Te Middletown own Council met on Monday night or their regular council meeting. Te meeting was

postponed until 7:30 pm, to allow council members time to attend the viewing o ormer council member

and mayor Eugene Dicks.

In the course o the meeting, the Council approved prior minutes, noted that work on the own Hall

building was completed, and stated that paper work was being prepared or the 01 budget and 011 an-

nual audit.

domestic, petit larceny, and alarms. Te Department issued citations, mostly or speeding.

Te Personnel and Finance Committee made the ollowing motions, all o which were unanimously approved, unless noted:

motion to approve the sale o an 1985 Chevrolet diesel pickup truck;

motion to approve $300.00 to Home Paramount or pest control renewal or own Hall;

motion to approve $00.00 to Dicky Sandy or bucket truck to take down holiday decorations;

motion to pay Donald B. Rice $1,61.49, o which $61.49 is over budget, or police car tires and alignment;

motion to pay Shade Equipment Company $89.3 or snow removal equipment;

motion to pay Kendall & Son $596.40 or lit station chemicals;

motion to pay Inboden Environmental $1,04.00 and Greenway Engineering $35.00 or SP testing services;

motion to hire Joan Roche o Middletown as the new own Manager (Donna M.G. Gray voted against the motion.)

Ms. Roche, a Middletown resident and volunteer, was appointed own Manager or a six-month trial period. Ms. Roche retired ater spending5 years with the Massachusetts state government.

Te Planning and Zoning Committee reported that the Frederick County Board o Supervisors and the Middletown Steering Committee havedecided to take the rezoning o the property to the east o I-81, along Reliance Road, to the next level. According to Mayor Brown, most o theissues around the rezoning have been worked out by the parties. Both Frederick County and the own o Middletown will be holding public

Door Bolt IsOut of Kilter

Q:Lately I’ve been having trou-ble locking the bolt on my

back door. I have to lift the handleup slightly for the bolt to go all theway. How can I fix this? — Leonard

in Trenton, N.J.

A:There’s definitely a misalign-ment occurring. Either the

door is slightly off kilter, or part of the lock assembly, the strike plate(the metal part on the door frame intowhich the bolt slides), needs adjust-ment.

First though, check to make surethe lock itself works correctly. Openthe door and turn the lock handle toextend the bolt all the way, then turn itall the way back. Insert the key in theoutside part of the lock and repeat thisaction, making sure the bolt slideseasily all the way out and all the way back in. If there’s any difficulty doingthis, clean and lubricate the lock’smoving parts. Next, jiggle the strike plate. Is it

tightly secured to the door frame, or is

it loose? Strike plate screws can work loose or rip out of the frame wood, particularly if the plate was tamperedwith. Tighten the screws if they’reloose. If they won’t tighten, removethe plate and reset the screw holes bytapping a thin wooden dowel (or, ide-ally, a wooden golf tee) coated withwood glue into the holes. Trim awaythe dowel so it’s flush with the door frame, then drill a new screw hole inthe dowel and screw the strike plateinto place.

Stephens City Chie o Police,Charles Bockey doesn’t takecitizen concerns lightly when itcomes to the saety o town resi-dents. Ater Rick Dutrow lastaddressed the town council inNovember about his worry overthe intersection o Locust andMulberry Streets calling it a “very dangerous” intersection, Bockey wasted no time in conerringwith VDO over the matter.

At last week’s town councilmeeting Bockey announced tothose present that ater a con-cerned citizen (Dutrow) com-plained about the Mulberry and

Locust Street intersection, hecontacted VDO to perorm astudy.

Bockey said, “Within a monththey notied me and reportedthat it wasn’t a dangerous inter-section. In the twelve years thatI’ve been here I’ve only known o two trac accidents.” Te Virgin-ia Department o ransportationdid not agree that a stop sign wasneeded at that location nor was itdeemed an unsae intersection.At the time o Dutrow’s last com-plaint in November he suggestedthat the town install a mirror say-ing, “I not a stop sign, then at

least put a mirror there.” Dutrow said ater taking a right on Route11 North down Locust Street andwhen reaching the intersectiono Locust and Mulberry i one at-tempts to make a let hand turnbehind the townhouses that itwas a dangerous undertaking.

Dutrow said, “You have no eye-sight around this turn, you haveto pull your vehicle way out thereto see and make a quick turn, you

just don’t know what’s comingdown that street. It’s really badand a stop sign could save some-one’s lie.”

Mayor Joy Shull and PoliceChie Bockey agreed that VDOwould have to get involved in or-der to put a stop sign at that loca-tion during the November townmeeting.

Dutrow agreed that was whatwas needed and passed out pic-tures he’d taken o the generalarea imploring the town to con-tact VDO to get involved i that’s what was needed as he wasconvinced it was a saety hazard.Regardless o whether the inter-section was or was not a danger-ous area, Bockey took Dutrow’sconcerns seriously and contactedVDO to perorm the study.

Te intersection is a ratherwide stretch o road and the view rom both directions is airly

clear. Making a let hand turnrom Locust requires a motoristto brake in order to make a lethand turn at the intersection,giving the driver plenty o clearsight and time to view oncomingtrac rom Mulberry rom eitherdirection.

Bockey and the Virginia De-partment o ransportation arein agreement that the intersec-tion is not dangerous and doesnot require saety implements atthis time. As with any intersec-tion, stop sign, mirror or no tra-c signs present, the saest courseo action is to proceed with cau-tion.

Finance Committee Chair, Jo-seph Hollis moved to award em-ployee bonuses o three percentto each town employee’s base

pay eective January 1st. Hollissaid, “It’s been quite awhile sincetown employees have had a raise,rather than adjust salaries (we’ve)decided to use the three percentbonus.”

enway Engineering. Wyatt re-quested approval rom councilor a phasing program that wouldamend the original proer state-ment or the West Wynd proper-

ties subdivision to be located onthe North side o Fairax Street,Route 631 and on the east andwest side o Crooked Lane.

Master plan approval or 48residential lots, subdivision de-sign plan approval and bypassroad designs were approved by VDO leading to the nal plat-

ting o the new subdivision. Teamendment reduces the numbero single amily detached and at-tached units rom 55 to 48 res-idential dwelling units.

Wyatt addressed several con-cerns as well as adding to therecord how construction activity would be handled with the exist-ing residences. A Certied Re-sponsible Land Disturber wouldbe employed to obtain permitsand comply with all the measuresshown on the design plan.

Evan also said that even thoughCrooked Lane was the easiestway in which to get to their prop-erty, the company did not plan onusing that route as a constructionentrance, rather the entrance willbe situated more where the uturebypass road is going to be locatedso that the “residential uses that

exist there won’t be impacted by the heavy equipment and con-struction activity.”

What about existing residents?

Obviously there will be a gooddeal o noise during the con-struction phase when blastingis occurring during water andsewer installation. A geotechni-cal engineer will develop an areao infuence via a blasting survey.Residences within the perimetero the blasting zone will be put

on notice by letter advising themthat blasting will be going on, theengineer will also request per-mission to take inventory o theirproperties in order to have an ex-isting conditions report.

“Te survey puts another layero protection on the property owner and the developer, shouldthere be a need to dispute,” saidWyatt.

Another notication to existingresidents will be that Greenway Engineering will be their point o contact or any concerns. Resi-dents can call Greenway aboutany problems or issues and Gre-enway will investigate and act as

mediator. Residents should notgo on site and inquire or bringissues to the heavy equipmentoperators during construction asthis is an unsae practice.

RICHMOND – Some Demo-crats in the Virginia House o Delegates want drivers to pay ahigher gasoline tax to help pay down estimated $1 billion short-all in transportation unding.

Te move, however, is consid-ered a non-starter or Republi-can lawmakers and the Republi-can governor.

“I think it would be reckless andirresponsible to raise the gasoline

tax,” said Delegate Bill Janis, R-Henrico. “I’m not in avor o rais-ing the tax on gas especially rightnow with the economy. Te lastthing we want to do is to makeit that much more dicult to dobusiness in the state o Virginia.”

Delegate Algie Howell, D-Nor-olk, has led legislation thatwould increase the gas tax by 10-cents per gallon. Delegate JimScott, D-Fairax County, has leda bill that would raise the tax tokeep up with the rise in gas pric-es. And Delegate Vivian Watts,

D-Fairax County, says she willintroduce similar legislation.

Gov. Bob McDonnell, has pro-posed borrowing almost $3 bil-lion to pay or overdue road andtransit projects around the state.He does not support increasingthe gas tax, said spokeswomanaylor Tornley.

Te 17.5-cent gas tax is a re-gressive tax and hurts the poorand raises the cost o goods andservices rom groceries to deliv-ery services, Janis said.

While the proposal is likely togenerate a lot o discussion, Janisdoesn’t believe many lawmakers,Democrat or Republican, wouldsupport it this year, he said.

But Watts said a tax hike shouldbe considered among other rev-enue sources, including the gov-ernor’s plan to borrow money,and is long overdue. Te tax hasnot been increased since it wasenacted in the late 1980s and hasnot kept up with infation norwith uel ecient vehicles thattravel more miles on less gas.

“What is being discussed may have a long-term additional costand is only a short terms solu-tion,” Watts said o the governor’splan.

club out with the BBB, inspect the acili-

ties closely and read the contract care-

ully, making sure that all o the promises

are in print. The BBB recommends asking
