  • General Description of the Firm

    Tillyard was established in London in 1945 and in Nigeria in 1958 and is now part of a group of independent associated firms providing expertise in Quantity Surveying, Project Management and Construction Economics on an International Consultancy basis. 

    The  Group  has  worked  in  over  30  countries  on  all  continents  and amongst its clients are numerous Multi‐National Companies, Indigenous Conglomerate  Companies,  Government  Agencies  and  International Financing Agencies including the World Bank, the British Foreign Offices, U.S.  Foreign  Aid  and  Development  Agencies  and  other  National Companies. 

    The Group also acts for many International companies such as Petroleum Companies,  Banks,  Pharmaceutical  Companies,  Manufacturing Companies and  the  like, often  in conjunction with Consultants of other Nations.

  • Offices in Nigeria

    Tillyard  first  opened  a  residential  practice  in Nigeria  in  1958  and  since that  date,  have  continued  to  practice  continuously  in  this  country.    At present there is one office within the Federation.   

    The  office  is  capable  of  providing  full  Quantity  Surveying  and  partial Project  Management  Services  together  with  other  ancillary  cost consultancy  services,  which  may  be  requested.    The  office  operates autonomously. However, a close back‐up service exists on a world‐wide basis and particularly  from our London Office, should the need arise to draw upon the experience and local knowledge of construction methods etc. from other parts of the world. 

    Tillyard Nigeria is incorporated under the Companies and Allied Matters Act  1990,  Certificate  No.  RC  393297,  issued  by  the  Corporate  Affairs Commission of Nigeria.   

    Tillyard  Nigeria  is  registered  with  The  Nigerian  Institute  of  Quantity Surveyors  and  is  registered  to  practice  with  the  Quantity  Surveyors Registration  Board  of  Nigeria.    All  practising  quantity  surveyors, employed by the firm, are equally registered with the Quantity Surveyors Registration Board of Nigeria.

    Quantity Surveying

    Planning Stage

    Feasibility  studies  showing  the  financial  implications  of  land  utilisation, site development, construction costs, cash flow, interest and realisation. 

    Pre-Contract Stage

    Preparation  of  elemental  budget  estimates  of  construction  costs, utilisation of economic control factors as design guidelines to ensure that maximum  space  and  quality  are  realised.    Preparation  of  Tender  and Contract  Documents  for  construction  contracts  and  Specialist  Sub‐Contracts  including  instructions  to  Tenderers,  Tender  Proposal  Forms, Conditions  of  Contract,  Specifications  or  detailed  Bills  of  Quantities.  Detailed evaluation of Tenders, preparation of final budget and projected cash flow figures. 

    Post Contract Stage

    Measurements  and  valuations  of  variations  and  budgetary  control  of construction  costs  throughout  the  construction  period.  Measurement and valuation of construction work completed for  interim payments on account to the Contractor.  Measurement of final account on completion of  construction  including  negotiation  and  settlement  with  Contractors and  Sub‐Contractors.    Detailed  analysis  of  construction  costs  into elements for planning future projects.

    Tillyard  Nigeria  undertake  to  act  in  a  management  role  on  capital projects  on  behalf  of  the  Employer  in  a  number  of  capacities  and  in particular the following :‐ 

    Cost Management

    To  monitor  costs  on  behalf  of  lenders  of  owners  on  those  projects undertaken  under  contractual  conditions  where  there  is  no  quantity surveyor or where the employer  is not otherwise properly  represented to receive financial protection. 

    Project Management

    The  Co‐ordination  of  requirements  of  the  Employer,  Consultants, Contractors,  Sub‐Contractors,  other  specialists,  legal  representatives, occupiers, operators and the like in order to achieve optimum value and standards. 

    Construction Management

    Includes  all  the  activities  described  under  the  heading  of  Cost Management  and  Project  Management  plus  the  responsibility  for  the implementation  of  the  Construction  Contracts  by  direct  means  as  the agent of the Employer.

    Tillyard  is able  to call  internationally upon a staff of approximately 200 people  of  diverse  experience  in  the  profession  of  Quantity  surveying.  Project Management and Construction Management in order to provide a  comprehensive  service  for  the  widest  possible  range  of  client requirements. 

    Tillyard  Nigeria  is  staffed  with  fully  qualified  Chartered  Quantity Surveyors both expatriate and Nigerian.   At present the majority of the Senior Staff have practised in Nigeria for 10 or more years and are thus well briefed in local practice and knowledge.  The current staff in Nigeria is :‐

  • Experience : 1971 - 1975 - Joined Monk & Dunstone in London. Two years as resident Q.S. on Cunard International Hotel, Hammersmith - Post Contract work including final accounts. Assistant Q.S. covering all aspects of the profession from estimates and cost planning to Final Accounting and fee invoicing 1975 - 1988 - Joined Widnell and Trollope as Senior Q.S. in the Chatham, Kent office. Directly responsible to Resident Partner. Work mostly refurbishment and new housing schemes from inception to final account 1976 (December) - posted overseas to Freetown, Sierra Leone as Resident Partner. Projects included Bitumani Hotel and Conference Centre (used for OAU Conference June 1980). Responsibility included running the office 1980 (April) - posted to Nigeria as Manager North based in Kano. Responsible for running the office and all Northern projects including Maiduguri Teaching Hospital; College of Arts and Science, Sokoto; University of Jos Student Hostels; Tea Factory, Mambilla Plateau.
