1. INTRODUCTION
Non Destructive Testing (NDT) is extensively used by Eskom in the management of quality and structural integrity for components ranging from a Level 1 classification (stringent specification and processes) to a Level 3 classification (least stringent). For NDT to be effective, the NDT personnel undertaking such work shall be properly trained, qualified and certified and have gained requisite industrial experience.
However, the qualification and certification of NDT personnel is subject to different international standards and is undertaken by different certification bodies; where each have their own specific requirements and where the required industrial experience may not necessarily have been gained in the power generation industries.
For Eskom to ensure that NDT is effectively performed on components with different classifications and where varying requirements for NDT personnel qualification, certification and experience are known to exist, it is necessary that Eskom provide a set of normalised requirements for NDT personnel and that an “NDT Personnel Approval” (NPA) process is used to control NDT activities.
This standard, therefore, details:
1. A set of Eskom normalised requirements harmonising the use of differing standards for the
qualification and certification of NDT personnel.
2. A set of Eskom requirements by which the employer may Authorise his employees to undertake NDT
duties and in manner that is acceptable for Eskom to issue a NPA to such individuals.
3. The process whereby NDT individuals obtain Eskom NPA to work on Eskom plant without the need
for direct Eskom NDT Level III supervision.
2. SUPPORTING CLAUSES
2.1 SCOPE
2.1.1 Purpose
1. To provide normalised requirements harmonising the use of differing standards for the qualification
and certification of NDT personnel.
2. To provide requirements for the delineation of the responsibilities based upon an individual’s
certification that shall be incorporated in the employers Authorisation process.
3. To define the requirements and process whereby personnel can obtain Eskom NPA so that NDT can
be performed on Eskom plant without the need for direct Eskom NDT Level III supervision.
2.1.2 Applicability
1. This standard shall apply throughout Eskom Holdings SOC LTD, its divisions and subsidiaries.

2. This standard is applicable to all NDT personnel; whether direct or indirect employees of Eskom or
employees of NDT service providers, when an NDT activity is to be undertaken on Eskom plant.
3. The national and international qualification and certification standards listed in Section 2.2 are
acceptable to Eskom without further referral.
4. The use of qualification and certification standards not listed in Section 2.2 must be referred to
Eskom for consideration/review.

2.3 DEFINITIONS
Authorisation – Written statement by the employer, based upon the scope of Certification, authorising the individual to carry out defined tasks [SANS ISO 9712]. Certification – Procedure, used by the certification body to confirm that the qualification requirements for a method, level and (or) sector have been fulfilled leading to the issue of a certificate [SANS ISO 9712]. Certification Body – Body that administers procedures for certification according to the requirements of SANS ISO 9712. Harmonising – In the context of normalised requirements recognition of equivalency, granted by the Eskom, between the differing qualification and certification bodies. Industrial Experience – Experience acceptable to the certification body, gained under qualified supervision, in the application of the NDT method in the sector concerned needed to acquire the skill and knowledge to fulfil the provisions of qualification [SANS ISO 9712]. NDT Personnel Approval (NPA): - Written Eskom confirmation that NDT personnel are satisfactorily qualified and certified to perform NDT on Eskom plant without the need for direct Eskom NDT Level III supervision.
Normalised – A series of minimum Eskom requirements that are considered common objectives required by the differing qualification and certification standards. Outside Agency – A company or individual who provides NDT Level III services and whose qualifications to provide these services have been reviewed and approved by the employer engaging the company or individual [SNT-TC-1A]. Qualification – Demonstration of physical attributes, knowledge, skill, training and experience required to properly perform NDT tasks [SANS ISO 9712]. Qualification Body – Either, the authorised body independent of the employer, authorised by the certification body to prepare and administer qualification examinations or, the person or persons properly designated in the certification procedure to sign certificates on behalf of the employer [SANS ISO 9712 and ASNT CP-189 respectively]. Employer – Organisation for which the employee works on a regular basis [SANS ISO 9712]. Employee refers to both Eskom and non-Eskom personnel.
‘Personal to Holder’ – NDT certification issued to an individual by an independent qualification body. Such certification remains valid and transferable on change of employer (e.g. ISO 9712 or EN 473 etc.).
‘Non-Personal to Holder’ – NDT certification issued to an individual by his employer. Such certification expires and is non-transferrable on change of employer (e.g. ASNT CP-189 or SNT-TC-1A etc.).
Quality Manual (Written Practice) – A written procedure (or quality manual) developed by the employer that details the requirements for qualification and certification of their employees [SNT-TC-1A].

2.5 ROLES AND RESPONSIBILITIES
2.5.1 The Eskom Level III
1. Is responsible for keeping abreast of national and international standards for NDT qualification and
certification and maintaining current requirements in this standard.
2. Shall maintain a library of at least the national and international NDT qualification and certification
standards listed in Section 3.1
3. Is responsible for technically reviewing and accepting the employer’s quality manual (e.g. written
practice) for the qualification and certification of NDT personnel against the requirements of a
normative standard (e.g. SANS ISO 9712 or ASNT ACCP etc.).
4. Is responsible for technically reviewing and accepting the employer’s quality manual (e.g. written
practice) for the employers Authorisation of certified NDT personnel process.
5. Shall ensure that an individual’s Authorisation does not exceed the individual’s qualification
certification.
6. Shall inform the employer in writing of those employees that are deemed to be acceptably qualified
and certified to undertake NDT on Eskom plant without the need for direct Eskom NDT Level III
supervision (i.e. NPA).
7. Shall maintain a database (spread sheet, list etc.) which is freely accessible within Eskom and
details the NDT personnel who have met the requirements of this standard and have Eskom NPA
(an example is shown in Appendix A1)
8. Shall maintain a database (spread sheet, list etc.) which is freely accessible within Eskom and
details the authorised NDT procedures and NDT technique sheets that have been approved by
Eskom in accordance with the requirements of Eskom Standard 240-83540088.

1) NPA ID cards will be introduced and phased in over a period of time.

2.5.2 Employer of NDT Personnel (Principle and/or sub contractor)
1. The employer is responsible for maintaining a written quality manual (e.g. written practice) that details how employees will be trained, qualified, certified and will have gained the requisite industrial experience in accordance with the requirements of a normative qualification and certification standard (e.g. SANS ISO 9712 or ASNT ACCP etc.).
2. Where sub-contractor labour is used, the employer’s quality manual (e.g. written practice) will detail how the employer accepts and Authorises an individual with ‘personal to holder’ certification, or how the employer re-certifies and Authorises an individual with ‘non-personal to holder’ certification.
3. The employer shall issue an Authorisation for each employee detailing the extent of certification and the extent of the duties that can be performed (an example of employers Authorisation in Appendix B).
4. The employer shall not authorise an employee to undertake duties beyond that for which the individual is certified.
5. The employer shall maintain a database (spreadsheet, list etc.) of their employees which details the employee’s certification status; i.e. type of certification, certification validity, vision test validity, Authorisation status and limitations, if any.( see appendix C)
6. The employer shall ensure work is undertaken in accordance with authorised NDT procedures and NDT technique sheets that have been approved by Eskom in accordance with the requirements of 240-83540088, *32-226 and *32-227 as appropriate.(*current numbers to be revised)
2.5.3 NDT Personnel (Employee’s)
1. NDT personnel shall maintain their certified status in accordance with requirements of the NDT scheme so certified (e.g. work continuity, visual acuity etc.).
2. NDT personnel shall be in possession of a written Authorisation, supplied by their employer, authorising the individual to carry out defined NDT tasks (an example is shown in Appendix B).
3. NDT personnel shall ensure that their Authorisation does not exceed their certified status.
4. NDT personnel shall not undertake NDT tasks for which they are not authorised.
2.5.4 Self-Employed NDT Personnel
1. Self-employed personnel shall have a quality manual (e.g. written practice) delineating the responsibilities of the “employer” and the “employee” which shall meet the requirements of Section 2.5.2 and 2.5.3
3. NDT QUALIFICATION AND CERTIFICATION (NORMATIVE REQUIREMENTS)
3.1 NDT QUALIFICATION AND CERTIFICATION
Eskom recognise that NDT personnel may be qualified and certified in accordance with the requirements of one, or more, of the following international standards:
1. SANS ISO 9712 (includes EN ISO 9712, EN 473 and ASNT ACCP).

3. SNT-TC-1A.
Where the referencing code or standard defines the choice and requirements for the qualification and certification of NDT personnel these shall be acceptable to Eskom, noting that Eskom accept certification in accordance with ISO 9712 as an alternative way of meeting the requirements of ASNT CP-189 and SNT-TC-1A.

In cases where NDT is undertaken without referral to a referencing code (e.g. In-service inspections of turbine components etc.) or where the referencing code does not specify a standard for the qualification and certification of NDT personnel then the use of ISO-9712 is mandatory.
Qualification and certification of NDT personnel undertaken in accordance with the requirements of standards not listed in section 3.1 shall be referred to Eskom for consideration/review.
3.2 NDT LEVELS OF QUALIFICATION AND CERTIFICATION
Eskom recognises three levels of qualification and certification, namely

Eskom considers that the three levels of qualification and certification shown above as being equivalent amongst the international standards listed in Section 3.1; ISO SANS 9712 is used by Eskom as the normative reference.
Eskom NPA is only required for NDT personnel qualified and certified to any one of the three levels shown above.
Note: 2) Whenever the singular term “Individual”, “NDT Level I’, “NDT Level II” or
“NDT Level III” appears, the plural term is equally applicable.
3.3 NDT LEVEL III NORMATIVE REQUIREMENTS
When duties require the NDT Level III to perform tests or evaluate test results the NDT Level III certification process shall include the successful completion of a practical examination commensurate to that required for NDT Level II certification.
Successful completion of NDT Level II certification in the specified method fulfils the requirement detailed in Section 3.3.
Note: 3) The Eskom NPA will be limited to the extent of the practical examination
A NDT Level III not meeting the requirements of Section 3.3 does not require Eskom NPA as such individuals may not be Authorised to undertake physical work on Eskom plant, i.e. perform tests or evaluate test results. 4

4) Individuals providing Level III services have 12 months from the issue of this standard to meet the normative requirements of Section 3.3 otherwise the normative requirement mentioned above will thereafter apply and Eskom Approval will be withdrawn.
3.4 NDT LEVEL I, II AND LEVEL III NORMATIVE REQUIREMENTS
Where the NDT Level I, NDT Level II or NDT Level III certification is given in discrete categories (e.g. SANS ISO 9712 product, sector or technique etc.) the employer’s Authorisation may not exceed the certification categories.
Where the NDT Level I, NDT Level II or NDT Level III certification is not given in discrete categories the employer’s Authorisation shall define the extent of authorisation and evidence supporting the employers Authorisation must be provided to Eskom during the request for NPA.
3.5 LIMITED NDT CERTIFICATION
Limited NDT qualification and certification (e.g. ISO 20807) will be treated on a case by case. Refer all cases of limited certification to The Eskom Level III.
3.6 REQUIREMENTS FOR EMPLOYER AUTHORISATION
The administration of the employer’s Authorisation process shall be detailed in the employer’s quality manual (e.g. written practice).

The employer shall issue a written Authorisation for all certified individuals in his employ as listed in Section 2.5.
The employer’s Authorisation shall be based upon the scope of certification and shall authorise the individual to carry out defined tasks.
The employers Authorisation shall not exceed the limitations imposed by the certification.
The employers Authorisation validity shall not exceed the validity of the individual’s certification.
The employers Authorisation validity shall not exceed the validity of the individual’s vision test validity
3.7 PROCESS FOR GAINING ESKOM NPA
Step 1
The employer shall submit their quality manual (e.g. written practice) dealing with qualification, certification and Authorisation of NDT personnel to The Eskom level III.
The employer’s quality manual (e.g. written practice) shall identify the applicable normative qualification and certification standard.
The Eskom level III shall technically review and accept the employer’s quality manual (e.g. written practice) against the identified normative qualification and certification standard.
Step 2
The employer shall submit the qualification certification records of their NDT Level III to The Eskom level III.
The employer shall submit the employer Authorisation record of their NDT Level III to The Eskom Level III.
The employer’s NDT Level III shall complete and submit the Eskom declaration form “NDT Level III Acceptance of Responsibility” to The Eskom level III (Appendix D)
The Eskom Level III shall technically review and accept the qualification and certification records against the accepted employer’s quality manual (e.g. written practice).
Step 3
The employer shall submit the qualification and certification records of their NDT Level I or Level II’s to The Eskom Level III.
The employer shall submit the employer Authorisation record of their NDT Level I or Level II’s to The Eskom level III.
The Eskom level III shall technically review and accept the qualification and certification records against the employer’s accepted quality manual (e.g. written practice).
Step 4
The Eskom level III will issue, to the employer, an NPA for each individual assessed and found to be acceptably qualified, certified and authorised.
The Eskom NPA will be in writing.

Step 5
With each revision to the employer’s quality manual (e.g. written practice) or change to an individual’s qualification and certification and Authorisation status the appropriate steps of 1 to 4 shall be repeated.
3.8 ESKOM NPA
NDT personnel holding Eskom NPA are deemed to be acceptably qualified and certified to undertake NDT on Eskom plant without the need for direct Eskom NDT Level III supervision (i.e. having an NPA).
When direct Eskom Level III supervision is absent, the employer of NDT personnel shall identify an NDT Level III and this individual shall take responsibility for the specific activities performed by the employer’s NDT Level I and Level II personnel on Eskom plant.
Note: 5) NDT personnel may be managed by office/site supervisors etc.; however, Level I and Level II
personnel shall have access to the identified NDT Level III for technical matters related to the NDT task to hand.
The NDT Level III taking responsibility for the activities performed by the employers NDT Level I and Level II personnel shall:
1. Be qualified and certified in the methods under consideration.
2. Ensure work is undertaken by appropriately qualified, certified and Authorised NDT personnel.
3. Ensure work is undertaken in accordance with authorised NDT procedures and NDT technique
sheets that have been approved by Eskom. NDT procedures are approved by Eskom in accordance
with the requirements of The Eskom Standard 240- 83540088.
4. Resolve technical issues brought to his attention by NDT Level II and NDT Level I employee’s

3.9 VALIDITY OF ESKOM NPA
Eskom NPA validity shall not exceed certification validity.
Eskom NPA remains valid when the individual remains an employee of stated employer. This can be
verified on the Eskom database.
Eskom NPA remains valid whilst the individual is in possession of current annual visual acuity certificate.
This can be verified on the Eskom database.
Eskom NPA remains valid whilst the individual undertakes activities using Eskom approved NDT
procedures and NDT technique sheets. (Approved NDT procedures can be verified on the Eskom
database).

The Eskom NPA may be revoked on changes to the employer’s quality manual (e.g. written practice) or
NDT procedures.
Eskom NPA shall expire should an individual’s certification expire or be revoked.
Eskom NPA shall expire should a significant interruption takes place in any of the methods the individual
is certified.
Eskom NPA shall expire if the individual becomes physically incapable of performing his duties based
upon failure of the visual acuity examination taken annually.
Eskom NPA shall expire if the individual visual certificate exceed one year.
Eskom NPA shall expire if the individual fails recertification, until such time as the individual meets the
requirements for recertification or initial certification.
Eskom NPA shall be revoked pending enquiries into an individual’s perceived poor performance by the
employer or Eskom.
Eskom NPA can be revoked upon the request of the employer.
Note: 6) Eskom Engineering shall use the NDT database to ascertain if NDT personnel are in
possession of Eskom NPA and are using Eskom approved procedures. When both are confirmed the NDT activity can be undertaken without direct Eskom NDT Level III supervision.
3.10 DISCIPLINARY PROCEDURE
In the event that Eskom NPA personnel are involved in or under investigation for unethical behaviour,
procedure violation, code violation, poor performance etc. the following shall apply:
The employer appointed NDT level III shall inform Eskom immediately of the incident and request Eskom
to revoke the individual’s Eskom NPA.
The employer appointed NDT Level III shall submit all evidence as well as their interpretation, conclusion
and recommendations with regard to the situation to Eskom for review.
The employer appointed NDT Level III need’s to contact Eskom and request a meeting in which the way
forward will be discussed either to determine if it is possible to reinstate the operator and the agreed
mitigation process to be followed or whether the operator Eskom NPA will be permanently revoked.
The employer appointed NDT level III shall complete the agreed mitigation process and submit evidence
that all the requirements have been met as agreed upon with Eskom.
Eskom will notify the employer appointed level III whether the mitigation process was completed
satisfactorily and whether they can reapply for Eskom NPA for the individual in question.

Note: 7) Failure to adhere to disciplinary procedure shall result in actions taken against the employer and the
responsible employer appointed NDT level III.
3.11 PERSONNEL FILES
As a minimum the employer shall ensure that the following documentation is available prior to the
application for Eskom approvals:
Employer authorisation as specified in section 2.5
Valid employee qualification certificate
Valid employee vision certificate
Validated work experience records
Proof of medical fitness
All relevant department of health documentation required for radiography.
Life dose logs for radiography personnel
Note:
