GTI's investigation of the Commission On Judicial Performance showsthat the Commission is just as corrupt as the Judges, they are supposeto be investigating. It is not possible for so many educated people, tobe so incompetent, and the law says its Felony Criminal Conduct. Asystem of Judges and Attorney that either can't read signedconfessions, and court records, or they just don't want to, when thecriminals are three (3) Superior Court Judges. With such massive public corruption, the only recourses typically left tocitizens are the so called "Watchdog Public Agencies" like the CaliforniaJudicial Commission. The problem is, the Watchdogs only watch out for thecorrupt judges, and to protect the public image of a corrupt judicialsystem. A Public Image that is all important to Public Union employeefinancial resources, all of which are linked to Public Union election fraud,and it cover up, by the same Judges, DA's, Cops, and even Firefighters.

THE CALIFORNIA JUDICIAL COMMISSION

GTI's continuing five year investigation of public corruption hasdocumented a very scary pattern of criminal cover up in the publicagencies, especially when it comes to investigating large scale organizedcrime operations by law enforcement agencies, and their unions. Public lawenforcement agencies, and Public "Watchdog" agencies, like the CaliforniaJudicial Commission (CJC), the California State Bar (CSB), and others thathave "conspired" to set up systems, to discourage the filing of corruptioncomplaints by citizens. A typical black hole public agency operation tomake citizens think their complaints of law enforcement public corruptionwill be heard. The conspiracy also involves the suppression of theinvestigations of the complaints, and suppression of all follow upinvestigations, that could expose the cover up. Everything goes in, andnothing come out.

The CJC initiates the cover up by refusing to accept complaints, orinformation from citizens on Judge corruption, via the phone, or via e-mail.The Commission does not even list an e-mail address on the Commissionweb site. Complaints can only be submitted in writing, and mailed to thecommission with no direct public follow. A requirement that discouragesthe vast majority of citizens from the process, and protects corrupt Judges.

It definitely eliminates any inside whistle blowers that would reportcorruption, only to loose theirjobs. The CJC also knows that the averagecitizen does not have the expertise to investigate, much less write acomplaint document with sufficient legal evidence, that the Commission

cannot easily dismiss while all internal processes are hid from the public.The CJC cover up corruption is then advanced using public employeeprivacy laws, written by attorneys and judges, to block all News Mediainquiries, that would prove whether, or not, investigations ever occurred atall.

THE STING

GTI News wanted to know what the Judicial Commission would do with a"signed confession" from one of the Judges, and public, and court recordevidence of three judges conspiring to obstruct justice, with DistrictAttorneys and Police Officers, to hide wide spread long term evidencetampering in Superior Court arrest and prosecutions in San Diego.

On 11-25-13 this reporter contacted Director ChiefCouncil (DCC) Victoria B. Henley, the twenty plus yearveteran head of the Judicial Commission . Between2008 and the present, numerous news groups,including GTI News had been publishing on widespread evidence tampering by District Attorneys, andlocal law enforcement agencies, in the San DiegoSuperior Court System. DA and Police evidencetampering that involved the direct knowledge of theJudges.

This reporter was requesting comment and informationfrom Henley on the Commissions knowledge on

published evidence tampering corruption involving Judges Maino, Enright,and Pressman, in the San Diego Superior Courts. Corruption in whichcriminal complaints, had been publicly filed, with the Oceanside Police, theSan Diego District Attorney's Office, the California Attorney GeneralsOffice, and the FBI. DCC Henley stated she had not been contacted by anyof the public agencies, and had no knowledge of the Judge corruptionbeing questioned.

This reporter offered to provide DCC Henley with Web page links to GTI'sarticles, and the public record evidence documents regarding the Judgescrimes, if she would provide an e-mail address. Henley was advised thisreporter would provide whatever time she required to review thedocuments, and re-contact at a later date for her comments on theCommissions actions.

Henley stated that there would be no action taken, until someone filedwritten complaints, with the commission. This reporter told Henley, shewas not likely to get written complaints from the District Attorneys, andPolice Officers that were conspiring with the Judges to manipulate,destroy, falsify, and hide evidence adverse to the prosecution in Courtcases. This reporter again offered to provide all documentation, andwhatever assistance the commission investigators needed. Henley statedthat the Commission rules did not allow any action, or investigation,without written signed complaints, mailed to the Commission.

This was the first level of obstruction from the Commission, regarding thereporting of Judge corruption, observed by this reporter. No matter howmany news investigation are done, or how much evidence of Judgecorruption is present, and given to the Commission, the Commission woulddo nothing without a signed complaint, and news groups typically do notfile signed complaints. Henley was offered documentation, that innocentpeople were being jailed, while corrupt judges conspired with DA's, andPolice to hide the evidence that would clear the citizen, and Henley statedthe Commission would do nothing without signed complaints. A "Rule"obviously set up by the Commission to limit investigations of corruptJudges, no matter how much evidence exist.

DCC Henley was audibly surprised when this reporter advised her, that GTINews would provide those written signed complaints, if that was the onlyway to initiate a Judicial Commission investigation. Complaint forms wereobtained from the commission web site, signed, dated 11-27 and 11-29-13, and sent to Henley's attention, with web links to public recorddocument evidence. The complaints were received by the Commission on12-4-13.

On 2-12-14 this reporter received a four sentence letter dated 2-6-14 fromthe commission, signed by Staff Council Sonya Smith stating:

"At its January meeting, the Commission on Judicial Performancedetermined not to take further action with respect to your complaint.....Itwas concluded that the actions of the judges that were the subject of yourletter provided insufficient basis for commission proceedings. Therefore nofurther action is justified...."

One of the documents provided to the Judicial Commission, was a courtArrest Warrant document, signed under penalty of perjury, by JudgeRunston G. Maino, and witnessed by (under penalty of perjury) Maino's twococonspirators, DDA Anna Winn, and OPD lead Detective Mike Brown.

The four page Court Document, literally asigned confession, details by date andcrime, an eighteen month criminalconspiracy to cover up the grand theft andembezzlement crimes, of Oceanside PoliceSgt. Walter McWilson. Judge Maino'ssignature on that document verified hisknowledge of the felony criminal obstructionofjustice, and a continuing criminalconspiracy by Judge Maino, from that dayfon/vard, to cover up the crimes of DDA Winn

and Detective Brown. The arrest warrant document was then buried by allparties involved, in the hope that no one would notice. Judge Mainorefused to comment when contacted by this reporter, and has continuedthe cover up the conspiracy, with the full support of the DA's office, andthe Oceanside Police, as of the date of this article.

Judges Enright and Pressman were the Supervising and Presiding Judges inthe North County Superior Court System, where Judge Maino worked.Enright and Pressman were give written public record documentation, andcourt record documentation by GTI News, on the eight years of evidencetampering, election fraud, and conspiracy to obstruct justice, by multipleDeputy DA's, and multiple Oceanside Police Officers, in their courthouse.Public corruption that would have ripped the bottom out of the NorthCounty Superior Court System then, and now. Evidence that would havesent any white, black, or Latino citizen straight to prison for years.

However, these criminals were DA's and Police Officers, that werepolitically and financially connected to the Superior Court Judges, and theOceanside Police and Firefighter Union Election Fraud Conspiracy. A firstresponder union election fraud conspiracy with direct financial and criminalconnections to the California Attorney Generals Office, and Governor JerpgBrown's Office. The same Governor Brown that has oversight on the$4,000,000.00 dollar plus annual budget, of the Judicial Commission publicemployees, like DCC Henley. If the Judge corruption is exposed, along withtheir connections to the Police and Firefighter election fraud in Oceanside,Ca., it would severely damage the image of the Superior Courts, and couldbring down Attorney General Kamala Harris, and Governor Jerry Brown.

This reporter does not believe for a second that Director-Chief CounselHenley, or Staff Attorney Sonya Smith cannot read, or understand, anarrest warrant court document "CONFESSION" signed by Judge Runston G.Maino. he evidence tampering in Superior Court Trials, involvingOceanside Officers Damon Smith, OfficerJon Domonique, Detective MikeBrown, DDA Rodriguez, DDA Anna Winn, DDA Laura Gunn, DA BonnieDumanis, and many others, is documented in court records. Records thatare eas'ly accessible to DCC Henley, Attorney Smith, and the Commissions"expert" investigators. All messages left for Staff Attorney Smith,request'ng comment produced no contact.

On 2-20-14 GTI News served the Commission with a Public RecordsRequest to obtain any documentation that would verify an investigation.On 2-24-14 DCC Henley issued a letter stating:

"The Commission is not subject to the California Public Records Act. Inaddition.... the rules of the Commission on Judicial Performance,complaints and investigations are confidential until and unless formalproceeding are instituted..."

The commission's web site page "Discipline & Decisions 1961 - Present",states that 25 Judges, from various courts were removed during the 53year period. A review of those cases disclosed Judges were removed forsuch violations as taking bribes from parties involved in cases theyhandled, for having a bad temperament on the bench, and one Judgeslashing the tires of anotherjudge's car, and then lying to the police aboutthe malicious conduct.

None of the Judge removal cases reviewed involved three Superior CourtJudges, from the same court house, criminally conspiring to cover up morethan eight years of evidence tampering in their own court house. Judgesconspiring, in writing, with multiple Deputy District Attorneys, from thesame DA's Office, and multiple Police Officers from the same OceansidePolice Department, which were politically and financially connected toelection fraud, and the Judges re-election campaigns. Judges that wereconspiring with DA's and Police to jail and prosecute innocent citizens,while hiding the evidence that would clear them, and put DA's and Cops inpnson.

The Judicial Commission currently has a $4 Million dollar plus annualbudget, and according to the Commissions web site, has been operating inits current form since 1995. So the commission has received approximatelyseventy-six (76) million dollar in just 19 years of it 53 year history. Thatwould put the commissions total receipts for the 53 year period well northof $150 million, and that does not include medical and retirement benefitsof the Commission staff. So, hundreds of millions of tax dollars, to remove25 corrupt Judges, and cover up the corruption, of only God Knows howmany corrupt Judges, like Judges Maino, Enright, and Pressman. Therewere no observable statistics on how many of the removed corrupt judgedid jail time for their crimes, and the commission does not want to talkabout it.

GTI News has watched for five years as one public agency after another,connected to the wide spread evidence tampering, and the election fraud,has committed felony crimes, and then used it position of authority, andpublic employee privacy laws, to cover up the crimes, and the JudicialCommission is no exception.

On 3-18-14 this reporter re-contacted DCC Henley forcomment on the Commission's handling of thecomplaints, and the cover up of the Judge's crimes.Henley verified receipt of the Judge Maino ArrestWarrant (Signed Confession) document, and the PublicRecord Request. However, DCC Henley refused allcomment, and re-affirmed the Commission immunityfrom public records request, and complete secrecy onall complaints regarding judge corruption. Henley wasasked, as an attorney and officer of the court, did sheunderstand the legal concept of obstruction of justice,and co-conspirators, in crimes. DCC Henley had noanswer.

THE COMMISSION COMMITTEE

This reporter then contacted Superior Court JudgeErica Yew, the Chairperson of the JudicialCommission. Judge Yew was advised this reporter hadquestions regarding the Judicial Commission coveringup the felony crimes of three Superior Court Judges inSan Diego County. Judge Yew stated this reportershould contact DCC Henley. Judge Yew was told thatDCC Henley had already been contacted, and givencourt record evidence of the crimes, which waspromptly buried, while the commission refused todiscuss the corruption in any manner.

This reporter offered to send, or e-mail the evidencedocuments, and copies of the complaints for Yew'sreview, as Commission Chairperson. Judge Yew

refused to review the documents, and continued to state this reportershould contact DCC Henley.

Superior Court Judge Yew is told, this reporter has public record evidencethat the Judicial Commission she Chairs, is conspiring to cover up thefelony evidence tampering crimes of Judges, in the Superior Court system,and Superior Court Judge Yew, does not want to see any of the evidence,or discuss the issue any further, and abruptly hangs up.

This reporter then contacted The Law Office OfAnthony P. Capozzi in Fresno, California. Mr.Capozzi is the Vice-Chair of the JudicialCommission. Office staff were advised this reporterwanted an interview with Mr. Capozzi regarding theJudicial Commission covering up the felony crimesof Judges, and that public record evidence wasavailable for his review. Capozzi's office advised Mr.Capozzi was out of town, and request thedocuments be sent via e-mail to his attention.Follow up phone calls verified that the

documentation had been received, and forwarded to Mr. Capozzi, with thisreporters request for contact, and an interview.

Over a period of more than three weeks, this reporter followed up withmore than a half dozen phone calls, and additional e-mail request, to theLaw Offices of Anthony Capozzi requesting contact with Mr. Capozzi. Officestaff were advised this reporter wanted to give Mr. Capozzi an opportunityto answer question about the Commission obstructions before publicationof this article. There were no responses to phone calls or e-mails.

On 4-14-14 this reporter once again called the Law Office of AnthonyCapozzi. Mr. Capozzi took the call, and with an angry, loud voice orderedthis report to stop calling his office. Capozzi stated as a member of theJudicial Commission he could not discuss active cases. Capozzi wasadvised the call did not involve an active case, and that it involved thecommission covering up the crimes ofjudge. Questions regarding Publicrecord documentation that Capozzi had already seen, according to hisstaff. After ordering this reporter to stop calling his office, Capozzi hungup.The Chairperson, Superior Court Judge, and Vice-Chairperson Attorney, ofthe California Commission On Judicial Performance have been offered andgiven public record evidence that Judges are conspiring with DA's andPolice to obstruct justice in the Superior courts. They are told thecommission investigators, of theirJudicial Commission, are conspiring tocover up those crimes, and Capozzi and Yew are angry about beingcontacted, and they do not want to hear about the corruption, or its coverup.

It is no surprise to this reporter that a large majority of the citizens in thiscountry have come to distrust the government, it law enforcementagencies, and the attorneys that coordinate and control the corruption forpersonal and financial benefit. The criminal public corruption is dominantat all levels of public agencies, and it always tracks back to the publicunions money, and the manipulation of elections, to expand personal,financial, and political benefits.
