The PML-N at present holds 14 seats in AJK, four of which were those representing the Kashmiri diaspora in Punjab. The total seats in AJK Legislative Assembly are 41. The PML- N has decided to tumble the PPP government by lodging a no- confidence motion against AJK Prime Minister Chaudhry Abdul Majeed. A grand opposition coalition comprising PML-N with 14 seats, Barrister Sultan Mehmood Chaudhry group with seven seats, Muslim Conference five seats and 4 MLA’s (member legislative assembly) of PPP who won seats from Mirpur and Kotli are supporting Raja Farooq Haider, opposition leader in the assembly, source added. In a clandestine meeting held in Mirpur last week between Raja Farooq Haider of PML-N and Barrister Sultan Mehmood Chaudhry of PPP, it was decided that after accomplishment of no-confidence against Majeed, Raja Farooq Haider would be nominated as next the AJK premier, whereas Barrister Sultan would be appointed as the president by replacing current President Sardar Yaqoob Khan. Barrister Sultan Chaudhry, former AJK prime minister, when contacted for his point of view told The Spokesman that his party People’s Muslim League had grabbed five seats in previous elections and he merged his party with Pakistan the PPP. He said they had hoped that they would stand together for people of Azad Kashmir and facilitating them in giving them a corruption-free Kashmir but the people in AJK were very much disappointed with the PPP government due to enormous corruption of the current AJK cabinet. “It is right time to carry change in government. We shall support any kind of constitutional eorts to change the existing government,” he asserted. Syed Zulfiqar, the PML-N AJK media coordinator, told The Spokesman that it’s not the choice of their party to bring change in the AJK government through no-confidence but the people living Kashmir as well as the overseas Kashmiris are exhausted of hearing corruption scandals and scams involving the current ministers. Sardar Tahir Tabassam, former adviser to AJK prime minister and spokesman of Muslim Conference said they were being contacted by PML-N AJK leadership, seeking help regarding no- confidence against the incumbent premier. “We are observing the changes in Pakistan and current political situation of AJK thoroughly. We shall decide in our central executive council meeting which is scheduled to be held on May 25 at Mujahid Manzil, Rawalpindi with Sardar Ateeq Ahmed Khan in the chair,” he said. The PPP came into power in 2011 by winning 19 of the 41 seats. The Muslim Conference, the Kashmir-based party that has ruled the region for much of its history since 1948, had one of its poorest showings, winning only five seats. While outgoing AJK Prime Minister Sardar Attique Ahmed Khan of the Muslim Conference was able to win his own seat, his son was defeated in LA-26, in a constituency where opponents alleged that the ballot papers were designed to ensure that votes cast by PPP and PML-N voters would be invalidated. PPP candidate was able to win a narrow victory over the PML-N candidate because a strong MC candidate was playing the role of a spoiler, splitting away enough right- wing votes to ensure that the left-wing PPP’s candidate won. Of the 49 seats in the region’s assembly, 41 are elected representatives. Twenty-nine represent the residents of AJK itself, while 12 are reserved for the Kashmiris living in dierent parts of Pakistan. ISLAMABAD: The PML-N has challenged the appointments and transfers on key government posts during the caretaker set up in the Supreme Court of Pakistan. PML-N leader Khwaja Asif challenging the appointments and transfers adopted the stance that the caretaker government has exceeded its mandate by appointing new people and transferring existing ocers on key positions, and demanded the SC to suspend such appointments. The postings of Chairman National Highway Authority, Chairman NEPRA, MD Sui Southern and Sui Northern, MD Pakistan Mineral, Chairman National Fertilizers, MD OGDC, Chairman State Life, Chairman PTDC, Chairman Software Export Board and DG FIA have been challenged. He stated that the caretaker federal government has no right to make such appointments or transfers. Therefore, the court should declare them null and void for being unconstitutional and illegal. Khawaja Asif has made the federation and the caretaker prime minister parties in the case. On the other hand, Information Minister Arif Nizami, while replying to a question in connection with postings and transfers, has said he personally believed that these were justified before elections, but there was no room for them now. However, he said he would not say more as the matter was sub judice. He was talking to journalists in Islamabad. Nizami’s reservations came a day after another member of caretaker setup, Ahmar Bilal Soofi, expressed similar views on the issue. The debate is gaining heat various quarters are questioning the wisdom behind the long-term actions taken by the caretaker government. –AGENCIES RAWALPINDI: An anti- terrorism court has approved the bail of former president Gen (retd) Pervez Musharraf in the Benazir Bhutto murder case. The former president has been ordered to submit two bonds of Rs 1 million each. Earlier, the ATC had reserved its verdict over Musharraf’s bail plea in the case. Musharraf’s bail plea was heard by ATC judge Habibur Rehman. During the hearing, Musharraf’s counsel Salman Safdar said his client could not be held responsible for not carrying out Benazir’s autopsy as it was Asif Ali Zardari who had decided not to do it. Musharraf ’s counsel argued that it was the Federal Investigation Agency (FIA) that had held the former president responsible for Benazir’s death. Addressing a press conference here on Monday, he said the ministry arranged resources for an uninterrupted supply of power during the election days. However, soon after that the power production declined and the nation is facing a severe power crisis. He said that fuel supply has been reduced to 10,000 metric ton against 19,000 tons in election days and gas supply has declined to 75 mmcfd. Therefore, the power production dropped. relates to improving quality of collegeeducation. Through this newprogram, during first year ofexecution, 100 degree colleges on thebasis of provincial quota would beselected for capacity building in thefields of academic and financial

management. In addition, themebased training programs would alsobe oLered to the principals andteaching faculty of the colleges. The purpose of the trainingprogram is to train them forinternational examination andassessment best practices, as thesecolleges are likely to follow semestersystem. PML-N Supremo Nawaz Sharif 's re-election as Prime Minister hasreceived mixed responses in India.Many have welcomed the electoralverdict, stating that Sharif is the bestbet for India. His earlier attempts forpeace with India, and the recentelectoral campaign where he madesome bold statements with regard toties with India are used to put forththis argument. The Pakistan PMspoke not only about closereconomic ties but also promised anenquiry into Kargil and the 26/11Mumbai attacks. Others however arenot so hopeful, since they believethat while Sharif ’s intentions may beright, taming the army would not bethat simple. The fact, that he wasPM during the 1993 Mumbai blastsand the Kargil aggression has alsobeen highlighted by the skeptics.While at the national level, the

debate is likely to go on about theimpact of Sharif on Indo-Pakrelations, and the coming monthswill make it clear whether he cantransform his intentions into actions,one sure way of improving ties couldbe through the Punjab's. Not simplybecause both India and Pakistanhave Punjabi Prime Ministers, butbecause the path towards dialogueand reconciliation which was begunby Nawaz Sharif himself and the lateInder Kumar Gujral, who shared awonderful rapport, has definitelyfound strong resonance in both Eastand West Punjab over the pastdecade. was a strong illustration of thispoint. While Nawaz during the 1997election campaign had spoken aboutbetter ties with India, Kashmir was aclear caveat. This timeeconomicsovershadowed other disputes duringthe campaign. Emotive issues suchas Kashmir and water received verylittle mention. While there is nodoubt that things may change when‘Sher-E-Punjab’ is actually in power,the fact that the campaign was bereftof emotive issues is a positive signwhich India should not

Sharif needs to deal with domesticproblems such as terrorism and aneconomy in the doldrums, and alsoconvince the Indians that he isgenuinely committed to peace bybeing firm on terror groups,especially the Lashkar-E-Tayebawhich carried out the Mumbaiattacks, whom he has been accusedof being soft on. India can help himin a big way, by reaching out in theeconomic sphere. A sound beginningcould be made by increasing tradebetween the two Punjab’s and otherborder regions such as Rajasthan-Sind and Gujarat-Sind. This would

not only benefit India’s border states,but also the Pakistan economy andwiden the constituency for peace inthat country. Such a situation couldstrengthen Sharif vis-à-vis the armyand give him the space to make somebold gestures. A good beginningtowards this could be made by statelevel delegations from Rajasthan,Gujarat and Punjab . This would beuseful in the Indian context, as itcould build a strong consensus forbetter relations with Pakistan –something which is sorely missing –since Gujarat is ruled by a BJPgovernment and Punjab by theShiromani Akali Dal an ally of theBJP. The next step could be a highlevel delegation led by the PrimeMinister, accompanied by ChiefMinisters of these states, just as hewas accompanied by Chief Ministersfrom states bordering Bangladesh –barring West Bengal -- on his Dhakavisit in 2011. Such engagementwould ensure that the focus is oneconomics, rather than contentiousissues.The last two years have clearly

shown, that as long as the focus is onmutual economic benefits and notemotive issues, the appetite for peaceis likely to increase on both sides.Hopefully, both countries will realizethis, and ensure that pragmatismand realism takes precedence overemotion and historical baggage. Thebusinessman in Sharif seems torealize this, one just hopes that NewDelhi seizes possible opportunitiesarising from the visible change in thePakistani mindset. If not, then itshould leave it to state governments– such as Punjab -- to do so andthink imaginatively.

He sees no wrong, and hears nowrong about the PML-N leadership.They have become clean, fair and Godfearing persons. They have cleanedtheir act, andMr. Kamran has giventhe certificate. Kamran Khan is theworst of all. He wants to impose hisslanting views upon the public.He has shown clear bias against PPP

and its leadership. For him they are thecorrupt, morally depraved and satanicpeople. They are the cause of every ill ofthe society. He gets riled up and startsblaming the PPP leadership. Heminces no words to paint them dark.NowNawaz Sharif is his favoritepolitician and he thinks he is going to

deliver and would keep his promises.He will dig the canals of honey andmilk throughout the country, and pavethe roads with gold and silver bricks.He has also showered praises for hisyounger brother the notorious scamartist Shahbaz Sharif.We are at the verge of economic

approach in journalism and brings badname to the channels and the quality ofprograms. Should we impose censor orregulate themedia, especially the socialand internet media. On today's showhe presented four guests who raisedhue and cry against rampant rigging inthe elections. Some was genuineconcern based on facts. The

responsibility of this massive rigginglies on the shoulders of the ECP andCEC. The party that engineered theriggingmust be brought to justice, torestore the confidence of the people inthe elections process. This host is currentlydoing her show on Express TVchannel. She has been axed previouslyby Sama TV and ARY TV channels.She is a bold performer and a creativeperson. She deals with highlycontroversial topics. She exploits girlsand women to boost the ratings of hershow. She is unstoppable girl thatgiggles toomuch.

Israel’s Finance Minister Yair Lapid has said that reaching a final peaceagreement with the Palestinians is unrealistic at the current time, andboth the sides should instead pursue an interim arrangement. This ideawas floated by Israelis in March, but the Palestinians have repeatedlyrejected this option, fearing an interim deal that falls short of theirhopes will become permanent. In the past many accords were made toresolve the issue. The Oslo Accord was based on the principle of “Landfor Peace”, and the US was a guarantor for implementation of theagreement. But Israel would not implement it. Even former PresidentBush’s ‘road map’ had been torn into pieces by Israel. It is too wellknown that the Israeli lobby afflicts US Congress and the President. Theimmense power of the Jewish lobby is a proven fact, and nobody onCapitol Hill will dare defy this all-powerful lobby. Even of the mostpowerful US Senators in American history William Fulbright had oncebluntly said on CBS’s ‘Face the Nation’: “Israel controls the US Senate”.The fact remains that protection of Israel is cornerstone of Americanforeign policy; but Israel takes advantage and creates problems for theUS. Many conflicts in the Middle East owe their origin to Israel becausethe US formulates its policies to protect Israel from any palpable threatfrom any country in the region. When Afghanistan was bombed duringClinton’s presidency, it was to kill Osama bin Laden because he wantedthat Israel should vacate Arab lands. He also wanted that the USshould withdraw its forces from Saudi Arabia, because the objective oftheir presence is keeping the region under its control, which is in theinterest of Israel. Even when the US attacked Iraq, it was to destroy apowerful Arab country that could have posed threat to Israel at anystage. Anyhow, the US cannot ensure security to Israel in this way andthe only sure guarantee for Israel’s security is creation of a viable,democratic and dynamic Palestinian state. And any ruse andsubterfuge to make permanent settlements in West Bank is fraught.Of course, apart from Israel’s intransigence, division between Fatahand Hamas further emboldens Israel to procrastinate on the issue.Since Prime Minister Fayyad of the Palestinian Authority (PA) hasresigned, and with Khaled Meshal winning a new mandate asHamad’s boss there is hope for a unity government in PA. Secondly,Muslim fraternity is its own enemy. The role of Organization ofIslamic Conference (OIC) has been dubious, and it is mute on theissue. On the other hand, on 29th April 2013 Arab League delegationrepresenting 22 Arab countries revisited its plan proposed more thana decade ago. Qatari Prime Minister Hamad bin Jasim al-Thani aftermeeting John Kerry said: “Whereas the 2002 peace initiative calledfor Israel’s complete withdrawal to pre-1967 borders, an eventual dealwould probably involve minor land swaps”. One can infer from thisstatement that some Jewish settlements built on occupied land in theWest Bank could remain part of Israel. This is the position Israel hastaken; therefore Arab League should not support Israel’s stance andstand with Palestinians.

Here is alook at why the India-China statementfails to address major issues.Since the two premiers did not take

any questions after their meeting andonly read out their respectivestatements before the media atHyderabad House, the Joint Statementreleased shortly after the talks is theonly instrument in the public domainthrough which one can assess andanalyse Li’s visit.But the important way to embark on

such an exercise is to focus on what wasnot said and not written. The 35-paragraph Joint Statement is silent onthree major points of interest for the

Indians and one point of Chineseinterest where fortunately the Indiansstood their ground, despite the Chinesepleading and goading.From the Indian point of view, the

three points conspicuous by theirabsence: (i) China’s recent incursioninto the Depsang Valley of Ladakh, (ii)the presence of thousands of Chinesetroops in Pakistan-administeredKashmir, and (iii) the issue of stapledvisas for Indian Kashmiris. Non-mention of the last two points in theJoint Statement shows that the twosides continue to be completelydivergent on these issues.To put it in other words, China has

made it clear that it will not give anyconcession to India on its newapproach of increasing its presenceon the Pakistani territory from Gilgit-Baltistan (formerly Northern Areas)to Gwadar port.There are murmurs in the strategic

corridors that Pakistan isconsidering to hand over Gilgit-Baltistan to China on a fifty-yearlease for developing the region.The Ladakh incursion was not

mentioned in the Joint Statement,perhaps because it was consideredjust a “local tent episode” by the

Chinese. However, the two sides aremulling over a Border DefenceCooperation Agreement (BDCA)that China proposed to India on 4March, 2013 and India responded bygiving its own version of the BDCAto China on 10 May.Since India’s response to the Chinese

BDCA was given less than ten daysbefore Li’s India visit, the Chinese didnot have enough time to prepare for itand therefore the issue did not come upfor discussion between the two primeministers, S Jaishanker, India’sambassador in China, said on 20 May.Gautam Bambawale, joint secretary

in the East Asia division of the Ministryof External APairs, was asked about theBDCA at a briefing by the MEA on 18May. He responded thus: “That is asubject which is being discussedbetween the two governments and itwill continue to be discussed includingduring this visit. So, we will have towait and see.”Bambawale was pestered further

for a more elaborate answer and wasasked about the Indian government’stake on the Chinese proposal thatthe troops level should be frozen atthe current level, implying that theChinese want to curb the Indian

military plans along the Line ofActual Control (LAC). Bambawaleresponded thus to this poser: “Thisis an intergovernmental agreementwhich is currently being negotiated.So, obviously I cannot say anythingabout it because this is a processwhich is on. is the Indian Army’s plan to set up aChina-specific Mountain Strike Corpswhich is meant to be deployed in theIndian Northeast. The $15 billionIndian Army plan has been in theworks for quite some time. The matteris currently pending with the CabinetCommittee on Security (CCS), the apexIndian body on security issues. TheUnited Progressive Alliancegovernment of Prime MinisterManmohan Singh is under pressure inthis election year to act tough on Chinaand set up this military corps.

But the fact is that it is more of apolitical decision than a militarydecision and the Sino-Indian bilateraldiplomacy will decide which way thewind should blow.From the Chinese perspective, the

Joint Statement did not have thecrucial clause of India pledging itssupport to the One-China policy. TheChinese lobbied hard for this clause butthe Indians put their foot down andrefused to oblige them. This is a majorfeel-good area for Indian nationalists.However, it is not as if that there were

no complementarities between the twosides. On the contrary, there was aforward movement on many areas. Acareful study of the Joint Statementreveals the following ten areas ofcomplementarities:1. Both sides reaOrmed… mutual

He said the governancestructure in Pakistan has beendistracted over the years to allowcorrupt practices within the currentrules, laws and Constitution.

The reason why prevention is usedas primary tool in all advancecountries is so that systemic flaws areidentified and removed so thatcorrupt practices cannot becontinued under distracted anddiscretionary clauses of law enforced.He said as the apex accountabilitybody of Pakistan, it is incumbent onNAB to advice federal and provincialgovernments on system to eliminatecorrupt practices.“This activity is more importanttoday and takes priority ofenforcement and catching thieveswho are numerous for the limitedcapacity of NAB to cope with,” heremarked, adding that the use ofNAB in the past as tool againstpolitical opponents distracting it

from its more importantfunctions has only given rise togreater corruption down to thelowest level.He said the Bureau is all set topresent an immediate and long termaction plan to the new government tostrengthen its anti-corruption eOortsby adopting preventive methods.He said NAB was determined tofollow the new government’sdeclared intent of zero tolerance forcorruption, and full promotion ofmeritocracy for good governance.Bokhari said NAB was activelypursuing an expansion plan and hasdecided to set up three new regionsfor eradication of corruption andbetter monitoring of its activitiesacross the country.

Outof total investigation cases, 147have been finalized while theremaining 232 are under process,said the annual report that is astatutory requirement.During the year 2012, the NABalso recommended placement of192 accused on the Exit Control List(ECL) through the Ministry ofInterior. During the year 2012, thebureau filed 95 references in theAccountability Courts, making atotal of 719 cases, including 624cases already pending in the trialcourts. –ONLINE
