2.0 BUSINESS ARISING FROM THE MINUTES– G. STUART Dr. Stuart, Dean of Faculty of Medicine and Vice Provost Health, submitted a proposal
reflecting changes discussed by a working group that was established to review the Faculty
Executive structure, composition and terms of reference, as recommended by the 5-Year
Standing Committees Review. Two principal themes of the discussion were: 1) that FEX
continue to engage and communicate with existing partners and institutions across the
province but possibly through a different venue (for example, create a Faculty of Medicine
Council, which could include even more partner groups for broader engagement); and, 2)

that FEX make a substantial reduction to the number of existing members to better
represent the Faculty’s core academic mission of research, teaching, and service.
Committee members were welcomed to submit written suggestions, subsequent to the
meeting. All ideas will be taken into consideration and summarized as a formal submission
to Faculty Executive, to be voted upon in September.
ACTION: The Faculty Executive Committee will review the proposed changes to the terms of reference (TOR), structure and composition of FEX, and send further comments and recommendations to the Dean’s Office. A motion will be submitted in September for a final vote.

Dr. Sandra Jarvis-Selinger has been appointed Associate Dean, Academic in the Faculty of Pharmaceutical Sciences effective June 15, 2015. Dr. Jarvis-Selinger previously served as a valued member of the Education team as Assistant Dean, Faculty Development and Director of Curriculum Renewal, MD Undergraduate Program.
With Regret: MEMORIAL MINUTE
Dr. Jiang-Hong (Neidy) Gong passed away on April 26, 2015. Dr. Gong came to the Biomedical Research Centre in 1993, where she was engaged in cutting-edge research on the role of chemokines in arthritis. She left UBC in 2005 to take up a faculty position at the University of Saskatchewan.
Dr. Stuart Maddin, passed away on May 22, 2015. He was Clinical Professor Emeritus, Department of Dermatology and a Clinical Professor Emeritus passed rand was a longtime fixture on the international dermatology scene. Dr. Maddin was proud of having attended every World Congress since 1952, and he served as the Secretary-General of the ILDS from 1987-1992. He leaves a huge legacy of innovation, mentorship, and academic contributions.
Dr. Robert John Cowan passed away on April 21, 2014. He was a Clinical Professor Emeritus with the Department of Surgery. Dr. Cowan contributed greatly to his Department and to the Faculty of Medicine.
3.5 PBMA: We continue to address the Faculty’s structural deficit, including the use of a methodology termed Program Budgeting and Marginal Analysis (PBMA) as a tool to assist with that process. In the past, alternative tools used were across the board cuts and deletion of programs. PBMA provides an opportunity to approach this challenge in a much more principle-based and thoughtful manner. The Dean acknowledged how grateful and pleased he was of the engagement across the Faculty in seeking ways to assist in deficit reduction.
ACTION: Prior to the arrival of Dr. D. Kelleher, on September 1st, Dr. Stuart will be circulating a communication update addressing some of the current opportunities and challenges.

3.6 McGill Accreditation Review: The Committee on the Accreditation of Canadian Medical Schools (CACMS) and Liaison Committee on Medical Education (LCME) provided their Accreditation decision on the MD undergraduate program to McGill University last week and they have been provided with a status of “probation”. Dr. Stuart addressed questions on the implications for UBC. UBC continues to prepare for this process this academic year. The Faculty’s sub-committees have worked hard to prepare the self- study. Additionally, student representation in the UBC process has provided a robust and high quality submission. UBC currently has the status of “full accreditation” with no standards or areas of non-compliance.
4.0 FACULTY PROFESSIONAL DEVELOPMENT COMMITTEE REPORT – B.LYNN
Dr. Brenna Lynn, Associate Dean, Continuing Professional Development, presented the Faculty
Professional Development Committee Report highlighting the Committee’s work over the last year.
It was noted that in this financial climate it has been challenging to move forward with professional
development opportunities, but outlined plans for a potential development of a series of
“Developing Capacity” workshops. The Committee is also moving forward with a pilot program
using the Coaching Ourselves program. This will be offered in the fall to 2 groups of faculty new to
management or formal leadership roles. Department Heads will be asked to submit names of
individuals they feel could benefit from the program, which will involve a group going through 6
self-chosen modules to increase their leadership skills. Dr. Lynn also outlined a number of
initiatives within the CPD office. Ms. Shanda Jordan Gaetz will be assuming the role of interim chair
of the committee for the next year while Dr. Lynn is on maternity leave.

5.0 FACULTY OF MEDICINE REPRESENTATIVE TO DOCTORS OF BC REPORT– M. NIMMO Dr. M. Nimmo is the representative of the Faculty of Medicine to the Board of Directors for the Doctors of BC. There is also a representative from the DoBC who attends the FOM Faculty Executive meetings. These positions were created to help foster the positive relationship that exists between the FoM and the DoB. Dr. Nimmo gave a brief PowerPoint presentation which is appended to these minutes and accepted as his formal report.

6.0 Clinical Faculty Affairs Committee (CFAC) Report – M. NIMMO Dr. M. Nimmo presented the Clinical Faculty Affairs Committee Report emphasizing the diverse group of practicing health professionals that sit on the committee. CFAC represents Clinical Faculty

across the province, assesses effects of academic policy changes, identifies issues of concern, and offers recommendations. The Clinical Faculty Office advocates for Clinical Faculty members, fosters recognition, facilitates communication and understanding, and promotes development and involvement in teaching and scholarly activities. Future goals include: mentoring, streamlining appointments and reappointments, and looking at simplifying the current stipend model.

7.0 PROPOSAL FOR REVISION OF PREREQUISITES FOR THE MD PROGRAM – B. FLEMING
A proposal was brought forward to request to Senate a revision to the prerequisites for entry into
the MD program, reducing the required prerequisites to English only. The last review of the
prerequisites was conducted in 1990. Dr. Fleming explained that the proposed revision would help
to diversify the undergraduate medical program to include non-traditional science students and to
align UBC with the current trend in other medical schools across Canada. The current requirements
may act as barriers to promising students who would otherwise make good doctors. Statistics
support that non- science students when merged with their science peers show no significant
difference in class performance, and after six (6) months the two groups are indistinguishable.
There was vigorous discussion around the necessity of science to clinical evidence-based practice
and that scientific method is the core of what distinguishes medical doctors. Dr. Fleming re-iterated
that science is important and remains the backbone of the program; the suggestion is only to
remove the science prerequisites to reduce the barriers faced by a small group of non-science
background prospective applicants. He emphasized that the selection committee is conservative
and will use a variety of metrics, such as the MCAT, to assess knowledge of science, and each
candidate will be carefully reviewed. The motion was carried, with the next step being Senate
approval in 4 weeks’ time.
MOTION: Dr. B. Fleming SECONDED: Dr. G. Meneilly: That Faculty Executive approve the
removal of the current science prerequisites from the application process over time, while retaining
the requirement for English and that we ensure we have resources in place to mitigate any
academic challenges that occur as a consequence of broadening our applicant pool in this manner.

8.0 DEPARTMENT OF FAMILY PRACTICE REVIEW and RESPONSE – M. DAWES Dr. M. Dawes, Department Head, Family Practice, presented the October 16-17, 2014 Departmental Review and Response highlighting that this is one of the largest Family Practice departments in Canada, being provincially distributed, clinically intensive, research driven and regrettably costly - having expanded rapidly in the last 4 years. He summarized the recommendations, including a small executive structure, positive relations with the Faculty of Medicine and participation in strategic planning. Areas to focus are: the mechanism for communication within the community; mentoring program specifically relating to building research capacity; and annual reporting. The challenge will be finding the resources to advance these recommendations as the department is

currently in a deficit position. An Advisory Committee was created to address the recommendations and they have already undertaken preliminary stakeholder engagement.

9.0 DEPARTMENT OF OBSTETRICS & GYNAECOLOGY REVIEW REPORT AND RESPONSE - G. CUNDIFF
Dr. G. Cundiff, Department Head, Obstetrics & Gynaecology presented the October 9-10, 2014 Department of Obstetrics & Gynaecology Report and Response emphasizing the successful advancements in the academic mandate despite challenging financial times. Dr. Cundiff thanked the review committee chaired by Dr. J. Christianson and acknowledged the value in the process coupled with the involvement of external reviewers. Key recommendations: a) develop a Memo of Understanding (MOU) for tertiary and maternity care between hospitals and health authorities (in progress); b) include midwives and family medicine across the province to on a province-wide maternity strategic plan; c) development of a communication plan to increase engagement and inclusion of faculty and staff; d) strategize to recognize the clinical faculty better and build on recent strategic plans; e) create a position of research director to further strengthen research leadership; f) continue to formalize a strategy to aid in financial sustainability; g) develop stronger links with existing partners. Dr. Cundiff reported that a number of these recommendations are already being worked on, as outlined in the response report.
