1. City of Santa Rosa, IRWP Recycled Water Master Plan and EIR, February 2004

The IRWP Recycled Water Master Plan provides a strategy for treatment, reuse and disposal of recycled water in a reliable, practical manner that provides the best use of water resources, while protecting public health and the environment. The City's purpose for the Program is not only to dispose of recycled water, but to do so in a manner that maximizes reuse opportunities particularly where recycled water will increase the availability of potable water supplies.

2. West Yost and Associates Technical Memorandum No. 1, City of Santa Rosa Water Supply Analysis (March 21, 2002), pages 1-4

Summarization of a water supply analysis used to update the City’s water demand projects to 2020 and at buildout. Identifies water supply “gap” at City’s planned buildout. Also evaluates how the City could use groundwater in the future to assure adequate supply in emergency conditions or to augment water supply from the Sonoma County Water Agency.

While this Program does not propose to impact or benefit groundwater (there is no AB 3030 linkage), the City is participating in a cooperative study of regional groundwater resources in order to proactively develop management strategies. Please see Technical Document 7, which is the Cooperative Agreement.

Ellison, Schneider & Harris. Assessment of Scott River Water Trust Options, Siskiyou Resource Conservation District and Scott River Watershed Council, March 2004. 96 pp.

This “Phase I report” reviews the legal opportunities and hurdles associated with the lease or purchase of water for instream benefit, specifically focusing on the adjudicated water rights in the Scott River watershed. It concludes that such instream dedication is feasible, and provides advice on how to legally accomplish instream transfers through the state water rights process. It is NOT a plan, but a review of legal options specific to the Scott River’s water diversions.

This biological assessment (BA) was prepared in accordance with legal requirements set forth in Section 7 of the Endangered Species Act (ESA). The intent of the BA is to assess the effects of the Project on the following Pacific salmonids that may occur or have habitat in the Project area and that are listed under the ESA: Northern California/Southern Oregon (SONCC) coho salmon (Oncorhynchus kisutch), California Coastal (CC) Chinook salmon (O. tshawytscha), and Northern California (NC) steelhead (O. mykiss). SONCC coho salmon are also listed under the California Endangered Species Acts as “threatened”.

rates of production, transport, and discharge of detritus. To construct a sediment budget for a drainage basin, one must integrate the temporal and spatial variations of transport and storage processes. This requires: recognition and quantification of transport processes, recognition and quantification of storage elements, and identification of linkages among transport processes and storage elements. To accomplish this task, it is necessary to know the detailed dynamics of transport processes and storage sites, including such problems as defining the recurrence interval of each transport process at a place.
