Operations.
Chris King, Supervisor, Traffic Operations, advised that Traffic Operations is one of five groups under Traffic Services. He provided the following overview:
Responsibilities of Traffic Operations include: o site plan drawings, capital projects, traffic by-laws o signage, traffic safety and calming measures o pavement markings

Highway Traffic Act Changes o Pedestrian rights at school crossings controlled by crossing guard
and pedestrian crossovers School Zone Speed Limits
o regulated by Highway Traffic Act and City of Brampton o application and explanation of
- Flashing 40 km/h school zones - 10 km/h speed limit reduction
Pedestrian Crossovers
In response to questions from Committee, Mr. King provided clarification with respect to the following:
Flashing 40 km/h school zones in effect 10 minutes before and after schools are enforced by the City
Reduction of the speed limit by 10K/h around schools where the flashing 40 km/h is not applied
Policy is now applicable to secondary schools and the speed limit signs are being modified in phases
Need for pedestrian crossovers and line markings
Drivers must yield the complete roadway at pedestrian crossovers and at locations where a crossing guard is present
Mr. King advised that the changes to Highway Traffic Act are available in the Ontario Traffic manual.
The following motion was considered:
SC059-2016 That the presentation by Chris King, Supervisor, Traffic Operations,
to the Brampton School Traffic Safety Council meeting of September 1, 2016, re: Duties of Traffic Operations be received.
Carried 5. Program - Peel Safe and Active Routes to School Committee (PSARTS)
Violet Skirten, Crossing Guard Supervisor, advised that staff and representatives from the agencies and organizations involved in this program will be participating in a full day workshop on September 23, 2016 at the Mississauga Living Arts Centre located at 4141 Living Arts Drive. Metrolinx will also be in attendance. An update will be provided at a future meeting.

6. Program - School Travel Planning Program
Below, for reference, is a list of schools participating in the School Travel Planning Program.

Violet Skirten, Crossing Guard Supervisor, indicated that staff is working with Region of Peel, Health Services to educate and encourage new schools to join the program. It is anticipated that forty schools will be added for the next school year. She suggested the Brampton School Traffic Safety Council Subcommittee assist with the safety audit.
7. Program - Bicycle Parking Pilot Project
Violet Skirten, Crossing Guard Supervisor, advised that City staff is awaiting the final results on the bicycle pilot project from staff of the Region of Peel. She indicated that another project to provide additional bike racks at schools is being considered.
8. Program - Peel Regional Police - Safety Committee
Violet Skirten, Crossing Guard Supervisor, advised that the Peel Regional Police Safety Committee recently decided to have a member of Peel District School Board and Dufferin-Peel Catholic District School Board chair the Committee. A meeting will be held to establish a new structure for the Committee.
9. Correspondence 9.1. Correspondence from Harita Vyas, Brampton, re: Request for Site Inspection
to Review Traffic Congestion at Intersection of Eagle Plains Drive and Airport Road, and Airport Road and Camrose Street.
Harita Vyas, Brampton resident, expressed concern about the safety of students who walk on Airport Road to attend Eagle Plains Public School, located at 40 Eagle Plains Drive. The intersection of Airport Road and Eagle Plains Drive is difficult and dangerous for students to cross as there are no traffic signals. To avoid the intersection, students cross at Camrose Street; however, without a marked pedestrian crossing this is also unsafe. She requested a crosswalk at Camrose Street and Airport Road.

Another Brampton resident who was in attendance at the meeting reiterated the concerns expressed by Ms. Vyas.
In response to questions from Committee, staff advised that the issue may be that students are no longer eligible for bussing and parents feel that walking along Airport Road is unsafe for students. Staff suggested that a site inspection be undertaken. Staff noted that Airport Road is a Regional Road and that Regional staff will be asked to attend the site inspection.
The following motion was considered.
SC060-2016 1. That the correspondence and delegation from Harita Vyas,
Brampton resident, to the Brampton School Traffic Safety Council Meeting of February 4, 2016, re: Request for Site Inspection to Review Traffic Congestion at Intersection of Eagle Plains Drive and Airport Road, and Airport Road and Camrose Street – Eagle Plains Public School – Ward 10, be received; and
2. That a site inspection be undertaken.

Committee was reminded that a site inspection was conducted in April 2013 for this school. Committee reviewed the subject site inspection request and considered the following motion.

10. New School Openings
Trustee Darryl D’Souza, Dufferin-Peel Catholic District School Board, advised that St. Alphonsa Catholic Elementary School, located at 60 Olivia Marie Drive, is scheduled to open on September 6, 2016.
Trustee Carrie Andrews, Peel District School Board, advised that Jean Augustine Secondary School, located at 500 Elbern Markell Drive, will open on September 6, 2016. The opening of Tribune Drive Public School, located at 30 Tribune Drive is delayed until October 2016. Students for this school will be bussed to holding schools.
Violet Skirten, Crossing Guard Supervisor, noted that City staff will visit Jean Augustine Secondary School to ensure that signage on school property with respect to Kiss and Ride, internal operations, and street safety is appropriately addressed.
11. Changes - City's Perspective/School Boards
Trustee Carrie Andrews, Peel District School Board, indicated that the Peel Board of Education has decreased the criteria distance for students for bus transportation from 3.2 to 2 kilometres to their designated school.
12. Additions to Schools/Expected Student Population Increase/Decrease 13. Brampton School Traffic Safety Council Promotional Activities
Kelly Brooks, Senior Advisor, Communications, advised that letters on behalf of the Committee were sent to the two school boards’ administration for distribution to all principals. The focus of the letters is traffic safety matters around Brampton schools, frequently asked questions pertaining to safety and the availability of resources on the City’s website. Ms. Brooks indicated that a copy of the letters will be emailed to the Committee.
In response to questions from Committee regarding communication to the public, staff advised that information is available through the City’s corporate twitter account, and Public Works twitter account. Messages may also be sent by tweets through Brampton Roads account.

14. Brampton School Traffic Safety Council (BSTSCC) Sub-Committee/Ad Hoc Committee
Violet Skirten, Crossing Guard Supervisor, indicated that the Sub Committee may be participating in activities such as walkabouts, at site inspections or when the school travel planning program gets underway.
15. Other/New Business 15.1. Brampton School Traffic Safety Council - Enforcement Report – School
Patrol Statistics 2015-2016.
Mike Mulick, Interim Manager, Enforcement and By-law Services, provided an overview of the report on School Zone Parking Enforcement for the year 2012 to present. He noted an annual increase on the number of patrols and the number of tickets issued. He identified 10 schools with the highest percentages of tickets issued for 2015/2016, breakdown of student population, number of patrols and number of tickets for each school. In response to questions regarding attendance at the Khalsa Community School, located at 69 Maitland Street, Mr. Mulick explained that staff patrols the vicinity and tickets are issued when necessary. Officers also will take the opportunity to educate parents on public safety. The following motion was considered:

Carried 15.2. Violet Skirten, Crossing Guard Supervisor, re: Update - Progress of Brampton
School Traffic Safety Council Recommendations.
Violet Skirten, Crossing Guard Supervisor, provided an overview of the subject report. In response to questions from Committee, Craig Kummer, Manager, Traffic Services, explained that some actions in the recommendations that require services from agencies outside the City, with respect to signals or traffic operations, will not be completed until the subdivisions are assumed by the City.

Observations: 1. Heavy traffic was observed on Airport Road at inspection times. Airport Road is a major road
with a 70 km speed sign. Camrose Street is on the west side of Airport Road, north of Eagle Plains Drive and leads into a housing complex.
2. During the morning, traffic from Camrose Street onto Airport Road stopped appropriately and
waited for pedestrians to cross.
3. Speed bumps are situated on Camrose Street approximately 20 metres from the stop sign.
All vehicles slowed as they approached the stop sign. A No Parking sign is located on Camrose Street, west of Airport Road, on the north side.
4. Vehicles were parked on Camrose Street in front of driveways nearest to Airport Road and
close to the stop sign. This caused drivers to move into the left hand turn lane to make a right turn. A bus stop is located on Airport Road. To access the bus stop, parents parked their vehicles on Camrose Street.
5. During the morning, approximately 16 people including 10 children walked on Airport Road
and crossed Camrose Street to continue on Airport Road. In the afternoon, about 20 people including 14 children, again crossed Camrose Street. There were no concerns as students walked along Airport Road to Eagle Plains Public School. The students did not

have to cross Eagle Plains Road to arrive at the school. They walked along Airport Road and turned right onto Eagle Plains Road to arrive at the school (located on the north side of the roadway).
6. In the morning, the Committee members walked from the intersection of Airport Road and
Camrose Street to Eagle Plains Public School to determine if there were any safety issues in the morning. In the afternoon, they walked the same route from the school to return to the intersection. Staff from the Region of Peel was invited to the site inspection as Airport Road is a Regional Road.
Recommendations: 1. That the Site Inspection be received; and
2. That the Manager of Traffic Services arrange for No Parking signs to be placed on the south
side of Camrose Street from Airport Road for approximately 50m.; and
3. That the Manager of Enforcement and By-law Services arrange for an officer to be present to
ensure traffic signs are observed on Camrose Street; and
4. That the Region of Peel be requested to review the intersection of Airport Road and Camrose
Street and report on traffic accidents; and
5. That the Region of Peel provide a response to the Manager of Traffic Services regarding the
possibility of a crosswalk at the intersection of Camrose Street and Airport Road; and
6. That based on the site inspection, an Adult Crossing Guard is not warranted at the
intersection of Camrose Street and Airport Road.

Observations:
1. James Potter Public School is located at the southeast corner of the intersection of James Potter Road and Creditview Road/Georgian Road. The intersection is controlled by traffic signals and a crossing guard. The school fronts onto Creditview Road. School area signs and speed limit of 40 km are posted on Creditview Road. Corner restrictions are located on the east and west sides of James Potter Road at Creditview Road. “No Stopping Monday – Friday 8:00-5:00” signs are displayed at the driveway entrance to the school. The driveway on the southerly end of the school is marked one way in with two lanes separated by a cement barrier and leads into the parking lot. The kiss and ride travels to the left and buses to the right. There are no signs other than pavement markings to indicate the kiss and ride area drop-off zone. Pavement markings indicate no parking buses only in the bus area. The driveway at the front of the school for bus drop-off is used to access the visitors parking lot to exit the school.
2. The school now serves as a holding school for McClure Public School, which has
increased student numbers, and added two regular buses and one special needs van.

3. Hatched walkways cross the kiss and ride area, the bus lanes and the entrance to the
driveway. School staff at the walkways assisted students in the morning.
4. In the morning, the staff helped unload the buses. In the kiss and ride, when the line was
too congested, staff closed it with cones just before arrival time. Some parents moved the cones to enter the driveway. Cars parked on both sides of Creditview Road made U Turns. Some drivers parked in the Fire Route on school property.
5. At afternoon dismissal, school staff placed cones across the driveway entrance and the kiss and ride making the area unavailable to drivers. Some parents drove through the exit to access the parking lot and/or moved the cones and entered the driveway. Both sides of Creditview Road were congested and drivers were making U Turns.
Recommendations:
1. That the Site Inspection be received; and,
2. That the Manager of Enforcement and By-law Services arrange for the enforcement of
‘No Stopping/No Parking Restrictions’ on Creditview Road; and
3. That the principal arrange with the Manager of Enforcement and By-law Services for an
officer to be present to ensure Fire Route signs on school property are observed; and
4. That the principal be requested to open the kiss and ride area during morning arrival and
afternoon dismissal; and
5. That the Manager of Traffic Services arrange for the implementation of ‘No Stopping,
Monday to Friday, 8:00 -5:00’ on both sides of Creditview Road from the southerly driveway to the intersection of James Potter Road; and
6. That the Manager of Traffic Services arrange for the implementation of No U Turns signs
on Creditview Road between James Potter Road and the southerly entrance to school.

Observations: 1. The school is located on the south side of Olivia Marie Road, east of Larande Court/Messina
Avenue. Fluorescent school area signs and 40 km/h signs are posted. The all way stop at Olivia Marie and Larande Court/Messina Avenue is enhanced with pavement markings for pedestrians.
2. The entrance to the school is one way and leads to the parking lot of the kiss and ride and
the bus drop off area at the front of the school. The layout of the parking lot is appropriate for parking and the kiss and ride. No signs indicate a kiss and ride area on school property.
3. During the site inspections traffic congestion on the road or on school property was non-
existent. Drivers utilized the kiss and ride area in an orderly manner. Pedestrians entered the school using walkways and sidewalks with no conflicts with traffic. Both time inspection periods were very quiet.
4. Three buses serviced the school at arrival and dismissal times and no concerns were noted in
the bus loading area.

2. That the school principal arrange for signage in the Kiss and Ride area; and
3. That a follow-up site inspection be arranged for 2017 as the school population will continue
to increase.

Observations: 1. The school is located on the west side of Elbern Markell Drive, south of Bovaird Drive.
The bus entrance is located at the north end of the school. The driveway consists of two lanes, one for buses and the other serves as a drive through. A large parking area is located at the south end of the school with two lanes of drive through for parents to drop-off students and lead into the parking lot. No signs on the school property indicate the Kiss and Ride or bus loading areas.
2. Elbern Markell Drive is signed with a 40km/hr speed limit, and fluorescent school area
signs are located north and south of the school.
3. The area is under construction with debris in the boulevard and in the parking lot of the
school property.
4. Approximately 260 students attend this school which is serviced by four large buses.
The school also serves as a holding school for an elementary school which was scheduled to be opened in September. The secondary school students living north of Bovaird are currently being bussed to the school.
5. On the sidewalk in front of the school where the school walkway meets the city sidewalk,
a large gap exists on school property which is a trip hazard.
6. During the morning and afternoon site inspections, a few students walked along the south
side of Bovaird Drive on the shoulder.

7. The concern from the school staff and police was that secondary students walked along
Bovaird Drive westerly to the Apple Factory or easterly to Tim Hortons Plaza. In addition, students cross at the intersection of Mississauga Road and Bovaird Drive where there are no crosswalks or sidewalks. The area along Bovaird Drive and Mississauga Road is under construction and the students walk on the shoulder, around active constructions areas.
8. Staff from the Region of Peel were invited to the site inspection to discuss solutions for
students who use Bovaird Drive and Mississauga Road.
9. During the site inspection, a few vehicles parked on Elbern Markell Drive making it
difficult for buses exiting and entering the driveway.
Recommendations: 1. That the Site Inspection be received; and
2. That the Manager of Traffic Services arrange for No Stopping, Corner Restriction on
both sides of Elbern Markell at the northerly driveway to the school; and
3. That the Region of Peel report to City staff on possible solutions for pedestrian facilities
on Bovaird Drive and the intersection of Mississauga Road and Bovaird Drive; and
4. That the school principal arrange for Bus Loading Only and Kiss and Ride signage, and
pavement markings on school property; and
5. That the school principal remind students not to walk along Bovaird Drive due to the
construction and lack of pedestrian facilities.
