The design of the learning materials in this unit is based on the relevant articles in Chapter III: Fundamental Rights and Duties of the Residents of the Basic Law. Theme 2 Unit (2) I Love Travelling

This unit uses the search of good travelling places to enable students to learn from the concrete examples of the freedom of religious belief, of speech, of the press and of publication; freedom of association, of assembly, of procession and of demonstration. (2) DevelopmentSuppose students are travelling to different places in the world. In groups of four, each group discusses the contents of the Travelling Information (Appendix 1) and fill in Part A of the Good Places to Go Discussion Sheet (Appendix 2):1. Which of these four countries would you choose to travel to? Why?2. In the country that you choose, what freedoms do you appreciate

most?

➢ Travelling to Hong Kong:In groups, students discuss the following questions and fill in Part B of the Good Places to Go Discussion Sheet (Appendix 2):1. Do residents in Hong Kong have these freedoms? Explain with

examples.2. Does the Basic Law state that Hong Kong residents enjoy the above

freedoms?3. If we did not have these freedoms, what changes would there be in our

lives?4. What do we need to bear in mind when we exercise these freedoms?5. The Basic Law protects our freedom of speech. What channels may

we use to express our personal opinions? (e.g. writing letters to the Government/press, responding to the Government’s consultation documents, handing in proposals, letting district councillors know our opinions, calling radio stations, joining assembly and procession.)

(3) Brief Summary➢ The Basic Law protects Hong Kong residents so that they can have the

freedom of speech, of press, of publication, and of communication; the freedom of association, of assembly, of procession and of demonstration, and the right and freedom to form and join trade unions, and to strike.

➢ Hong Kong residents not only enjoy freedoms and rights, but should also respect other people’s freedoms and be aware of the impacts of their behaviours on others.

Tips for Teachers:1. Teachers may on their own or ask students to collect news articles before the lessons about the

freedom of speech, of the press, of assembly, of procession, and the freedom to form and join trade unions.

2. During the discussion, encourage students to express their personal opinions and explain their views.

3. Ask each group to choose a leader to record the results and report back to the class.4. It is good for teachers to introduce examples in today’s Hong Kong to explain what freedoms Hong

Kong residents may enjoy.5. It is good for teachers to pinpoint that Hong Kong residents may express opinions through different

channels. For example, they may call radio stations to compliment on or complain the services of some organizations, hand in proposals to support or oppose to some policies, or join some celebration, memorial or protest activities.

6. Teachers may prepare some current news or news clips of current affairs to allow less capable students to finish by matching the part “Travelling to Hong Kong” in the discussion sheet.

Relevant Articles of the Basic Law:• Article 27

Hong Kong residents shall have freedom of speech, of the press and of publication; freedom of association, of assembly, of procession and of demonstration; and the right and freedom to form and join trade unions, and to strike.

• Article 31Hong Kong residents shall have freedom of movement within the Hong Kong Special Administrative Region and freedom of emigration to other countries and regions. They shall have freedom to travel and to enter or leave the Region. Unless restrained by law, holders of valid travel documents shall be free to leave the Region without special authorization.

• Article 32Hong Kong residents shall have freedom of conscience.

Hong Kong residents shall have freedom of religious belief and freedom to preach and to conduct and participate in religious activities in public.

Country A1. Features:✧ It is a multi-cultural society. There are fashion shows and world-class music concerts in the capital every year.✧ Branded fashion from different countries in the world is all here.✧ There is a large theme park. Artists from all over the world perform in this park.2. Things for tourists to note:✧ There are a lot of trade unions there. The unions fight for the workers’ interests and usually organize demonstrations and protests. Very often this becomes violent and blood-

shedding events. So tourists have to take care of their personal safety when going out.✧ The trade unions for the airport and railway are now discussing with the company leaders the

issue about raising salary for the staff. If the talk fails, the workers may go on strike. This will greatly affect land and air transportation. This may also affect the plans of tourist groups.

✧ The people in this country know English, but they are used to communicate with others in their local language. If tourists need to communicate with them, they may ask their tourist group leader for help.

Appendix 1Travelling Information

Country B1. Features:✧ If tourists find that the things they bought are not suitable for them, and as far as they did not use the things they bought, or there was no damage in the things, they may ask for exchange or money back with the receipt within two weeks.✧ There are a few large theme parks. In the parks are a lot of children’s favourite cartoon

characters or famous movie characters.✧ There are graffiti everywhere, from shop walls, bus stops, bridges, hill slopes to walkways.2. Things for tourists to note:✧ For national security, the nation is very strict to all non-local residents who enter the land.

In-coming tourists must do X-ray test. This may embarrass the tourists.✧ Local public order is barely acceptable, so tourists should look after their personal belongings

when going out.✧ Advanced technology is available. Most shopping malls and coffee shops have wireless

online services. Online discussion boards are active. People may express opinions freely, so tourists should judge whether the information is true or not. When going online, tourists should avoid computer virus and information leak.

Country C1. Features:✧ A free and open country. A lot of different ethnic groups live here. Each ethnic group has its own belief and culture.✧ There is a large desert in the mainland. Tourists may travel across the desert by jeeps. It is very exciting.✧ There are a lot of fish markets in the coastal city. They sell a variety of fresh seafood.2. Things for tourists to note:✧ When visiting the indigenous people and exploring their lives, tourists have to pay attention

to their customs. Unless you have their permission, do not take photos of their faces, and do not touch their children when you feel like to.

✧ Public order in some cities is barely acceptable. Tourists should look after their personal belongings when going out.

Country D1. Features:✧ They limit the number of tourists for each year. Sometimes they may stop tourists from entering. It is not easy to enter this country.✧ A country full of ancient culture. You can find historical relics everywhere.✧ There are some special cuisines in the country that you can never find in other countries.2. Things for tourists to note:✧ They believe in one religion. Everyone in the country is a religious believer. Tourists should

not bring things of other religions to this country.✧ They have a strict and close monitoring on citizens’ speech, press and publication. Tourists

should avoid bringing any newspapers, magazines or books to the country. Tourists should be careful in their speech to avoid misunderstanding that will result in custody.
