Abstract
This paper aimed to study andcompare 10 years of the revenues andexpenses of capital from the fiscal yearsof 2002-2011. The result would be usedto assist the decision making of the chiefexecutive and the council of PhunphinSubdistrict Administrative Organisation(SAO) in the future. It was found that in
the past 10 years, money wasaccumulated in Phunphin SAO around88.64 % of the revenue. This was becauseeach fiscal year the revenue was greaterthan the expense. The reserve assetcontained 7.36% and other revenue in
saving account 3.99%. Money spending inthe past 10 years from 2002-2011 wasaround 64% of all money spending, whichcould be categorized into 7 areasaccording to three years developmentplan. Money spending in the area oftransportation and public work was

areas, including water resources, social,political and management, public health,environment and natural resources andeconomic, was 37.76%. All those 7responsible areas were in the role of LocalAdministrative Organisation (LAO) to
serve the community and society or toearn revenue for LAO through activities.Moreover, activities to relieve communitysuffering should be considered.
Therefore, money spending should coverall activities under the responsibilities ofLAO in the future and it should not impact
long-term fiscal status.
