no different from Windows 7 because if you install it on an ordinary laptop you will not be able to enjoy the features that require a touch screen except in the metro User Interface.

In addition to that, gamers like some of us here, will suffer from Windows 8 since it does not support or run any game that is not licensed by Microsoft and that applies not only to games but to any software that is not approved by the Microsoft market. Let us sum it up and say: There is not any “Start” menu but instead a “Start Desktop”! What do you think of it now?

When it launched it was diabolical. Half-baked would be flattery. The fancy 3Dness made it near impossible to navigate to landmarks which appeared at the top of buildings. In Australia, as we have been informed, there seemed to be no concept of walking to places - parks and pedestrian areas didn’t exist; if you were in the middle of one, looking directly at your destination, you would be told that it was impossible to get there. That all of this replaced the downright excellent Google Maps was even more galling. Maybe next time.

Palestine Academy for Science and Technology

Palestine Academy for Science and Tech-nology (PALAST) was established in 1997 as an autonomous, not-for-profit institution with its headquarters in Jerusalem and branches in Ramallah and Gaza.

PALAST aims at institutionalizing scientific and technological research in Palestine, promoting scientific discovery and innovative technological advances, in addition to fostering the use of science and technology in various domains. Science, Technology and Innovation Observatory – STIO

STIO was established in 2009 in the framework of cooperation with the Economic and Social Commission for Western Asia (ESCWA) of the United Nations, and endorsed by the Palestinian ministerial cabinet and UNESCO. STIO is meant to represent a nodal observatory in the obser-vatories’ network of west Asian countries which are all connected to the STIO hub in ESCWA’s headquarter in Beirut, Lebanon.

The main functions of the STIO are:

• Generating indicators that are of international standard relevant to development strategies and action plans

Results of the innovation survey implemented on Palestinian Software Development Companies

The results are based on the European model Community Innovation Survey CIS of 2008-2010 questionnaire, covering ICT Software Develop-ment Companies in the West Bank.

The Palestinian IT Association PITA identified a total of 22 companies employing 700 people to participate in the survey.

The following are the results obtained:90% of the participating companies are service innovators and more than 80% have introduced new products to the market and thus they are product innovators.

The geographic market of the products and services provided by com-panies’ covers the world with more that 60% of those participated indi-cated that their market extends to Arab, European and other countries around the world. The survey showed that product innovation is still limited to the in-house activities that are carried out by companies. This is reflected by the 82% of those companies’ innovators.

This is a case that constitutes high potential for Private-Academic co-operation. It requires a series of serious dialogues mediated by those regulatory and coordinating institutions for synergizing efforts (demands and capacities) for the mutual benefit of both sectors.

It is noted how turnover of innovation is more for those innovative prod-ucts and services that were recently introduced to the market, although turnover was also increased by improving already existing products and services and with those innovations that were introduced to the compa-nies themselves. The knowledge that drove innova-tion activities is generated in-house in almost all innovating companies, however, extramural R&Ds have also contributed significantly con-tributing 50% to many companies’ innovations. The acquisition of ma-chines and software have positively impacted innovation activities as has training. As innovation and knowledge are tightly linked with intellectual property rights (IPR), innova-tive companies showed that they have applied to the responsible authorities registering their rights for protecting them (i.e. patents). The study showed that the total turnover of 2010 was tripled to more than MUS $16 compared to that of 2008, which was reflected in an increase of employment by more than 20%.

Mainly the iMac with plans to include more production lines in the future. Launched in 1999 by a company called VA Linux, SourceForge was made for hosting the work of open source software developers for free. The site offered free tools for developers such as Concurrent Ver-sioning System (CVS) which is a revision control system, a bug tracker, mailing lists, sub-domain URLs, access to a MySQL database, and more. The site’s aim is to be an archive for open source software projects, with a slogan “find, create, and publish open source software for free”.

Open source software is software that includes the source code for the user and is modifiable; in order to make the software more useful peo-ple contribute to the code and redistribute the code, and SourceForge simply helps these applications spread.

When SourceForge was first launched it had a slow start, but that changed very quickly, where by the second year thousands of projects had registered and by the end of 2001 about 30,000 programmers were contributing to codes, by 2002 hundreds of projects were added daily. Between 2003 and 2005 SourceForge faced some problems and due to the great number of projects, and lack of staff, many issues started to emerge, such as the servers being slow, malfunctioning of some very basic tools in the site, and the download tracker stopped counting the number of downloads, nevertheless in the beginning of 2006, Source-Forge received a lot of funding, and was able to invest and get a larger staff and replaced almost all of their infrastructure. In 2007, the website had over 150,000 projects, and according to compete.com, in 2009, although not all were active members, the website had a total of 33 million visitors. Like in antiquity when human beings needed to kill in order to live the same is true of generations and new technology in the present day. Let’s take a little walk in the past and go back to the 90’s when we Pales-tinians only cared about having a TV signal during rainstorms and snow.

A little bit further in our past, there was a time when only one house in the neighborhood would have a TV and all the neighbors would gather around to watch their favorite series. All that is now history, owning a TV set is so common nowadays that every Palestinian family, whether rich or poor, has its own TV, sometimes in every room. The new generation is stead-ily undergoing a transition from TV , a technology that used to get us all excited, to newer technologies.

The new generation’s new addiction is the internet and many would not notice if their TV was stolen in the night. As long as the internet con-nection is healthy everything is fine; once they lose the connection all hell breaks loose: children start reaching for clubs and blunt objects to bludgeon their neighbors with, a crushing boredom and despair seeps into your consciousness, your sister starts wailing because she needs to send an assignment to her teacher and you can’t do any work. People literally freak out when there is no internet connection wherever they go, and many would trade three minutes of oxygen for three minutes of good wi-fi.

The sad thing is that even though we as Palestinians are heavy internet users, we still don’t have the privilege of the full experience because our connections are provided to us through Is-raeli servers. Third-Party connections like this are notoriously slow. We don’t even have access to mobile internet like 3G or 4G which limits the pace of progress in connectivity options.

Until we get our freedom, let us use the technol-ogy wisely and hope for a brighter future with open access to different kinds of technologies as a basic right.

This is a simple guide on how to fix missing “DLL” files in your computer. First we will talk about what a DLL is, then move on to talk about the causes of a missing DLL, before finally go through the steps on how to fix those missing files and make your application run normally.

DLL stands for Dynamic Link Library and according to support.micro-soft.com; “A DLL is a library that contains code and data that can be used by more than one program at the same time. For example, in Windows operating systems, the Comdlg32 DLL performs common dialog box related functions. Therefore, each program can use the functionality that is contained in this DLL to implement an Open dialog box. This helps promote code reuse and efficient memory usage.”

Basically, what a DLL does is save a space in the hard disk for an execut-able file (EXE) instead of taking space from the RAM (Random Access Memory) each time an EXE file is run . So for example, if you want to run the FIFA13 on your PC, a bunch of DLL’s are borrowed from your windows directory (System32) in order to make the game run properly. Of course taking space from the hard disk does not eliminate the option of taking some space from the RAM but it helps reduce the amount of space used from the RAM. If, let’s say, FIFA13 refused to start and gave you a dialog box that says something similar to this “The program can’t start because d3dx9_43.dll is missing from your computer. Try reinstalling the program to fix this problem.” This obviously means that this specific DLL file is not in your windows directory (System32) anymore. This can be caused by a num-ber of things like:• A program was uninstalled and this removed a DLL file that is re-

quired by another program or the operating system.• A program was installed and overwrote the DLL file with either an

older version or a version that is incompatible with other programs causing DLL errors.

• A bad installation of a program corrupted one or more files causing the .dll errors.

• Another user or program maliciously or mistakenly deleted the .dll file or an associated file.

Knowing what the reasons are, let’s talk about solutions for this problem, but first let me give you a piece of advice; if while uninstalling any program you were asked to delete a system file or any file that might be used by another program just press “No” or “No to all” and save yourself the trouble of having missing DLL files.

Now the easy steps for solving the “missing DLL” problem that could be a serious pain in the brain when you are in a rush to try a new game or new software. I personally prefer downloading the missing file and/or reinstall-ing the last program I uninstalled then uninstall it again and press “No to all” when asked to delete system files. The first one is easier by the way but does not work all the time. Let’s talk about the first one and explain it in simple steps.

• Open www.dll-files.com• Go to the search box and search using the missing file’s name as it

appeared in the dialog box that showed up while trying to start the program.

• Choose “DOWNLOAD ZIP-FILE”.• Go to your download directory, extract the zip file and choose the DLL

file that shows up and copy it.• The go to (C:\ Windows \ System32 ) and paste it there.• Close the window, go to your desktop and “refresh”.• Try opening the program that refused to start in the first time.• VOILA!

We know what you are thinking: is it any different from the last one they announced back in the summer? Yes! This is the 4th generation child Apple was too afraid to market using the number “4”, instead, it’s just The New iPad. We guessed this was a sensible response to consumer whining since only 7 months stood between the release of iPad 3 and the arrival of the 4th generation. There were several issues with the iPad 3 that needed addressing, any nerd will tell you that the chip inside – while being much more powerful than the competitive tablets – is struggles to drive a Retina™ display whilst maintaining a reasonable battery life. In an effort to seek the truth, we at The Technologist have tested the New iPad 4th generation tablet for a whole month to reveal all its secrets. First off, the third and the fourth can actually be distinguished in terms of outer looks, starting with the new “Lightening” connecter just like the one found in the iPhone 5, and boy does it look good!

The New iPad 4th generation is much more powerful than any competi-tor, while eclipsing the iPad 3 in performance to an almost embarrassing degree. Packing an A6X dual-core CPU clocked at 1.4 GHz and a quad-core PowerVR GPU, in which all the magic lies. Being able to compute around 76.8 GFLOPS (a way to compute modern graphics processor’s power) plac-es the New iPad well ahead of the competition by a huge margin, leaving even Nvidia’s Tegra 3 (found in the best Android Tablets) eating dust.

In comparison, a futuristic Tegra 4 for Androids claims to beat the iPad’s 4th generation by a small margin, but an iPad 5 is expected to be launched even before that and double the current performance. Not to deny some people complained the new App made horrible mistakes leading them to places that didn’t exist. Unfortunately, the complaints have made people turn a blind eye to all the creativity behind the new application. One of the application’s key advances is its “Vector maps”, which is most efficient that it could cache an entire continent for offline browsing and GPS navigation if the data connection is lost. Vector maps are “mathematically described, resolution independent map information rather than static bitmapped pictures of map tiles.” This in turn promises a faster, more fluid panning, rotation and perspective.

Using vectors also means about 80% less use of data download, hence the ability to store large maps. Unlike iOS 5 Google maps-dependant software, the new software is completely redesigned and now actually benefits from the internal GPS device, being able to load highly detailed outlined maps one wouldn’t even look at while connected to the mobile carrier. The 3D Flyover mode on the new iPad was nothing short of “cool” either (available only in select cities).

including Apple Maps, are included in the iPad Mini too, but run at a lower screen

resolution which is one of the Mini’s key differences from the iPad 4. Sporting a non-Retina display of 1024x768 just like the iPad 2, but at a smaller screen size of 7.9 inches (compared to 9.7) its screen does look sharper since the pixel density has increased over the iPad 2, yet nothing to be compared to iPad 4’s stunning Retina display.

There is lots of truth in Apple’s slogan used for this device “In every inch an iPad” since it does mimic its bigger brother (or sister) in everything except for the screen size and the internal Apple chip: it has an A5 dual core chip, the same one found in an iPad 2, and the same graphics power. of this, we were surprised to see it rendering Dead Trigger’s beautiful textures and effects almost to the same standard as an iPad 4 does! There do exist some barely noticeable glitches which may have been due to smaller RAM size at 512MB compared to 1GB found in iPad 4. If anything, this can only mean that Apple has got it all balanced when they gave the Mini an older processor but a much smaller number of pixels to operate.

The Mini’s new design is also something to admire; it’s got those beautifully brushed glass edges and a newly designed back cover, making it look like a technological jewel selling at around $300. A new design means new dimensions, being as thin as 7.2 mm (compared to 8.8 mm for iPad 4) and weighing half that of an iPad 4 (308 grams). It is also the first iPad to have two speakers at the bottom, which translates to headphones-free stereo listening experience. Increased mobility and a stunning, new design, giving the Mini some newly discovered potential over the bigger one, and compensating for the processor’s differences, we’d say.

Conclusion: The New iPad with Retina display is well worth the upgrade, it has everything the iPad 3 lacked. It is also a good investment since it seems no rivals in the near future are going to beat its superior performance. We give it a 4.5 out of 5 points.
