1968 – Survey on Civil Servants Inventory (launched by the NSO)

1979, 1983, 1986, 1988, 1991 - 5 Surveys on Public Administration Human Resources

• 1996 - 1.st General Census of Public Administration (Data collection through floppy-disk)

• 1999 - 2.nd General Census of Public Administration

• 2005 – Human Resources Data Base of Public Administration (BDAP)

BDAP - the most complete data collection on public employment (census). The information was uploaded online by all public department. It includes all the General government entities: number of employees, gender, age, number of years in GG, public employment legal relationship, careers, compensation of employees, and other characteristics.

o The SIOE as defined by Law n. º 57/2011 of 28 November is a

unique and cross-sectional information system and a database

of organizational characterization of all services and public

entities and the respective human resources.

With the purpose to enable the governmental authorities with

SIOE is a database that covers:

(i) All General Government (GG) entities (and sub-entities)

Consist of all public bodies covered under the State Budget,

autonomous services and funds, regional governments of the

Azores and Madeira, local governments, social security funds

and other entities that comprise the universe of General

Government in national accounts.

It also comprises some publicly funded institutions like public

non-financial corporations mainly of the health sector.

government level supervising ministryscope mission type of entity geographic location classified by economic activityclassified by sector and subsector of National Accounts framework

Quarterly :• Number of staff by career, sex and employment legal

relationship• Number of staff entries (i.e. new hiring) and exit (i.e. retirement,

mobility flows) • Wages, allowances and bonuses paid by career

Twice a year (30th June and 31st December):• Number of staff by career and age level• Number of staff by career and level of education• Number of staff with disabilities

The uploading of the human resources data is mandatory for

all entities and agencies of all the administration levels -

Central, Regional and Local Governments. The SIOE Law

defined penalties for those entities that do not comply.
