze Medals. In these conspicuousservices, Englishmen, Scotsmen, Irish-men and Welshmen all took part.

Rosslare Harbour (Co. Wexford).

On the 20th October, the schoonerMountblairy, of Plymouth, was drivenashore about five miles from RosslareHarbour in a whole gale, with a veryheavy sea running. She lay surroundedby rocks. The Life-boat sighted theschooner by means of her searchlight,and then, by its light, made her waybetween the rocks and through thebroken water. She was in grave dangerherself, but was magnificently handledby the Coxswain, who brought hersafely alongside, and in three minutesthe five men of the Mountblairy had

jumped aboard her. It was then thatthe most difficult and dangerous momentcame. There was not enough roombetween the rocks to turn the Life-boat, but the Coxswain, by using thebow of the wreck itself as a fulcrum, andby skilful manipulation of his engines,succeeded in screwing the Life-boatround, and worked her clear of the rocks.The journey home was very hazardous.It was in the teeth of the gale, andagainst the tide, which was running itshardest. The Life-boat was continu-ally smothered by heavy seas; thespray was so blinding that although theboat was close to buoys and lights,nothing could be seen, and she had tobe steered by compass ; the movementof the boat was so violent that all therescued men were seasick ; and so greatwas the backwash off Rosslare that theLife-boat's Crew at times were nearlyswept out of the cockpit and washedoverboard. In spite of these dangers,the Coxswain brought the Life-boatsafely to harbour just after midnight.She had been out for three hours.

This was the finest of seven Life-boatservices carried out by the RosslareHarbour Life-boat within one month,during which time she went out to thehelp of ten vessels, rescued twenty-nine lives, and saved five fishing boatsfrom destruction.

Coxswain James Wickham wasawarded a Second Service Clasp to theSilver Medal of the Institution which hewon in 1914. Mr. W. J. B. Moncas,the Honorary Secretary, was awardedthe Bronze Medal of the Institution.He went out in the Life-boat, and inlooking after the shipwrecked crew onthe journey home ran a great risk ofbeing washed overboard. Mr. Moncaswas presented in 1926 with an inscribedBinocular Glass for shore-boat service inwhich he had taken part. Each memberof the Crew was awarded the Thanks ofthe Institution inscribed on Vellum, andan additional monetary reward.

The awards to Coxswain Wickhamand Mr. Moncas were presented to themby His Excellency the Governor-General of the Irish Free State (Mr.James McNeill), at the Vice-RegalLodge in Dublin on llth February.

There were present at the CeremonySenator Andrew Jameson (Chairman ofthe Dublin Branch), Major ArthurWhewell (Chairman of the SpecialEfforts Committee), Mr. R. N.Guinness (Honorary Secretary of theBranch), Mr. B. J. Newcombe (AssistantSecretary), Lieut.-Commander J. M.Upton, R.N.R.(District Inspector of Life-boats for Ireland), and Mr. Herbert G.Solomon (District Organising Secretaryfor Ireland and Wales). In making thepresentation,the Governor-General said:

" Everybody delights to honour bravemen who, at great risk to themselves,undertake the work of life-saving fromshipwreck, and it is a great pleasure' tome to decorate personally two heroes ofthe sea who have shown that grit anddetermination which everyone con-nected with the sea seems to possess.

" The name of Wickham of Wexfordhas been associated with the work oflife-saving for generations, and manyawards have been made to members ofthis family for their heroism during thepast century, while Mr. Moncas has beenassociated with Life-boat work at Fenitand Rosslare for twenty-four years.

" Possessing one of the finest MotorLife-boats in the Service and a crewthat does not know the meaning of theword ' fear,' Rosslare is equipped forany emergency."

The Governor-General then gave therecord of the Station during the gales, andconcluded: " In presenting these awards,I hope the Coxswain will convey to everymember of his Crew my congratulationson their share in this great rescue."

Hythe and Dungeness (Kent).

At 6.30 in the evening of llth Novem-ber, with a 70-mile an hour galeblowing from the S.W., a very heavysea running, and poor visibility onaccount of heavy rain, the Coxswain atHythe received information from theCoxswain at Dungeness that a barge(afterwards found to be the Marie May,of Rochester, with three men on board)had parted her moorings and wasdrifting to leeward. In the absence ofthe Hythe Honorary Secretary, theCoxswain took charge, and kept a look-out. One and a half hours later he saw

nine o'clock he called up the DungenessCoxswain, Dungeness being the weatherboat, and reported a barge burning redflares about a mile off Dymchurch.The Dungeness boat was then launched,but only with the greatest difficulty.

got away at 10.30, and went in thedirection given by the Hythe Coxswain,but she found nothing. She then wentseaward again, and signalled the TrinityPilot Boat. Following the informationgiven, the Life-boat was taken right into

the shoal water, and here the Coxswainsearched for the barge as well as he couldin the blinding rain. The search wasfruitless, and, as he got no response tohis signals either from ashore or afloat,he decided to anchor. It was then oneo'clock in the morning. For four hoursthe boat remained at anchor, com-munication with the shore being im-possible owing to the heavy rain anddriving spray. The wind having veeredto N.W. and then moderated a little,the Coxswain decided to weigh anchorand continue his search, eventuallydiscovering the barge at daybreak, onlyto find that its crew had already beentaken off by the Hythe Boat. TheLife-boat returned to her Station at9.30 in the morning, having then beenout on service for eleven hours.

Meanwhile, the Coxswain at Hythehad continued his look-out, and when,four hours after he had received noticethat Dungeness had launched, he couldstill see the flares, but there was nosign of the Dungeness boat, he decidedto launch the Hythe boat. She gotaway at 3 in the morning, and twohours later found the barge, about twomiles west of the Station, in. brokenwater, only a quarter of a mile from theshore. The Life-boat was manoeuvredalongside and got a veering line onboard. By this means the three menwere rescued. By that time the bargehad 18 inches of water in her, her crewwere utterly exhausted, and they hadburned all their spare clothing andbedding, and whatever else would burnas flares. The Life-boat reached herStation again at 6.45 in the morning.She had been out nearly four hours.The gallantry and perseverence shownin this difficult and dangerous service,in what the Honorary Secretary atDungeness reported to be one of theworst gales he had ever known, were allthe greater since both the Life-boatswere Pulling and Sailing Boats.

The Institution awarded CoxswainHarry A. Griggs, jun., of Hythe (ason of the ex-Coxswain), its SilverMedal, in recognition of his skilland gallantry in the actual work ofrescue. He had also shown excellentjudgment throughout, from the moment

when the first message arrived. Toeach member of the Crew the Institu-tion awarded its Thanks inscribed onVellum, and an additional monetaryreward. It also awarded its BronzeMedal to Coxswain Douglas Oilier ofDungeness, in recognition of the way inwhich the Life-boat was launched in theface of a terrific gale, and the doggedcourage with which he held the seasuntil he found the barge. To eachmember of the Crew, it awarded itsThanks inscribed on Vellum, and anadditional monetary reward.

Angle and St. David's (Pembrokeshire).

On 25th November, at 2.35 in' theafternoon, a message was received bythe Tenby Coastguard from the Fish-guard Radio that the steamer Molesey,of London, of 4,000 tons, was nearly onthe rocks at Shokham Island, off thePembrokeshire coast. A whole galewas blowing from the S.W., with squalls,and a very heavy sea. The telephoneand telegraph lines were down betweenTenby and Pembroke, and the messagehad to be taken part of the way by car,so that it was nearly two hours afterthe S.O.S. was sent out when theHonorary Secretary of the Angle Life-boat Station received the message.The Motor Life-boat was launched atonce. She made a thorough search inthe neighbourhood of the island butcould find no sign of any vessel, andreturned to her Station two hours aftershe was launched.

Twenty minutes later, a messagewas received from Marloes, a fishingvillage in Jack Sound, to say that thevessel was ashore just opposite thevillage, on Middle Island, betweenSkomar and the mainland. At 7.45the Life-boat again went out, but thevisibility was barely 70 yards, andalthough the Coxswain took the boat soclose to the island that the breakerscould be seen, no vessel could be dis-tinguished, and he decided to return toharbour and await daylight. On thissecond search the boat was out for nearlyfour hours. A third attempt was madeat 6.15 on the following morning. TheMolesey was discovered, and the Life-boat anchored and succeeded in getting

alongside, but the work of rescuingthose on board was very difficult anddangerous. The wind was blowingagainst the tide ; the range of the seaswas very great, with a rise and fall ofas much as 20 feet; while both to wind-ward and leeward there were submergedrocks. In spite of these difficulties,the work of rescue, which lasted nearlyan hour, was successfully carried out,and the twenty-eight survivors fromthe wreck—among them two womenand a man whose legs had beenbroken—were successfully taken off.The Life-boat herself was slightlydamaged. At eleven o'clock the rescuedwere landed at Milford Haven.

Unfortunately, almost immediatelyafter the ship struck, seven lives hadbeen lost, including the wife of theChief Officer, either swept overboard, ordrowned in an attempt to reach theshore ; while a member of the crew,a Maltese fireman, who was believed tohave been drowned, swam ashore afterthe rest of the crew had left in theLife-boat, and was found alive on therocks.

The St. David's Motor Life-boat wasalso launched to the help of the Molesey,having received the message from theFishguard Coastguard Station just be-fore 11 at night. The floods wereout and the main road was under water,but the Honorary Secretary took theCoxswain and Crew through it in hiscar, and the boat was got away atmidnight. She reached Jack Soundabout 2.30 the following morning, andflares were burned, but there was noresponse. The Life-boat remained forsome time, but nothing could be seenof the wreck in the darkness, and theSt. David's Coxswain decided, like theAngle Coxswain, that the only thingwas to wait until daylight. He there-fore ran for Dale Eoads, as the heavysea and the frequent heavy squallsmade it impossible to remain in theneighbourhood of the position given forthe wreck. In Dale Roads the Life-boatanchored for the rest of the night, andat daylight again went in search of theMolesey. When she found her, theCoxswain realised that he had beenquite close to her when he had burned

the flares to which no response hadbeen made. By this time the Crewhad been rescued, and were aboard theAngle Life-boat. The St. David's boatreached her Station again at noon.

The Institution awarded its BronzeMedal to Coxswain James Watkins, ofAngle, and its Thanks inscribed onVellum to the Motor Mechanic, EdgarRees, and sent a Letter of Appreciationto the Crew. It also awarded itsThanks inscribed on Vellum to theHonorary Secretary, Mr. A. W. Gutch.During the night he had done every-thing possible to obtain information,and, although not a seaman, he wentout on the third and successful search,as he was anxious that nothing shouldbe left undone to find and rescue theMolesey's Crew. Additional monetaryawards were made to the Coxswain andCrew.

The Thanks of the Institution in-scribed on Vellum was awarded toCoxswain Ivor Arnold, of St. David's.A Letter of Appreciation was sent tothe Crew, and Coxswain and Crewreceived extra monetary awards. ALetter of Appreciation was also sent toMr. Joseph Soar, the Honorary Secre-tary. Mr. Soar, who is the organist atSt. David's Cathedral, is, like Mr. Gutch,not a seaman, but he went in theLife-boat, which was out for twelvehours. A Letter of Appreciation wasalso sent to Mr. Evans, Foreman of theWorks to the Institution's engineers,Messrs. Lewis & Lewis, who went outin the St. David's boat.

A number of fishermen from Marloes,who put out at daybreak on 26th Novem-ber in a brave attempt to rescue theMolesey's Crew, were sent a Letter ofAppreciation.

Messrs. Watts, Watts & Company, ofLondon, the Britain Steamship Com-pany, owners of the Molesey, sent adonation of a hundred guineas to theInstitution "as some small recognition ofthe fine work done by the Angle and St.David's Motor Life-boats." They alsosent £20 to the fishermen of Marloes.

The Pembrokeshire County Councilpassed a formal resolution recording its" high appreciation of the gallantry ofthe Crews of the Life-boats stationed

in the County," namely, Angle, St.David's and Tenby, and of the gallantryof the fishermen of Marloes.

Newhaven (Sussex).

On 7th December, the day on whichthe gales reached their height, the New-haven Motor Life-boat was called outjust before 7.30 in the morning to thehelp of a Danish schooner, the MogensKoch, which had gone ashore at Cuck-mere, four or five miles along the coast.A gale was blowing from the S.W.,with the wind at seventy-two toeighty-four miles an hour. A veryheavy sea was running, and there wasthick rain. The tide being low, withthe sea breaking very heavily on thebar, it was a difficult and dangeroustask to get out of the harbour. Thiswas successfully accomplished, but visi-bility was so poor on account of therain that the Coxswain had somedifficulty in discovering the wreck. Hefound her at last lying stern on to thesea, with heavy seas breaking over theafter part. The Coxswain anchoredand veered down to her, but only afterseveral attempts was he able to getalongside. Then, one by one, the crewof the schooner jumped into the Life-boat, until all ten were saved. TheLife-boat herself was damaged, both herstem and rudder being bent.

On the return journey she had tofight her way against wind and sea andtide. One huge wave broke in the boat.It stove in the shelter and knocked downevery man on board. The secondMotor Mechanic was washed out of theboat, but his feet caught in a rope andhe was hauled aboard again. One ofthe rescued men had his thigh dis-located and the Coxswain of the Life-boat was seriously hurt in the back, buthe stuck to his post until the end. TheCaptain of the Modems Koch, a seamanof forty-six years' experience, spoke invery high terms of the Life-boat'sCoxswain and Crew, saying that hewould never have believed that aLife-boat could have gone through suchseas.

In recognition of the judgment andhigh courage with which CoxswainRichard Payne handled the Life-boat

under exceptionally severe conditions,both in crossing the bar and alongsidethe wreck, the Institution awarded himits Silver Medal. He already holds theBronze Medal, awarded him in 1924.He was magnificently supported by hisCrew, and to each member the Institu-tion awarded its Thanks inscribed onVellum, and an additional monetaryreward.

Torbay (Devon).

Between the 5th and the 7thDecember, with a strong gale blowingthe whole time and a very heavy sea,the Torbay Motor Life-boat was out onservice four times. She was out _fortwo hours on the 5th, rescuing the Crewof a fishing boat, and again for twohours on the 6th. She was called outfor the third time just before 2 inthe morning of the 7th, and stood by asteamer until she was able to get intoTorbay. She did not return until 10.30in the morning, having then been outfor nearly nine hours. Half an hourlater she was launched again in responseto a wireless call for help from anunnamed ship nearly forty miles away.She had to fight her way in the teethof a whole gale, and then she searchedfor four hours, but could find nothingexcept a few floating planks. It wasnearly 7 in the evening when she beganher journey home, and she did not reachher Station until 4 the following morning.

The second service had lasted seven-teen hours. On these two services theLife-boat had been out for twenty-sixhours, exposed to the full fury of thegales, with only an interval of half anhour ashore between the two, duringwhich time the Crew had been able toget into dry clothes and have a littlewarm food. Coxswain W. G. Sanders,who is seventy years old, was awardedthe Thanks of the Institution inscribedon Vellum, in recognition of his devotionto duty, tenacity and endurance. ALetter of Appreciation was sent to theMotor Mechanic, F. J. Welch.

Longhope (The Orkneys).

At one in the morning on 5thJanuary, the Aberdeen steam trawler,Braconmoor, outward bound for thefishing grounds, went ashore on Torness

Point, in the Orkneys, three and a halfmiles from Longhope. Her siren washeard and her flares were seen. Amessage was sent to the Coxswain atLonghope, and at two o'clock the Life-boat was launched. A S.E. windwas blowing, and the night was verydark, with heavy rain. An hour laterthe Life-boat reached the wreck, whichwas still burning flares, and found herlying close to dangerous rocks, in veryheavy surf, which from time to timecompletely smothered her. The Cox-swain took the Life-boat into the surfas near as possible to the wreck, andanchored. He then veered down towardsthe wreck, but owing to the fierce tidewhich was running, the Life-boat wasswept past. Twice more the Coxswainrepeated the manoeuvre before he wasable to get the Life-boat sufficientlynear to use the line-throwing gun. Aline was then fired across the bridge ofthe trawler, and a rope and life-buoywere passed to her. One by one thenine men on board were hauled throughthe surf, and all were brought safely tothe Life-boat except the trawler'sskipper. When he reached her he wasdead. It was found afterwards that hesuffered from a weak heart, and it isprobable that he had died of the shockwhen he went into the surf. The Life-boat reached Longhope again at 6.45,having been out on the service for justunder five hours.

It was a rescue in very difficultcircumstances, carried out with skilland gallantry, and the Institutionawarded its Silver Medal to Cox-swain John Swanson, and its Thankson Vellum to each member of the Crew.Additional monetary rewards were alsomade to the Coxswain and Crew, and aletter of thanks was sent to the HonorarySecretary, who went to the crags abovethe scene of the wreck, with powerfulhand flash-lights, and did all that hecould to ensure a successful service.

The Gallantry of Honorary Secretaries.

One of the features of the servicesduring these four months of gales wasthe gallantry shown by the Honor-ary Secretaries of Stations in sharingthe perils of the Life-boat Crews.

Eeference has already been made toMr. W. J. B. Moncas of RosslareHarbour, who was awarded the BronzeMedal, Mr. A. W. Gutch of Angle, whowas awarded the Thanks of the Institu-tion on Vellum, and Mr. Joseph Soarof St. David's, who was sent a Letter ofAppreciation. Another Honorary Sec-retary who was out on service duringthe gales was Mr. H. H. Edmunds, ofBarry Dock (Glamorganshire). He wentwith the Motor Life-boat when shewas launched on 7th December—theday on which the gales reached theirheight—to the help of a steamer whichhad gone ashore. The Life-boat's ser-vices were not required. This was Mr.Edwards's first journey in the Life-boaton service, and he was sent a Letter ofAppreciation.

Two other men who were not mem-bers of the Crews also took part inservice launches. To one, Mr. Evans,who went out in the St. David's boat,reference has already been made. Theother was Sergeant Duignan, of theCivic Guard of the Irish Free State, whowent out on the night of 24th Novem-ber with the Skerries (Dublin) Life-boatwhen she rescued the crew of four menof the ketch, Ivy P, of Ipswich, whichwas in danger of foundering in amoderate gale with a heavy sea running.He received the same monetary awardwhich was made to each member ofthe Crew, but returned it to the Institu-tion.

Other Incidents of the Gales.

The Bembridge Motor Life-boat wentout on 7th December to the help ofthe ketch Silent, of Cowes, and foundher with her head sails blown awayand her windlass smashed. Althoughshe was sinking, the men on boardrefused to leave her, so the Life-boattook the ketch in tow, and brought herinto safety. The owners sent theInstitution a donation of £5 in gratitude.

The Tenby Motor Life-boat wasstruck by lightning when out on serviceon 8th December.

The St. Ives's Pulling and SailingLife-boat had her foremast carrieda < ay when out on service on 8thDecember, being struck by a sea which

fell on the foresail. She was then twomiles north of St. Ives Head. Themast was repaired, but was carriedaway again. The Coxswain then an-chored ; the mizzen mast was shippedforward ; a jury mast was rigged inplace of the mizzen, and the Life-boatsucceeded in getting back to St. Ives.

On 28th December, the Barry DockMotor Life-boat was launched, as itwas reported that a raft, with peopleon it, was drifting towards theWash Sands. The supposed raftwas found to be a large tree, the" people " on board it being the loppedbranches.

Passages of Life-boats in the Gales.Port Patrick, Troon, and Moelfre.

THREE new Motor Life-boats whichleft the building yard at Cowes for theirStations during the gales—the 40-feetWatson Life-boats for Port Patrick(Wigtownshire), Troon (Ayrshire) andMoelfre (Anglesey)—were subjected toas severe a test as any Life-boats havehad on such passages.

The Port Patrick and Troon boatsleft Cowes on 23rd November, andreached Port Patrick on 3rd December,the Troon boat going on to her Stationthe next day. The worst of the weatherwas experienced on the run fromBrixham to Plymouth on 25th Novem-ber, when the boats were runningstraight into a south-westerly gale witha very heavy sea.

As the leading boat met each wave itappeared to those in the following boatthat she was going to turn completelyover on herself, standing at timesalmost on end, so that the whole ofthe deck could be seen, and even theinside of the funnel. Then, as shereached the crest of the wave, shedisappeared completely. So it went onall the way to Plymouth.

The splendid way in which the boatsstood this severe test is shown moreclearly by the figures of the passagethan by anything else. The totaldistance of 626 miles was covered in96| hours. That gives an averagespeed for the passage of 6| knots. Infair weather the maximum speed of theboats is between 7| and 7J knots !

Both Crews were given a magnificentreception at Port Patrick, where thepier-head was crowded to welcomethem, and they were entertained tosupper and a concert by the Branch

and the ladies of Port Patrick. Nextday the Troon boat was no less cor-dially welcomed when she arrived at herown Station.

The Moelfre boat left Cowes on 7thJanuary and reached her Station on18th January. Two extracts from theDistrict 'Inspector's Report show gra-phically the weather she encounteredand her behaviour in face of it. Off TheLizard she found a terrific sea running.

" Boat labouring heavily and ship-ping water over both sides, frequentlyfilling herself from gunwale to gunwale,engines being constantly worked to meetthe seas. She fell off one sea with acrash that would have stove any ordin-ary boat's bottom in, but engines didnot check for a single instant and ranperfectly throughout."

On the crossing from Padstow toFishguard she had a similar experience.

" We again experienced terrific seas,boat being constantly full of water.We took one very heavy sea over portquarter and sides and almost imme-diately, and before she could clear her-self, two more over the stern and star-board quarter. Standing beside thecompass, the water reached over the topof my thigh boots and completely filledthe shelter, being well above the enginehatch. On all occasions boat freedherself quickly."

Again the figures of the passage showthe splendid behaviour of the boat.The total distance was 490 miles, and itwas covered in 72J hours. That is tosay, the passage was done at an averagespeed of just over 7 knots. In fairweather the boat's maximum speed isjust over 7J knots.

The Life-boat Service in 1929.THE year 1929 was remarkable for theseries of intense gales in its last threemonths, following on an autumn ofprolonged drought. The gales are de-scribed on another page. Here it issufficient to say that during the ninety-two days of those three months, therewere gales on no fewer than fifty-fourdays. The number of lives for whoserescue the Institution gave rewards was363. Of these, 265 were rescued byLife-boats—140 of them being duringthe last three months of the year—and98 by fishing boats, and other boats.In addition to the lives, 32 boats andvessels were saved or helped to safety.From its foundation on 4th March, 1824,up to the end of 1929, the Institutionhas given rewards for the rescue of62,122 lives.

Although the number of lives rescuedwas smaller than in 1928, when it was591, the highest for five years, the greattraditions of the service were fullymaintained, and three Silver Medals andClasps, and four Bronze Medals andClasps were awarded for services inwhich special gallantry, tenacity andskill were shown. The three outstand-ing services of the year were carried outby the Motor Life-boat at RosslareHarbour, Co. Wexford, the Pulling andSailing Life-boat at Hythe, Kent, andthe Motor Life-boat at Newhaven,Sussex. In each case the Coxswain wasawarded the Silver Medal. BronzeMedals were awarded to the Coxswainsfor services by the Motor Life-boat atStromness, Orkneys, the Pulling andSailing Life-boat at Dungeness, Kent,and the Motor Life-boat at Angle,Pembrokeshire. Of the seven Medals,three were won by Englishmen, two byIrishmen, one by a Scotsman, and oneby a Welshman, while the Coxswainat Thurso, Caithness-shire, was twiceawarded the Thanks of the Institutioninscribed on Vellum.

The majority of the 363 lives savedwere British, and once again ourLife-boats showed that they are agreat international as well as a Britishservice. Altogether fourteen vessels and

one seaplane belonging to ten foreignnations were succoured, and fifty-ninelives were rescued from them. Threeof the vessels were Spanish, three wereFinnish, two German, one French, oneBeJgian, one Norwegian, one Danish,one Swedish, and one Greek, while theseaplane was Italian.

New Motor Life-boats.

The year was exceptionally busy forthe Life-boat Service in other ways.No fewer than twelve powerful newMotor Life-boats were completed andsent to their stations. Four of thesewent to the English coast, Humber(Yorkshire), Clacton-on-Sea (Essex),Padstow (Cornwall), and Weymouth(Dorsetshire); four to the Scottishcoast, Stornaway (Island of Lewis),Campbeltown (Argyllshire), PortPatrick (Wigtownshire), and Troon(Ayrshire) ; two to Wales, Angle (Pem-brokeshire), and Holyhead (Anglesey) ;one to Ireland, Courtmacsherry (Co.Cork), and one to St. Peter Port(Guernsey). There were seventy-nineMotor Life-boats in the Institution'sfleet of 203 boats at the end of the year,while another twelve Motor Life-boatswere under construction, of which threewent to their Stations during January.

The year also saw the completion ofthe entirely new type of fast MotorLife-boat (described in The Lifeboat forMarch, 1929), to protect the passenger-steamer and aeroplane traffic across theStraits of Dover. This boat, with aspeed of between seventeen and eighteenknots, is the fastest Life-boat in theworld. She went to her Station atDover in January, and is to be namedSir William Hillary, after the Institu-tion's founder.

New Stations.

It was decided to establish a Life-boatStation in the Shetland Islands, thisbeing made possible by the system ofcoast communication which has recentlybeen organised in the Shetlands by theBoard of Trade. In view of the factthat only a boat of the latest and most

powerful type would be suitable tosafeguard an area made up of a widelyscattered group of many islands, aMotor Life-boat of the 51-feet Barnetttype, with two 60-h.p. engines, has beenlaid down for it.

The Station at Shoreham (Sussex),which was closed in 1924, owing to lackof water due to silting, has now beenre-opened. This has been made pos-sible by the great improvement in localconditions, and the disappearance ofthe harbour-bar, which existed in 1924.The Watson Motor Life-boat, stationedat Weymouth in 1919, and replacedthere during the year by a new WatsonMotor Life-boat, was transferred toShoreham.

Stations Closed.The Stations at Rhoscolyn (Angle-

sey), Rye Harbour (Sussex), Porthleven(Cornwall), and Southend (Cantyre)have been closed during the year, ashave also the No. 1 Station at Caister(Norfolk), and the No. 2 Station atPalling (Norfolk), these Stations beingno longer needed, as Motor Life-boatshave been placed at neighbouringStations.

No Station has done more magnificentwork for the Life-boat Service thanCaister. Since the Institution took itover in 1857, its Life-boats have thesplendid record of 1709 lives rescuedfrom shipwreck, and the Institution hasawarded one Gold Medal and elevenSilver Medals to Caister men. PaJhngalso has a very fine record. Since it wastaken over by the Institution in 1852its Life-boats have rescued 782 lives.

The Twenty Branches with the Highest Collection.WE publish on page 17 a table showingthe twenty Branches which made thelargest contributions to the Institutionduring the financial year ending the 30thSeptember, 1929.

The total sum raised by these twentyBranches was £42,050, which is £2,334more than in 1928. The contributionrequired to secure inclusion among thefirst twenty last year was the highest yetreached, no less than £745 being neces-sary to find a place, as against £694 in1928 and £685 in 1927. This factenhances the credit due to the firsttwenty Branches.

The Institution now has 1,040Branches, several of which, like the Isleof Wight, and Bournemouth, includea number .of Sub-Branches which arefully organised units. They raised lastyear approximately £117,600, so thatthe first twenty, by raising £42,050,were, as in previous years, responsiblefor well over a third of the total.

As foreshadowed last year, Glasgowhas continued the remarkable advancestarted three years ago and, with afurther increase of over £1,000 thisyear, takes second place for the firsttime, having beaten both Manchesterand Liverpool. Edinburgh drops fromfifth to seventh, thus changing places

with Birmingham, which rises fromseventh to fifth. Belfast goes up fromthirteenth to ninth, while Dublin dropsfrom ninth to thirteenth. Dundee re-turns to the list after being absent since1923-24, and at once jumps to twelfthplace, and Clacton-on-Sea (sixteenth)and Exeter (twentieth) come into thelist for the first time. The last-namedthree Branches displace Douglas, Hull,and Newcastle-on-Tyne.

The City of London in the list issimply the area covered by the CityBranch ; that is to say, the Cityproper, the " square mile " within theoriginal boundaries, and also theBorough of Finsbury. The whole ofGreater London, including a number ofBranches, raised £20,030.

In the City, with its fluctuatingpopulation, and in the big seasideresorts, where there is a great influx ofsummer visitors, any calculation of theamount per head is impossible. It willbe seen that of those Branches in the listwhere such a calculation can be made,Exeter comes easily first with the finefigure of 3d. per head. Three othershave a per head contribution of overId.—Dundee and District, Glasgow andDistrict and Bradford and District.Many Branches which do not appear in

the list have a higher per head con-tribution than any of the twenty, for,of course, the smaller the population,the easier it is to get a high collectionper head.

In order to appreciate the significanceof the " per head " figure, it should benoted that l%d. per head of the wholepopulation, or £5 4s. per 1,000, is re-quired to produce £250,000 a year,which, until lately, sufficed to provideand maintain the whole Life-boat Ser-vice. Now, however, owing to theincreased cost of the Motor Life-boat,the total required is £300,000 a year,only one-third of the cost of the Aqui-tuitia, and only one-thirtieth of the costof the battle-cruiser H.M.S. Hood. This

It will be seen, therefore, that everyBranch should aim at getting at leastI d . per head of the population within itsarea ; and none should be satisfied withless than \\d., and that those large townswhich raise more than this have reasonto congratulate themselves on theeffectiveness of their methods of appeal,and to be proud of the generosity withwhich their citizens have responded tothe call of the Life-boat Service. But,as stated above, it must be borne inmind that it is much more difficult toachieve this result in great cities, with ahuge working-class population, than insmaller towns and seaside resorts.

ADA LOUISE JACKSON.

William Adams, to whom Mrs. C. N. Jackson (Jim's Wife) has paid such a fine tributein her poem, was Coxswain at the famous Life-boat Station of North Deal, oppositethe (treaded Goodwin Sands, from July, 1907, until he retired at the end of 1920at the age of sixty-nine. During his thirteen and a half years of service as Coxswain,the North Deal Life-boat rescued 321 lives and saved fourteen vessels. Adams wasthree times awarded the Institution's Silver Medal for gallantry. He also held a GoldWatch from the United States and Silver Medals from the Italian and EsthonianGovernments, and had received the special thanks of the German Government. Hedied four years ago at the age of seventy-five. His record was typical of the characterand courage of the Coxswains and Crews all round our coasts, and we publish Mrs.Jackson's poem as a tribute, not to Coxswain Adams alone, but to all his comrades ofthe Service, who equally deserve it.

Jackson has generously given her poem to the Institution for publication,with permission to make full use of it in its appeals, and we would specially recommendit to Honorary Secretaries for recitation at Life-boat meetings and concerts. The Prince of Wales in Scotland.

ON 21st November last, H.R.H. thePrince of Wales, K.G., paid a specialvisit to Scotland, as President of theInstitution, to attend a Scottish NationalLife-boat Assembly in Edinburgh anda Life-boat Ball, on the same day, inGlasgow.

The Duke of Montrose, C.B., C.V.O.,V.D., Chairman of the Scottish Life-boat Council, presided at the Assembly,which was held in the afternoon in theUsher Hall, and the other speakerswere the Right Hon. Thomas B. Whitson,Lord Provost of Edinburgh andPresident of the Edinburgh Branch,the Earl of Home, Colonel J. A. Rox-burgh, D.L., LL.D., the Right Rev. Dr.John White, Moderator of the Churchof Scotland, Sir Godfrey Baring, Bt.(Chairman of the Committee of Manage-ment), Lady Findlay, D.B.E., of Aber-lour (Honorary Secretary of the ScottishLife-boat Council and President of theEdinburgh Ladies' Life-boat Guild), andCommander the Hon. A. D. Cochrane,D.S.O., R.N. (Vice-Chairman of theScottish Life-boat Council).

Among those present were the LadyProvost of Edinburgh, the Right Hon.William Adamson, M.P., LL.D. (Secre-tary of State for Scotland), General theRight Hon. J. C. There was an audience of some 3,000people, including representatives fromsixty of the Scottish Branches, and thePrince was received by a guard ofhonour of Life-boatmen.

One of the principal features of themeeting was the presentation to thePrince of the Life-boatmen who, since1905, had been awarded the Institu-tion's Silver Medal for gallantry. Ineach case the record of the service wasread out by Commander Cochrane.

The Newhaven Fisher Girls' Choir,in their fisherwives' dress, conducted byMr. Herbert C. Redman, gave a pro-gramme of fishing songs, and also sangthe new Life-boat song, " The Life-boatman," written and composed byMr. Louis Drakeford. Fisherwomenfrom Newhaven also stood by thecollecting boxes.

Twenty ex-policemen, through thekindness of Mr. Oswald Barclay, acted asstewards outside the hall, and twenty-two men of the R.N.V.R. in uniform,under the command of Chief PettyOfficer N. S. Balfour, acted as stewardsinside the hall. The programmes weresold by thirty programme-sellers, underthe charge of Miss Symington, and theplatform was decorated with flowers,through the kindness of the LordProvost, by Mr. John T. Jeffrey(Superintendent of Parks).

After the meeting the Prince ofWales attended a reception in theCaledonian Hotel, where he met andtalked to many of the Scottish Life-boat workers.

The Duke of Montrose.In opening the meeting the Duke of Montrose

said : Last week the heart of the whole countrywas stirred by His Royal Highness going out ofhis way to give a cheery word and a helpinghand to the V.C.'s—the heroes of the battie-field. To-day here in Scotland we allrejoice that His Royal Highness has comehere to give the same cheery word and helpinghand to those who labour so gallantly in theLife-boat Service. (Cheers.) bravery to face the engines of war—thoseviolent engines of the human brain—so alsoit requires bravery of no less a degree to goout on an errand of mercy on a winter's nightand to face the illimitable wrath of heaven asexpressed in the angry sea. (Cheers.)

We here in Scotland have great maritimeinterests. We have the vast seaboard com-merce of the Forth and ot the Clyde and ofour coastline, and we also hare the greatfishing interests of the Highlands and of theIslands ; but we also have a climate subjectto great gales such as that which swept overthis country on Armistice Day. The Life-boatInstitution has placed a large number ofmodern Life-boats on the Scottish coast. In1927 there were forty-two, and twelve of themwere Motor Life-boats. This year we haveincreased the number to eighteen, and thereare two more in process of construction(Cheers.) So, very soon we shall have twentymodern, powerful Life-boats out of thirty-eighton the coast of Scotland. The Institution hasspent about a quarter of a million pounds inproviding these twenty boats for Scotland, andit is estimated that it is going to cost £18,000a year to maintain all the boats on ourScottish coast. How do we stand as regardsthat ?

In 1925, before the formation of the ScottishCouncil, our total contribution from Scotlandto the Institution was under £10,000. In1927 we had raised the amount to £11,800,and last year—1928—we had increased itagain to over £13,000. (Cheers.) That is tosay, since the formation of the ScottishCouncil we have increased the Scottish supportby 25 per cent. But we are £6,000 under theamount required to maintain the ScottishLife-boats. Surely we cannot be satisfied bythat ! I think the Institution, with justifi-cation, realises that if this matter is put tothe Scottish people in the proper way, and inthe way they understand, Scottish generosityand public spirit will respond. (Cheers.)

It is to intensify this appeal, to bring ithome to the door of every castle and cottagein this land, that His Royal Highness has beengood enough to come up and help us here inScotland to-day. (Cheers.) They say that ifwe subscribed only IJd. per head of our popu-lation we could put up all the money that isrequired. Disraeli once said that the four-penny bit was specially minted to stimulateScottish generosity. Well, let us turn IJd.into a fourpenny bit, and let every person inthis country send that amount to the Insti-tution. (Cheers.)

Turning to the Prince, the Chairman said :Your Royal Highness, it is extremely good ofyou to come here to-day and to help us inthe way that you are doing. Your visit isgreatly appreciated. (Cheers.) I did hopeto have here to-day on the platform to presentto you a gallant old man, Alec Gardiner,the Hon. Secretary at Campbeltown, but hewrites to me that he is crippled by exposure.He says : " Aye, I would just like fine togrip the hand of the Prince. I know him tobe a white man through and through. He

has done more than anybody else for ourgrand old Service." (Cheers.) That is whatall Life-boatmen say. That is what we allfeel. You have come here this afternoon andset an example which all our people would dowell to follow. (Cheers.)

Presentations.The Prince of Wales then presented to

Coxswain Angus McPhail, of Thurso, the twoframed Thanks of the Institution inscribedon Vellum which had been awarded to himfor gallant services in 1929 to the trawlerEdward VII., of Grimsby, in February, and to acutter of H.M.S. Marlborough in September.*

Mr. G. L. Thomson, the Honorary Secretaryof the Stromness Branch since 1903, and one ofthe two Honorary Secretaries in Scotland whohave received the honour of being appointedHonorary Life Governors of the Institution,was then presented to the Prince. The otherHonorary Life Governor, Mr. J. A. Gardiner,Honorary Secretary at Campbeltown, South-end and Machrihanish from 1899 to 1929, wasprevented by illness from being present. Sixof the seven Scottish Life-boatmen who havewon the Institution's Silver Medal for gallantrysince 1905 were then presented to the Prince :

I can assure you it is a great pleasureto have been able to come up to Edin-burgh to address such a fine audienceon such a very important subject. Iam told that Branches of the Life-boatInstitution from every part of Scotland,including the more remote places, suchas Wick, Thurso, Campbeltown, Strom-ness, and Stornoway, are representedhere to-day amongst the audience.(Cheers.) This is, indeed, a proof ofthe keen interest which not only theScottish Advisory Council, but the

supporters of the Life-boat Institutionand the public generally in Scotland,take in this great national Service,whose efficiency and power for good weare here to promote this afternoon.

I am sure you will agree that to havemade an important feature of bringingforward those Scottish Life-boatmenwho have distinguished themselves byconspicuous service in the last twenty-five years was a very good idea, andI need not tell you how very proud Iam to have met these gallant men.(Cheers.) I will name just one, Mr.Thomson, the Hon. Secretary of theStromness Life-boat Station. As youhave already heard, he has been adistinguished Life-boatman himself. Imuch regret that we have not also hadthe pleasure of seeing Mr. Alec Gardiner,of Campbeltown, this afternoon.

A GOOD BEGINNING.First of all, ladies and gentlemen, I

should like to thank you and con-gratulate you on the results you havealready achieved, and which have beendescribed by the Chairman—resultswhich, I feel sure, are only the begin-nings of a big move forward all alongthe line in the task of bringing beforethe Scottish people the magnificentwork of the Life-boats, and therebysecuring for it the generous measure ofsupport which Scotland has never failedto give to any cause which is at oncegreat, practical, beneficent and national.

I should like to thank you, Mr.Chairman, and the other office-bearersof the Scottish Council and all itsmembers and all the Honorary Secre-taries of Branches, especially the Hono-rary Secretaries and Committees of theLadies' Life-boat Guild, who havebrought about such a notable improve-ment. But I do hope that we shall notthink we have done enough. Like acelebrated character in fiction, I wantto " ask for more " ; not so much formore money as for more service. I knowthat the Scottish Council are veryanxious to see more active work inmany of the Branches, and to secureHonorary Secretaries and to establishLadies' Life-boat Guilds in differenttowns where they do not yet exist.

An APPEAL FOR PERSONAL HELP.I should like, therefore, to appeal to

all to come forward with an offer ofpersonal service on behalf of this greatcause in their respective localities.Above all, I should like to appeal tothe women who, through the organiza-tion of Ladies' Life-boat Guilds, haveelsewhere achieved such wonderful re-sults, and have shown that in theservice of the Life-boat Cause they havefound a bond of union. You may besurprised that I do not ask for largerfinancial support. It may be, perhaps,you will credit me with being a bitcanny in that. (Laughter.) But I knowvery well that if men and women willcome forward in every part of Scotland tofurther the Life-boat Cause, the responsewill be beyond doubt, and will be givenwith that magnificent measure ofgenerosity with which the Scottishpeople have always met claims of thiskind. (Cheers.)

THE FACTS.But you are entitled to ask whether

my appeal for a wider measure ofservice is justified by facts; and hereagain the survey which the Duke ofMontrose has given you gives over-whelming proof of the thoroughnessand rapidity with which the Institutionhas supplied all your coasts with thoselarge and powerful Motor Life-boats,which have proved to be so efficient inthe arduous work of the Service. Youhave also learned of the very large,though unavoidable, expenditure, bothin capital costs and maintenance, whichthis efficient organisation involves. Thecapital expenditure of £250,000 forboats, boat-houses, and slipways, withthe addition of two more Motor Life-boats, gives you a fleet of twenty outof a total of thirty-eight on the Scottishcoast, and an annual cost of main-tenance for all your boats, boat-houses,etcetera, amounting to about £18,000.

You will see, therefore, that, deeplyencouraging as is the progress alreadyachieved since the establishment of theScottish Advisory Council, you havebefore you the aim of increasing thesum annually raised in Scotland fromabout £14,000 to about £18,000 a year.

AN APPEAL TO WISHING INDUSTRY.I said that I did not make a definite

appeal for funds, but I hope I may beallowed to suggest that that greatindustry which is moat closely associatedwith the sea, and whose ships are, fromthe very nature of their work, morefrequently assisted by the Life-boatsthan any other, might perhaps see theirway to make some corporate contribu-tion of, say, 5s. per ship per annum.

Two years ago I ventured to make asimilar suggestion to the big shippingcompanies which own the passenger andocean liners, and I should like here andnow publicly to express my warmthanks for the way in which the P. & 0.Company and its associated groups,under Lord Inchcape ; the White StarLine, the Royal Mail and the UnionCastle Lines, under Lord Kylsant; andthe Cunard Company, under Sir ThomasRoyden, have responded to my sugges-tion ; and, further, I have recentlyheard from my friend Mr. Beattie, thePresident of that great company, theC.P.R., that his company will also bevery pleased to give a modern Life-boatto be placed at some point on our coast(Cheers.)

I feel it would be gratifying if thegreat trawler and drifter companies, andperhaps the individual owners of thesevessels, whose crews are made up ofthe same fine stamp of men as theLife-boat Crews, were to make thesmall annual contribution which I havesuggested. (Cheers.)

I feel sure that with such help, withthe generous services of the men andwomen who are already working sonobly in the Life-boat Cause, with thestimulus supplied by the work of theScottish Life-boat Council, and with thesplendid leadership of the GlasgowBranch, which has increased its contri-butions by £1,000 in each of the lasttwo years, the financial object whichyou would wish to achieve will beattained in a comparatively short time.

Scotland was so early in the field inits recognition of the need of Life-boatservice that you actually had fivestations on the Scottish coast twentyyears before the Royal Life-boat Insti-tution was founded. Indeed, two of

your stations, St. Andrews and Mont-rose, were actually established in 1800,eleven years after the first Life-boat,the Original, was built by Greatheadand stationed at South Shields, andonly two years after the second EnglishLife-boat was placed at North Shields.The year 1802 saw your third andfourth Life-boats, established at Aber-deen and Ayr, and the people ofArbroath obtained another of Great-head's boats, which was placed there in1803. So you will see that, althoughthose five stations have only celebratedtheir centenary this year, they areentitled to point to the fact that theyare really considerably older than theirfoster-mother, the Royal National Life-boat Institution, which, though notfounded until 1824, has since thengradual]/ taken over all the Life-boatstations around the coast of the UnitedKingdom, the last of these being theLife-boat establishment at Aberdeenitself.

THE GREAT SACRIFICE.Ladies and gentlemen, although

thousands of lives have been saved andthere have been many successful rescues,now and then the illustrious pages ofour Life-boat annals are lit up by thelurid light of tragedy and disaster.For instance, almost exactly a year ago,the whole of the Life-boat Crew of RyeHarbour lost their lives in attemptingto bring help to a foreign vessel in thegale of 15th November, 1928. In thussacrificing their lives they carried onthe traditions of a Service which, likeother fighting Services, has alwaysinvolved the risk of the supremesacrifice of life itself. May we not, inthe words of Pericles, say of these menand their predecessors in similar dis-asters : " They gave their lives for thecommonweal, and, in so doing, won forthemselves the praise that grows not old,and the most imperishable of sepulchres;not that in which they lie buried, butthat in which their glory survives ineverlasting remembrance." Such tra-gedies are an inseparable part of thegreat and enduring drama of the sea,and they lend to the lives and deathsof Life-boatmen an element of thesublime. (Cheers.)

We cannot guard completely againstsuch, events, but we can do our utmostto ensure that the men who voluntarilyundertake this noble task shall beprovided with the best boats in design,in material, and workmanship whichscience can devise and money cansupply. It is for this task that Iearnestly invite your co-operation. Ineed not say to this audience that, inrecommending to you the Life-boatCause, I am confident that you willcherish and further it. Not only hasit long since found a home in your hearts,but, in its growth and development andliving service, it embodies the noblestideals of the Scottish people. (Loudcheers.)

The Earl of Home.The Earl of Home moved the adoption of

the following resolution :—" That this meeting, recognizing the im-

portant service of the Royal National Life-boatInstitution in its national work of life-saving,desires to record its hearty appreciation ofthe gallantry of the Coxswains and Crews ofthe Institution's Life-boats, and gratefully toacknowledge the valuable help rendered tothe cause by the Local Committees, Hon.Secretaries, Hon. Treasurers and Ladies' Life-boat Guilds, and resolves to do everything inits power to further the interests of thisnational service in Scotland."

In doing so, Lord Home said:We have been made aware that this

magnificent Life-boat Institution is in needof increased support, of more personal service,and of a far larger number of regular sub-scribers. His Royal Highness has been goodenough to come here to explain to us theposition and to appeal for our help. Turningto the Prince, Lord Home said: That isenough, and I can promise you, sir, on behalfof us all, that we will not fail you. (Cheers.)

Colonel Roxburgh.Colonel Roxburgh, in seconding the resolu-

tion, said : As one who all his life has beenassociated with ship-owning and ship manage-ment, from the days of the ancient sailingbarque and the magnificent four-mastedvessels of a later date, until to-day when steamand motor vessels cover the seas, I have hadthe opportunity cf knowing the value of thework of the Life-boat Service. Great Britainis an island, and she continues to exist becauseof her sea-communications, and the safetyof her ships and of those who man them is amatter of importance to every man, womanand child in this country—no matter wherethey reside. (Cheers.)

The Right Rev. Dr. John White.The Bight Rev. Dr. John White, Moderator

of the Church of Scotland, in supporting the

resolution, said: I remember one of theproudest moments of my boyhood, in my veryearly boyhood, was when I stood alongsideand actually touched a giant Coxswain, who,with his stalwart sons, had gone out in araging sea on the Ayrshire coast, and broughtin many precious lives. To me, thatman was a far bigger hero than the heroes ofthe Iliad, and I can remember how deeplygrieved I was on hearing that my Agamemnon,who had done all this as an ordinary task anda common duty, was very much upset, somuch upset at his breakfast the next morningthat he could only eat six herring. (Laughter.)Our seamen have placed a girdle round theworld for us. We depend on them for thenecessaries of life, as was brought plainlyhome to us on Armistice Day, when theScottish fishing fleet suffered a great loss—a loss that you and I and the Secretary(looking toward the Secretary of State forScotland) are going to make good. (Cheers.)We owe them a great deal. We can repay itin part by providing an excellent Life-boatService. (Cheers.)

The resolution was unanimously carried.

Sir Godfrey Baring.Sir Godfrey Baring, Bt., Chairman of the

Committee of Management of the Institution,moved the following resolution :—

" That the hearty and respectful thanks ofthis Assembly be given to His Royal Highnessthe Prince of Wales, K.G., for his presence atthis, the first Scottish National Life-boatAssembly."

He said: My Lord Duke, we thank thePrince of Wales for his presence here to-day.We would thank him for his splendid speech.It is a speech which is a reward to ourLife-boatmen and our Life-boat workersfor the past, an encouragement for the present,and an inspiration for the future. Long si<icein the illustrious annals of the Life-boatInstitution the deeds of Scottish Life-boatmenhave been inscribed in letters of gold, and,therefore, I am particularly honoured asChairman of the Committee of Managementthat these gallant Life-boatmen have receivedto-day the supreme honour of His RoyalHighness's presence and His Royal Highness'scommendation. In conclusion will you bearwith me if venture to quote to this Scottishmeeting words which were addressed to an-other Prince long years ago, but which seemto me strangely appropriate for the Prince ofWales to-day:

Well may you trust him to bear himselfgallantly.

Scotland can witness from heroes he springs,Undaunted his courage, untainted his chivalry,

Worthy the son of a hundred kings.(Loud Cheers.)

Lady Findlay.Lady Findlay, in seconding the resolution,

said: It is my wish that you will let meassure His Royal Highness on your behalf

that the women of Scotland are determinedto make the Life-boat Cause their own, andby every means in their power to support thisgreat national Service. I think the mottoof the women of the country should be," to stand by " the men in time of danger.(Applause.)

The Prince's appeal is an appeal, if I maysay so, for courage—courage to overcome thatvery human disinclination to beg for otherpeople's money. It requires some measureof heroism to face the public and ask them togive their pennies and sixpennies and poundnotes, and that courage comes from belongingto a large army of workers, and it is to thatend that the Ladies' Life-boat Guilds have beenformed all over the country. It convertstimid individuals into gallant groups of

people who hesitate not to face the workthey may be asked to do. (Cheers.)

The Lord Provost of Edinburgh.The Lord Provost of Edinburgh, in sup-

porting the resolution, said : I am here tospeak for the citizens of Edinburgh, and Iwish to assure Your Royal Highness thatthere is no city in the whole Empire ready togive you such a loyal, royal and heartywelcome as the capital of Scotland. (Loudcheers.)

The resolution was carried with acclamation,and the Prince said : I do not feel worth allthis vote of thanks, but I am most gratefulfor it, indeed, and I am going to show mygratitude by not inflicting another speech onyou. (Laughter and loud cheers.)

The Glasgow Ball.AFTER the Edinburgh meeting thePrince of Wales travelled by specialtrain to Glasgow and there attended aBall, organised by the Glasgow Branchand held on board the s.s. Transylvania,lying in the Clyde. This is the secondBall which, through the kindness of theAnchor Line, has been held on board thisvessel, and it was an even more brilliantsuccess than the first.* There wasaccommodation for 730 guests, many ofwhom dined on board the liner beforethe Ball, but there were 2,000 applica-tions for tickets, and these had to beallotted by ballot. The Ball raised themagnificent sum of £1,350. In this wasincluded donations amounting to over£222, and a sum of 300 guineas receivedfor a Menu Card of the Armistice Daydinner given by the Prince of Wales toholders of the Victoria Cross. Thiscard, which was signed by the Prince,had belonged to Sergeant Hamilton,V.C., of the Glasgow Highlanders, andwas generously presented to the Glas-gow Branch by the Glasgow SundayMail. It was auctioned at the Ball byColonel Cameron of Lochiel and boughtby Mr. T. H. Coats. The whole of thebeautiful floral decorations were pre-sented by Sir Malcolm Campbell, amember of the Glasgow Committee.

It will be seenelsewhere that Glasgow last year roseto the second place in the list ofBranches, its contribution of £5,152being larger than that of any otherBranch but the City of London. Itshould be pointed out that the Branchfinancial year ends on 30th September,so that the £1,350 obtained by the Ballis not included in it. The Ball has

given the Branch a splendid start forthe new year, and should ensure, notonly that it keeps its place in the list,but that it comes even nearer to thecontribution from the City of London.Manchester and Liverpool will indeedhave to look to their well-earned laurelsif they are to regain and retain theirlong-held positions of second and thirdon the list of the first twenty.

The Prince of Wales at the Bradford Matinee.THE Prince of Wales gave yet anotherproof of his deep personal interest in thework of the Institution and its Brancheswhen he visited Bradford on 13thNovember. His visit was for thepurpose of opening the new buildings ofthe Chamber of Commerce, but when helearnt that the Annual Life-boat VarietyMatinee at the Alhambra was to takeplace on the same day, he included it inhis already full programme.

The Prince was received at thetheatre by Mr. Francis Laidler, theManaging Director, and among thosealso present were the Lady Mayoress(Mrs. Angus Rhodes), the Deputy LordMayor and Lady Mayoress (Mr. andMrs. A. Highley), Mrs. Laidler, SirWilliam Priestley (Chairman of theBranch) and Lady Priestley, Mr. R. V.

Rush worth (Honorary Treasurer), Mrs.Rushworth and Miss Grainger, theAssistant Secretary.

The Prince not only stayed to seefour turns, but made a speech from hisbox, thanking Bradford for the generoushelp which it had given to the Institu-tion for many years, and the splendidexample which it had set to all inlandtowns.

This was the thirtieth Life-boatMatinee which Mr. Laidler has orga-nised in aid of the Bradford Branch, andthe Prince's presence at what is oneof the longest established and mostsuccessful Life-boat events of the year,was a well-deserved tribute to thegenerous help which that gentlemanand his theatre have given to theInstitution.

A Roam Through the Annual Report.The Annual Report of the Institution for1929 will be issued shortly after theAnnual Meeting of the Governors on1th April, and we publish the followingarticle in the hope that many of those whohave in the past considered the AnnualReport as a dry official record, of valueonly for statistical reference, will study itin the future with an entirely differentinterest. As the 1929 report is not yetissued, references in the article are tothe Report for 1928.]

EDITOR The Lifeboat.

The perusal of a volume of 370pages entitled " Annual Report . . .with the lists of the Committee ofManagement, Officers and contributors "

would not seem to offer much prospectof a very rollicking half-an-hour. As amatter of fact, it is an extraordinarilyinteresting and instructive book, con-taining exploits as " saucy " as any ofthose associated with the Arethusa, andin many ways reminiscent of the talesof adventure of bygone days, whichalso were financed by people with adefinite interest in the outcome of eachadventure. A stranger to our country,and even many of our own countrymen,would find it a true mirror of the spiritand the heart of the Nation.

At the outset one experiences some-thing of that feeling of awe and respeotwhich comes when entering historicalplaces, or when standing on the draw-

bridge of the Tower of London for, afterthe Report on " the hundred and fifthyear of its work " we read that theearliest Patrons of the Institution werefirst King George IV. and then KingWilliam IV.

The Report itself is an official accountof stewardship for the previous year, thedetails of which will be known byreaders of this Journal, but the pageswhich immediately follow contain a veryfull Statement of Accounts, details ofthe Fleet, its distribution round ourcoasts, and its work during the precedingtwelve months.

Summer and Winter: A Contrast

First comes a list, with details con-cerning each Boat and Station. Here isone of them :

New Brighton No. 2 ; Established1864 : 60 feet in length ; 15 feet inbreadth ; Motor (Barnett Type) ; Built1923 ; Name, William and Kate John-ston. Just a line of cold print, but onpage 86 this same Boat has, at a signal,become almost a live thing in the handsof her crew, and is dashing her waythrough " a heavy W.N.W. gale, with avery heavy sea, continuous blindingrain squalls, and gusts of wind at nearlya hundred miles an hour." That is theweather for which these Boats aredesigned. We who see the coast in thesummer have no idea what it means totake a small boat out to sea under con-ditions such as those quoted, and in thisrespect the Report provides a strikingcontrast between conditions as wesummer-holiday sailors are intended toknow them and. as the Life-boatmanknows them. To take first the conditionsas we are intended to know them, hereis what an illustrated hand-book says ofa certain northern seaside resort: " thecoast line . . . is practically one sweepof rugged grandeur . . . where thefresh breezes blow from the great NorthSea. . . . The bathing is superb owingto the smooth sands on which there isno danger for anyone. The boating isalso perfectly safe."

Now, the same place for the Life-boatman : " The Life-boat waslaunched during a strong S. by E. galewith a heavy sea and snow showers.

. . . When the Life-boat was launcheda very heavy sea was running and thewaves swept over the launching tractor,temporarily stopping the engine. . . .The Committee of Management, in viewof the arduous nature of the service,granted additional rewards to the crewand helpers." And again : " The Life-boat was put out as twelve fishingvessels had been overtaken by a suddenS. gale which at times reached amosthurricane force, causing the heavy seasto wash over the pier and harbourentrance."

Contrasts of this kind could be quotedfrom all parts of the coast, but that onewill suffice to remind us that " stronggales " and " very heavy seas " areexactly the reasons for the existence ofthis fleet. At the same time, it isimpossible to read the exploits of theboats and crews without feelings ofastonishment and admiration as we gothrough page after page of " rewards forrescuing life from shipwreck." Someof them are amazing in their almostjaunty gamble with Fate in order tosave life. Look at the case of the NewBrighton boat already referred to, when,in the face of the most appalling condi-tions, and with the Life-boat damagedwhen getting alongside the wreck,twenty-four lives were saved, this greatfeat being recognized by the award ofthe Silver Medal to the Coxswain andBronze Medals to the Crew.

A Nasty Sea

Here is another one, the Campbel-town Boat this time, and the OfficialReport says : " The night was darkwith heavy rain, a rough sea and astrong S.W. wind, but in spite of thisand the fact that no lights could beburnt (owing to the gas fumes whichwere escaping from the cargo of ben-zine) the wreck was located and themen taken ofE." In another case therewas " a dense fog and a nasty S.E.sea." That is the word for this work :" a nasty sea ! " Another report speaksof " thick weather." The combina-tion " thick weather " and " a nastysea " is surely sufficiently expressive toconvey to the imagination a sense ofwhat these men voluntarily face.

Here are a few sentences taken atrandom :

" There was a heavy sea running,and communication was established bymeans of the Line-throwing Gun, theremaining six survivors being hauledthrough the surf into the Life-boat."

" During a strong N.E. gale with aheavy sea . . . The Life-boat went outto meet her (a fishing vessel trying tomake harbour). Life-belts were handedto the crew and a small boy was takeninto the Life-boat at the request of theskipper." One can then picture thetwo boats separating, and faintlyimagine the grim struggle which fol-lowed.

Here is a whole volume in one sen-tence : the Newbiggin Life-boat " res-cued the crew of four, consisting of afather and three sons." Think about it.

We have often heard the expression" there are worse troubles at sea," andhere is an instance. A motor fishingboat signalled for help. Her engine hadbroken down, her sail had split and heranchor had been lost.

To finish with a Christmas story '.On 25th December " the Life-boat Crewand most of the inhabitants had gone toa Christmas concert in a neighbouringvillage. They were at once calledout " and proceeded to rescue the crewof three of the ketch ."

Repeated Courage

The number of times we see the nameof particular Stations repeated through-out these pages emphasizes the fact thatthe boats and crews do not simply riseto an occasion here and there, but thatthe need for them is constantly coming.For instance, we read that at Padstowon two occasions during the year " suchskill and gallantry were shown in cir-cumstances of great danger that theInstitution awarded its Bronze Medalin each case." In the same way, atanother Station extra monetary awardswere voted to the Coxswain and theMotor Mechanic " in recognition of theirvery plucky conduct in going out onservice four times, although injured onthe first service."

Other items, significant in spite oftheir official wording, catch the eye in

these pages. For instance, the Com-mittee at one meeting " voted £54213s. 6d. to pay the expenses of the ifollowing Life-boat launches, assem-blies of Crews, etc., with a view toassisting persons on vessels in distress."And at another : " granted £84 13s.8d. to persons injured in the Life-boatService " at a number of places.

The Women of the Service

There are cases where members ofthe Crew, although ill in bed, insisted ongetting up and taking their places inthe Life-boat, and from another reportcomes a sentence which will thrill -allthe members of the Ladies' Life-boatGuild: " The women of Boulmeragain rendered valuable help in launch-ing the boat, many of them wadinginto the sea."

A fitting end to this section will be areference to a small paragraph whichannounces that the name of the lateWilliam Eoberts, who died while onservice in the Moelfre Life-boat, is to beinscribed on the Roll of Heroes of theCarnegie Heio ]?Ymd.

Then follow several pages containingthe names of those who have beenawarded medals for conspicuous bravery,every one of which represents a mightydeed performed " out there " in " thickweather and a nasty sea."

There are pictures illustrating aLife-boat Station, and diagrams ofLife-boats of all types, each one ofwhich represents years of study andexperiment in producing the best pos-sible boats to meet the conditionsalready described.

So much for the spirit of the Nationas shown by men and women all roundthese Islands, who regard the fighting ofgales and heavy seas as part of theireveryday life, when lives are in peril atsea.

And now for the heart of the Nation,as shown by people in every walkof life, who cheerfully finance theseadventures year by year. From anational point of view this part of theReport is well worth a fairly closeanalysis, for it is surely the finest indexto the character of our people.

looking at the 240 pages of contribu-tions is the wonderful network ofBranches and Ladies' Life-boat Guildswhich covers every county ; the thou-sands of honorary officials, members ofCommittees, members of the Guild,honorary helpers and collectors, allimbued with the same spirit as thatwhich animates the Life-boatmen—the saving of life from shipwreck—andenthusiastically devoting their timeand energies to raising the money sothat it shall be done as efficiently aspossible.

Where does the Money Come From ?

Then comes the thought " Whogives all this money ? " and it is intracing back each penny to its pocketand handbag, as it were, that werealize how national is the Life-boatService. The diversity of pockets fromwhich the funds come is indeed astonish-ing. In the list of subscriptions andcollections we see all ranks, classes andprofessions. The universal response tothe appeal is seen on every page. Acollection in Chorleywood Parish Churchis followed by Gillingham BaptistTabernacle and Westminster Abbey;there is a contribution from the RoyalYacht Squadron following closely onone from the Paddington BoroughCouncil Scavenging Department Em-ployees. Ivydale Road L.C.C. Schoolis very little behind Rugby School,while the North China Command atTientsin is immediately followed in thelist 1>y the North London DraperyStores. New Scotland Yard joins withthe convicts of Camp Hill prison incontributing to help those who face the" thick weather and nasty seas," whilethe Hotel Cecil stands side by side withthe Angel Inn, Tooting, in the samecause. There is the North WalshamMothers' Meeting and the Lord Mayorof London and Sheriffs' Committee;the Manchester Baths and Wash-housesand the Foreign Office ; the SwanleyJunction Working Men's Club and theRichmond Golf Club ; Magdalen Col-lege, Oxford and the Forster Infants'School; the Connell (Argyll) Band ofHope and the " Rose and Crown " atBirmingham. The list could be con-

siderably extended, but the point hasbeen made.

It is quite impossible to make a com-plete categorical summary of contri-butors, but the following will be seen atglancing through the lists : Warshipsand units of the Royal Navy, the Army,Royal Air Force, Civil Service, thePolice and County Constabulary, FireBrigades, Municipal Departments andBorough Councils, Staffs and Depart-ments of Banks, Offices, Works, Shops,Hotels, Railways, Tramways, 'Buses,etc., Scouts and Guides, Women's Insti-tutes and Mothers' Meetings, Universi-ties, Schools (Day and Sunday), Pas-sengers and Crews of Ships, Theatres,Cinemas, Churches and Chapels of alldenominations, Societies and Clubs(Social, Rotary, Yacht, Literary, Dra-matic, Sport, Shooting, Swimming,Angling, Tennis, Bowls, etc.), MasonicLodges from all over the world, For-esters, Oddfellows, Orphanages, BibleClasses, Benevolent Societies, Co-op-erative Societies. Even the threeDivisions of the Football League arerepresented by Leicester City, PrestonNorth End and Fulham.

That the Life-boat Service makes aspecial appeal to those who wish tomake contributions " in memoriam " isshown not only by the number of specialgifts and donations from Trustees andExecutors, but by the number ofanonymous contributions for that pur-pose.

£43,000 from Life-boat Days

Almost every known method ofcollecting money is employed by thehosts of voluntary workers, but easilythe most successful is the Life-boat DayStreet Collection. In 1928 such Col-lections were held in nearly 800 places,and in this way £43,000 was raised. Itis very doubtful whether this moneycould have been obtained in any otherway, and, although this form of collec-tion is becoming increasingly difficult,those who have organized and helped inthese appeals will surely be encouragedby this huge total to continue theirefforts, and to determine more than everto overcome the difficulties and to insistupon the much-maligned " Flag Day "

as the only means of reaching those" smaller" contributors who in thatone year gave between them over£40,000 towards the rescue of theshipwrecked.

Amongst the other forms of raisingfunds were over 100 Dances, nearly 100Whist Drives and about seventy Con-certs. Collections were made in about170 Churches and Chapels and 150Theatres and Cinemas. Many House-to-House Collections were held, as wellas Bridge Drives, Socials, Sales of Work,Bazaars, Carnivals, Jumble Sales, GardenParties and Fetes, Theatricals, At-

homes, Carol Singing, Sales of Photo-graphy and Sketches, Collections byBoxes and Cards, Dancing Displays,Band Concerts, Processions, Sale ofSouvenirs, etc., etc.

One is left with a feeling that theReport is a remarkable justification ofthe voluntary principle under which theInstitution has been maintained andadministered since its foundation, and acomplete answer to the few who askwhy the Service is not run by the State.For clearly, the people have made theLife-boat Service their own.

Life~Boat Essay Competition, 1929.Presentation of Prizes in the" London District.

AT the Caxton Hall, Westminster, onthe 6th February the Mayor of West-minster (Captain J. F. C. Bennett)presided at the presentation of prizeswon in the Life-boat Essay Competi-tion in London (consisting of schools inthe London County Council area) in1929. The presentations were made byMajor-General the Right Hon. J. E.Bernard Seely, C.B., C.M.G., D.S.O.,a member of the Committee of Manage-ment. Supporting the Mayor wereLord Southborough, P.C., G.C.B.,G.C.M.G., G.C.V.O., K.C.S.I. (a memberof the Committee), the Mayor ofWalthamstow (Mr. V. la T. McEntee,M.P.), Admiral of the Fleet Sir H. F.Oliver, G.C.B., K.C.M.G., M.V.O. (amember of the Committee), EngineerVice-Admiral Sir R. B. Dixon, K.C.B.(a member of the Committee), and Mr.George F. Shee, M.A., Secretary of theInstitution.

During the meeting Mr. FrederickWoodhouse sang five sea songs, all ofwhich were enthusiastically received bythe audience.

The Mayor of Westminster.In opening the proceedings the Mayor of

Westminster spoke of the work of the Institu-tion and of the Life-boat Crews, and con-cluded by saying :—

" Last year you had the privilege of receiv-ing the Shield and awards from CoxswainSwan, of the Lowestoft Life-boat. He holds

the Gold Medal of the Institution, which is theVictoria Cross of Life-boat work. This yearyou are going to have your presentation madeby a well-known soldier, a man who hasfought for his King and country in the SouthAfrican War and the late War, and is a holderof many honours in consequence. Amongthem are the Order of the Bath, of St. Michaeland St. George, and the Distinguished ServiceOrder. But I think there are other things heholds, quite as important as any of thesethree Orders, and these are the awards he hasreceived for having worked with the Life-boat at Brooke, Isle of Wight. (Applause)He is a member of the Crew of this Life-boat;one of the men who do not hesitate, whennecessity arises, to brave the dangers of thesea, gales and heavy waves, and who go out tohelp in saving life. (Cheers.) I am sure thatthis is the thing which will commend him toyou children. He is a real Life-boatmanwho has done real work in the Life-boats. Iwill now call upon General Seely to presentthe Shield and other awards." (Applause.)

General Seely.After presenting the Challenge Shield to

Joseph McDonnell, of the St. George's RomanCatholic School, Raglan Road, Walthamstow,and the other prizes, General Seely said" I rejoice to have met these children who havetaken an interest in the Life-boat Service, asshown by writing these essays. I hope andpray that in years to come they may continueto take a lively interest in this great work.I have had long and practical experience ofit. It is through no merit of my own, butwhen you live in a lonely place on the coastas I do, it is absolutely necessary for every-body who knows anything about the sea, andsometimes for some of those who know nothingabout it, to man the Life-boat in order tomake up a full Crew. And as I live in such a

place, of course I cannot but be a member ofthe Crew. That I have been for more thanthirty-five years—(cheers)—and I hope I shallbe until I am turned out. Nothing butphysical infirmity shall prevent me going outin our Life-boat whenever the need arises.(Cheers.) I have been out in a Life-boatconsiderably more than a hundred times, so Iknow just what it is like, and it really is veryinteresting. I will tell you what it is reallylike.

WHAT A LIFE-BOAT LAUNCH is LIKE.

" First, let us suppose a great storm isblowing. If you belong to the Life-boat, asthirteen of us do in the place where I live—and do not anybody be afraid of sitting downthirteen to dinner, because the only dangerousthing I do is to go out in the Life-boat, andthere are always thirteen of us ; and all thoseyears there has been only one accident, whenone man was drowned. Well, «very one ofthe thirteen takes the precaution of puttingout his thick clothes, and he goes to bedthinking ' I wonder if we'll be fetched outto-night.' Of course, ninety-nine times outof a hundred he is not, but I remember onenight not very long ago when I went to bedjust like that, having put out these clothes,and the window was left open. Sure enough,although I sleep very soundly and haveslept through many a bombardment, I wasawakened with a terrific bang. That is themaroon we fire when the Life-boat is sum-moned.

" In a moment one is up, feeling dazed andsomewhat strange, but, after all, going to dothe thing one has done so often before forpractice. There is one great advantage,amongst many others, of the Life-boat Ser-vice over war. The Life-boat Service, as Iwill show you in a moment, brings all nationstogether. War, of course, divides them.But also it is very easy to practise Life-boatwork when there is not a wreck, but it is verydifficult to practise war when there are nobullets and shells. In the Life-boat we goout and practise in the roughest weather, sothat when you hear this bang and get up anddress, you know you are going to do somethingyou have practised often before.

" As you come out of the door you arealmost blown over by the storm. You rundown in the darkness, tripping over all sorts ofobstacles, and finally get to a very dark placewhere all the horses are assembled to pull theboat out. You do not talk about how roughit is ; that is the last thing you say—(laughter)—you think about it, and perhaps wish it wasnot quite so rough, but you talk about allsorts of other things—in fact, about anythingexcept the weather. At that moment theCoxswain says ' Pull her out,' and out go thehorses and you run down to the beach, still ina sort of daze when it is a very rough night,because in our hearts we each think, ' Shall weever come back ? ' You then take your placeand help to push the boat to the water. Thewaves almost come over your head whilepushing her out. Then you climb into the

boat, and that is not easy, because yourclothes are wet through and very heavy inconsequence. Then you take up your oar.For the last twenty-five years I have rowedstroke on the port side of our boat—(cheers)—and it is up to me to keep time.

'' You sit there and you see the Coxswainin the dim darkness, standing by watching thegreat waves come in, trying to time it rightso that he will be able to launch just after thebiggest wave has broken, so that we shall haveway enough on to get over the next wave.That is very hard to gauge, but on the nightI speak of the Coxswain made a very goodshot. There we sat, and I did not think weshould get off, as the wind was blowing withgusts of seventy miles an hour and the sea wasvery high. Then with a great roar he shouted' Launch ! '

A GREAT MOMENT.

" Now that is a great moment in any man'slife ; that is a moment to have lived through.At that moment the people on shore hear, and,with ropes on each side, which go past thebow and back to the stern of the boat, theyrun up the beach and so pull the boat at greatspeed. Probably it is eight or nine miles anhour before she shoots off the carriage intothe water. And at the moment she touchesthe water you have got to begin to row andkeep her going. Oh, my word, how one doesrow then ! There is no ca'canny about rowingat that moment, because you know full wellthat another wave is coming, that if you canget over that the rest will be easy, but that ifyou get caught by the next wave you may beturned broadside on, as has happened; thenback you go to the beach and you will neverget the boat out again that night.

" Then comes a strange thing. Nothing inthis world, my dear children, is as bad as youexpect it to be. That is absolutely true.You would think that when you got out intothis terrific sea the violence of the wind wouldbe such that you could not pull the boatagainst the wind, much less the waves. Butfor some strange reason there is much lesswind when you are in the boat, and you feelmuch better off, and in a way you feel rathersafer than those poor wretches on shore withthe chimney pots blowing down and fallingabout. (Laughter and cheers.) It is reallyquite jolly when once you get away, but, ofcourse, it is terribly hard work.

" Mr. Mayor, I believe you think that mostof the Life-boats have motors now, but that isnot so. Of our fleet, eighty-two boats havemotors and one hundred and twenty-three arePulling and Sailing ; but, of course, there are agood many more we could equip with motors—though by no means all—if we had enoughmoney. That is where you come in, my dearchildren. I have described to you what itis like getting off a beach, as I have done sooften. You can imagine what an ordeal it is,and you realize what a wonderful Service it isfor us all to support. But when you get abit older and go out into the world I do hopeyou will not forget this day, when, under the

presidency of the Mayor of Westminster, youreceived your Certificates, but that you willhelp in the Life-boat Cause wherever youlive.

A KINGDOM UNITED IN LIFE-SAVING.

" Before I sit down, may I tell you what awonderful year we have had, this year inwhich you have won your Certificates ?During the months of November, Decemberand January, as you will remember, whereveryou live, there have been a series of most tre-mendous gales. In each one of these monthsmore than fifty lives have been saved fromshipwreck at the height of these great storms.On the 7th December the wind in the Channelreached a speed of one hundred and ten milesan hour. Now, if you met a wind in thestreets where you live at about forty milesan hour you would think it a strong gale, andyou would be right. But this wind was blow-ing at three times that speed. Yet on thatday fifteen Life-boats went out. (Cheers.)

"I have said the Life-boat brings peopletogether. Politicians may make what lawsthey like, and statesmen may confirm them,but in the matter of Life-boats, happily we arestill a United Kingdom. During last yearseven of the Institution's highly covetedmedals were awarded for acts of great gallantryin the Life-boat. Of these, three were pre-sented to Englishmen, two to Irishmen, oneto bonny Scotland, and one to gallant littleWales. So you see that in this matter theLife-boats make us a United Kingdom.

" But more than that. In the storms oflast year in which these wonderful deeds weredone—my boat was not out, though we werealways expecting the call—during these stormsthe Life-boats were international in everysense. For whom did they go out to rescue ?Only members of the United Kingdom, as Ishall always call it in Life-boat work ? No,thesailors of ten different nations were represented:Finns, Swedes, Germans, French, Norwegians,Belgians, Spaniards, Italians, Danes, andGreeks—almost every nation, including theenemies whom we fought against in the war.I like to think that this is the way to healthe ravages of war. (Cheers.)

" So you see it is really a great Service andit has a great call upon us all, and if any kindfriend (here the speaker turned towards theMayor of Westminster) will come forwardand present us with a Life-boat, as, for in-stance, the greatest city in the world, West-minster, we should be very grateful. (Laugh-ter and cheers.) I am not going to beg fromyou children, but when you grow up youmust help us in every way you can to con-tinue this great work. Believe me the deedswhich have been done during the last fewmonths will live in the memory among thefinest examples of English valour and Englishdevotion to duty, and you will love to thinkthat it was during this year that you wonthese prizes in our great national Service."(Loud cheers.)

The Mayor of Walthamstow.In moving the vote of thanks to the Mayor

of Westminster and General Seely, with whosenames he coupled that of Mr. Woodhouse,the Mayor of Walthamstow said -.—

" Besides the prize-winners I see present agood number of those who have tried and lost,and, after all, the Life-boat Service, of whichwe have been hearing such wonderful stories, ismade up of men who have tried and won andsometimes of men who have tried and lost.It is in the trying that the pleasure comes, andit is in trying always that we get our happi-ness. Those who have won prizes must havetried hard, and it is a very great pleasureindeed to see that one of the members of thatvery diminutive new Borough of Waltham-stow is commencing to make its tradition.(Cheers.) I am extremely pleased to have theopportunity of being present to-night when hecomes before what is probably his first publicaudience and takes away, I won't say his firstprize, but certainly his greatest prize, and onethat, I am sure, he will value all his life, thememory of having won this Challenge Shield.I am glad to see his mother here.

" When you were writing those essays Iwonder how many of you had the samethought that I had. Why do these menserve ? Is it money that makes them give it ?Sometimes I hear speeches in the House ofCommons about money being an incentive todo things. But with the Life-boatmen theincentive is not money or gain. The onlyincentive is the desire to serve. If you chil-dren just keep that thought with you for therest of your lives, that it is the desire to servewhich inspires these men of the Life-boatService, that inspires many of our women inthe nursing of the sick, that inspired all thegreatest and best deeds that were done duringthe Great War and inspires many thousandsof our fellow men and women all over theworld to sacrifice everything, even life itself—if you will keep that before you, you will bethe better men and women, and the world,too, will be better." (Cheers.)

Mr. George F. Shee.In seconding the vote of thanks, Mr. George

F. Shee said :—" I think, boys and girls, none of you will

ever forget that, while last year you had aLife-boat Coxswain to give you the prizes, youhave had this year a Life-boatman, a Soldiera Sailor and a gallant English gentleman.I am a land-lubber myself. I have neverbeen privileged to serve at sea, but I havehad the privilege, which I prize enormously,that I have known Life-boatmen all roundthe coast. If I had to choose a friendat random I would choose a Life-boatmanrather than any other man in the world,and that is because there is a great qualitywhich seems to unite all these men, a spirit

The Royal Life-boat Matinee.THE third annual Royal Life-boatMatinee organised by the CentralLondon Women's Committee of theLadies' Life-boat Guild was held at theSavoy Theatre (lent by Mr. RupertD'Oyly Carte) on 5th December, inthe presence of H.R.H. Princess Louise,Duchess of Argyll, Patron of the Guild.It realised £746 after all expenses hadbeen paid.

The ticket-selling was in the handsof the whole Committee, while a specialMatinee Committee of six membersarranged the programme and per-formance : The Viscountess Bertieof Thame (Chairman of the CentralLondon Women's Committee), LadyDorothy D'Oyly Carte (Deputy Chair-man), Lady Florence Pery (HonorarySecretary of the Ladies' Life-boatGuild), Mrs. Toye, Madame AdelineGenee-Isitt, and Lady (Nigel) Playfair.

Among those also present at theMatinee were the Duchess of Norfolk(Vice-Patron of the Guild), the Duchessof Hamilton and Brandon (Vice-Presi-

dent of the Guild), the Hon. GeorgeColville (Deputy Chairman of theCommittee of Management), and Mr.George F. Shee, M.A. (Secretary of theInstitution).

Silver Medals were given to the Life-boat Coxswain, and to the Coxswains of threeshore boats, and thirty-four Bronze Medals toothers who assisted, including the HonorarySecretary, Dr. W. B. Addison, and Dr. W. E.Ivers.

Voted £3 to four men for putting off fromBuckie in a small rowing boat, and rescuingthe crew, four in number, of the motor boatGeddle Braes, of Peterhead, which had runaground and was sinking, on the 4th January,1929.

Voted £3 to four men for saving a motorfishing boat, of Carne, and rescuing her crewof three, at Rosslare, on the 26th August, 1929.Also granted 5s. for fuel consumed. About1 p.m. the rescuers, in their motor fishing boatSceolan, came across the boat, which hadstruck the Tuskar Rocks, and burst her lee-board casing. She was in a sinking condition.The rescuers took her in tow and brought hersafely into Carne. Although the weather wasfine and the sea moderate, the rescuers werereported to have run a great risk owing to therocks in the tide race.

Voted £2 to two men, both members of theCrew of the Pwllheli Life-boat, for saving the

motor fishing boat Elianora, which was on fire,and rescuing her two occupants, on the 25thSeptember, 1929. Also voted 5s. for fuel con-sumed.

Directed that a Letter of Appreciation beaddressed to the Rev. Canon HOUGHTON, HeadMaster of Rossall School, thanking the mastersand boys ; and to the Chief Constable, Lanca-shire, especially commending the FleetwoodPolice, for their services to the steam trawlerCommandant Bultinck, of Ostend, on the 2ndOctober, 1929. About 10.35 p.m., during astrong W.S.W. gale, with a very heavy sea,the vessel ran ashore on the main at RossallBeach. She carried a crew of twelve. Threeof them were drowned in premature efforts toreach the shore, but the survivors "were helpedashore by civilians and police when the tidehad receded.

Voted £1 to four men for saving the fishingboat Jane, which had lost her rudder, andrescuing her two occupants, during squallyweather with a stiff W.S.W. breeze and avery choppy sea, at Rosslare, on the 10thOctober, 1929.

Directed that Letters of Appreciation beaddressed to Messrs. H. and W. BAYES, forsaving the fishing coble Breadwinner andrescuing her two occupants, at Scarborough,in a strong westerly gale with a rough sea onthe 14th October, 1929. The Breadwinner wasfound with her sails blown away and in greatdanger of being swamped.

Voted £1 to two men for rescuing the threeoccupants of the pleasure boat Shamrock, ofWhitby, on the 23rd October, 1929, whencaught in a squall and in danger of being blownout to sea.

Voted £2 to four men for going in search ofand saving the motor fishing boat Margaret,and rescuing her crew of two, at Deal, on the19th November, when her engine had brokendown and her sails been blown away. Alsogranted 5s. for fuel consumed.

Voted £1 10s. to four men for saving themotor fishing boat Four Brothers, and rescuingher crew of four, at Hauxley, on the 5thNovember, when she got into difficulties iji astrong W.S.W. wind. Also granted 2s. Gd. forfuel consumed.
