A. HHS Good News for November
1. NHS inducted 53 new members on Tuesday, November 10. Congratulations to the new and
returning members who have excelled in scholarship, character, leadership, and service.
2. The HHS drama kids donated over 200 items to the food pantry when they participated in Trick-
or-Treat So Tots Can Eat. Also, that the drama kids did a wonderful job during the fall musical, Once
Upon A Mattress, and that we had great audiences each night!

5. The Twin City Optimist Art Contest was held on Sunday, November 8th. HHS Photography Club
submitted multiple entries in the Photography category. Crystal Vogler won 3rd place for her photo titled,
"Light Behind the Mist.” Haylee Short and Crystal Vogler also won several Honorable Mention ribbons
for their photos.
6. The Missouri Options Program has had 5 students take the HiSET test this semester and all 5 have
passed with flying colors. This program will also have 4 early December graduates.
B. JUNIOR HIGH GOOD NEWS
The Junior High sports teams just finished their Fall Season and represented our school well both on and
off the field. Every team finished the 1st quarter with a very solid team GPA. We are very proud of their
accomplishments as student-athletes.

Board of Education -- Recognition of Excellence
Isiah Martin - State Track placed 5th in the 300 hurdles with a time of 40.16
Kevin Koester - State Cross Country All-State finished in 25th Place
Aaron Dugan - On November 7, 2015 Aaron Dugan became a 4x State Medalist and ended his
Hillsboro High School career as the boys most decorated Cross Country runner in school history.
Aaron placed 3rd at the 2015 State Championships at Oak Hills Golf Course in Jefferson City, (20th
in 2012, 10th in 2013, 17th in 2014). Aaron tied Savannah Brown on the Girls side (6th in 1999, 4th
in 2000, 11th in 2001, and 16th in 2002) for most all-time state finishes/places.

Congratulations to the Guardian Hawks PTO on being awarded $120,000 from the Jefferson Memorial
Community Foundation to build an all-inclusive playground at the Primary. The new playground will
feature equipment that students of all abilities and special needs can play on side by side. It will provide
Primary students with daily access to a playground.
The Guardian Hawks received notification of the award shortly after their one year anniversary. Guardian
Hawks and the Primary have been working hard to raise funds for the new playground over the last three
years and saved up $16,216.98. The Jefferson Memorial Community Foundation grant will make the new
playground a reality by July 2016! Thank you to the Executive Board of the Guardian Hawks: President,
Laura Weber; Vice-President, Theresa Barner; Secretary, Shannon Stum; Treasurer, Sarah Duncan,
Parliamentarian, Amber Stroter and members for your efforts. This is a monumental achievement for our
school community.

Statement of Issue: The mentoring component of the A+ program is currently a non credit-bearing course offered at Hillsboro High School. This is preventing some students from enrolling in the program, and others from being eligible for MSHSAA governed extra-curricular activities. Background Information: Students participating in MSHSAA governed extra-curricular activities must be enrolled in, and pass, 6 credit-bearing courses each semester. This requirement, coupled with increased graduation requirements that went into effect with the class of 2010, is making it difficult for students to include a non-credit bearing course into their schedules. Additionally, for those students who find an academic lab hour necessary to successfully complete assignments and keep up grades, there is no room to add another non-credit hour. And finally, some of our academically strongest students are reluctant to enroll in the A+ program because they wish to carry a full course load every semester. Statement of Issue:
The request before the Board is to purchase employee time clocks, software, and support.
Background Information:
The district currently uses an excel spreadsheet (paper-pencil) form of time-keeping for employees.
Rationale of Purpose and Justification for Need:
The district needs to move to an electronic form of time keeping for several reasons. In order for changes
to occur regarding employee pay periods, the district must update our time-keeping process to allow for
greater speed, accuracy, and efficiency. The Affordable Care Act (ACA) regulations requires the district to
have a very accurate measure for the employee hours worked, to ensure that individuals who are not
receiving district health care benefits, do not work more than 130 hours a month. Part-time substitute
staff will be using the time-clocks to track their time for these purposes.
The district will be purchasing twelve (12) biometric touch screen time clocks to be placed in the buildings
and departments throughout the district.

District policies must be updated regularly to remain in compliance with new laws & regulations.
Cost Analysis:
There is no cost directly associated with consideration of these policy revisions. Future financial
transactions may be affected by policy changes under consideration.
Recommendation:
No action is required at this time. The Board of Education is asked to review these proposed changes and
share any concerns with District administration. The Board of Education may take action on these
revisions at the December meeting or may delay action on certain revisions pending further discussion.

Statement of Issue:
Addition of 7th Football starting with the 2016-17 school year.
Background Information:
After the proposal in 2012-13 it was suggested that we (Hillsboro) wait until the next two year cycle by the
Board of Education for the addition of 7th grade football. The next two year cycle begins with the 2016-17
school year and the scheduling process is underway.
Rational of Purpose and Justification for Need:
Rational:
Justification: We have had several schools inform us that without 7th grade football, they will be looking
to replace us on their schedules in order to avoid losing a game for their 7th grade team’s schedules. If this
were to happen it is possible we would only have a three game schedule.
Cost Analysis:
As outlined in the proposal and submitted via attached.
Recommendation:
This report is submitted asking for the Board of Education’s approval in adding 7th grade football.
