The minutes were considered by Committee of Council on December 6, 2017, and the recommendations pending approval by Council on December 13, 2017. The minutes were provided for Committee’s information only.

5. Program - Peel Safe and Active Routes to School Committee (PSARTS)

Violet Skirten, Crossing Guard Supervisor, advised that a meeting of Peel Safe and Active Routes to School Committee is anticipated within the next week. An update will be provided following the meeting.

6. School Travel Planning Program/Sub-Committee/Ad Hoc Committee Participation Program - School Travel Planning Program Violet Skirten, Crossing Guard Supervisor, reported that a walkabout is scheduled for January 2018 with Guardian Angels Catholic School. Williams Parkway Senior Public School has indicated they would like to participate in the exercise with that school.

Ms. Skirten advised that other schools have expressed interest in the program and once reviewed by staff will be added to the list.

8.1. Correspondence from Jacqueline Kabanov, Brampton resident, re: Request to Review Parking Issues and Traffic Congestion on School Street - St. Andre Bessette Catholic School, 125 Riverstone Drive - Ward 8

Violet Skirten, Crossing Guard Supervisor provided an overview of the issues raised by the area resident regarding safety, traffic congestion and parking issues on Riverstone Drive at the front of the school. She reported that vehicles do not appear to be obeying the traffic signals which make it unsafe for pedestrians and the crossing guard at the crosswalk. Ms. Skirten noted that Enforcement and By-law officers have visited the location over the past weeks and suggested that a site inspection be conducted. Committee reviewed the site inspection request and considered the comments provided by staff. The following motion was considered:

SC100-2017 1. That the correspondence from Jacqueline Kabanov, Brampton resident, to the Brampton School Traffic Safety Council meeting of December 7, 2017, re: Request to Review Parking Issues and Traffic Congestion on School Street - St. Andre Bessette Catholic School,

125 Riverstone Drive - Ward 8 be received; and

2. That a site inspection be undertaken. Carried

Correspondence from Erin Dietrich, Vice- Principal, re: Request to Review Parking Issues, Traffic Congestion on School Street and Crossing Guard - Ridgeview Public School, 25 Brenda Avenue - Ward 3 Violet Skirten, Crossing Guard Supervisor, explained that Committee and staff have visited the school site on a few occasions and observed that parking restrictions are generally ignored. Based on the last site inspection conducted in November 2016, it was determined that a crossing guard was not warranted.

In response to questions from Committee, Ms. Skirten advised that Enforcement and By-law Services were requested to monitor parking at the location. Staff from that division reported that in September 2017 approximately fifteen tickets were issued for parking violations. Committee reviewed the site inspection request and considered the comments provided by staff. The following motion was considered:

SC101-2017 1. That the correspondence from Erin Dietrich, Vice-Principal,

to the Brampton School Traffic Safety Council meeting of December 7, 2017, re: Request to Review, Parking Issues, Traffic Congestion on School Street and Crossing Guard - Ridgeview Public School, 25 Brenda Avenue - Ward 3 be received; and

2. That the Manager of Enforcement and By-law Services

continue to monitor the parking issues and traffic congestion on the school street; and

3. That an update be provided at a future Brampton School

Traffic Safety Council meeting in 2018.

8.3. Correspondence from Sayed Ahamed, Brampton resident, re: Request to Review the Traffic Congestion and Parking Issues at the Intersection of Father Tobin Drive and Dixie Road - St. Margaret D'Youville Secondary School, 10815 Dixie Road - Ward 9

Violet Skirten, Crossing Guard Supervisor, advised that the site inspection request for this school was submitted earlier in the year. Staff from Traffic Operations have visited the site regarding concerns from the area resident that parking restrictions on Father Tobin Road and Dixie Road were being disregarded. Following staff observations, a site inspection was suggested for traffic congestion and parking congestion on the school street. Committee reviewed the site inspection request and considered the comments provided by staff.

2. That a site inspection be undertaken.

8.4. Correspondence from Tammy King, Principal, re: Request to Review Traffic Congestion/Crossing Guard request at the Corner of Gretna Drive and Kimbark Drive - Northwood Public School, 70 Gretna Drive - Ward 5

Violet Skirten, Crossing Guard Supervisor, advised that the school has requested a crossing guard at the intersection of Kimbark Drive and Gretna Drive, as vehicles were failing to obey the three-way stop signs. She suggested that a site inspection be undertaken.

Committee reviewed the site inspection request and considered the comments provided by staff. Committee noted that a site inspection was previously conducted and acknowledged that traffic congestion is an ongoing concern. The following motion was considered:

Violet Skirten, Crossing Guard Supervisor, highlighted the concerns of the area resident regarding safety of children and pedestrians attempting to cross the intersection of Edenbrook Hill Road and Duffield Road. She explained that vehicles were ignoring the 3-Way Stop Signs and would sometimes proceed through the intersection while pedestrians were still crossing.

In response to questions, Ms. Skirten advised that a crossing guard is located at the intersection of Edenbrook Hill Drive and Packham Circle to accommodate two schools that are close together. She explained that site inspections have been previously undertaken and parents and students were asked to cross with the crossing guard.

Committee reviewed the site inspection request and considered the comments provided by staff.

The following motion was considered:

10. Changes/Updates to School Boards/Student Population

10.1. Thomas Tsung, Controller of Corporate Services, Peel District School Board, re: Peel District School Board Annual Planning Report

Thomas Tsung, Controller of Corporate Services, Peel District School Board, presented the School Board’s Annual Planning Report (APD) for 2017/2018, highlighting the Board’s current and long term goals and capital projects. He explained that enrolment projections in elementary and secondary schools are key components of the report for estimating the Board’s accommodation needs and funding requests to the Ministry of Education. Mr. Tsung noted that the community maps were not included in the report.

Boundary changes to public schools include o Treeline P.S. and James Grieve P.S. o W.G. Davis Sr. P.S and Fletchers Creek Sr. P.S

Recommended New French Immersion Centres and Boundary Changes o Burnt Elm P.S. o Kingswood P.S. o Fletcher’s Creek Sr. P.S

Enrolment trends and projections by school

Grade Re-organizations

In response to Committee questions, Mr. Tsung responded with the following comments:

Accommodating the increased enrollment for French Immersion placement

How enrolment numbers are determined

Rules followed when schools are at capacity

Boundary adjusted to accommodate enrollment

Schools can be consolidated due to reduced enrollment in an area

Impact of boundary changes on busing and how this is addressed

Impact on crossing guards due to boundary changes

Budgets are reviewed and discussed annually in preparation of a change in government

Staff indicated that they would like to be included in the discussions leading up to decisions relating to boundary changes given the impact on traffic services in the vicinity of schools. The following motion was considered:

SC0105-2017 That the report from Thomas Tsung, Controller of Corporate

Services, Peel District School Board, to the Brampton School Traffic Safety Council meeting of December 7, 2017, re: Peel District School Board Annual Planning Report be received.

Kelly Brooks, Senior Advisor, Communications, indicated that she was working on promotional material for winter safety.

12. Other/New Business

12.1. Mike Mulick, Project Supervisor, Service Standards, Enforcement and By-law Services, re: Enforcement School Patrol Statistics for November 2017

Mike Mulick, Project Supervisor, Service Standards, Enforcement and By-law Services, provided an overview of the subject report. He noted that the report included the top 15 schools with the most violations based on the number of attendances by officers.

In response to questions from Committee, Mr. Mulick confirmed that the majority of tickets were issued for parking violations. Overall, officers target 100 visits per month with September being the busiest month. Trustee Andrews, Peel District School Board, provided an overview of the initiatives, measures and action undertaken by the Board to address congestion and challenges encountered at schools in an effort to ensure staff and student safety during arrival and dismissal periods. The following measures were highlighted:

Improve the efficiency of the kiss and ride areas with feedback from the Peel Regional Police to improve traffic flow through re-design where necessary

Educate students and parents regarding safety in front of schools and encourage parents and students to use the crosswalk

Request site inspections through the Brampton School Traffic Safety Council feedback

Contact Enforcement and By-law Services when parents refuse to comply with traffic restrictions

The following motion was considered:

SC106-2017 That the report from Mike Mulick, Project Supervisor, Service

Standards, Enforcement and By-law Services, to the Brampton School Traffic Safety Council Meeting of December 7, 2017, re: Enforcement School Patrol Statistics for November 2017 be received.

12.2. Verbal update by Violet Skirten, Crossing Guard Supervisor, re: Crossing Guard at Queen Street and McMurchy Avenue

Violet Skirten, Crossing Guard Supervisor, advised that the crossing guard stationed at McHugh Public School located at the corner of Queen Street and

McMurchy Avenue is being removed. The number of children who cross at the site has significantly decreased as a result of a boundary change. A student may cross occasionally.

In response to questions from Committee, Ms. Skirten explained that the school principal was aware of the situation and will be responsible for notifying the students and parents. The following motion was considered:

SC107-2017 1. That the verbal advisory by Violet Skirten, Crossing Guard

Supervisor, to the Brampton School Traffic Safety Council Meeting of December 7, 2017, re: Crossing Guard at Queen Street and McMurchy Avenue be received; and

2. That the crossing guard stationed at the corner of Queen

Street and McMurchy Avenue be removed due to the decrease in student crossings at the location.

12.3. Correspondence from Mike Moffatt, Vice-Chair, re: Resignation from Brampton School Traffic Safety Council

Patrick Doran, Chair, advised that the City Clerk has received a letter of resignation from Mike Moffat, Vice-Chair, effective immediately. Mr. Moffat was acknowledged and thanked for his many years of volunteering with the Committee.

The following motion was considered:

SC108-2017 1. That the correspondence from Mr. Mike Moffat, Vice Chair, to

the Brampton School Traffic Safety Council meeting of December 7, 2017, re: Resignation from Brampton School Traffic Safety Council, be received; and

2. That Mr. Moffat be thanked for his participation and

contribution, and his many years of volunteering as a member to the Brampton School Traffic Safety Council; and,

3. That the City Clerk be requested to fill the resulting vacancy

for the term ending November 30, 2018, in accordance with the Citizen Appointment Process.

13. Site Inspection Report(s)

13.1. Castle Oaks Public School, 155 Castle Oaks Crossing – Ward 10 Tuesday, November 21, 2017 - 8:00 a.m. and 2:45 p.m. Safety Concerns/Crossing Guard inquiry Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:

SC109-2017 1. That the site inspection report to the Brampton School Traffic

Safety Council meeting of December 7, 2017, re: Castle Oaks Public School, 155 Castle Oaks Crossing – Ward 10 be received; and,

2. That the Manager of Traffic Services be requested to

arrange for the implementation of the following:

No Stopping, Monday to Friday, 8:00 a.m. - 5:00 p.m. on the north side of Castle Oaks Crossing from the west property line to Clarkway Drive.

“No Stopping” corner restrictions on the south side of Castle Oaks Crossing on either side of the entrance and exit driveways of the school.

Pavement markings at the intersection of Castle Oaks Crossing and Clarkway Drive be refreshed

Crossing Guard staff to observe pedestrians at the intersection and review proper crossing procedures with them; and,

3. That the Manager of Enforcement and By-law Services be

requested to arrange for the enforcement of the new parking /stopping restrictions on Castle Oaks Crossing when the signs are installed; and,

4. That based on the site inspection, an adult Crossing Guard

is not warranted at the intersection of Castle Oaks Crossing and Clarkway Drive; and,

5. That the Peel District School Board review the design of the

parking lot in the Kiss and Ride and parking lot area with respect to safety; and,

6. That the principal provide information to educate parents and

students on safety rules and driver awareness. Carried

13.2. Cardinal Newman Catholic School, 698 Balmoral Drive - Ward 7 Tuesday, October 24, 2017 – 8:45 a.m. Crossing Guard Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:

SC110-2017 1. That the site inspection report to the Brampton School Traffic Safety Council meeting of December 7, 2017, re: Cardinal Newman Catholic School, 698 Balmoral Drive - Ward 7 be received, and

2. That the Senior Manager of Traffic Services arrange for:

The enhanced pavement markings to be refreshed on all four legs of the intersection of Bramalea Road and Balmoral Drive

The review of pedestrian signal timings to ensure that students have sufficient time to cross the intersection safely if there is a boundary change

3. That it is the position of the Brampton School Traffic Safety

Council that a crossing guard is not warranted at this time as no students were observed crossing the intersection; and

4. That the intersection be reviewed if and when changes occur.

An All Way Stop study at the intersection of Jordensen Drive and Hanbury Crescent (south intersection) to determine if it is warranted; and

3. That the Principal be requested to provide material to

students and parents to educate and encourage them to use the All Way Stop intersection of Antibes Drive and Jordensen Drive when crossing the street.

Thursday, November 9, 2017 – 7:45 a.m. and 2:30 p.m. Parking Issues, Traffic Congestion and Crossing Guard inquiry Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:

SC112-2017 1. That the site inspection report to the Brampton School Traffic

Safety Council meeting of December 7, 2017, re: Eldorado Public School, 25 Wardsville Drive – Ward 4 be received; and,

2. That Senior Manager of Traffic Services arrange for:

Enhanced pavement markings on all legs of the intersection of Financial Drive and Wardsville Drive

Implementation of “No Stopping” corner restrictions on the west side of Financial Drive, north and south of Wardsville Drive; and

3. That the Manager of Parking Enforcement and By-Law Services be requested to enforce parking restrictions in the vicinity of the school; and,

4. That Peel Regional Police monitor the intersection of

Financial Drive and Wardsville Drive to enforce the posted “No U-Turn” restriction; and,

5. That the Crossing Guard Supervisor provide educational

information on traffic signals to the principal of Eldorado Public School for distribution to the school community; and,

SC113-2017 1. That the site inspection report to the Brampton School Traffic

Safety Council meeting of December 7, 2017, re: Cherrytree Public School, 155 Cherrytree Drive – Ward 4 be received; and,

2. That the Crossing Guard Supervisor provide educational

information on the proper usage of traffic signals to the Principal of Cherrytree Public School for distribution to the school community; and,

3. That the Senior Manager of Traffic Services arrange for:

School area signs to be installed on Cherrytree Drive in the vicinity of the school

Portable speed display boards to be placed on Ray Lawson Boulevard in the vicinity of Cherrytree Drive; and,

4. That it is the position of the Brampton School Traffic Safety

Council that a crossing guard is not warranted at the intersection of Ray Lawson Boulevard and Cherrytree Drive as no conflicts were observed between pedestrians and vehicles.

There was discussion regarding the next scheduled meeting date of January 4, 2018. There was consensus to reschedule the meeting to January 11, 2018, to accommodate members and staff that may be unavailable for January 4th. The following motion was considered:

Council be rescheduled to Thursday, January 11, 2018; and,

Observations:

1. The school is located on the south side of Riverstone Drive and is attended by 682 students. The school is serviced by eight large buses, five small buses and a school minivan.

2. Two Crossing Guards are in place at:

Riverstone Drive and Lindyfalls Drive.

Riverstone Drive and Don Minaker Drive

3. Fluorescent green School Area and Max 40 km/hr signs are posted on Riverstone Drive in

the vicinity of the school.

4. Signs indicating “No Stopping, 8-5, Mon-Fri” are positioned on the north side of Riverstone

Dr. for the length of the school property and also on both sides of Riverstone Drive between the easterly driveway of the school to Don Minaker Drive. “No Stopping, 8-5, Mon-Fri, buses excepted” signage are located on the south side of Riverstone Drive from Palmvalley Drive to the westerly entrance. Corner restrictions are positioned on both sides of the entrance and exit to school property, and Ballyshire Drive and Lindyfalls Drive.

5. A one-way, two lane entrance leads to the westerly side where the Kiss and Ride and

parking area are located. Both lanes merge with the bus loading area along the front of the school exiting at the easterly side of the property onto Riverstone Drive. No 'Kiss and Ride' sign is posted but driveway/pavement markings are visible and clear.

6. Five staff wearing safety vests assisted students to cross on school property, the Kiss and

Ride, and students exiting/entering buses. The Kiss and Ride ran smoothly.

7. Traffic congestion on Riverstone Drive was heavy in the morning and more so in the

afternoon. Many vehicles parked in the restricted areas. One vehicle with four way flashers parked beside the stop sign at the intersection of Lindyfalls Drive and Riverside Drive in excess of 30 minutes for no apparent reason. Buses entering the school property queued on Riverstone Drive but this did not create any congestion in the morning or afternoon.

8. Multiple violations of parking restrictions on Riverstone Drive between Ballyshire Drive

and Don Minaker Drive were noticed. Numerous vehicles made unsafe U-Turns at the intersection of Ballyshire Drive and Riverside Drive while parents with students J-walked on Riverstone Drive from the exit of school property to parked vehicles on Ballyshire Drive. One westbound vehicle drove into the on-coming lane to park the vehicle and drop off students on the south side of Riverstone Drive.

9. Most of the congestion was caused by parents parking on Ballyshire Drive, who then

proceeded to J-walk with children to and from the school instead of crossing safely with the crossing guard.

Recommendations: 1. That the site inspection report be received; and,

2. That the Manager of Enforcement and By-law Services be requested to enforce parking

restrictions along Riverside Drive, Ballyshire Drive and Lindyfalls Drive during arrival and dismissal times at the school; and,

3. That the Crossing Guard Supervisor provide educational information to the school

principal on pedestrian safety in and around schools for distribution to the school community; and,

4. That the Senior Manager of Traffic Services arrange for the implementation of “No U-Turn”

signage on Riverstone Drive in the vicinity of the school; and,

5. That Peel Regional Police be requested to monitor and enforce “No U-Turns” restrictions

in the vicinity of the school; and,

6. That the Principal continue to encourage parents and students to cross Riverstone Drive

using the crossing guards that are positioned at the school location.

Observations: 1. The school is located on the south east corner of the intersection of Father Tobin Drive and

Dixie Road. Approximately 1,500 students attend the school which is serviced by seven large and six small school buses.

2. “Fluorescent Green School Area” signs are located on both Father Tobin Drive and Dixie

Road, as well as, “Traffic Calmed Neighbourhood” and “Watch for Children” signage.

3. Posted speed limit on Dixie Road in the vicinity of the school is 70km/hr, with max 60km/hr

when lights are flashing. Posted speed on Father Tobin Road is 50km/hr in the school zone.

4. “No Stopping” restrictions are located on the north and south side of Father Tobin Road from

Dixie Road to the end of school property on both the east side and west side of Dixie Road.

5. There are two entrances/exits to the school property:

One on Dixie Road for northbound traffic just south of the school, which leads to two one-way lanes that are designated as bus loading zones

Second one on the south side of Father Tobin Rd which leads to the south end of the school and exits onto Dixie Road and the designated parking lot on the south side of the school. A designated bus loading area is located at the south entrance to the school.

6. Fire route signage is posted along the westerly and northerly side of the school property.

7. The large school buses entered from Father Tobin Drive to drop off students at the south

entrance and exited on Dixie Road. The smaller and special needs buses took the same route, but turned right at the front of school where they dropped students at the main entrance on west side of the school property, then drove around the school to exit on Father Tobin Drive.

8. In the morning, vehicles trying to enter school property blocked Dixie Road as they queued

and waited. Some impatient drivers tried to pass and enter ahead of the queue. Vehicles stopped in the restricted zone from the corner of Father Tobin Road south to the school entrance on Dixie Road to drop off students.

9. In the afternoon, instead of parking on the school parking lot, drivers parked in the turning

lane off Dixie Road and remained there until the students came to the car.

10. Many vehicles using the westerly entrance to the school to drop off students, waited in long

line-ups to merge at the entrance/exit to Father Tobin Road.

11. No congestion was seen in bus loading areas in the morning. In the afternoon, congestion

occurred at the south entrance because buses did not park properly in the bus loading zone. Vehicles were at a stand still as they tried to get around the buses. At the west entrance, many vehicles parked in the Fire Route area.

Recommendations: 1. That the site inspection be received; and,

2. That the Manager of Enforcement and By-law Services be requested to enforce traffic

regulations more so in the afternoon for right turns from Dixie Road to the school property; and,

3. That the Peel District School board review the possibility of widening the northerly entrance

/exit to the school property from Father Tobin Road to ease the traffic flow of vehicles exiting the school property; and,

4. That the Principal encourage the parents to use the parking lots on the south side of the

school to pick up or drop off students.

Observations: 1. Northwood Public School is located on the east side of Gretna Drive, north of the intersection

of Gretna Drive and Kimbark Drive. The school is attended by approximately 584 students and 277 are served by school buses.

2. “Fluorescent Green School Area” and “Max 40 km/hr” signs are posted on Gretna Drive in the

vicinity of the school. Parking restriction signage indicating “No Stopping, 8-6, Mon-Fri” are posted on the west side, from Kimbark Drive to Horwood Drive. Corner restrictions signage indicating “No Stopping, 7-9, 2-4, Mon-Fri” are posted on the east side, north and south of the entrance to the school property.

3. Signage on Kimbark Drive indicate “No Parking” on the north side only, east and west of

Gretna Drive. “No Stopping” corner restriction signs are posted on Gretna Drive, north of Kimbark Drive.

4. The intersection of Gretna Drive and Kimbark Drive is signed by a three-way stop with hatched

pavement markings on the south leg. Sidewalks are located on the east side of Gretna Drive and the west side of Kimbark Drive.

5. During the morning, approximately five students used this intersection with no conflicts.

Some vehicles did not come to a complete stop at the intersection. During the afternoon, about 35 students crossed and again some vehicles did not completely stop while going through the intersection.

6. Adequate gaps for pedestrians crossing at this intersection were observed at both the morning and afternoon periods.

7. Both in the morning and afternoon many drivers parked in the restricted areas on Gretna Drive

which caused congestion and difficulty for the buses and drivers to get through.

Recommendations: 1. That the site inspection be received; and

2. That it is the position of the Brampton School Traffic Safety Council that a crossing guard is

not warranted at the intersection of Gretna Drive and Kimbark Drive, as no conflicts were observed between pedestrians and vehicles; and,

3. That the Manager of Enforcement and By-law Services be requested to enforce parking

restrictions in the vicinity of the school during the morning and afternoon periods; and,

4. That the Senior Manager of Traffic Services arrange for a Stop Sign Compliance Study for the

intersection of Gretna Drive and Kimbark Drive; and,

5. That Peel Regional Police monitor the intersection of Gretna Drive and Kimbark Drive to

ensure compliance with the Stop Signs; and,

6. That the Crossing Guard Supervisor provide educational information to the School Principal

regarding safety in and around the school for distribution to the school community.

Observations:

The intersection of Duffield Road and Edenbrook Hill Drive is signed by a three-way stop. There are

faded enhanced pavement markings on Duffield Road. No parking restrictions were seen in the area.

1. The posted speed limit is 50km/hr on both Duffield Road and Edenbrook Hill Drive. South of

the intersection, the speed limit changes to 40km/hr and a “Fluorescent Green School Area” sign is in place.

2. St. Angela Merici Catholic School and Edenbrook Hill Public School are located south of this

intersection. A crossing guard is located at Edenbrook Hill Drive and Packham Circle to assist students across both Edenbrook Hill Drive and Packham Circle for both schools.

3. At the intersection in the morning, 21 students crossed Edenbrook Hill Drive on either the

north or south leg of the intersection, and 15 students crossed in the afternoon without conflict with traffic. Very few students crossed Duffield Road where the enhanced pavement markings are placed.

4. A few vehicles did not completely stop at the intersection but most drivers obeyed the stop

signs and waited for students to cross.

Recommendations: 1. That the site inspection report be received, and

2. That the Principal be requested to remind all students living on the west side of Edenbrook

Hill Drive to walk to the crossing guard at Edenbrook Hill Drive and Packham Road to cross Edenbrook Hill Drive safely to get to school; and

3. That the Senior Manager of Traffic Services arrange for:

the enhanced pavement markings on Duffield Road to be refreshed

a Stop Sign Compliance study to be conducted for the intersection of Edenbrook Hill Drive and Duffield Road; and,

4. That the Manager of Student Transportation of Peel Region arrange for the school bus

pick-up location on Duffield Road to be moved further west and away from the intersection of Edenbrook Hill Drive and Duffield Road; and,
