These figures indicate an 18 percent incredbe 0 1'<:_ 1980 admission levels when 1,912 persons (1,535 first admissions and 377 readmissions) were reported. Data about perSOllS admitted duri.ng 1981; Le., length of sentence, offense, marital status, etc., can be found in Tables 2-15. Inforrl!.ation is arranged so that comparisons can be made between first and readmissions as well as ~tween males and females.

t~le First Admissions

The number of men received db new admissions rose from 1,456 in 1980 to 1,787 during calendar year 1981> an increase of 22 percent. About 70 percent of these men were reported as serving new adult sentences which did not involve violation of probation. Slightly more than one-tenth (11.6 percent) were reported to be probation violators with ne\'l adult sentences T"mile about 18 percent were admitted as probation violators without new adult sentences.

Burglary, robbery, and theft were the most common offenses reported for first­admitted men. (See Table 2.) One-half of the men were reported to be serving sentences for crimes which did not involve assaultive, sex, or drug offenses, less than one-tenth (6.7 percent) for drug offenses OIUY, and less than one percent (0.7 percent) for sex offenses only. Slightly less than one-third (31 percent) were serving sentences for assaultive crimes only, while 12 percent had been convicted on charges involving both assaultive and sex offenses. (See Table 6.) The average (medium) length of sentence rec:eived by male firs t admissions was 40.6 months; the mean, 56.7 ll1IJnths. Life sentences were excluded from these computations. Table 5 provides information on the average (mean) length of sentence received for selected offenses. First-admitted men sentenced for unarmed burglary received average sentences of 43.2 months~ those charged with armed robbery 86.7 ITlOnths, and thobe sentenced for theft, 33.3 months.

Over one-third of the mdle fi rst admissions "Jere from Hilwaukee County. The average (median) age was reported to be 22.9 years. Almost one-fourth (23.4 percent) of the men were less than 20 years of age at the time of admission.

~le Readmissions

Three hundred and sixty-one men. were readmitted to Wisco nsin' s adult ins titutions in calendar year 1981. Men returned from parole, mandatory release, or special action early release with new adult sentences constituted accounted for 38 percent of the readmissions. Burglary was the most common offense reported. Somewhat less than one-half (46 per'cent) of the readmissions were sentenced for crimes not involving dssaultive. sex, or drug offenses.

Over one-third (37 percent) were sentenced on assaultive charges only while 10.8 percent were serving sentences for crimes involving assaultive and sex offenses. The median length of sentence was 80.8 months while the mean was 111.2 months. Four out of 10 male readmissions (41 percent) were under the age of 25 at time of entry.

Female First and Readmissions

A total of 113 women, 107 first admissions and 6 readmissions, were reported during calendar year 1981. This is an increase of 33 percent over the preceding year when 85 admissions, 79 first admissions and 6 readmissions were recorded. Almost three-fourths (75 percent) of the first admissions were received on new adult sentences; i.e., not as probation violators. One-half of the readmissions were mandatory release violators who were returned without an additional sentence. Forgery was the offense most often reported for first admissions; theft the most often for readmissions. Over one-half (51.5 percent) of the first admissions had no record of assaultive, sex, or drug offenses. The same was true for readmissions. First-admitted women were sentenced to an average (median) of 33.4 months; readmissions to 64.0 months. Milwaukee and Racine counties with 44 and 11 cases respectively accounted for 51 percent of all first admissions. The 6 women readmitted in 1981 were from Clark, Fond du Lac, Lafayette, Milwaukee, Rock, and Rusk counties. A median age of 25.4 years was reported for firs t admissions while readmissions were reported to have a median age of 26.0 years.
