OVERVIEW:
The Hiring and Departure Analysis is an annual report completed by the Department of Human Resources. The report provides data regarding hiring and retention of employees and assists with planning for staffing each school year. As in prior years,
the report details the education and experience levels for newly hired teachers, as well as other hiring information.
We have included historical data for the acceptance rate for Carroll County Public Schools’ teaching positions and Carroll County Public Schools’ teacher attrition as
compared to the national average. The turnover rate for professional employees leaving Carroll County Public Schools in 2015-2016 is 9.22% including retirements,
resignations, and leaves of absence. The turnover rate for professional staff last year was 10.51%. The turnover rate for classified employees leaving Carroll County Public Schools in 2015-2016 is 11.02%. These rates of turnover compare favorably with other
Boards of Education in Maryland.

The national teacher attrition rate for 2015 will rise to 20 percent. Among public school teachers with 1–3 years of
experience, 80 percent stayed in their base-year school, 13 percent moved to another school, and 7 percent left
teaching in 2012–13. About 8 percent of public school teachers who left teaching in 2012–13 were working in an
occupation outside the field of education, including military service. About 51 percent of public school teachers
who left teaching in 2012–13 reported that the manageability of their work load was better in their current position
than in teaching. Additionally, 53 percent of public school leavers reported that their general work conditions were
better in their current position than in teaching.
