The effective problem statement has three (3) parts.• TARGET BENEFICIARY: A specific target beneficiary • URGENT NEEDS: Beneficiary needs that are clearly
urgent or in a problem or situation that is clearly critical
• RELEVANCE: What the beneficiary must do (required action) to meet the need or problem must be countable or quantifiable
