SURESH GOLANI Mumbai At a time when the govern- ment speaks of encourag- ing more tribals to educate their children and render fi- nancial assistance to them, the Mira Bhayandar Munic- ipal Corporation (MBMC) has been apathetic towards this endeavour. In a shocking revelation, hundreds of poor students belonging to the tribal com- munity in the twin-city, have remained deprived of scholarships since the past six years. To mark the state completing 50 years of es- tablishment, the state gov- ernment floated the ''Golden Jubilee Pre-Matric Scholar- ship'' in 2010. As per the funding pattern of the am- bitious programme, tribal students from class I to X whose parents’ income is below Rs 1.08 lakh per an- num, were entitled to get a scholarship of Rs 1,000 per month. Application forms of the pre-matric scholar- ship beneficiaries were to be submitted online by principals of educational institutions to the respec- tive project officers of the tribal welfare wing. However, for the past six years not even a single stu- dent from this region has been able to avail the schol- arship. Blaming the MBMC for its insensitive attitude which had been depriving the poor students of their much-needed scholarships, Balaram Bhoir of Shramjivi Sanghathan has demanded reimbursement of entire six-year-old dues from the civic administration. A charge vehemently denied by the education depart- ment. To procure scholar- ship, duly filled forms along with requisite documents in support of the claims have to be submitted. How- ever, in almost all cases mandatory certificates were missing due to which forms could not be loaded on the official website," claims ed- ucation officer Suresh Deshmukh. Around 619 stu- dents from various tribal hamlets including Mascha- pada, Versova, Chena, Dachkulpada, Bhablicha Ghat, Mahajan Wadi, Kaju- pada, Ghodbunder and Kashimira are enrolled with the MBMC-run schools. Mumbai Taking a dig at BJP for its alliance with the PDP in Jammu and Kashmir, Shiv Sena on Saturday said the ruling party has joined hands with "those responsi- ble for the ouster of Hindu Pandits from the Valley". "It is surprising that those (BJP) who were playing the politics of showing concern towards Hindu Pandits (in J&K) are today in power in the state by joining hands with those who played an important role in the ouster of pandits from the Valley," Sena said in an editorial in party mouthpiece 'Saa- mana'. "Yet, Hindus have no place in Jammu and Kashmir to- day and no attempts are be- ing made to change the situ- ation. It has become a crime to be a Hindu in the country and the Hindus, who are in power, are the biggest ene- mies of the community," it said. Pointing towards Home Minister Rajnath Singh's re- marks that revenge would be taken for the terrorist at- tack at the Indian Airforce base in Pathankot, the Sena said that "the day will never come and likewise, nobody will raise a voice to protect Hindus". It further said terrorist or- ganisations like ISIS and Al- Qaeda are indulging in vio- lence in the name of Islam and threatening Hindus re- siding in India, yet, there is no one in the country who has the audacity to stand up against these terror ele- ments. "The issue of Ram temple in Ayodhya has qui- etly been kept on the back burner and there are self- proclaimed Hindutva lead- ers who make on and off pro-Hindutva statements. But, when it comes to fight- ing terrorist outfits like ISIS, they cower down," the BJP ally said.-PTI Sena assails BJP over its ties with PDP in J-K BHAVNA UCHIL Mumbai For the past two years, 2,500 staffers of over 45 aided technical institutes in the State had been fighting for their right to full salary. The State Government has now proposed to release full salaries to these teachers and non-teaching staff. “Some officials referred the matter to the state’s fi- nance minister Sudhir Mu- gantiwar,” said Sudhir Vad- valkar, Principal, Nanded Pharmacy College. “We were invited by the Higher and Technical Education department to discuss the matter,” he added. Vadvalkar was one among five aided college principals who had come to meet Vin- od Tawde, Minister for Higher and Technical Edu- cation on Monday. “The is- sue is now resolved. The de- partment has agreed to pay us our full salaries by of- fline mode upto March 31 and thereafter from April 1 by online mode, which it had refused to do till March this year,” Vadvalkar said. “The pending salary will also be paid to us, along with the salary hike revi- sions that were pending,” he added. The Free Press Journal had reported that a lecturer of an aided pharmacy college in Nanded had gone on a one-day hunger strike (April 2, 2016; Unpaid for eight months, lec- turer goes ‘hun- gry’) This paper had also reported the incident where 40 principals of these institutes from all over Ma- harashtra, who had come to the Directorate of Techni- cal Education office in the city to press for their full salaries, were left waiting hours, but to no avail. The government has also agreed to enhance the grants given for operational expenses of these institutes to the tune of 5% of salary expenses of the preceding year of the implementation of 6th pay commission. As per a government reso- lution of May 18, 1978, grants will be reimbursed to the extent of 90% of budget estimates of an in- stitute. But the directorate of Technical Education (DTE) used to reimburse 90% of actual expenses, not taking into account expens- es such as medical expens- es, leave encashment, etc. The institutes were de- manding to be reimbursed as per budget estimates which always includes these expenses and are higher than actual expens- es. Subhash Mahajan, Direc- tor, DTE who was present at the meeting chaired by Edu- cation Minister Vinod Tawde said that an oral consent has been given to disburse full salary and re- solve other grievances. The matter has to go through a procedure and a government resolu- tion can be expected by the end of the month, he added. P A Naik, Joint Director, DTE, Dr. Kiran Patil, Deputy Secretary, Techni- cal Education were also present at the meeting. From April 2015 the staff of aided technical institutes in the state had started get- ting salary through the on- line mode under the govern- ment’s Sevaarth system of online salary payments. Till April 2015, when the DTE paid these institutes a lump sum amount in manu- al mode on a quarterly ba- sis, any differences in salary disbursements were adjusted in the next quarter. But since the online system began last year, such dis- crepancies could not be ad- justed. The DTE also misinter- preted a government resolu- tion of 1978 and said that it is liable to give only 90% of staff salaries. Earlier salaries were paid to the ex- tent of 100%. To recover the excess 10% salary it had paid to staff over the years, the DTE withheld their salaries. Due to this, their salary had been pending for the past five to eight months. In the melee, the daughter-in-law also got se- vere injuries on her hand and back as she tried to in- tervene and rescue her mother-in-law. While the wife died on the spot, the daughter-in-law is recuper- ating in a hospital and the cops have taken the accused in the custody. On Thursday evening, at around 9:30 pm, Ranjana Sawant, 42, reached home late from her scheduled time after attending a func- tion organized in her locali- ty. Rajesh Sawant, 48, who works as a driver, reached home in the meantime and had washed his clothes and was about to go off to bed when he requested his wife to clean the floor. This is when their argument start- ed and he assaulted her ver- bally. Then, in a fit of rage, he went to the kitchen, armed himself with a kitchen knife and assaulted her brutally, killing her on the spot. While this ruckus was going on, their daugh- ter-in-law, Aruna Sawant, intervened and tried to save her mother-in-law, but was also assaulted brutally. Ac- cording to sources, there was also an ongoing divorce dispute among the couple which could have been the reason behind this murder. Husband knives wife to death; injures kin VISHAL RAJEMAHADIK Palghar Villagers of Kurje in Pal- ghar spent the whole of Fri- day in terror and panic after they discovered a half-eaten carcass of a two-week old calf which had been hunted down by a leopard. Accord- ing to villagers, this could be the same leopard which had devoured around 52 hens a couple of months ago and has returned again to this village for hunting purpose. While, since the leopard falls into a protected-animal category, the forest officials have completed the adminis- trative process to procure an iron cage and are to soon re- ceive it. Only after that, the process of caging of the car- nivore would commence. Villagers also say that the new-born calf would have been left alone by the mother cow when it went for grazing and the carnivore could have attacked sighting this opportunity. The half eaten carcass of the calf was found a few meters away from the spot where it was left. Leopard revisits Palghar village Railway security women cutting a huge cake on the occasion of 163rd anniversary of the Indian Railway at Thane station in Mumbai on Saturday. Kolhapur (Maharashtra) The police charged seven people, including five priests of Shri Mahalaxmi Temple here for assaulting Bhumata Ranragini Brigade Presi- dent Trupti Desai at the tem- ple complex on April 13, an official said here on Satur- day. The accused five priests are Kedar Muneshwar, Shreesh Muneshwar, Mayur Muneshwar, Chaitanya Ashtekar and Nikhil Shan- bag; all working at the tem- ple. Besides, two local Nation- alist Congress Party ac- tivists Kisan Kalyankar and Jaykumar Shinde and their unidentified supporters have also been named in the FIR lodged by Junarajwada Police Station here. The incident happened on the evening of last Wednes- day, April 13, when Desai and her supporters arrived at the temple attempting to enter the sanctum sancto- rum where women devotees are banned. "The accused and their supporters will- fully and illegally attempted to stop them, pushed them around, sprayed turmeric, kumkum powder and ink on them, posing a physical threat to them," an official said. The accused are also charged with attempts to prevent the police from do- ing their duty and roughing up the police personnel at the temple premises, a re- port of which has been sent to the local court. Shortly after the incident, an in- jured Desai was shifted to a hospital and remained in ICU for over two days before being discharged on Friday. Later, the temple priests denied they assaulted Desai and claimed that they were trying to reason with her on the temple traditions and dress code which she and supporters had allegedly vi- olated. On its part, the Bhu- mata Ranragini Brigade (BRB) said the temple priests' actions were viola- tive of the Bombay High Court order of April 1, which ruled that under the Maharashtra Hindu Place of Worship (Entry Authori- sation) Act, 1956, women could not be barred from any place of worship. Following the order, on April 8, the Shani Shingna- pur Temple Trust, Ahmed- nagar, in a historical move, threw open the temple for women devotees where they were banned since over four centuries. The BRB is con- tinuing its campaign for women's entry to the Shree Mahalaxmi Temple in Kol- hapur and the Trimbakesh- war Temple in Nashik.- IANS 5 Maharashtra priests booked for attack on woman activist STAFF REPORTER Mumbai A 67 year old woman was found drowned at the Gir- gaum Chowpatty beach on Friday evening. She had left from her house saying she was go- ing to a temple. Police sources said that the woman, Hansa Gaglani was staying with her fami- ly at Gamdevi and had re- cently undergone an eye operation. After her recovery, she said she wanted to go to a temple and then missing after that. Her body was later found in the water at the beach area and the po- lice was informed about this. sources said that thewoman, Hansa Gaglaniwas staying with her fami-ly at Gamdevi and had re-cently undergone an eyeoperation.After her recovery, she

said she wanted to go to atemple and then missingafter that. Her body was

later found in the water atthe beach area and the po-lice was informed aboutthis.A senior officer from

Malabar Hill Police Sta-tion said that this is a caseof drowning and they aremaking further inquiriesinto the case.
