Legislation & Guidance*• 23 USC Chapter 1 – Federal-Aid Highways Sec 101(a)

• (36) Urban area. - The term "urban area" means an urbanized area or, in the case of an urbanized area encompassing more than one State, that part of the urbanized area in each such State, or urban place as designated by the Bureau of the Census having a population of 5,000 or more and not within any urbanized area, within boundaries to be fixed by responsible State and local officials in cooperation with each other, subject to approval by the Secretary. Such boundaries shall encompass, at a minimum, the entire urban place designated by the Bureau of the Census, except in the case of cities in the State of Maine and in the State of New Hampshire.

Statewide Review Process• MDOT mails maps and guidance to the responsible officials.

• The officials, or their staff, identify proposed ACUB/NFC changes, following the guidance and mark the changes manually on a map, or in a GIS file, if that capability exists.

• MDOT reviews the proposed changes and provides comments as needed till all agree.

• MDOT prepares maps which highlight proposed ACUB/NFC changes, and mileage information about the changes, and sends these to FHWA for review and final approval.

• Approved ACUB/NFC changes are incorporated into the next available version of the Michigan Geographic Framework (MGF), a statewide GIS maintained at the Center for Geographic Information.

Formats

• Web page for viewing purposes being developed. Including aerial imagery of 1998 and best mosaic from the Michigan Imagery Solution (MIS), current adjusted urban areas, 2010 urban areas, 2010 census blocks and base map.

• Paper maps or I can supply ESRI or Caliper files to those with GIS. (ESRI files are compatible with RoadSoft)

• Predicting similar process and assuming similar guidelines.
