The Commissioners of The State Savings Bank of Victoria have pleasure in presenting the Bank's One Hundred and Thirteenth Annual Report.

For Convenience of reference, the Report is divided into three parts:­Part I.-Savings Bank Department, Paragraphs 1 to 15. Part 2.-Credit Fancier Department, paragraphs 16 to 23. Part 3.-General, paragraphs 24 to 30.

PART i.-SAVINGS BANK DEPARTMENT. l. The Amount at Credit of Depositors on 30th June, 1954, was £245,606,909, an

increase of £10,773,222 for the year.

The amount of depositors' balances and the number of accounts (see paragraph 2) are the highest yet recorded.

Depositors' balances include the amount invested by them in deposit stock amounting to £732,900. (A depositor, in addition to having a pass-book account, may invest in deposit stock in multiples of £10 up to a maximum of £1,000. This stock, which earns interest at the rate of ll per cent. per annum, may be withdrawn on giving notice varying from one week for £10 to six months for £1,000. In the event of the death of a registered proprietor, his holding is payable at not more than one month's notice.)

At the principal metropolitan branch in Elizabeth-street, Melbourne, the balances at credit of 231,814 depositors totalled £22,718,588. At fourteen other branches, the total of depositors' balances exceeded £2,000,000 :-

5. Loans to Municipalities and other Public Authorities.-On the prescribed securities, loans, repayable over periods not exceeding ten years, were granted to finance permanent works and undertakings. During the year, £5,434,500 was invested in these securities and, at 30th June, 1954, the amount so invested, with accrued interest, was £56,910,663.

6. Loans on Mortgage to Individuals, Companies, and Organizations.-On the security of a first mortgage over freehold land in Victoria, loans, for amounts not exceeding three-fifths of the Bank's valuation of a farm property, and two-thirds of its valuation of other acceptable properties, are granted and renewed for a maximum period of three years. Loans are also granted to Victorian Co-operative Housing Societies, in the form ef overdrafts, upon the secmity of a first mortgage over the whole of a society's undertaking and assets and a guarantee of repayment from the Government of Victoria. Since May, 1946, the Bank has agreed to provide 81 societies \vith overdraft accommodation up to a maximum of £15,709,000.

During the year, the amount advanced to borrowers, other than Co-operative Housing Societies, was £313,520, and the indebtedness of Housing Societies was increased by £1,805,366.

At 30th June, 1954, the balance of principal secured by mortgages was £13,755,489 (£4,480,839 by 1,760 individual, &c., borrowers and £9,274.650 by 81 Housing Societies).

The granting of these loans has been practically discontinued, as it was considered preferable to invest available funds in debentures issued by the Credit Foncier Department so that the important service rendered to the community by that Department, in assisting residents of Victoria to acquire homes and farms, would not have to be unduly restricted. ·

The rate of int~erest charged on new advances and on overdrafts during the year was 4! per cent. per annum.

7. Bank Premises.-During the year, the following properties were purchased:--­

existing site), and Hye. Land and buildings--H.osebud and Sale.

For Staff Dwellings-Land and buildings-Bairnsdale and W arracknabeal.

An amount of £68,972 was written off Bank premises which consists of 305 properties and is shown in the balance-sheet at £1,000,000.

8. Encouragement of Thrift.-National Savings Groups and Employees Savings Groups, as well as other Savings Groups, are established in factories and business organizations to encourage employees to bank portion of their wages and salaries.

(a) National Savings Groups are administered by the employers who deduct · from an employee's wages on each pay day the amount he has authorized.

The employer deposits the aggregate deductions at a convenient branch of the Bank for credit of the Group account and at the end of each quarter the Bank transfers the total amount received on behalf of each member to the member's ordinary Savings Bank account. The stationery to record the transactions is supplied by the Bank. At 30th June, 1954, 920 Groups with 24,986 members had accounts at this Bank, compared with 914 Groups with 23,582 members at 30th June, 1953. The aggregate amount deposited to the credit of these

accounts during the year was £2,098,822, compared with £1,940,460 during the previous year. Since February, 1949, when these Groups were instituted, the average individual deposit has increased from 17s. 8d. to £2 1s. 7d.

(b) Employees Savings Groups are controlled by the contributing employees who elect a secretary, treasurer, and trustee. These officers are responsible for banking, in Group accounts, the total amount paid to them by members. Periodically, usually once a year, the Group refunds with interest the total amount saved by each member. The necessary books and stationery to record the transactions are supplied by the Bank. At 30th June, 1954, 740 Groups had accounts at this Bank, compared with 621 Groups at 30th June, 1953. The amount deposited to the credit of these accounts during the year was £839,247, compared with £699,771 during the previous year.

(c) Other types of Savings Groups sponsored by the Bank such as Thrift and Christmas Clubs, Definite Purpose and Staff Savings Accounts, &c., numbered 642 at 30th June, 1954, compared with 687 accounts at 30th June, 1953. The aggregate amount deposited to the credit of these accounts during the year was £334,347, compared with £343,681 during the previous year.

During the year, 8,155,750 pay envelopes conveying thrift messages were supplied to 2,187 factories, firms, &c., and 132,404 safety money boxes were sold.

9. School Banks were conducted at schools throughout the State and, at 30th June, 1954, 341,313 scholars were depositors with £1,487,088 at their credit-an average of £4 7s. 1d. each---compared with 320,985 scholars with £1,300,947 at their credit---an average of £4 1s. 1d. each~at 30th June, 1953.

The total of depositors' balances exceeded £2,000 at each of 233 schools, and exceeded £1,000 at each of 202 others.

10. Banking by Post.-Depositors, residing in sparsely populated parts of the State some distance from a branch or agency, may deposit or withdraw money through the post free of cost, postage stamps and stationery being provided by the Bank. At 30th June, 1954, 766 depositors were availing themselves of this system.

11. The Safe Deposit Department holds, on behalf of depositors and free of charge, bonds or debentures issued or guaranteed by the Commonwealth Government or Victorian Government, and war savings and savings certificates. Interest and principal are collected when due and credited to depositors' accounts. The following figures, showing the holdings at 30th June, 1954, indicate the extent to which this service was availed of by depositors:--

Parcels and boxes containing deeds, &c., for which a small annual custody fee is charged, are also held for 22,638 depositors.

12. The Insurance Trust Fund Account.-In 1920, the Bank was authorized to establish this Trust Fund in which to insure, against damage by fire or any other prescribed cause, any building or other property owned or held as security by the Bank. At 30th June, 1954, there were 19,032 current policies providing an aggregate insurance cover of £41,286,908. The premium income for the year was £67,934 and interest from investments was £10,611. Claims paid and admitted amounted to £15,894, and expenses (including contributions to Fire Brigades Boards) were £32,538. An amount of £125,000 was transferred to the General Reserve of the Savings Bank Department on 30th June, 1954, leaving a balance of £336,889 at credit of the Account.

13. Interest on Depositors' Accounts.-The rates of interest paid during the year on current accounts and on deposit stock were as follows :-

14. The Net Profit for the year was £375,194. The balance of Profit and Lo~:~s Account, including the amount brought forward from last year, was £545,909, from which £419,499 was transferred to General Ueserve and £126,410 was carried forward to next year.

15. Reserve Funds, at 30th June, 1954 (after transferring £379,499 to the Provident Fund in terms of Rule 4 of General Order No. 44) totalled £9,850,000, comprising General Reserve £8,000,000 and Ueserves for Interest Fluctuation, Depreciation, and Contingencies £1,850,000.

PART 2.--CREDIT FONCIER DEPARTMENT. 16. The Credit Foncier Department was established in 1896, under Act No. 1481,

for the purpose of granting long- term loans to assist persons employed in agricultural, horticultural, viticultural, or pastoral pursuits. In 1910, under Act No. 2280, the authority to make advances was extended to include loans for the purchase or the erection of dwellings and shops, and in 1920 was again extended, under Act No. 3088, to include advances to persons of small means enabling them to purchase from the Bank homes erected or acquired by the Bank. Acts No. 3098 in 1920 and No. 3145 in 1921 authorized the Bank to make ttdvances to country industries on the security of first mortgage over land, buildings, machinery, and uncalled capital.

17. Funds for the Purpose of Making Advances are obtained from the flotation of Credit Foncier debenture loans and from repayments made by borrowers. During the year, debentures securing the sum of £4,250,000 were issued to the Savings. Bank Department. The liability in respect of debenture loans at 30th June, 1954, totalled £18,500,000.

18. Advances made during the year amounted to £6,213,215, compared with £6,832,151 in the previous year. They were granted on the following basis:~

(a) Ored~t F oncier Loans-Farms-Up to two-thirds of the Bank's valuation with a maximum

of £2,000 to purchase, pay off liabilities on, improve, or develop, to purchase stock or implements or to carry on.

Dwellings and Shops-Up to three-fourths of the Bank's valuation with a maximum of £2,000 to erect, purchase, pay off liabilities on or effect improvements or repairs.

In consequence of the heavy volume of applications, it was necessary to maintain the restrictions as to purposes which had been imposed during the previous year. Applications for loans to pay liabilities were considered only when the debt was incurred to finance the erection on the proposed security of a dwelling, or shop and dwelling, which had been completed within twelve months of the date of the application, and applications in respect of timber-framed houses (other than brick veneer dwellings) over 30 years old were not acceptable.

(b) Credit F oncier Housing Advances-

Up to nine-tenths of the Bank's valuation (with a maximum of £2,000 for a brick house or £1,800 for a wooden house) tD erect, or to enable existing borrowers and purchasers to pay prior charges, make improvements or effect essential repairs.

During the year the erection of 78 houses was completed under the supervision of the Bank; at 30th June, 1954, 104 houses were under construction.

19. Repayments of Principal made during the year amounted to £1,912,684 compared with £1,409,837 in the previous year.

20. Rate of Interest.-~The rate of interest charged on new advances during the year was 4t per cent. per annum.

21. Various Classes of Loans.-The following statement shows, under each class of loan, the total sums advanced and repaid from the commencement of Credit Foncier loans in 1897 to 30th June, 1954, the number of current loans and the balance of principal:-

on their loan accounts.

22. The Net Profit for the Year was £85,486, compared with £55,423 for the previous year. As required by the Act, the profit was transferred to the General Reserve.

23. Reserve Funds at 30th June, 1954, totalled £1,945,918, comprising General Reserve £1,720,918 and Reserves for Depreciation and Contingencies £225,000.

PART 3.-GENERAL. 24. Child Endowment.-At the request of the Commonwealth Government, the

Bank assists in the distribution of child endo\\-ment payments. At 30th June, 1954, 128,356 endowees were having the amount due to them credited to accounts at intervals of twelve weeks. The amount distributed during the year was £4,083,526.

25. Facilities for Members of the Defence Forces.-At 30th June, 1954, 2,259 service personnel were allotting portion of their fortnightly pay to the credit of their Bank accounts, and during the year £758,930 was received from this source.

A Receiving Office at Puckapunyal Military Camp, attached to Seymour Branch, provided facilities which were freely used.

26. Commonwealth Loans.~The public has always been afforded full facilities to subscribe to Commonwealth loans and, during the year, the Bank received 6,166 applications for £3,172,640 (6,120 cash applications for £3,112,640 and 46 conversion applications for £60,000).

27. The Board of Commissioners.-It is with a sense of profound sorrow that we report the death, on 15th May, 19?4, of Lieute~ant-.G~neral Sir Stanl~y G. Savige, K.B.E., C.B., D.S.O., M.C., E.D. S1r Stanley Sav1ge JOmed the Board m July, 1951, and was appointed Chairman on 21st January, 1954. We record our deep sense of personal loss in that his wise counsel and leadership will no longer be available in our deliberations.

Mr. R. G. Hoban, LL.B., was re-appointed a Deputy Commissioner, on this occasion in the place of Mr. Jno. Kean who has been granted leave of absence until lOth December, 1904.

Mr. R. D. Williams, Dip.Com., was elected Deputy Chairman on 4th February, 1954.

28. By direction of the Commissioners, the General Manager (Mr. N. R. Williams, O.B.E., B.Com.) left on 29th March last to visit and report on the activities of Savings Banks and kindred institutions overseas.

29. Staff.-The members of the staff are deserving of commendation for the manner in which they have maintained the Bank's traditional standard of service to its depositors.

30. Balance-sheets and Profit and Loss Accounts of the Savings Bank and Credit Foncier Departments, with various statements, including those required by Act No. 3777, will be found on the succeeding pages.
