In the Memo. first cited, among other things, instructions have been issuedthat the proposals for sanction of additional charge allowance be submitted to thecontrolling officer within one month from the date of termination of additional chargearrangement. As per the orders issued in the reference second cited, Additional Payfor holding full additional charge shall be granted at the rate of one fifth of the paydrawn in the regular post or half of the minimum pay of the additional post, whicheveris less irrespective of the duration of the charge held or the number of posts ofadditional charge held by Class - I and II officers, with effect from 03.10.2011.However, the condition prescribed for submitting the proposal has been ordered tobe continued-vide Memo third cited.

2. It has been brought to the notice that certain officials in Class I and II Serviceswho have been instructed to continue holding additional charge of another post formore than five months, have been representing for sanction of Additional Chargeallowance once in three months during the currency of the said arrangement. Thesame has been considered and accepted. Accordingly, the following instructions areissued:-

i. The Additional Charge Allowance be sanctioned to the officers in Class-I andII Service once in three months,

and

ii. The Additional Charge Allowance, be sanctioned in full for the existingarrangements, which are in existence for more than 3 months;

-----PROCEEDINGS:

In the Board Proceeding first read above, orders were issued that in case ofdeath of an employee while in service, an advance of Rs. 5000/- (Rupees Five thousandonly) from the TNEB Family Security Fund Scheme shall be sanctioned by the pensionsanctioning authority for meeting the immediate requirement of the family of thedeceased employee based on the written request duly certified to by any Officer ofthe Board. This advance being adjustable against the lumpsum amount payable laterunder the said scheme and the adjustment should be made promptly. The nomineeto the Family Security Fund Scheme or the person eligible for family pension shall bethe claimant of the advance. It will be the responsibility of the claimant to satisfy thesanctioning authority that she/he is the widow/widower or child of the deceasedemployee. The sanctioning authority shall verify the claim with reference to the recordsand disburse the amount immediately.

2. The Government of Tamil Nadu in the G.O. second read above, has issuedorders that the amount of advance from Tamil Nadu Government Servants’ FamilySecurity Fund Scheme be raised from Rs.5,000/- to Rs. 25,000/- (Rupees TwentyFive thousand only) for meeting out the immediate requirement of the families ofGovernment servants including All India Service Officers belonging to the Tamil NaduCadre (excluding casual and daily wage employees and those working on contractbasis) who die while in service. It has also been ordered that the advance drawn beadjusted against the lumpsum amount to be paid under Tamil Nadu GovernmentServant’s Family Security Fund Scheme. Generally, as the Corporation is followingthe orders of the Government with regard to the above matter from time to time,the said order has been considered and adopted.

3. Accordingly, it is hereby ordered that the amount of advance from TamilNadu Electricity Board Employees’ Family Security Fund Scheme be raised fromRs.5,000/- to Rs. 25,000/- (Rupees Twenty Five Thousand only) for meeting theimmediate requirement of the families of employees of TANGEDCO who die while inservice. It is also directed that the advance drawn be adjusted against the lumpsumamount to be paid under Tamil Nadu Electricity Board Employees’ Family SecurityFund Scheme.

4. The orders issued in this proceedings shall be given effect from the date ofissue.

-----PROCEEDINGS:

The Government of Tamil Nadu in its order read above, have sanctioned alumpsum Pongal Prize amount of Rs.500/- (Rupees Five hundred only) to all thePensioners including Ad-hoc Pensioners of all categories and Family Pensioners ofGovernment.

2. After careful consideration, it has been decided to adopt the said orders ofthe Government to the existing Pensioners/Family Pensioners/Exgratia beneficiariesof the Tamil Nadu Generation and Distribution Corporation Limited also. Accordingly,the Tamil Nadu Generation and Distribution Corporation Limited hereby sanctions alumpsum Pongal Prize amount of Rs.500/- (Rupees Five hundred only) to each ofthe existing Pensioners (including Provisional Pensioners), Family Pensioners andExgratia beneficiaries.

3. The Pongal Prize amount will not be admissible to those employees whoretire on or after 04.01.2016 and to the families of those employees who die inharness on or after 04.01.2016. Those employees who have retired/died in harnessduring the period from 01.04.2014 to 04.01.2016 are also not eligible for the PongalPrize amount, if they were paid Bonus and Exgratia as per the orders issued in theProceedings first read above. Similarly, those who have retired/died in harness duringthe period from 01.10.2014 to 04.01.2016 are also not eligible for the Pongal Prizeamount, if they were paid Special Ad-hoc Bonus as per the orders issued in theProceedings third read above. The TANGEDCO filed a Miscellaneous Petition (MP No.15/2014) before the Hon’bleTNERC seeking to approve the scheme of waiver of BPSC for certain categories ofcases as a one-time measure so as to recover the long pending CC arrears and closethe accounts of the HT & LT consumers.

2. The petition was heard on 19.02.2014, 30.06.2014, 26.12.2014 and27.04.2015 and the Commission has issued the order on 06.01.2016.

3. The findings of the Commission in the said order is as below:-

“The TANGEDCO in its Petition has requested to approve the Waiver of BPSCwith the following eligibility conditions and based on the amount involved as dues ofCC arrears.

The Consumers opting to come under the Scheme of Waiver of BPSC has beencategorized under three categories:

1. Category-I : Consumers/persons requiring reconnection.

2. Category-II : Consumers/persons not requiring reconnection.

3. Category-III : Consumers/persons in whose services violations/unauthorizeduse of electricity/theft of electricity is detected, whether the service is underdisconnection on the service is under reconnection in view of the Orders of the Court.

Category : I

In respect of consumers/persons requiring reconnection:

In respect of the eligibility conditions for considering any consumer/person shallnot exceed the maximum period for reconnection as stipulated in Regulation 22 ofthe TNE Supply Code as on the date of application for waiver of BPSC made withinthe period of the scheme in force. The minimum period of eligibility to apply forwaiver under the scheme is fixed as 3.5 (three and half) years from the date ofdisconnection in respect of HT services and 1.5 (one and half) years from the date ofdisconnection in respect of LT services.

Category II :

In respect of Consumers/persons not requiring reconnection:

The minimum and maximum limit for eligibility to make application for waiver ofBPSC under the scheme may be 3.5 (three and half) years and 25 (twenty five)years respectively, from the date of disconnection of service for both HT and LTservices and such application should be made within the period when the scheme is inforce. After payment of all dues except BPSC under the present scheme, suchconsumers are eligible for new service connection only.

Category III:

Consumers/ persons in whose services violations/unauthorized use of electricity/theft of electricity is detected, whether the service is under disconnection or theservice is under reconnection in view of the orders of the Court:

Irrespective of the date of disconnection/date of detection of violation/unauthorized use of electricity/theft of electricity, a consumer / person may apply forwaiver of BPSC under the scheme during the period when the scheme is in force.During operationalization of the scheme, the TANGEDCO can approve the waiverproposal as per the procedure proposed by them in their petition to realize the longpending arrears in order to clear the arrears of CC Charges.

For the consumers/persons who satisfy any one of the above eligible conditionscan apply under the scheme of waiver of BPSC. The general conditions common to allcategories shall be as follows:

1. The scheme of waiver of BPSC shall be a one-time measure.

2. The scheme of waiver of BPSC shall be in force for a period of six monthsfrom the date following the date of Order of the Commission.

3. The application for waiver of BPSC should be made in writing within the saidsix months along with an undertaking to pay the outstanding dues in one lumpsumimmediately without any demur.

4. The consumers/persons who have raised litigations as against the dues,either for the Current Consumption Charges or for the amount assessed for theviolation/unauthorized use of electricity/theft of electricity, shall execute an undertakingthat:-

(i) he will abide by the final decision taken by the competent authority of theTANGEDCO as per the scheme for waiver of BPSC in force; and

(ii) that, on obtaining the order of waiver of BPSC, he will make the payment inone lumpsum in terms of the order of waiver of BPSC and simultaneously he shallwithdraw the connected litigation at once without any demur. Commission cannot gointo each case and give approval case by case. However, it can give approval for thescheme perse for a specified time period. Accordingly, the present scheme of waiverof BPSC is approved as a one-time measure to facilitate recovery of CurrentConsumption Charges which is due to TANGEDCO for a period of six months fromthe date following the date of Order of the Commission.

4. Hence the Superintending Engineers/EDCs are requested to take effectivesteps to inform all the HT and LT consumers who are eligible to get waiver of BPSC asper the above orders of the Hon’ble TNERC. the BPSC waiver applications have to beanalyzed by the Superintending Engineers of the Distribution Circle concerned on acase to case basis. After collecting the CC arrears excluding BPSC from the eligibleconsumers, the proposal with all details of date of disconnection, CC arrears collecteddetails, BPSC calculations, etc. may be sent to the office of the Chief FinancialController/Revenue through the Chief Engineer of the Distribution Region concerned.

5. After scrutiny of such proposals, the office of the Chief Financial Controller/Revenue will submit the waiver proposal for approval of the competent authority asdetailed below:-

i) If the waiver amount involved is upto Rs. 25 lakhs:

Chairman-cum-Managing Director/TANGEDCO.

ii) If the waiver amount involved is exceeding Rs. 25 lakhs :

Board of Directors of the TANGEDCO.

6. As the scheme of waiver of BPSC shall be in force for a period of six monthsfrom the date following the date of Order of the Commission, the speedy action hasto be taken to collect all the long pending CC arrears.

-----PROCEEDINGS:

1. The Board of TANGEDCO, vide ref. (1) cited, have accorded in-principleapproval for implementation of the Integrated Power Development Scheme (IPDS) in522 statutory towns, spread across 37 circles, in 31 district of Tamilnadu amongother things.

2. The Detailed Project Reports (DPRs) for 37 EDCs, for a total value ofRs.1561.31 crores are in-principally approved, vide MoMs of the IPDS MonitoringCommittee on 06.08.2015 and 02.09.2015. The IPDS monitoring committee of theMoP/GoI has also permitted TANGEDCO to execute the projects on departmental/partial turnkey basis.

3. The IPDS project is funded as follows.

(i) Grant-in-aid by MoP/GoI : Rs. 936.79 crores (60% of the project cost)

(ii) Counterpart funding by the FIs : Rs. 468.39 crores (30% of the project cost)

(iii) TANGEDCO’s own resources : Rs. 156.13 crores (10% of the project cost)

Total : Rs. 1561.31 crores.

4. In asmuch as, the GoI & Board of TANGEDCO have accorded in-principleapproval for implementing the IPDS works in Tamilnadu and the CMD (PFC) has alsoinformed the Energy Secretary/GoTN vide ref. (4) cited, to initiate the advance actions,CE (R-APDRP) has proposed that administrative approval may be accorded amongother things pending receipt of formal sanction letter from the nodal agency PFC,New Delhi.

5. After careful consideration of the proposal of CE/R-APDRP, approval is herebyaccorded for the following:

i) Consolidated administrative approval is accorded for a value of Rs. 1561.31crores as per the enclosed Annexure for the 37 nos. projects as sanctioned by theMoP/GoI under Integrated Power Development Scheme (IPDS) covering 522 StatutoryTowns (as per Census 2011) comprised in 37 nos. Electricity Distribution Circles(EDCs) under 31 nos. Districts spread across 9 nos. distribution regions by availing

a) the grant-in-aid of the MoP/GoI for an amount of Rs. 936.79 crores(60% of the total sanction cost)

b) the loans from FIs/Banks for an amount of Rs. 468.39 crores (30% ofthe total sanction cost) and

c) TANGEDCO’s own funds to the tune of Rs.156.13 crores (10% of thetotal sanction cost) as per the scheme guidelines.

ii) The Chief Engineers (Distribution) are authorised to accord technical sanctionfor the IPDS projects based on detailed working estimates duly including therein, theitems not funded under IPDS viz. cost of land, office furniture for SS and expenses

towards Right of Way, Establishment & Supervision charges etc., which were notincluded in the sanctioned DPRs as per the guidelines.

iii) Approval is accorded to incorporate the above excluded items while accordingrevised administrative approval, after completion and closure of the scheme, sincethe excluded items are to be borne by TANGEDCO at actuals and accounted underrelevant existing account heads.

iv) The director (Finance) is authorised to avail loan to the tune of Rs. 468.39crores, being 30% of the total sanction cost from the IPDS nodal agency M/s. PowerFinance Corporation Ltd, New Delhi as per IPDS guidelines duly adopting the procedurein vogue.

v) The Director (Finance) is also authorised to mobilize funds to the tune ofRs.156.13 crores, being 10% of the total sanction cost in addition to the fundsrequired for non-funded items, which is to be borne by TANGEDCO from its ownresources.

The procedure to beimplemented as suggested by Director/Finance for reconstruction of records and formaking payment to the Suppliers/Contractors for the period from August 2015 toNovember 2015 are furnished below.

1. Copy of the Purchase orders/Turnkey contracts issued by the Headquartersand the details of bills passed by the circle may be obtained from the respectiveoffices of Headquarters. For purchase of materials, the stores particulars may beobtained from the respective central/Sub-stores.

2. Copy of the K2 Agreement issued by the SE Concerned along with theduplicate copy of the bills/details of claim made so far along with the details of paymentreceived from TANTRANSCO may be obtained from the contractors.

3. Copy of the Bank pass sheet may be obtained from the TANTRANSCOBankers.

4. Copy of the indents placed for the Suppliers/Contractors, Staff, Revenuepayments may be obtained from the Headquarters.

5. Cash book, Bank Reconciliation, Monthly Accounts, Balance sheets and datarelating to Finance, Administration and other Technical data, reports submitted tovarious agencies may be retrieved from the Computers wherever possible.

6. In respect of K2 agreements copy of the bill abstract duly entered in thefresh Measurement Book may be obtained from the respective division of the Circles.It is also stated by the CE/Transmission projects in the note that M. Books are indamaged condition, the field officials will be instructed to submit the duplicate billsalong with abstract quantity in the new M. Book without measurement. In case thebill abstract is not available at the field office, the same may be reconstructed basedon the fund indent submitted to Headquarters and payment details received by thecontractors.

7. In respect of EMD/SD, the details of outstanding payment may be ascertainedfrom the fund indent submitted to the Headquarters and the records that will beobtained for the relevant contractor.

8. For all staff advances, Copy of the sanction and relevant records for therespective advance and last pay slip available and incase of a GPF, CPF the lastaccounts slip issued by the SE office concerned may be obtained from the staff andofficers concerned and recovery may be made accordingly.

9. Above all an undertaking in a stamp paper from the contractors/Suppliersindemnifying TANTRANSCO for any excess payment/double payment if any that willbe made based on the records reconstructed may be obtained.

10. While reconstructing records utmost care shall be exercised by the staffand officers of the circle and responsibility will be fixed on the staff/officers concernedto avoid unnecessary financial loss and any litigations that may arise due to negligencein considering the records that were available.

11. All the bills emanated afresh by observing the above procedure pertainingto the period from August 2015 to November 2015 shall be subjected to pre-auditby the pre-audit division before making payment.

12. Apart from the above, for reconstruction of Technical and administrationrecords the procedure/instructions may be obtained from the respective branch ofHeadquarters for immediate implementation.

The above points (1) to (12) have been approved for implementation and toplace the note accompanying all the above points before the board of TANTRANSCOfor approval and ratification for the overall remedial procedures for all Spheres ofactivities of TANTRANSCO pertaining to GCC and CDC, Chennai for the devastationcaused due to heavy rain and flood.

After careful consideration, the CMD/TANGEDCO approved the proposal of theChief Engineer/Information Technology, Chennai, for procuring hardware, Bandwidthand SMS services for the on line registration software developed by IT wing forRecruitment process in Administration wing as follows:-

Report accompanying the B.P.

The software for the direct recruitment of various categories was developedand the portal was launched on 28.12.2015 in the presence of Chief Engineer/Personnel. It was already suggested that the following documents have to be uploadedby the applicant to substantiate their eligibility to apply as adopted in TNPSC. It is alsoinformed by admin wing that the applicants data has to be handed over to Examconducting authority for their processing.

1. Eligibility Qualification Certificates

2. Community certificate

3. Equivalent qualification G.O reference

4. Certificate for special priority

5. Certificate for differently abled person.

6. Certificate for the Persons Studied in Tamil Medium (PSTM).

It is preferable to send SMS alert to all applicants at various stages viz.,registration, profile completion, applied status, payment received status, last date tolock their application, hall ticket download alert, etc.,

In this regard, the following are submitted:

TNPSC notification has been analyzed wherein all the users has to upload thesupporting documents. It is learnt that for the post of AE/Civil approximately 40,000candidates have applied in TNPSC. In the case of recruitment of AE/Electrical which

comprises of EEE, ECE, IT, CSE, EIE branches, it is anticipated that the receipt ofapplications would be in lakhs.

To store all the required six documents per applicant, approximately 2 Mb storageis required. Normally database and application and low volume of files/images can bestored in servers. Bulk storages are maintained in Storage Area Network (SAN) incase of large volume of databases and files.

In industry practice, all critical application and data are maintained in SAN storageto ensure data reliability and minimum down time. Any failure of storage disks in SAN,the backup disk will automatically build up without any manual interruption withoutany downtime which is not possible in standalone server environment.

In case of server problem, secondary server can be put in service within anhour in case of SAN environment without any data loss. Whereas standalone serverenvironment will take long time to restore and also some of the data will be lostwhich leads to data inconsistency with applicant and bank.

Hence it is suggested that the database, application, photos, digital signatureand all uploaded documents may be stored in SAN storage and maintained upto thespecified period as per the admin wing requirement. At present only one SAN storageis available in IT wing for on-line LT billing and that could not be spared.

Moreover, the data exchange between Examination Conducting Authority andTANGEDCO should be permanent storage media like blue ray with high capacity storageto avoid the data loss, data inconsistency and any malpractice and also to avoid anyfurther legal issues.

Hence it is submitted that one No. SAN storage and accessories, 1 No blue raydisk writer and 2x2TB Blue ray discs, Thumb impression recorder with software, SSLcertificate for bank transactions and SMS facility are to be provided for recruitmentprocess. The SAN storage and accessories are essential for data storage & maintenanceand also the existing software database (enclosed in annexure) can be maintained inthe proposed SAN storage for better utilization and high availability of existing software.

All the other on-line application portals for recruitment viz., TNPSC, Railways,etc., the applicants are facilitated with SMS facility to intimate, alert etc., at variousstages of recruitment process. Hence, it was suggested to facilitate the applicants toprovide SMS at various stages of recruitment, approximately 3 SMS per applicantand 6 SMS per interview attending candidate.

It is also stated that it is essential to demark exclusive persons in the O/o theChief Engineer/Personnel to handle the IT infrastructure issues, similar to Manager,Senior Manager, DGM as in the Circles/Regions, since all the business process arenow being automated one by one. The Chief Engineer/Personnel may evolve a suitableproposal in this regard.

The software for the online registration and application for direct recruitment ofAssistant Engineers post was developed and launched on 28.12.2015 for the usageof public candidates for registration and applying for the examination to be conductedfor post selection. The number of candidates registering for application in the softwareis in increasing trend and the server loading is like Tatkal booking. The hardwarerequirements are anticipated as in the note submitted. However the network bandwidthhas also to be increased to handle the large volume of candidates application. Atpresent 45 Mbps effective bandwidth with auto failover is utilized at TANGEDCOHeadquarters. After launching the online Exam, application portal the bandwidth utilizedovershoot to 60 Mbps (i.e.) exceeds 15 Mbps over the 45 Mbps limit.
