602.1.4.1

Job Profile The applicant must be nominated by his respective NSA.

First Year

- The applicant must attend the annual TD update course held by their

NSA (June-July Southern Hemisphere, October-November Northern Hemisphere).

- Attend two FIS races held in his country in order to gain experience under the supervision of the TD Commissioner or his appointed representative.

- Complete official reports for these assignments and send them to his

TD Commissioner, with copies to the FIS (in an official language).

- At the end of the season the NSA applies to the FIS for official

acceptance of the applicant, copy to the TD Commissioner.

602.1.5.2

TrainingSecond Year

- The applicant must attend the annual national TD update.

- Must pass the written and oral entrance examination conducted in an official FIS language.

As a Candidate

Is assigned under the supervision of a TD Examiner (from another country) to a:

- Practical examination (Downhill event)

- Practical examination (Giant Slalom or Slalom and acting as the TD)

- Complete official reports for these assignments and send them to his TD Commissioner, with copies to the FIS (in an official language)

- The FIS Office will verify all the information from the different reports from the candidate and examiners and provide such details as necessary to the Sub-Committee for TDs.

- The Sub-Committee may decide not to issue a TD licence if the candidate has not completed all requirements or is deemed to be unsuitable. In this event the Sub-Committee may decide as to whether the candidate may continue to train as a FIS TD and which parts of the procedure have to be repeated.

- If the candidate is considered to be suitable he will become an official

FIS Alpine Technical Delegate after the next TD update course.

Competition Day

Jury Inspection

The course setting is a task of the course setter alone. He is responsible for adhering to the rules of the ICR and may be advised by members of the Jury, and by the technical advisor in Downhill and Super-G, if present...

On race day, the Jury inspects the course and has to confirm the FIS programme for the day. Team Captains may accompany the Jury. The Jury needs to watch for the following points:• Dangerous sections• Correct number of direction changes and gates• Correct number of hairpins and verticals • Gate distance• Jury position• Positioning of the yellow flag• Are all safety installations correctly installedIt is recommended that the TD or a helper, take notes on any important points, so correct technical answers can be given at any time.

Competition facilities

On completion of the course inspection, the TD will again check the following points:• The start area must be closed off.• The race course must be closed of from tourist slopes and all

closures must be in place (Min. barrier tape).• Obstacles must be made safe (Pads, nets).• Advertising banners must be positioned correctly.• Check behind all closures that there are no unprotected

obstacles that may cause injury.• Finish line marking. (Dye line)• The finish area should be plainly visible to competitors

approaching the finish. It must be wide with a gently sloped smooth run-out..

• The finish area is to be fenced in. Any unauthorised entry is not allowed. Finish installations and closures should be set up or secured through suitable protection measures.

• Where will the offical notice board be positioned?

Timing

The TD will check all timing installations and equipment:• What model and timing system is being used? this is required for the timing report.

• Is the timing system cable or wireless?• Is the timing system homologated?• Are there A and B systems?• Checks that the timer knows the OC must keep the

printed timing strips until the end of May• Are the hand timing watches set up and ready?• Checks that the timing posts have been cut

Gate Judge

The TD should consider the following:• Have the gate judges received correct instruction?• Are the gate judges aware:

… of the correct slalom passage?… that stepping back is prohibited in the other competitions?

• Usage of correct gate judge cards is required? (Not start lists)

• New gate judges cards should be used in each run• The gate judges must wait until the Chief of Gate has

collected all the cards after the run, then they must go to the finish area and wait, until they are released by the TD

Various Points

Before the race starts, the TD must check the following:• The full medical plan• The paramedic/rescue services on site• There are reserve start numbers available at the start• Dye packs are available at the start, if extra dying is

required on the slope/course?• Correct distribution of spare gates, flags etc?• How long is the lift turn around?

Before the Start

The jury is at least 10 minutes prior to the race at their position.

5 minutes before the start the TD in the following order will check everyone is ready (radio check):• Timing• Finish Referee• Members of the jury from bottom to top

If everything is in order, the TD will advise the course is clear for the first forerunner.

After all the forerunners the TD will check with the jury again and advise the course is clear and the race can start.

The forerunners should start before the official start time, so that racer number 1 will start as per the, announced start time.

Race Interruptions

Any jury member can call for a START STOP.

On the command "start stop!" or “start stop, yellow flag” the Start Referee must close the start. He must respond immediately via radio confirming that the start is closed, and state the start number of the last competitor to have started as well as the start number of the competitor held at the start (“start stop confirmed, number 23 on course, number 24 at the start”). The Jury member who called the “start stop” is also responsible for requesting yellow flag(s) that are necessary to stop competitor(s) on course.

It is important to clarify in advance, that all people who have a jury radio know the correct radio language and instructions.

After the Fist Run

As soon as the last participant is in the finish, the TD will wait in the finish for the Chief of Gates and check all of the gate judges’ cards. The referee will check the following:• Are all gate judges cards available?• Has the disqualified racer a time?

… when yes, the referee will decide what reason there is for the disqualification. And possible follow up with the concerned gate judge.

• After all the gate judges’ cards have been checked, the TD will announce the disqualifications. After which the referee will fill in the referee’s report and post on the official notice board.

• The Disqualifications will be announced over the public loud speaker system.

• The TD waits 15 minutes (protest time).

Note: check the gate judge cards front and back. Also don't forget that it has 2-colum’s.

Protest

If a protest is filed, the TD will handle it with the jury:• A protest can be accepted only if it is based on

physical evidence.• The protest must be submitted in writing.• Protests must be substantiated in detail. Proof must

be submitted and any evidence must be included.• CHF 100. -- or the equivalent in another valid currency

must accompany the protest. This deposit will be returned if the protest is upheld, otherwise it goes to the account of the FIS for development activities.

Start List 2. Run

The TD checks:• The first 30 competitors have been reversed for

the second run • If the 30th and following racer have the same time,

the group must be extended and then reversed.• If two athletes have the same time, the athlete with

the higher number will start first.

If racer 30 and racer 31 have the same time, then racer 31 will start before racer 30 for the second run.

Results

The TD checks the results and confirms the following points are correct:• Correct codex ?• Check competitor numbers are correct• Check the • Correct vertical?• Correct number of gates and direction changes?• Correct F-value?• Does only one person per gender have 0.00 race points?• If two competitors have the same time, one is listed first

with the higher start number.• The penalty calculation is correct?• Is the penalty calculation included in the result list?

Conclusion

After the competition is completed, the following should be done:• Feedback should be given directly, on site to the

organizer.• It is expected that the TD will attend the official

prize giving.• Expense report

After the Competition

Reports

On completion of the race the TD must supervise the result and document transmission to FIS. • The electronic results in FIS format must be sent to

alpinresults@fisski.ch• Oversees the electronic transmission and Timing Report

(TDTR) xml• Files and completes his TD Report online immediately after

the event• He must also check that the results are correct on the FIS

website• Completes any injury reports. Forms are available online.

The race results will only validate when all correct reports have been received by FIS.

Hand Time Calculations

Hand Timing

Utilisation of times taken by hand

Hand times may be used in the official results after a correction has been calculated.

Calculation of the correction:

Calculate the difference between the times taken by hand and the electronic times of the 5 competitors starting before the missing time and the 5 starting after or if necessary, the 10 nearest competitors.

The sum of the 10 time differences is divided by 10 and rounded up or down to give the correction which must be applied to the hand time of the competitor without an electronic time.

It is not allowed to use the direct calculated net time, from the hand timing.

Race Points

Die Rennpunkte drücken den zeitlichen Abstand auf die Beste/den Besten des Geschlechtes in Punkte aus. Die Besten pro Geschlecht haben jeweils 0.00 Punkte. Der F-Wert ist der Korrekturfaktor, damit die verschiedenen Bewerbe einander direkt gegenüber gestellt werden können, d.h. die Rennpunkte von ein Slalom sind gleichviel "wert" wie die Rennpunkte von einem Super-G.

Penalty Calculation

Penalty The Best Five Competitors who started the Race• The five competitors with the best FIS points who started the race, are selected

(classified, disqualified, DNF and did not start 2nd run). The competitors with status “DNS1” will not be considered. If the points are above the maximum value, the maximum value will be used.

The Best Five Classified Competitors• The five competitors with the best FIS points who are ranked amongst the top

ten of the race concerned will be selected. If points are above the maximum value or missing, the maximum value will be used for the penalty calculation.

Less than five Competitors: Maximum Value • If there are less than five competitors with FIS points amongst the first ten of

the result list, or there are not five competitors who started with FIS points, then those competitors without FIS points, i.e. the remaining competitors will receive

• the maximum value:• Downhill: 310 FIS points• Super G: 250 FIS points• Slalom: 145 FIS points• Giant Slalom: 200 FIS points• Super Combined: 250 FIS points • If fewer than three competitors with FIS points are ranked within the five which

are taken into consideration, the competition is not considered. At least three competitors must have FIS points (irrespective of the number of points) and at least five competitors have to be classified.
