Major Achievements:

• Consulted with the City of West Lafayette to develop the $60 million Wabash Landing public/private partnership mixed-use redevelopment project, including expansion of the adjoining Tapawingo Park, trails, fountain, overlook and ice skating rink; utilized TIF bonds, federal highway transportation enhancement funds, grants, sanitary department revolving loans and other forms of local funding for the project

• Coordinated West Lafayette’s largest trail project(10 miles) involving TIF Bonds and other forms of financing • Directed phases I and II of the Salisbury Street Safety Improvement Project (urban street reconstruction with

Complete Streets design principles included (1.2 miles) • Village Sidewalk Streetscape Phase II and ongoing site furnishing, district signage and accessability projects. • Received approval from zoning boards and city councils for all mixed-use planned development rezoning petitions • Managed the design and construction of over 20 projects for Unity Healthcare, LLC over the past 10 years, including

Urgent Care, Ambulatory Surgical Center expansions, Oncology Care Centers, Linear Accelerator addition, Spine Center, Family Practice, Breast Center expansion, Pediatric Care, and others

Second St., Suite A, named Greater LafayetteCommerce’s Small Business of the Month for February 2010. “What I like is the challenge of making the built environment better,” saysthe 1982 Purdue graduate in building construction management. “Whetherit’s building a trail, improving an urban street, or working on a $60 millionmixed-use development like Wabash Landing, I like all things that involvemaking our built environment better. I’ve really developed a passion for theoutdoor environment and creating a sense of place for the community.” Launched Business in 2000 T.J. Gall & Associates began operations in 2000 with a single contract, assisting West Lafayette in the preliminary phase ofWabash Landing. “We moved on to work on many multi-faceted, mixed-use planned developments for various developers throughout thearea,” Gall says. He was joined in the business for seven years by Tom Loepker, who was on the heart transplant list when hedied in 2009. In all, Gall has nearly 30 years of experience and has tallied a long list of successful project involvement, from Wabash Landingand dozens more for the city of West Lafayette to more than 20 projects for Unity Healthcare and many more. The Go-to Guy “He works for the owner in coordination and collaboration with all of the people furnishing services,” says former WestLafayette Mayor Sonya Margerum, who especially appreciates Gall’s contributions to Wabash Landing. “He was able to anticipate what contractors and consultants would need—permits, financing, coordination—so preliminarywork could be done,” Margerum says. “He provided an invaluable service, keeping the vision foremost within a very tight timeframe.” Gall says he “specializes in building relationships while building projects,” and those relationships include owners, contractors,government organizations and community residents. “Project buy-in and consensus are an important part of a successfuldevelopment.” Variety of Projects Mark Wessel at Unity Healthcare agrees that Gall deserves recognition. “He’s dependable. Reliable. Trustworthy. He looks outfor our best interest, and he completes the job to our satisfaction. That’s pretty much it if I had to sum it up.” West Lafayette Mayor John Dennis also cites Gall’s community involvement, calling him “a model of how to be a greatbusiness owner and individual who cares about his community.”

Involved in Community Says Dennis, “Tom has worked tirelessly to make West Lafayette and Lafayette a great place to live and work. Tom has helpedcreate events to bring people to the downtown area, puts in a staggering amount of volunteer hours, and pushed elected andcivic leaders to always look at the big picture.” Gall volunteers hundreds of hours a year to Downtown festivals and events. He serves as chair of the Uptown Jazz and Bluescommittee and chairs subcommittees for Dancing in the Streets, Art on the Wabash and the Christmas Parade. He also serves as co-chair of Greater Lafayette Commerce’s Downtown Development Council, Art Museum of GreaterLafayette board and West Lafayette Strategic Plan Steering Committee. And he’s contributed funds and/or services tocountless groups, including the West Lafayette Library, Lafayette Transitional Housing, West Lafayette Tree Fund, Relay for Lifeand others. In his rare spare time, Gall is taking to the road for long-distance bicycle and motorcycle trips, kayaking on the Wabash Riverand running. He also enjoys landscape gardening. “My home is an ornamental grass menagerie, with plants from 6 inches to 16 feet tall,”he says. A new interest is learning more about art, and trying his own hand at mosaic work.

Gall To Whom it May Concern: I am writing to recommend Thomas J. Gall for a position with your company or organization. I have worked in several professional capacities with Mr. Gall ranging from project management with the City of Lafayette to downtown development and advocacy with Greater Lafayette Commerce. More specifically, Tom has consulted with me to help manage the demolition, planning and rezoning process for the Chatham Square redevelopment project. This $15 million project will create 89 new rental homes and 10 single family owner occupied homes on a site that once held a blighted and foreclosed apartment complex. Tom worked with me, my department and our developer partner to guide the process through all the checkpoints and approvals with the Tippecanoe County Area Plan Commission. He also worked with TBIRD Engineering and Hagerman Construction to help manage site demolition and meet LEED standards for Neighborhood Development (LEED-ND). This project which is very complex and involved is also on a fast track schedule and his work has allowed us to maintain our momentum and meet our deadlines. In addition to this I have worked with Tom in his capacity as co-chair of the Downtown Development Council of Greater Lafayette Commerce. Tom has spearheaded both policy and development of the downtown of Lafayette and West Lafayette from marketing and promotions to activities and events particularly the Uptown Jazz and Blues Fest which he has also chaired for the last five years. This festival has grown to become one of the largest events not only in the downtown but the Tippecanoe County region. Tom has firm grasp on what it takes to create a successful downtown and manage multiple projects and outcomes. He possesses excellent interpersonal, communication and management skills for a wide range of positions involving urban development, policy, management and leadership. I strongly recommend Mr. Gall and would hire him for future projects with the City of Lafayette and seek him first to assist with efforts related to my department’s work.
