1.1 Scope of Report

This acoustic report was prepared by Mitchell Environmental, Kilberry, Navan, Co.Meath at the request of Mr Daryl Fathy (Manager of ECC Teo) Licence Register Number PO355 01:

The report was commissioned as part of the IPPC Licence monitoring requirement Condition 6. Noise. MitchelI Environmental prepared all associated documents as required by t?~e conditions set within the PPC Licence.

The report was intended to

1. Assess the emissions of noise that occur as a result uf the operation of the facility plant and its associated operation,

2. Establish if this facility has an impact on the acoustic environment, particularly with regards to sensitive receptors and if so to quantify this impact,

3. Propose mitigation measures to prevent or limit acoustic impacts fiom the facility should any be established.

In particular this report:

1. Identifies noise source levels that are currently in existence in and around the site

2. Identifies the receptors that are most sensitive to noise

3. Measures the current and likely noise generation at the site due to the above noise sources

4. Measures the noise levels at sensitive receptors due to the operation of the facility

5 . Suggests noise mitigation measures and controls which should be implemented if needed to ensure that there is no adverse impact from noise.

1.3 Principal Activity The manufacturing process at ECC yields:

Construction Pallet and Packaging Boards

9 Fencing Timber CO Products - Woodchip, Sawdust, Butt Chips and Bark

Comercia1 timber makes up approximately 40% of the company’s processed timber products. With 12 on-site dryrng Kilns ECC offer a substantial kiln drying capacity, achieving a weekly output of over Z,000m3. The kilns are hred by a 5MW burner, which supplies clean, renewable energy to the kiln boxes.

ECC’s construction quality is maintained to IS127 and BS4978 by the stress graden, who are fully certified by the NSAI. Each piece of ECC timber is stamped to highlight strength class, license number, BS number and certification mark.

Pallet and Packaging board is also produced and the majority of the product is exported to the UK. ECC is a certified member of the ISPM 15 scheme, which is an International Standard, set up to reduce the risk of the introduction and/or spread of quarantine pests associated with wood packaging material made from coniferous wood.

ECC offers a comprehensive range of quality timber to the Fencing industry. Fencing material is produced for the Home and UK markets representing 40% of all material produced.

ECC CO Products provide the raw material to a number of timber related industries thus ensuring zero waste from the timber process. CO Products include Woodchip, Sawdust, Shavings, Butt Chips and Bark. Woodchip and Sawdust are sold for use in the manufacture of Chipboard, Medium Density Fibre (MDF) and Doorskins. These are subsequently marketed and sold throughout European and American markets. They are also used for the production of clean energy in CHP Biomass and the production of wood pellets. Sawdust is used in low pressure wood waste boiler providing a renewable energy source for heating the Kiln Drying Process. Bark and Butt Chips are sold to local companies, where it is mulched and used for landscaping and gardening projects. CO Products make up approximately 50 % of the company’s production. The amount of residue produced depends on the amount of pallet anaor commercial material produced.

1.4 Noise Sensitive Locations (NSL’s) The EPA define a noise sensitive location (NSL) as a ‘Any dwelling house, hoteI or hostel, health building, educational establishment, place of worship or entertainment, or any other facility or area of high amenity which for its proper enjoyment requires the absence of noise at nuisance levels’. In regard to noise the EPA define ‘daytime to be 08.00 hours to 22.00 hours’ and ‘night time to be 22.00 hours to 08.00 hours’.

1.5 Historic factors and noise complaints The company has not received any noise complaints from my third parties. The operation of all plant onsite is a factor in the noise survey.

2.2 Monitoring conditions

Monitoring occurred in the morning and night h e . The day was fine and bright and was still with an hterm&ent breeze. The temperature was cold in the morning, approx 5°C but warmed to around 19°C by the afternoon. The night temperatures were again around SOC,

The equipment used during this survey was a SVAN 971 sound level meter. The equipment was fully calibrated prior to use. (See appendix B)

2.4 Noise monitoring standard and methodology

All measurements were carried out in general accordance with IS0 1996: ‘Acoustics- Description and measurement of environmental noise’. Consultation was also given to the Agency’s 2004, ‘Environmental Noise Survey Guidance Document’ prior to the noise survey been conducted. Measurements were made placing the microphone at a height of 1 Sm above ground level and were free field, measured >2m from reflecting surfaces. The measurement results were noted onto survey record sheets immediately following each measurement and also stored in the instrument’s internal memory for subsequent analysis, notes were taken in relation to the primary contributors to noise build-up at each location. A 1/3 octave frequency analysis was dso carried out.

3 Noise Monitoring. Results

3.1 Noise sensitive locations results A noise sensitive location was selected in close proximity to the plant. The NSL was a dwelling house, the location are illustrated on the map in Appendix A. The daytlme and night t h e results taken at the NSL on the gth August 2018 are detaited In Table 2 below.

4.1 Onsite boundary location

The boundary noise monitoring was commenced at one location on site for 30 minutes in duration around the perimeter of the plant during the daytime only. The boundary monitoring location are shown on the map in Appendix A

5 Conclusi.ofl Noise levels do not exceed the required levels at this plant. Health and safety restriction BS 5228-112009 and Brigade Electronics for the reversing alarm set the volume level at 102 dB. Once the reverse noise level is subtracted from the base line datum all levels are within guidelines. There were 44 vehicles movements during the maming recording and 26 during the night time recording.

This conclusion is Mitchell Environmental’s professional opinion based on noise survey carried out at ECC Teo on the 9*-10h August 2018. The daytime LA^ levels recorded at the NSL adhered to the daytime emission limit of 55dB (A). The night time LAP* results (without the reverse siren noise) adhered to the night time emission limit of 4 5 B (A). Neither tonal nor impulsive character was recorded emanating fiom the plant at the Noise Sensitive L o d o n The noise moaitoring Survey determines that ECC Teo present-day activities do not create any noteworthy noise impact at the NSL nominated.
