AQ Detection, and Classification Tracking of EMCON Silent, or “Dark” Contacts

• Dark Contacts cannot be detected by data fusing AQ “passive” or radiating sensors alone

• Dark Contacts cannot be detected by data fusing “active” radar sensors from Battle Groups, manned air platforms, national sensors or Unmanned Aerial Systems (UAS) alonesensors or Unmanned Aerial Systems (UAS) alone

• Dark Contacts can be detected, ytacked, and classified/identified in near real time by data fusing both AQ passive and active y g Q p(mostly radar and EO/IR) sensors in a single processor

• Radar only AQ tracks are, by definition, potential threats worthy of f t l ifi ti /id tifi ti b t ti l fi htfuture caslassification/identification by tactical warfighters

• UAS sensors are critical for this mission

AQ UAS Fly on Top CONOPS

• AQ UAS, national sensor, and local “radar only” tracks after fusion with AQ’s radiating tracks are gpotential threats worthy of further classification.

• AQ’s UAS Fly on Top CONOPS critical for identifying and/or classifying “dark” contacts ofidentifying and/or classifying dark contacts of interest (COIs)

• For a contact suddenly going dark, the last position and TOI is used by AQ to forecast a position for a future time specified for a UAS Fly on Top.

Future Exercise Objectives: Add Link 16, All Possible Radars, and New UAS Sensor Sources

• LINK 16 has been an especially difficult sensor source to input to the data fusion processordata fusion processor

- NAVSEA IWS 6 and APL/JHU have been difficult to convince (ref: Dave Ayers NAWC)- LINK 16 is absolutely critical to lighting up dark contacts- ADM Kraft FFC and PACOM will be government advocates for inputting LINK 16 to AQ during future experiment or exerciseduring future experiment or exercise

• PACOM (Science Advisor and others) recommend inputting coastal OTH radar tracks to AQ during future experiment or exercise

PACOM i ki ith th Phili i C t l W t h d th C liti P t-PACOM is now working with the Philippine Coastal Watch and other Coalition Partners in the East and South China Sea area to access coastal OTH radars- Organic BG radars and OTH coastal radars need to be data fused by AQ to enhance wide area persistent surveillance (WAPS) in strategic areas of interest

• UAS SAR and EO/IR sensors enhance the WAPS data fusion mission-AQ and General Atomics are excellent team mates from TW-10 and 12, and could add new sensors (e.g., ELINT, AIS, etc.) sources for future experiment or exercise

Page-18

- AQ’s other potential UAS sensor sources include BAT 12/NG, FURY/LMCO, and Scan Eagle/Boeing

- DHOWs, fast boats, Iranian naval combatants, and other dark contacts we don’t know about yet

- AQ’s “passive sensors” allow easy bifurcation of total tracks into radiating tracks and dark contacts- SSC-P (Mr. Carl Gibbens and Joe Mantione) have the real time TAGS BAMS D feed in Bldg 33

• The AQ AquaFence to Detect and Track PANGAs coming from Northern Baja to SOCAL (SPAWAR/Mr. John Evans to supply AQ data fusion)

- General Atomics has agreed to contribute $100K of their IR&D funds to Fly on Top of potential PANGAs at night using TW-12 sensorsSPAWAR ill h f d d SBIR Ph II 5 if i j- SPAWAR will match funds under SBIR Phase II.5 if it approves project

- Senator Feinstein set up meeting with DHS Assistant Commissioner Mark S. Borkowski and staff, and DHS is reviewing a $200K AQproposal currently

- ADM Steve Metruck USCG Comptroller is a strong AQ advocate in USCG from his San Diego Sector Commander days (2002-2003)

• Two Way Sensor Adaptor between AQ and the Air Force Network centric Collaborative• Two Way Sensor Adaptor between AQ and the Air Force Network centric Collaborative Targeting (NCCT) being written by JOVE currently under SPAWAR (Mr. John Evans) sponsorship- when completed the Air Forces Rivet Joint, JSTARS, Senior Scout, Compass Call, Navy P-3s, and Navy E2c sensor sources will be

available to AQ worldwide

Page-19

available to AQ worldwide- AQ and L-3Com (NCCT Prime) to submit proposal to Mr. Walter ward NCCT PM for demonstration of AQ and Air Force sensor sources

Conclusions and RecommendationsConclusions:

– AQ produces very accurate ship tracks in real time and has ~ 8 times as many tracks as current Fleet capabilitytracks as current Fleet capability

– AQ has successfully added a UAS surrogate platform in near real time with EO, IR, and SAR sensor inputs

– AQ can vector a UAS sensor platform to Fly on Top of weak contacts (“sniffs”) f id i t f ti l d id iti l ifi ti AQ ithfrom a wide variety of national sensors and provide positive classification. AQ with UAS sensors has ~ 18 times as many contacts as current Fleet Capability

– AQ can detect, track, and classify EMCON Silent (“dark”) contacts for a wide variety of surface ship (and ASW) threats worldwide

– AQ has the potential of providing Wide Area, Persistent Surveillance (WAPS) to Battle Groups or areas of strategic interest worldwide

Recommendation: Fund the SPAWAR SBIR Phase II.5 Proposal toi t d d th tiinput radar and other active sensors

– add ALL BG, land based and UAS radar/EO/IR to AQ as near real time inputs. Add acoustic line of bearing inputs to AQ’s DFP

– add Air Force radar/active sensor data (e.g., JSTARS, Rivet Joint, etc.) via NCCT

Navy’s Independent Assessments of AquaQuIPS Performance in Trident Warrior Exercises

• Trident Warrior 08: MUA received by AQ signed by VADM Starling“All, we received the signed MUA....Intel and IO set the bar for MUA recommendations...BASES, AQUIPS, SEAMIST SEI and HITS topped the list Both BASES and AQUIPS/SEAMIST have been recommendedSEAMIST, SEI and HITS topped the list. Both BASES and AQUIPS/SEAMIST have been recommended for fielding, within POR, and HITS is already wide-spread across the country. Great job to all, and truly appreciate everyone's efforts to put INTEL/IO at the top of the pile. It was a pleasure working with you all, and somewhat miss the experimentation world. “ Dave Ayers COMNAVWARCOM

• Trident Warrior 09: Trident Warrior 09 Assessment Report• Trident Warrior 09: Trident Warrior 09 Assessment Report“Assessment Question: Does AQ/SM improve performance of sensor fusion and management of fusion products?Assessment Answer Yes. AQ provides a dramatic increase in situational awareness and clarity for

t h t d h d ith i t i i iti i t AQ h d t t l h ldi ti f thwatchstanders charged with maintaining a maritime picture. AQ had a total holding time for the non-cooperative contact of nearly 100 % during bright periods, while all three operational COPS used had a ZERO % holding time. The difference is attributed (by the SME) to AQ’s Global ELINT Tracker (GET), and AQ’s data fusion engine that fused AQ’s ELINT tracks with AQ’s Maritime Awareness Global network (MAGnet) tracks when they were available. On all four days, a comparison was made between the ship ( ) y y p pcount over the same geographic area of an AQ produced COP (QCOP) vs. the operational GCCS produced COP. Typically, the QCOP had 1100 non-ELINT ship tracks and 1300 ELINT only tracks, on the average, compared to only 220 operational COP tracks and therefore there were approximately 5 times more AQ tracks with ship names and/or MMSI numbers than Blue COP tracks, a dramatic increase in situational awareness and clarity ”
