THE THIRTY-EIGHTH ANNUAL REPORT^

T H E G E N E R A L C O M M I T T E E O E M A N A G E M E N T submit the following Report to the G-ovemors and Contributors to the Institution, for the year ending 30th June, 1890.

During the last twelve months 2701 eases have received relief, m . •—

1666 Outdoor Patients. Hospital Cases:

The daily average in the House has been 156J-

The average rate of mortality has been 9'3 per cent, for all cases, •and 8'6 for Hospital Indoor Patients.

The total number remaining in the House on the 30th June, 1890, 146.

During the past year Dr . Marwood resigned his position as Eesident Surgeon, the duties of which" he had discharged with satisfaction to the Committee, Patients and Inmates.

The Committee sought to ohtain the services of a Medical Officer of ^mature age as Dr . Marwood's successor, believing that advantages would result therefrom to the Hospital, fully justifying the necessarily higher salary offered- Dr . Kennedy, of the Melbourne Hospital, was elected by a large majority to fill the vacant office, and is giving every satisfaction to the Committee.

Several members of the Committee have resigned on leaving the town, etc., and other gentlemen have been temporarily appointed by the Board of Management to the vacant positions.

The Inspector of Charities (Capt. Evans) visited the Institution during the past year, and his copy Eeport to the Under Treasurer (recently received) is, on the whole, favorable regarding the management. of the Institution.

Some valuable suggestions were made, which mil have the careful attention of the Committee.

The House and Pinance Committees devoted m u c h time and attention to the internal arrangement of the Institution, and the regular and systematic checking of all monthly accounts, etc., and are entitled to the cordial thanks of the Subscribers.

To the Members of the House Committee special thanks are due, in view of the exceptional difficulties with which they have had to contend in the discharge of their duties.

The Government Departments including the Under Treasurer, Government Statist, Inspector of Charities, and lately the Royal Commission, require so m a n y and such full Returns on all matters pertaining to the management of the Institution, that the clerical work has very m u c h increased, and your Officers are very fully employed rh carrying out the requirements thereof; no doubt the information afforded will be of m u c h value in time to come, and will be of service in dealing with the Charities in future years.

The Rev. Canon G o o d m a n has been appointed to represent the Hospital before the Royal Commission.

During the past year of office, the Committee have honestly en­deavoured to be true to the trust reposed in them, so as to give all possible attention to the needs and interests of the Patients and Inmates.

They have not consciously failed in consideration for any suggestions or opinions which have reached them from the Subscribers by w h o m they were appointed, and to w h o m alone they are directly.responsible.

A resolution passed at a public meeting at the T o w n Hall, in the month of April last, severely animadverted on the Committee's manage-ment of the Institution, and required their resignation, but the Committee felt themselves unable to acknowledge responsibility to any hody of persons, except a meeting of Subscribers convened in accordance with the Bye-laws, and on this ground declined to act as required. While not presuming to claim that the year's management of the Institution has been absolutely faultless, they are content to leave its record to the Subscribers' candid and unbiassed judgment.

The sincere thanks of the Committee are given to the Press for its regular, full, and usually exact reports of their proceedings.

During the current year some material and effective improvements have been made, several of the ~War_ds, Passages, the Kitchen and Morgue have undergone thorough repairs, cleansing, and repainting.

Also at the suggestion of Dr . Carstairs, the Health Officer of the town, numerous and valuable recommendations in a sanitary point of view have been carried out by the House Committee at considerable cost, including superior arrangements for fumigating, disinfecting, and cleansing foul and infected linen, etc., in connection with Typhoid, infectious, and other diseases.

The closet accommodation, especially in the upper wards of the Hospital has been greatly improved, still w e find it stated in the report of the Government Inspector that although the Institution was clean and

generally neatly kept, the Hospital building can never be in as satis­factory a condition as is desirable, m a n y important;l)aanferj_|̂ haciglej having to be^kregarded owing to faulty construction. The accomao-datipn, moreover, so necessary for the comfort of the nurses, and without which m a n y difficulties will always arise, cannot be provided.

The question of separation of the Benevolent Asylum from the Hospital proper has engaged the attention of the Committee, though no decision has yet been arrived at. M a n y of the buildings, especially for the Benevolent Inmates of both sexes, are of more recent date, and substantially built and well adapteOor their present use, while the jEngffiaT Hospital jnain. structure is in m a n y respects unsuitable and very inconvenientlyarrangein Proper accommodation for Out-patients being greatly needed, and tha't a n e w and improved Surgical and Operating B o o m be provided is imperative.

The resources available for building m a y be said to be £4,500, recently received in the estate of the late J o n , Francis Ormond, and the Committee understand that an amount exceeding £12,000 has recently been left to the Institution by the late M r Thompson, of Eeilambete, which m a y not however, be available (it Is stated) for some few years; with these amounts, and a special Government grant, which has usually been given in such cases, and public donations which m a y be reasonably expected, the Committee are of opinion that there are good prospects of a sufficient sum being speedily obtained for the erection of new buildings.

A Sub-Committee was appointed, whose reports have been before the General Committee, and are in effect that new buildings should he erected on the pavilion principle to cost about £20,000.

The General Committee on consideration of the Sub-Committee's report deemed it advisable to submit the whole question of newJE£ospjtal Buildings to the Subscribers at the Annual Meeting.

The Management desire once more to convey to the Honorary Medical Staff their very sincere thanks for their valued services given in connection with the Hospital, and express their hearty appreciation of the kindness of the ladies of the Ploral Mission, and of all who have contributed in any way to relieve and cheer the Inmates and to further the interests of the Charity.

The Committee are indebted to Messrs Harwood and Pincott for their valued professional opinion and assistance given on several occasions, and especially in regard to the legacy received in the estate of the late M r Jas. Turnbull, of Scotland.

Their hearty thanks to the proprietors of the various newspaper* are also given for their gratuitous supply of copies of their journals.
