Vide reference cited, the Additional Secretary, SBM(G), Ministry of Drinking Water And Sanitation has informed that to encourage the States and districts to focus on ODF sustainability and Solid-Liquid Waste Management (SLWM), MoDWS is launching Phase III of Swachhata Darpan. Swachhata Darpan will rank all districts, blocks and villages in India based on ODF, IEC and ODF+ parameters. The Village Swachhata Score for each village will be calculated based on aforementioned parameters and will be aggregated to calculate district and block level scores. In addition to the aggregated village score, the rankings of districts will also be calculated based on their performance on various parameters related to IEC, capacity building and financial progress With an aim to focus towards ODF+, following key changes have been made in Swachhata Darpan methodology from earlier versions: 1 Village Swachhata Score will be calculated for all 6 lakh villages 2 Separate district ranking parameters for ODF and Non-ODF States 3 Village Scoring will be based on data in IMIS 4 District, Block and GP Rankings aggregated from Village Score 5 Additional indicators included for ODF+ and IEC Phase III of Swachhta Darpan was launched on 1st June 2019. Rankings of best performing districts will be released each fortnight. The final Swachhata Darpan rankings will be finalised for villages, blocks and districts by 15th August 2019. To instil healthy competition amongst districts, best performing District Collectors, District Coordinators and Block Development Officers will be felicitated on 2nd October 2019, the fifth anniversary of Swachh Bharat Mission. To implement District Swachhta Darpan. NIC has developed a separate module on SBM(G) website (https://tinyurl.comiswachhatadarpan)where the rankings of all districts will be updated on real-time basis under IMIS State/district login. The district report card for each district is also developed and will display thedetailed break-up of score for each component The Village Swachhata Score foreach village will be available in ER154 report in IMIS under State and Districtlogin ( The detailed parameters and methodology along with presentation areenclosed). Therefore, the District Collectors are requested to bestow theirpersonal attention and issue necessary instructions to the SEs RWS to motivatethe districts to improve their ranking position by meeting all the requiredparameters and also to update the everyday reports in MoDWS website withoutdelay. To encourage the States and districts to focus on ODF sustainability and Solid-LiquidWaste Management (SLWM). MOWS is launching Phase 1I1of Swachhata Darpan. SwachhataDarpan will rank all districts, blocks and villages in India based on ODF, IEC and ODF+parameters.

2. The Village Swachhata Score for each village will be calculated based onaforementioned parameters and will be aggregated to calculate district and block level scores.In addition to the aggregated village score, the rankings of districts will also be calculatedbased on their performance on various parameters related to IEC, capacity building andfinancial progress (detailed parameters and methodologyare given in Annexure I and attachedpresentation).

To instil healthy competitionamongst districts, best performing District Collectors, District Coordinators and BlockDevelopment Officers will be felicitated on 2nd October 2019, the fifth anniversary of SwachhBharat Mission.

5. To implement District Swachhta Darpan, NIC has developed a separate module onSBM(G) website (https://tinyurl.com/swachhatadarpan) where the rankings of alldistricts will be updated on real-time basis under IMIS State/district login. The district reportcard for each district is also developed and will display the detailed break-up of score for eachcomponent The Village Swachhata Score for each village will be available in ER154 report in[MIS under State and District login.

6. The MIS data for determining the final rankings will be frozen in IMIS by is" August2019; hence Districts may take advantage of the next few monthsto enhance their progress.You are, therefore, requested to bring it to the notice of all the districts of your States and askthem to motivate their teams for enhanced performanceand leverageof this opportunity forbeing duly recognized for their efforts.
