But some residents say the publici- ty surrounding the increase is blown out of proportion and might be harm- ful to the town’s image as a quiet country haven. Property-related crime increased by 65% in January this year com- pared to January last year. This cate- gory includes burglaries, theft of mo- tor vehicles, theft out of motor vehi- cles and stock theft. Arson and malicious damage to property went up by 34%, while gen- eral theft, fraud and shoplifting in- creased by 9%. Drug-related crime, drunken driv- ing and selling liquor without a li- cence increased by 60%. However, Captain Gustav Tam- boer, station commander of the Ge- nadendal/Greyton police, points out that there was a 22% decrease in con- tact crime like murder, rape, as- saults and robberies in January com- pared to January last year. “The problem in Greyton is house- breaking and theft,” Tamboer says. According to him, laptops, cell- phones, i-Pods and jewellery are the most common items stolen. He at- tributes these crimes to drug and al- cohol abuse, unemployment and pov- erty. In an effort to curb the crime prob- lem, a neighbourhood watch was es- tablished in November last year, and security companies came on board. According to Tamboer, this proved fruitful. “Community participation is most important. Due to informa- tion from the community, we have been able to make several arrests, as well as confiscate some of the stolen property. The high visibility of po- lice vehicles in Greyton is another deterrent.” Tamboer says the success rate of apprehending suspects increased from 50% to 70% since January. The problem of break-ins received prominent attention in a recent re- port in a Cape Town-based daily newspaper, and some residents feel the publicity has been out of propor- tion to the problem. A resident whose house was bur- gled earlier this year says she still thinks Greyton is a wonderful place and that the prevalence of crime has been blown out of proportion. “One expects a small town to become im- mune to petty theft, but it is an unre- alistic expectation because crime happens all over.” Jenny Duncan, chairperson of the Greyton Tourism Bureau, says that Greyton has sadly become the focus of what is actually happening in all towns along the coast. “It is a tragedy that people are be- ginning to associate Greyton with crime; it is going to have a negative impact on us.” She admits that they have crime in Greyton, but believes there has been an under reporting of crime in the past. “We have a new police captain and we are supporting him fully. What we are doing is encouraging all of our self-catering establishments to have burglar bars and alarms put in, just as an extra precaution, as you would, living in the city.” Mary Faure, owner of Francolin Guest Cottage in Greyton, says that she doesn’t believe it is a spike, but rather a long-term trend. “It’s proba- bly spurred on by tik users. I don’t live in Greyton, but the petty and op- portunistic thieving has certainly become worse.” She says guests at their cottage im- agine that life in the village is safe and secure and tend to leave doors standing open, or unlocked. “The temptation is huge. It seems to me that as people become more vigilant and keep doors secured, the pilferers and tik and alcohol addicts become more desperate and reckless when they try to gain entry into homes.” She doesn’t think that tourism in Greyton will be affected. “The village crime is nowhere near the level of vi- olence and danger of city crime. And it is such a stunning village.” Alan Armstrong, chairperson of the Greyton Neighbourhood Watch, says the crime in the area is “pretty much” the same as in the crime spike in Napier and Bredasdorp. “There is a big problem in the Western Cape and it seems to have started in the urban areas and moved to the rural areas. Poor communities around the country villages have formed little crime syndicates.” He says country communities are not used to security systems, but a number of residents have upgraded their security systems to make them- selves less vulnerable. Tamboer says the community’s ef- forts are starting to pay off. “It is clear to me that the community is coming to the fore by reporting criminal ac- tivities in our area and therefore I must salute you. “More and more stolen goods are being recovered due to valuable in- formation from you as the communi- ty. More and more information re- garding illegal liquor and drug out- lets suddenly arises. Work to start on first wind farmANNETTE THERON

Construction of the first wind farm inthe Overberg will start next month.

The Dassieklip wind farm, situated onKlipheuvel farm just outside Caledon,will comprisea27megawatt facility,withnine three-megawatt turbines.

Three more proposals are known to beon the table for the Overberg area:

. The Langhoogte project – proposedfor Bot River –will consist of 45wind tur-bines with a hub height of between 80 mand 110 m;

. Caledon Wind will see 31 turbinesplaced over three farms, says DionWilmans, project originator of Caledon

Wind.Hesays therehasbeenadelaywiththe Department of Energy, which is run-ning the bid around submissions, andCaledon Wind will submit their projecton 19 August this year.

. Biotherm is planning a wind farmwith six turbines that will be known asthe Dassiefontein wind farm.See pages 6 and 7 for letters.

Four wind farms are proposed for the Theewaterskloof area, with construction set to commence in March at Dassieklip.

Will theChevrolet Trailblazer live up to itsname?

What’s in a name?Well, when it comes to off-road capable vehicles a lot it would seem. TakeToyota’s Land Cruiser, Land Rover’s Discov-ery andNissan’s Pathfinder – all evoke a senseof freedomtoexplore the landscapeatwill.AndChevrolet’s new Trailblazer has arguably themost evocativenameof themall; butwill it liveup to its name?On paper the newTrailblazer certainly ticks

all the boxes. The 2.8 litreDuramaxDiesel LTZ4x4 with 5-speed manual transmission I testedis a muscular-looking, well-built vehicle withmulti-link, independent coil spring suspen-sion; a lofty ground clearance of 231 mm;132 kWpowerand440Nmoftorque;goodanglesof approach and departure; traction control;ABSandaplethoraofothersafetyandcreaturecomforts to take you around town or off-roadin great style and comfort.I took the Trailblazer on an 800 km route *

I knowwell as I wanted to see how it comparedto previous experiences with other vehicles.The journey took in amixture of tar and gravel(30/70) as well as a couple of reasonably chal-lenging dirt track passes and a 20 km grade 2.5(average grading), 4x4 track on the farm Esel-jacht outside Sutherland.So what were my initial impressions? Be-

sides the instrument dials being a tad small formy liking, I found the ergonomics of the cabinsound and the vehicle’s overall performanceon tar more than adequate.But therewere twochallenges forme: second

and fifth gear. To my mind there’s too large agapbetweenfirstandsecondgearonthismodelwhich means you really need to get quite a bitof speed up in first in order for second gear topull comfortably. And I experienced the samebetween fouth and fifth gearwhere I found you

need to be going at least 120 km/h before thecar will pull reasonably in fifth gear. Poweredby a strong turbo, intercooled diesel engine,this didn’t make sense to me. It wasn’t asthoughwewere towing a trailer or overloaded,but perhaps the vehicle’s 2,750 kg mass meansyou need to drive it harder through the gearsthan I’m used to.Out of Montagu we took the dirt track to

Touws River via Ouberg Pass and the Bloutor-ingroad.Onflatstretchesofgravelandthroughmud and water-filled drifts the Trailblazer feltplanted and very capable. But when we wentabove80km/handexperiencedanyseriousun-dulations, such as a row of shallow potholesordeep corrugations, thebackwanted tobreakout to the right and I had to slow down to keep

the vehicle in a straightline.My first thought was

that the back right shockmight have gone and al-thoughHi-Q inHermanusfound it to be in orderwhen I got back, thesetests are, by their own ad-mission, not alwaysdefin-itive. They did, however,find some sideways playon some of the link armswhichmade them suspectsome of the bushes mayneed replacing.On speaking to Rob

Deas of GM’s engineeringdepartment he expressedsurprise saying:“Throughout the entirelaunch process we had nonegative comments re-garding this sort of prob-lem, but we’ll ensure thevehicle is looked over andget back to you on our

findings.”**Topping up the Trailblazer with petrol in

Touws River, I was pleased to see that I waspretty much achieving the claimed “extra-ur-ban” fuel consumption figures as we were us-ing just under 9 litre per 100 km on the openroad. I also decided to decrease the tyre pres-sures a bit and reduced the front tyres to 2.1bars and the back to 2.3 bars, just to see if thiswould diminish the back end’s skittishness alittle. Although it did help a bit, the problemon the well-travelled Ceres to Calvinia R355,with its numerous significantly corrugatedpatches, didn’t disappear altogether. ***Once we were onto the smoother, less-trav-

elled dirt tracks of the Tankwa, the superbeight-speaker sound system belting out a col-

lection of the latestGrammyAwardnominees,the Trailblazer seemed quite happy, as werewe. When we reached the second major passof the day, also called Ouberg, I was keen tosee how the vehicle handled the varied surfac-es, and in places, the 25 degree gradients. I se-lected hi-range four-wheel drive at the bottomof the pass and all went well until we hit someof the steeper slopes. I expected the vehicle topull upmost of these hills in second gear quiteeasily, but there were a number of places wehad to gear down to first and I decided that low-range would be a more comfortable option. Itcertainlydid the trickandwewereable to com-plete this magnificent pass with ease. As if tosalute our successful passage, a petite klip-springercrossed theroadaheadandthenposedfor us before bounding down a near-verticalslope.Our destination, the farm Eseljacht (21 km

north-east of Sutherland) allowed us to reallytest the Trailblazer’s off-road prowess. The20 km track which snakes through endemicdolerite boulder koppies across some shallowrivers andupsomeserious rocky slopes, testedmy 4x4 driving skills. In low-range, the Trail-blazer certainly lived up to its name and trans-ported myself and my three passengers overthis challenging 4x4 route safely, and in com-fort.So will the Trailblazer’s name become re-

vered in South Africa? Only time will tell.) *To retest some ofmy initial impressions,

I took the Trailblazer on another 1000 km jour-ney this time with a trailer over a ratio of tarto gravel of 90/10.

) ** & *** The vehicle was apparentlylooked over by a dealer, but my experience oftheback-end’s skittishness onpothole/heavilycorrugated surfaces only improved marginal-ly.Yet, after beingadvised to let the tyres downeven further, to 1.2 bars in front and 1.5 barsin theback, thehandlingwas considerablybet-ter on these sorts of surfaces.

Cynthia Andries of Bot River saysguns should not be permitted inhomes. “It is dangerous having aweapon with children around. Theymight think it is a toy and it shouldbe kept in a safe, which many peo-ple don’t have.”

My word! But what does it REALLY mean?Wordworkerscaredeeplyabout themeaningand impact of words. A wrong word at thewrong time can have serious, even deadlyconsequences, as we all know. Wise womendo not comment on their partners’ variousabilities, just as sensible men do not reactcoolly to a new frock, hairdo or perfume.

The legal industry also works with words,but clearly its practitioners go about theirbusiness quite differently to us professionalwordsmiths. A criminal trial begins withthese words: “My client pleads not guilty”,usually pronounced in ringing tones andwith at least the appearance of utter convic-tion by a counsellor.

What if your client has already confesseda heinous crime to the police? No problem:as long as he or she had not been “read theirrights”, you were in business.

If you’ve ever watched a trial or been in-volved in one, you will know that what law-yers do with and to words is something quitedifferent to what the rest of us do. I waspresent at one of the very first hearings of

the Truth and Reconciliation Committee(TRC), in which former security operativeswere quizzed on their actions. One of them,troubled about having to make a full disclo-sure of his actions, had retained a top SC tospeak for him.

This silk had not been clearly briefed, andwhenaskedtospeakforhisclient,beganwitha ringing declaration of his client’s utter in-nocence.

He was gently informed that his client’sguilt or otherwise was irrelevant and that thelatter would be rewarded for being truthful,rather than being punished for it.

This idea was clearly so shockingly novelthat this normally voluble SC was renderedspeechless for at least 20 seconds, if not more.Once he’d made the mental leap, though, thehearing went like new custard.

Some of us had hoped that at least someof the lessons of the TRC would have an effecton our legal processes, but the big bucks areagain being earned by those keeping their cli-ents on the street by using the old, tested pro-

cesses. In fact, if telling thetruth is rewarded rather thanpunished (quite a solid Judaeo-Christian moral concept, inci-dentally), a large part of the le-gal industry’s business woulddisappear, which is exactly theproblem.

In those heady first years (itwas the best of times, &c ...),word workers were even pro-mised that legislation and liti-gation would use plain lan-guage. Wonderful! Poets andnovelists know well how pow-erful, meaningful concepts canbe expressed in simple, honestlanguage.

The hopeful tribe of scribes soon discov-ered, though, that turgid laws, ambiguouscontracts and impenetrable court languagewere the butter on the daily bread of manypowerful legal interests, so theirhopesofpar-ticipating in a process of making facts and

ideas more accessible to the many were soondashed. Ironically enough, the presently ad-vantaged members of the legal business em-braced legal fogginess with gusto, once theysaw what it was worth in the bank.– [email protected]

‘Winds of change’ will be bigger than stated‘Winds of change’ will be bigger than statedIn response to the article on 12 February “Wor-rying winds of change” about the environmen-tal assessment of a proposed 45 turbine windfarm spread over 3 783 hectares of countrysideeast of Bot River, the major worry should bethe large number of people who failed to turnup and see what might soon be a familiar sightin the Overberg.

In plain view of about 800 drivers every hourtravelling along the N2, some of the turbinesthat stand over 30 storeys high, with a bladediameter of 120 metres, will only be 350 metresfrom the R43 scenic road.

The statement from the developer that thevisual impact on Bot River is “low”, with thegreatest impact being from the R43 from Vil-liersdorp, does not reflect the specialist’s con-clusions that views to the east and northeastfrom Bot River will be intruded upon by theturbines.

This intrusion and the alteration of visualquality, character and sense of place cause amedium impact.

The impact at night from the flashing redlights on the turbines is also a medium impact.These two impacts cannot be considered “low”– they can and should influence the decisionon environmental authorisation.

The developer also implied that collisionrisks for birds and bats were insignificant; heomitted to say that the specialist study was in-complete and grossly underrated the potentialrisks to Blue Cranes and Denham Bustards.

The statement that the developer will “stayaway from areas where bats live and feed” dis-torts therealityshownbythespecialist’smaps,wheresometurbinesarewithinmetresoftheseareas.

To then suggest that the turbine blade design

has been in some way changed to prevent batsbeing killed is totally unrealistic.

The developer should know very well thatwind speed at turbine hub height is seldom thesame as at ground level. It often happens thatthereisenoughwindspeedtodrivetheturbine,but not enough where local farm residents liveto mask the turbine noise.

The minimum distance of 400 metres be-tween residential dwellings and the nearestturbineshasbeenestablishedbythedeveloper,contrary to the best international precautio-nary practice, and prior to the actual turbinesize and model being decided.

There is enough evidence to suggest thatsome people, under various operational andweather conditions, may develop significantsymptoms of sleep deprivation or worse medi-cal effects, caused by turbine noise pollutionthat the developer claims is zero.

Comments attributed to Mr J Reinecke ofStellenbosch University have already been re-vised in theGazette of 19 February, but are stilldisputed. In essence: The current Round 2 costof wind energy of 89c/unit is much more expen-sive when compared with the average cost ofelectricity from all sources now.

There will be no clean new-built coal untilthe new power station has been completed.

The “incredibly strict criteria” claimed tohave been used for this development are exag-gerated.

What about the important buffer zones alongthe R43 and N2 roads that were ignored?

Not only is the recycling of turbine blade ma-terials problematic at the moment, but whatabout the special magnetic alloys, the produc-tion of which causes such toxicity problems?

turbines is higher than any industrial com-plexand increases radicallywith the increasein the speed of the blades.4. Carbon emissions are reduced, but this

is offset by the fact that coal or nuclear sta-tions still have to be on stand-by in case windspeed drops.5. Money is generated by selling “carbon

credits” to organisations which are deemedby the authorities to be producing high per-centage carbon dioxide, ozone andnitrous ox-ides. Theauthorities order the factory to limitthe emissions by buying these carbon creditsfrom the wind farms and they then just carryon as per normal in polluting the atmospherewhich is just another scam to capitalise onmaking money with the excuse that we aregoing to create cleaner air.6. British Prime Minister David Cameron

has stated that wind farms developed in theEnglish countryside have been “over-subsi-dised and are a complete waste of publicmon-ey”.7. California’s big three wind energy crea-

tions, Altamont Pass, Tehachapin and SanGorgonia, considered the best wind sites inthe world, are now littered with 14 000 tur-bines which have been abandoned and arespinning post industrial junk which gener-atesnothingbutmassivebirdkills. InHawaii,the 27-year-oldKamaoawind farmhas 100 tur-bines standing and rusting as they proved tobe an economic failure.Currently, there are 6 000 applications in

theWesternandEasternCape forwind farms.Imagine the destruction of the visual impactof this beautiful countryside with thousandsof these monstrous towers being erected.Apart from the devastation of birds and bats,there is the damage to the environment andfarming land to accommodate access roads togenerators and power lines to link with theexisting network.We, in the Overberg, are an international

birding paradise and also home to our nation-al Blue Crane. A wind farm at Dassiesklipnear Caledon has already been approved inprinciple by the authorities and the TWKMu-nicipality. This is only the beginning! To pre-serve our environment which relies heavilyon tourism, we need to unite and oppose theimpending terror of these wind farms whichare just another form of “money spinners”benefiting nobody but the financial investorswho are misleading the public under the ban-ner that they are concerned in the control ofcarbon emissions. In reality, the picture isdire – the investors are motivated by large fi-nancial rewards as has happened worldwide.They have grown rich in subsidies for thisform of renewable energy at a tragic cost tothe thousands who stand to gain nothing, ex-cept for the destruction of themagnificent en-vironment in which they have chosen to live.We should take note of the failure of this

form of renewable energy which has takenplace in other parts of the world and realisethat development of wind farms is not an op-tion.

can now sell the property at ahigher price than previously.Generally speaking, the personwhoerectedabuildingonthelandof another with such other per-son’s consent is entitled to claimeither the actual amount spent onthe building or the amount bywhich the value of the landown-er’s property has been enhanced.To avoid problems at a later

stage, thelandownermayregisterthe right of use of the person whoerected the dwelling. This regis-tration takes place at the Regis-trar ofDeeds. Thismeans that theoccupier is protected in his use ofthe building in the event of thelandlordselling thepropertyor intheeventofanotherperson inher-iting the property. Bear in mind,though, that this right of use ex-tends only to the occupier duringhisorherlifetime.Whentheoccu-pier dies, he may not bequeaththis right to a third party. MECofEducationDonaldGrantap-plauded the achievements of schoolsthat have produced excellent resultsand improvements in their grade 3, 6and 9 language and mathematics sys-temic tests in 2012, at De Hoop Prima-ry on Tuesday 19 February.He said this year’s testing was par-

ticularly valuable to them as the de-partment is now in a position to com-pareandcontrast the2012resultswiththose of the previous year. “This hasallowed the WCED to determine if itsstrategies in literacy and numeracyare yielding positive results.”Grant congratulated the schools in

the category of excellence for theirperformance in these tests. “Ifwe con-sider the extensive expertise and ex-perience in system level evaluation –and assessment the CEA offers andthat these tests instruments are inlinewith international systemic eval-uations, results such as the one’sachieved by schools in this category– are most noteworthy.”Eddie Labuschagne, principal of

Sport academy aims highAcoachingworkshopwaspresent-ed at the Caledon Casino Hotel &Spa on Wednesday afternoon (20February). “This is a brand-newinitiative and what makes it evenmore exciting is that we arelaunching it here today under theSuncares Sport Academy umbrel-la,” said Rudi Coetzee, projectmanager at the resort.
