JTC, SKF reiterates demand of3 townships for Pandits in Valley

JAMMU, Feb 6: A jointmeeting of Jagti Tenementcommittee (JTC) and SoanKashmir Front (SKF) was heldhere, today under theChairmanship of Shadi LalPandita, president, JTC andSKF .

The meeting expressedgrave concern over the attitudeof Central Government forignoring and depriving theKashmiri Pandit migrants ofall basic amenities during pastfive years.

Shadi Lal Pandita, whileaddressing the participants saidthat BJP Government in Centrehas totally failed to redress thesufferings of the KashmiriPandit migrants as none of thecommitments made by the

leaders of BJP during pastelections has been fulfilledwhich led to the sufferings ofthe community.

He demanded safe return ofKashmiri Pandit migrants toValley for their permanentrehabilitation by bringing upthree townships one each indistrict Anantnag, Srinagar andBaramulla.

Approximately loss of Rs.4.00 lacs is being suffered byeach and every migrant familydue to damages to their proper-ties in Kashmir Valley everyyear as such a demand hasbeen made for ensuring onetime compensation of Rs. 1.00crore in favour of each migrantfamily to meet the losses. Themeeting also demanded imple-mentation of 6000 PM's jobpackage in letter and spirit.

KATHUA Feb 6: PoliceStation Kathua in a prompt anddecisive action under the super-vision of Shridhar Patil , SSPKathua solved blind murdercase within three days.

Police said in the earlymorning of February 3, oneperson namely Pappu Ram, S/oKishan Chand of Nadooliyan,tehsil Nagri reported at PolicePost Nagri that one of his fam-ily members spotted a deadbody of his brother namelyBittu Ram in Nullah nearfields who has been brutallymurdered by some unknownpersons on the interveningnight of February 2 and 3.

Police after receiving the

information registered FIR No.38/2019 U/S 302 RPC and apolice team headed by NikhilRasgotra, Dy SP, HQ alongwith Inspector ArvindSambyal, SHO, P/S Kathua andIC PP, Nagri, Vikas Jasrotiarushed to the spot. Police teambased on evidences collectedfrom spot and informationgathered from local sources,rounded up one suspect namelyMunish Kumar S/o YashpaulR/o Nadooliyan, Tehsil Nagriwho after sustained questioningconfessed the crime.

Further investigation isgoing on to ascertain involve-ment of any other persons incommission of this crime,police said.

SAMBA, Feb 6: Districtpolice Samba under the overallsupervision of Dr. KoshalSharma, SSP Samba foiled twobovine smuggling attempts inthe jurisdiction of P/S Ghagwalby rescuing 22 bovines.

Acting on reliable informa-tion received at P/S Ghagwalthat bovine animals are beingsmuggled towards Srinagar, aPolice Party of P/S Ghagwalheaded by Inspector, RajeevKumar, SHO P/S Ghagwalunder the supervision ofDeepak Digra, Dy.SP HqrsSamba during vehicle checkingnaka at NHW Tapyal, signalleda truck bearing Registration No.JK02AV-9681 to stop that wascoming from Kathua side.

During checking of the vehi-

cle, 17 cattle were found ladenin it. All the cattle were rescuedand shifted to safer place, policesaid. The vehicle which wasbeing illegally transporting thebovines was also seized on thespot. In this regard, a case FIRNo. 10/2019 U/S 188/RPC, 2/3PCA Act has been registered atP/S Ghagwal and investigationstarted, police informed.

Similarly, later in the night,five bovines, which were alsobeing smuggled towardsKashmir in a Mahindra vehiclebearing Registration No.JK08G-7693 coming fromKathua side, were rescued andthe vehicle involved was alsoseized. A case FIR No. 11/2019U/S 188/RPC, 2/3 PCA Act hasbeen registered at P/S Ghagwaland investigation started, policedisclosed.

Massive recruitment drive to fill over 76,500vacancies in paramilitary forces: GovtNEW DELHI, Feb 6:

The Union Home Ministryhas launched a massive recruit-ment drive to fill 76,578 vacan-cies, including 7,646 posts forwomen, in Central ArmedPolice Forces (CAPFs).

In a statement, the homeministry said out of thesevacancies, 54,953 posts are forthe constable cadre and theywill be hired through the StaffSelection Commission (SSC).

Out of the 54,953 posts ofconstables, the CRPF has themaximum 21,566 vacancies,followed by the BSF (16,984posts), the SSB (8,546 posts),the ITBP (4,126 posts) and theAssam Rifles (3,076 posts) andthe remaining being in theCISF and other CAPFs.

For the entire exercise, theSSC will start a computer-based written examinationfrom this month itself, thestatement said.

There are 1,073 vacanciesin various CAPFs at the levelof Sub-Inspector, out of which

38 posts are reserved forwomen. The BSF has the maxi-mum 508 vacancies of SI, fol-lowed by the CRPF (274), theSSB (206) and the ITBP (85).

Direct Recruitment forthese posts also will be madeby the SSC through a writtenexamination betweenFebruary-March.

At the level of the AssistantCommandant, there exist 466vacancies for which directrecruitment is being madethrough the UPSC. The resultof the written examination tofill these posts has beendeclared on January 1.

The shortlisted candidateswill appear for physical andmedical examination to beconducted by the SashatraSeema Bal (SSB), the nodalforce, from February 25onwards.

In addition, 20,086 vacan-cies pertain to promotionalposts and in other cadres suchas tradesman, ministerial,medical, paramedical, commu-nication and engineering andthese are also being filled bythe CAPFs.

Thus, in all 76,578 vacan-cies are getting filled up, thestatement added. (PTI)

JAMMU, Feb 6: A delega-tion of Kashmiri Migrants led byM K Yogi president, NationalConference (NC) Minority Cellcalled on Relief andRehabilitation Commissioner, ML Raina here, today and dis-cussed the problems of dis-placed people living in variouscamps with him.

Yogi demanded blacktop-ping of camp roads, constructionof eight to 10 tube wells andwater pumps for drinking waterpurposes to solve the water cri-sis in the camps, providing offool proof security in camps,early tendering for renovation

works and opening of examina-tion centers in camp schools etc.

Yogi also demanded earlystart up of the work on JagtiStadium for which funds havebeen already released. He saidthis will help in promotion ofsports activities among youthand children in the camp.

Raina informed the delega-tion that in some cases actionhas already been initiated whilethe other problems will also betaken into consideration for set-tlement soon.

10KW FM transmitters tobe set up along J&K border

NEW DELHI, Feb 6: In a significant boost to

Prasar Bharati, the UnionCabinet on Wednesdayapproved a scheme under whichthe public broadcaster will beprovided over Rs 1,054 crore fora three year period till 2020 forstrengthening broadcast infra-structure and network develop-ment.

The Cabinet Committee onEconomic Affairs, chaired byPrime Minister Narendra Modi,gave its approval to the proposalof the Ministry of Informationand Broadcasting regardingPrasar Bharati's 'BroadcastingInfrastructure and NetworkDevelopment' scheme at a costof Rs 1,054.52 crore for 3 yearsfrom 2017-18 to 2019-20.

Out of Rs 1,054.52 crore, anamount of Rs 435.04 crore hasbeen approved for the continu-ing schemes of All India Radio,while an amount of Rs 619.48crore approved for the schemesof Doordarshan, an officialstatement said.

The continuing schemes ofAIR and Doordarshan are at dif-ferent stages of implementationand are scheduled to be complet-

ed in phases.Provisions have also been

made for modernisation of exist-ing equipment and facilities instudios which are essential tosustain the ongoing activitiesand also for High DefinitionTelevision (HDTV) transmittersat Delhi, Mumbai, Chennai andKolkata.

Setting up of DigitalTerrestrial Transmitters (DTTs)at 19 locations and digitizationof studios at 39 locations, DSNG(Digital Satellite NewsGathering) Vans at 15 locationsand upgradation of earth stationsat 12 locations, have also beenapproved under the scheme.

The Cabinet also approvedthe launch of DD ArunPrabhaChannel from Itanagar,Arunachal Pradesh, to fulfil theaspirations of people of NorthEast Region.

In addition to this, 1,50,000

DTH sets have been approvedfor distribution in differentstates in the country which willhelp people in the border,remote, tribal and Left WingExtremism-affected areas towatch Doordarshan's DTH pro-grammes.

For AIR, the scheme pro-vides for FM expansion at 206places and digitalisation of stu-dios at 127 places.

FM expansion programmewill benefit 13 per cent addition-al population of the country tolisten the AIR programmes, thestatement said.

Besides, 10 KW FM trans-mitters would be set up alongthe Indo-Nepal border while10KW FM transmitters wouldbe set up along the Jammu andKashmir border. These will sig-nificantly improve the Radioand TV coverage along the bor-der areas, it said. (PTI)

Linkage of PAN with Aadhaarmandatory for filing IT returns: SC

NEW DELHI, Feb 6:

The Supreme Court has saidthat linkage of PAN withAadhaar is mandatory for filingof Income Tax returns.

A bench comprising JusticesA K Sikri and S Abdul Nazeersaid the top court has alreadydecided the matter and upheldthe section 139AA of theIncome Tax Act.

The court's direction cameon an appeal filed by the Centreagainst a Delhi High Court orderallowing two persons, ShreyaSen and Jayshree Satpute, to fileIncome Tax returns for 2018-19without linking their Aadhaarand PAN numbers.

"The aforesaid order waspassed by the High Court havingregard to the fact that the matterwas pending consideration in

this Court. Thereafter, this Courthas decided the matter andupheld the vires of section139AA of the Income Tax Act.In view thereof, linkage of PANwith Aadhaar is mandatory," thebench said.

The top court noted that withregard to Assessment Year 2018-19, it has been informed that thetwo petitioners had filed theIncome Tax returns in terms ofthe orders of the High Court andthe assessment has also beencompleted.

"We therefore make it clearthat for the assessment year2019-20, the income tax returnshall be filed in terms of thejudgment passed by this court.The special leave petition is dis-posed of in the above terms," thebench said in an order on

Monday.The petitioners had told the

High Court that "despite orders,and multiple attempts they havenot been able to file their ITR,since there is no available optionto opt-out of providing anAadhaar or Aadhaar Enrolmentnumber during e-filing, on thewebsite".

The apex court onSeptember 26 last year haddeclared the Centre's flagshipAadhaar scheme as constitu-tionally valid but struck downsome of its provisions includingits linking with bank accounts,mobile phones and schooladmissions.

A five-judge constitutionbench had held that whileAadhaar would remain manda-tory for filing of I-T returns andallotment of Permanent AccountNumber (PAN), it would not bemandatory to link Aadhaar tobank accounts and telecomservice providers cannot seek itslinking for mobile connections.(PTI)

As per police sources, onspecific information, a teamfrom Ramban Police Stationduring patrolling intercepted aperson near Jaswal bridge.

During checking, policerecovered 250 grams ofcannabis from the possession ofthe person and arrested him.

The arrested person hasbeen identified as BalveerChand, son of Prem Chand ofSwani, Chanderkote, DistrictRamban.

The meeting while appreci-ating the concern shown byPM for welfare of the peopleof the State by launching vari-ous developmental projectsduring his recent visit said thatthis all will prove meaninglessin case the burning issues ofrefugees of 1947 who laid theirlives and saved Kashmir arenot settled.

The meeting said that therefugees have left huge proper-ty in POJK and for the samethey were not compensated tilldate. It said that the StateGovernment had submitted apackage of Rs 30 lakh perrefugee family for approvaland sanctioning of funds toCentral Government in the

year 2013 and the same besanctioned as Rs 5.50 lakhsanctioned by Government atpresent is not sufficient in viewof the huge losses suffered bythese refugees in the shape oftheir immovable properties leftin POJK.

The meeting said that eventhe refugees have been deniedtheir basic rights. The meetingsaid that 13 lakh refugees areputting up in Jammu provinceand their vote is a deciding fac-tor in 17 Assembly segments.It, while seeking immediateintervention of PM demandedthat their issues be settledbefore the coming Lok Sabhaelections failing which theywill be forced to decide theirfuture course of action.

Duringchecking of the vehicle theyfound 28 tablets of Tpentadolalong with injection syringes,weight measurer and otherrelated items used for consump-tion of narcotics and drugs fromthe possession of driver name-ly Aqib Wani, son of MohdTariq, resident of SeriRamban, at present Bhatindi inJammu.

During checking, police res-cued 15 bovine animals from thevehicle and arrested one smug-gler, who has been identified asMohammad Fazail, son ofMohammad Aslam, a resident ofGursai, Tehsil Mendhar, DistrictPoonch.

A case under FIR Number62/19 under section 188 RPCand 3/5 PCA Act has been regis-tered at Nagrota Police Stationand investigation started.

Set up 3-tier PR system in J&K before elections: AAP

In a party meeting held heretoday, the AAP leaders said thatthe election to BlockDevelopment Councils (BlockSamitis) and District Planning &Development Boards (ZillaParishads) has not been held yetdespite announcement by theGovernor about two and halfmonths ago before Panchayat

Panchayati Raj systems in theState is need of the hour to givea death blow to corruption,nepotism and unemployment,the leaders said. They alsoasserted for suitable amend-ments in the Panchayati Raj Act,removing ban on the nominationto the office of Chairman BlockDevelopment Council from onlyPanches or Sarpanches of theBlock.

The party also stressed uponthe need to put in place DistrictPlanning & DevelopmentBoards by electing its chairmanamongst the chairpersons of var-ious Blocks in the District.
