John Kasich. In a referendum that gave vot- ers a chance to speak on the issue, Ohioans resoundingly rejected the law, which would have gutted the bargaining rights of 350,000 public-sector workers. In a land- mark defeat for Republicans, voters turned out in large numbers and voted 61 percent to 39 percent to strike down Issue 2. To understand how progres- sives pulled off this remarkable win, I spoke with Paul Booth, one of the chief strategists behind the campaign to repeal SB 5. Currently, How Progressives Won the Labor Rights Showdown in Ohio Cartoon via www.otherwords.org Booth is executive assistant to Ger- ald McEntee, the longtime presi- dent of the American Federation of State, County, and Municipal Employees (AFSCME). But he is also an organizing legend outside of the labor move- ment. In the 1960s, Booth served as national secretary and vice presi- dent of Students for a Democratic Society (SDS), and in the 1970s he was a prominent figure at the Midwest Academy, an influential training ground for organizers. He has worked for AFSCME since 1974. Delving into the Ohio victory, I opened with a simple question: “Why did we win?” “The people of Ohio decided that this was as a power grab by the governor and his people,” Booth said. “They decided public service workers’ rights were worth preserv- ing.” His answer seemed consistent with the common “overreach” analysis. Many commentators ar- gue the Ohio vote is symptomatic of a widespread backlash against Republican governors who ex- ceeded their electoral mandates by ramming conservative agendas through statehouses. “I’m cautious about ‘over- reach,’” Booth countered. “We stuck Kasich and his people with that characterization, but as a fac- tual matter overreach is the wrong word. Because what they did was right out of their game plan. They had electoral success in Novem- ber 2010. And, in order to thwart everything that we stand for, they wanted to cash that in as quickly Issue 2: The people of Ohio ‘decided public service workers’ rights were worth preserving’ If you spoke to your friends, family members, neighbors, co- workers or acquaintances about the importance of voting in the November 8th election, I thank you. If you volunteered in any way for Labor-friendly candidates or a school levy or No on Issue 2, I re- ally thank you. If you attended the AFL-CIO party hosted by the Teamsters on election night, you know we had a good time celebrating our victories and a not-so-good time commiser- ating over our defeats. We did bat over .500 that night by retaining Lindsay Webb, Paula Hicks-Hudson and Mike Collins on Toledo City Council. Tyrone Riley won a seat on Council and was sup- ported by some of our Locals. We are excited about Michelle Wagner who will be an excellent Municipal Court Judge. Of course defeating Issue 2 was huge to say the least. The candidate I was the most proud of was our own Shaun En- right. This young man from East Toledo and IBEW Local 8 stepped up and ran one helluva race for Toledo City Council. Taking on an incumbent is always difficult. For a first-time candidate to come out swinging as Shaun did, unafraid to hold press conferences or to go to all the political functions, parades and festivals tirelessly or to give interviews to radio, the newspaper and TV as well as he did is remark- able. His opponent claimed to be with us until push came to shove and he showed his true colors. Shaun is one of us. The wrong man won. Councilman Craig was sweating and he got lucky. If you think that we are all done and can now relax, you could not be more wrong. Everything started all over again Wednesday morning. OK, so they waited until noon on Thurs- day. That is when a group calling themselves Ohioans for Workplace Freedom held a press conference in Columbus and announced they had filed to collect petitions to place on the ballot a constitutional amend- ment to make Ohio a right-to-work state. November 2012 is already the next “most important election of our lives.” This election cycle will decide the U.S. President, all of the U.S. House, one third of the U.S. Senate, all of the Ohio State House, over half of the Ohio Senate, many County Commissioners, County Sheriffs, Judges, countless issues and now right-to-work-for-less. Issue 2 was a mini-version of RTW. In it was a provision to eliminate fair share payments from employees who did not want to belong to a union. They would receive the same representation and benefits as union members but would not be required to pay for them. Freeloaders. Just a couple of years ago,this $408 billion-a-year retailingcolossus tried to hush critics ofitsDickensian labor policies byballyhooing a bare-bones healthcareplanforits“associates.”Theinsurance schemehad such highdeductibles, however, that barelyhalfofitsemployeesboughtintoit. Now,eventhatbenefitisbe-ing yanked from the 40 percentofWalmart’s employeeswho arepart-timeworkers.Also,insurancepremiums and deductibles arebeing dramatically jackedup forthousandsoffull-timeworkers. ManyRepublicanleadersna-tionallyandinthisstateincludingtheGovernor,HouseSpeakerandSenatePresidentarelukewarmtothe idea of havingRTWon the2012ballot.Theywanttokeepcon-troloftheHouseandSenatehereinOhioand theywant theWhiteHousebackanddonotwanttogiveusareasontokeepmotivated. Construction employmentshrank for the second straightmonthinNovemberasresidential,nonresidentialbuildingandheavyconstructionsegmentsremainedinlowgear,accordingtoananalysisof new federal employment datareleasedDec.2bytheAssociatedGeneralContractorsofAmerica. Associationofficials said theemployment drop reflects con-tinued declines in public sectorinvestments.Theyaddedthatcon-struction employment could ben-efit from increased transportationinvestmentsandotherpro-growthmeasuresdesignedtoboostprivatesectordemand. “Industry employment hasremained virtually unchangedsinceearly2010despiteapickupinsomeprivateconstruction,”saidKenSimonson, the association’schief economist. “Although theconstruction unemployment ratefell to 13.1 percent inNovember

Formost of the last century,thebasicbargainattheheartoftheAmericaneconomywas that em-ployerspaidtheirworkersenoughtobuywhatAmericanemployerswereselling. That basic bargain createda virtuous cycle of higher livingstandards,more jobs, and betterwages. Backin1914,HenryFordan-nouncedhewaspayingworkersonhisModelTassemblyline$5aday–threetimeswhatthetypicalfac-toryemployeeearnedatthetime.TheWallStreetJournaltermedhisaction“aneconomiccrime.” ButFordknewitwasacun-ning businessmove.The higherwage turnedFord’s autoworkersintocustomerswhocouldaffordtobuyModelT’s.IntwoyearsFord’sprofitsmorethandoubled. Thatwasthen.Now,FordMo-torCompanyispayingitsnewhireshalfwhatitpaidnewemployeesafewyearsago. Thebasicbargainisover–notonlyatFordbutallovertheAmeri-caneconomy. NewdatafromtheCommerceDepartmentshowsemployeepayisnowdowntothesmallestshareoftheeconomysincethegovernment

begancollectingwageandsalarydatain1929. Meanwhile, corporate profitsnowconstitutethelargestshareoftheeconomysince1929.Theyear1929,bytheway,wastheyearoftheGreatCrashthatusheredintheGreatDepression. In the years leading up totheGreatCrash,most employersforgotHenryFord’sexample.ThewagesofmostAmericanworkersremained stagnant.The gains ofeconomic growth went mainlyintocorporateprofitsandintothepocketsoftheveryrich.Americanfamiliesmaintainedtheirstandardoflivingbygoingdeeperintodebt.In1929thedebtbubblepopped. Soundfamiliar?Itshould.Thesamethinghappenedintheyearsleadinguptothecrashof2008. The latest data on corporateprofitsandwagesshowwehaven’tlearnedtheessentiallessonofthetwobig economic crashes of thelast seventy-fiveyears:When theeconomybecomestoolopsided–disproportionatelybenefittingcor-

porateownersandtopexecutivesrather than averageworkers – ittipsover. Inotherwords,we’reintrou-blebecausethebasicbargainhasbeenbroken. Yet incredibly, some politi-ciansthinkthebestwaytorestartthenation’sjobengineistomakecorporationsevenmoreprofitableand the richeven richer– reduc-ing corporate taxes; cutting backon regulations protecting publichealth,workersafety,theenviron-ment, and small investors; andslashingtaxesontheveryrich. These samepoliticians thinkaverageworkersshouldhaveevenlessmoneyintheirpockets.Theydon’twant to extend the payrolltaxcutorunemploymentbenefits.Andtheywanttomakeitharderforworkerstoformunions. Thesepoliticianshaverealityupsidedown. Corporationsdon’tneedmoremoney.Theyhavesomuchmoneyright now they don’t even knowwhat todowithallof it.They’re

evenbuyingbacktheirownsharesof stock.This is a bonanza forCEOswhosepay is tied tostockpricesanditincreasesthewealthofothershareholders.Butitdoesn’tcreate a single new job and itdoesn’traisethewagesofasingleemployee. NordothewealthiestAmeri-cansneedmoremoney.Thetop1percentisalreadytakinginmorethan20percentoftotalincome—thehighestsincethe1920s. Americanbusinesses,includ-ing small-business owners, haveno incentive to create new jobsbecauseconsumers(whosespend-ingaccountsforabout70percentoftheAmericaneconomy)aren’tspending enough. Consumers’after-tax incomesdropped in thesecond and third quarters of theyear, thefirstback-to-backdropssince2009. The recent small pickup inconsumerspendinghascomeoutof their savings.Obviously thiscan’t continue, and corporationsknow it. Consumer savings arealreadyattheirlowestlevelinfouryears. Get it?Corporate profits areuprightnowlargelybecausepayisdownandcompaniesaren’thir-ing.Butthisisalosinggameevenfor corporations over the long

term.Without enoughAmericanconsumers,theirprofitabledaysarenumbered. Afterall,there’salimittohowmuch profit they can get out ofcuttingAmericanpayrollsorevensellingabroad.Europeanconsum-ersareinnomoodtobuy.AndmostAsianeconomies,includingChina,areslowing. We’reinaviciouscycle.Theonlywayoutof it is toputmoremoneyintothepocketsofaverageAmericans.Thatmeansextendingthepayrolltaxcut.Andextendingunemploymentbenefits. Don’tstopthere.CreateaWPAto get the long-termunemployedbacktowork.AndaCivilianCon-servationCorp to create jobs foryoungpeople. Hire teachers for classroomsnowovercrowded, and pay themenough to attract peoplewho aretalented as well as dedicated.Rebuild our pot-holed highways.Createaworld-classinfrastructure. Payforthisbyhikingtaxesonmillionaires. AbasicbargainwasonceattheheartoftheAmericaneconomy.Itrecognized that averageworkersare also consumers and that theirpaycheckskeeptheeconomygoing. Wecan’thaveahealthyecon-omyuntilthatbargainisrestored.

Basic bargain is broken with American worker‘When the economy becomes too lopsided – disproportionately benefiting corporate owners and top executives rather than average workers – it tips over.’
