On March 22, the govern-ment officials met to discussthis matter, and they decidedthat the following areas will bedesignated for conducting pre-ventive body searches:

1. The area of the high risehotels from MooMba Beach tothe Westin Hotel (from thecoast to Sasakiweg, includingthe shops and festive centersnorth of L.G. Smith Boulevardin front of the hotels)

2. The city center of Oran-jestad up to Madiki (as of Wil-helmina Park to the cruiseterminal and Madiki, inclu dingHendrikstraat, Caya BeticoCroes, Steenweg, Wilhelmi-nastraat, Zoutmanstraat, La-goenweg and Arendsstraat).

Characteristic of these twoareas is the mayor disturbancein relation to drug dealings andthe use of drugs.

The Police are authorized todo body searches in these areasfor as long as 12 hours. These

This bulletin states thatin conjunction with the Minis-ter of Justice and the Chief ofPolice, they can delineate aparticular area in which pre-ventive body searches for thepossession of drugs may beconducted.

The law on firearms con-tains a similar article on thepossession of firearms. In thepast the Police have conductedbody searches for firearms.The last such search took placeduring the weekend of thegrand Carnival parade.

Along with preventive bodysearches for firearms, the Po-lice are authorized to stopeveryone and do a body searchfor the possession of drugs inthe area designated by theProsecutor.

ORANJESTAD –The Aruba Tax Offices reminds all motoriststhat as of tomorrow, March 28, the first half year of the 2013motor vehicle tax must be paid. This means that all thosewho only paid the first quarter of the 2013 motor vehicle taxmust pay the second quarter no later than tomorrow, March28.

Clients who haven’t paid the first quarter of the motor ve-hicle tax as yet must bear in mind that they have to pay thefirst half year plus the number plates expenses.

The dispensation is notbased on how many monthsthe plates remained unclaimed,but on the quarter of the year.And, the dispensation is notretroactive.

Any client who comes toclaim number plates now willbe required to pay for the quar-ter in view of the fact that thequarter has already begun.

Number plates submittednow may fall under the dispen-sation for the second quarter(April to June 2013). A clientwho comes to retrieve platesnow, during the month ofApril, will be required to payfor the entire second quarter.Dispensation does not excludethe cost of the plates. Therewill always be the cost of Afls.20 for the plates.

The forecasted increase ismainly due to the aging popu-lation, with two thirds of can-cer survivors expected to be 65or older by 2020, said thestudy.

The AACR's report showsthat women with breast canceraccount for 22 percent of sur-vivors, while men withprostate cancer make up 20percent.

WASHINGTON (AFP) - TheInternet may have been slowedby one of the largest cyber at-tacks ever seen, which targeteda European group that patrolsthe Web for spam, security ex-perts said Wednesday.

The attacks targetedSpamhaus, a Geneva-basedvolunteer group that publishesspam blacklists which are usedby networks to filter out un-wanted email, and led to cyber-space congestion which mayhave affected the overall Inter-net, according to MatthewPrince of the US security firmCloudFlare.

The attacks began last week,according to Spamhaus, after itplaced on its blacklist theDutch-based Web hosting siteCyberbunker, which claimed itwas unfairly labeled as a havenfor cybercrime and spam.

While the origin of the at-tacks has not been identified,some experts pointed the fin-ger at Cyberbunker, possiblyin coordination with EasternEuropean cyber-criminals.

CloudFlare, which wascalled for assistance bySpamhaus, said the attackerschanged tactics after the firstlayer of protection was imple-mented last week.

Prince said the so-called de-nial of service attack, whichessentially bombards siteswith traffic in an effort to dis-rupt, was "one of the largestever reported."

With the loss, the Rhinosremained winless after thefirst two games of the springseason. Ramirez did not playin the team's first game heldon Monday.

He hit a fly ball to center-field in the first inning of thegame held in the southern cityof Kaohsiung with the Ele-phants leading by four runs atthe time.

In the second inning, theRhinos scored five runs with-out the help of Ramirez eventhough he, as the designatedhitter, singled. He singledagain in the fourth and wasstruck out in the seventh.

The Elephants beat the Rhi-nos 9-8 in a game that lastedfive hours.

When asked about his firstgame with the team at the endof the competition, Ramirezsaid: "I feel great, but theyplayed better, they pitchedbetter."

After being informed of theproblems by the companyworking on the structure, Paes

said he asked if they repre-sented a risk for fans.

"The answer was yes," Paessaid in remarks quoted by theO Globo newspaper. "We can-not play around with an issuelike this."
