The 2nd ASEAN Citation Index (ACI) Meeting for Steering Committee October 27th, 2014

Results of the Discussion on ACI further actions and Implementations
1. ACI Steering Committee 1.1 The meeting acknowledged the 7 ASEAN member countries’ nomination of their representatives to serve as the ACI Steering Committee members. The meeting also took note that Indonesia and the Philippines have changed their representatives to serve as members of the ACI Steering Committee.
1.2 As for the change of country’s representatives to serve as the ACI Steering Committee members, the official letter from each country informing of this matter is requested to send to the Office of the Higher Education Commission, Thailand as the host country of the ACI Secretariat for further reference.

2. ACI journal submission workflow
The meeting agreed on the ACI journal submission workflow as proposed by the TCI. For the countries namely Thailand, Indonesia and Malaysia that have already established their National Citation Index centers, they will select and review their journals, then send them to the ACI Secretariat for inputting into the ACI database system. For countries that have not yet established their NCI, the ACI Secretariat will take the evaluation process. The workflow appears as Annex 1.
3. The 1st batch for Thai journals in the ACI The meeting approved the 41 Thai journals as proposed by the TCI to be included in the ACI database. List of the 41 journals appears as Annex 2.
4. List of local journals by all ASEAN member countries with some analyses of the listed journals (pre-‐evaluation) The meeting agreed that each country will collect a list of existing local academic journals and categorize them into 3 groups−Poor, Fair, Good. Such list will be presented in the next ACI Committee Meeting.
5. Vision of ACI (aiming at solving common challenges and leverage of ASEAN uniqueness) Regarding Mr. Inn Beng Lee’s presentation on ‘Expectations of ACI: Is Going Global Necessary?’ (appears as Annex 3), the vision of ACI was proposed whether the ACI will be an abstract and index (A&I) database that index ASEAN region best journals or a renowned regional citation database, a showcase of ASEAN research.
The meeting discussed extensively about this issue as follows: 5.1 The uniqueness of ASEAN research areas should be considered in order to contribute to the showcase of ASEAN research. This can be done by using the ASEAN research strength areas identified at the 1st Conference on Pioneering ASEAN Higher Education Research Cluster hosted by Thailand in November 2010. Those strength areas could be further searched through the existing international database for identifying outstanding researchers, focused research areas and research collaboration. (This will be undertaken by the TCI.)

5.2 The meeting also discussed the possibility of publishing the ASEAN research niche areas in the ASEAN Journal on Science and Technology for Development which has been established for more than 20 years?.
5.3 There were some concerns arisen from the meeting regarding the gap of research development among ASEAN member countries. The meeting agreed that ACI should have paralleled approaches, one to pursue excellence, the other to improve the quality of research.
5.4 In order to promote the ACI visibility on a global level, the meeting suggested that the top researchers should be convinced to publish their breakthrough findings in journals indexed in the ACI. This can be done on the national level by giving recognitions to those researchers.
6. Country investment for sustaining the ACI (dependent on number of indexed journals) 6.1 The meeting acknowledged that the Office of the Higher Education Commission, Thailand has provided 3-‐year financial support for establishing the ACI amounting to 200,000 USD (from year 2011 -‐ 2015). After the end of OHEC funding in 2015?, ACI should seek for some source of funding from its’ member countries so as to secure the sustained implementation.
6.2 For the ACI sustainability, A financial-‐support scale depended on a number of journals indexed in the ACI was proposed by the TCI (appears as Annex 4). For example, if any member countries have 0-‐25 journal titles indexed in the ACI, they have to provide financial support amounting to 2,500 USD per year. The meeting widely discussed and agreed on the proposed scale which will be adopted after the next 1-‐2 years.
7. Implementation plans for promoting ACI visibilities (national database, local workshops, ACI as part of higher education institutions) In order to raise the profile of ACI among ASEAN member countries, the meeting considered that a number of actions/activities should be carried out such as creating the national citation database, organizing local workshops, and promoting ACI as part of Higher Education graduation and accreditation systems.

8. Collaboration with other databases The meeting also considered the possibility to collaborate with the existing national/international databases such as KCI, Chinese, Taiwanese, Scopus, etc. However, the meeting viewed that ACI has just launched in the early stage of which contains only 41 journals, such further action will be done for the time being.
9. The 3rd ACI Meeting for Steering Committee
The meeting agreed that the 3rd ACI Meeting for Steering Committee will be hosted by Thailand tentatively on 30 April 2015 in Bangkok.

Institute of Scientific and Technical Information of China (ISTIC) establish the Chinese Scientific and Technical Papers and Citations Database in 1988 – Indexed close to 2,000 Journals – Included about 30 millions articles, conference proceedings and books – First report ranking China Institutions research output and Journal performance in 1990
National Institute of Informatics (NII) started to construct in 1995,
completed in 2000, known as Citation Information by NII (CINII), pronounced like "sigh-knee” – CINII incorporates 15 million articles from over 1,000 Journals
In March 2001, Korean Academy of Medical Sciences (KAMS), initiated the
Korean Medical Citation Index (KoMCI), launched in March 2003. National Research Foundation of Korea, launched Korean Citation Index (KCI) in 2008 – KoMCI indexed over 400 Medical and Health Science journals – KCI indexed 2,128 Korean Science, Engineering, Humanities and Social Science

– Gain wider recognition of these journals at national level. But…

Have they help in gaining enough mind share among global researchers looking for journals to submit their manuscript?
Have they become first choice for researchers in their own country to submit the best manuscript to?
