Dear Community,

The past few months have been a whirlwind for both the community and the ACCESS team. We are humbled and grateful for the funds from our generous donors that we have been able to pour back into Jackson County and the support from government agencies who recognize that many of our neighbors continue to struggle from the effects of COVID-19 and the fire disaster.

The lack of affordable housing continues to be one of the greatest obstacles for many families in our area. This is especially true for lower income households. However, I am encouraged by initiatives underway to help remedy this issue. These initiatives will serve both the immediate housing needs of our vulnerable neighbors and increase the inventory of affordable homes to retain and attract much needed workers to our vibrant, beautiful community. In the next couple of years, hundreds of affordable housing units will be available to Southern Oregon families. ACCESS is excited to be playing an integral part in these initiatives.

I would like to thank the ACCESS team as they continue to work diligently in pursuit of our mission to provide food, warmth and shelter to our most vulnerable neighbors. I would also like to express my gratitude to our non-profit and government partners for their commitment to working collaboratively to rebuild and support our community.

MEDFORD SEVERE WEATHER SHELTEROn July 1, ACCESS took over operation of the Medford Severe Weather Shelter, which provides a place for those who are experiencing homelessness and need relief from weather events such as extreme heat or cold. Call (541) 779-6691 for information.

Like many people, “Maryann”, a single mother, became unemployed during the COVID pandemic. However, unlike many others, her application for unemployment was denied. Maryann looked for work but was unable to find a job that would also allow her to afford childcare. After three months of not being able to pay rent, Maryann and her toddler faced eviction.In June, using COVID-related state funding, ACCESS was able to help Maryann by paying her arrears and forward paying her rent through August, giving her the opportunity to continue looking for work without worrying about losing her housing.

COVID RELIEF IMPACT

Oregon Emergency Rental Assistance Funds AvailableQualified renters who have experienced financial hardship due to COVID, and are at risk of homelessness or housing instability, may apply for the Oregon Emergency Rental Assistance Program (OERAP). This program will cover up to 12 months of past due rent and three months of rent moving forward, once all past due rent is paid. OERAP will also cover past due utility costs. ACCESS is opening the Center for Community Resilience this fall, which will be located at 6th and Ivy in downtown Medford. It will serve as a collaborative space for ACCESS and additional regional agency partners to provide disaster, housing, mental health, and substance abuse case management. ACCESS will focus on transitioning the hundreds of Jackson County fire survivors still living in hotels or other precarious housing situations into quality, affordable and permanent housing.

ACCESS FOCUSING ON COORDINATED HOUSING STABILITY CASE MANAGEMENT FOR FIRE-IMPACTED INDIVIDUALS & FAMILIES

Participants will receive comprehensive, customized and coordinated housing stability case management and housing counseling services meant to address their longer-term housing needs. Building on ACCESS’ current service delivery model, housing stability case managers will determine whether the Future Center for Community Resiliencesurvivor will also receive rental or homeownership counseling services. Rental assistance will be available to those who meet the eligibility criteria. Case management services currently are available as the Center is being completed.The Center for Community Resilience is made possible by a grant from Oregon Housing and Community Services. ACCESS par tners with Jackson County Librar y Ser vicesACCESS is partnering with Jackson County Library System’s new mobile tech van, DART (Direct Access to Resources & Technology), to provide food to community members utilizing this service. Operated by JCLS, the van offers library outreach, a Wi-Fi hotspot, and a computer lab all rolled into one. It serves all residents of Jackson County, with a focus on those most affected by COVID-19 and the Almeda and Obenchain wildfires.

The ACCESS Food Programs Department is excited to announce the Donate-a-Row program! If you have ever tried to distribute your extra garden produce to unsuspecting friends and family, ACCESS has a solution.All gardeners have experienced years where there is so much bounty it is impossible to eat it all or even give it away. Now, if you have excess home-grown produce, you can bring it to ACCESS and we will distribute it to local food pantries. Rather than decomposing in a compost bin, your produce can feed our neighbors who are experiencing food insecurity.Gardeners participating in the program will receive a reusable grocery bag with the Donate-a-Row logo that reads, “I Donated a Row to ACCESS Food Programs.” So, bring on the fruits and veggies, Jackson County gardeners!

One of the best things that ever happened to veteran Brian Galvin was when he reached out to ACCESS. Brian told his case manager, Tracy, “When we find ourselves at the crossroads between different directions we panic since it feels like a no-win situation. I tell you, Trace, I would have died if not for ACCESS. The decision I made to reach out is one I will never regret.

Just hearing the words, ‘How can I help?’ over the phone did it for me, Trace. I was so humbled; I swear I was on my knees crying.”Almost a year and a half ago, Brian came to ACCESS with only the damp, moldy clothes on his back. He was homeless and had been discharged a few days prior after being hospitalized for pneumonia. He had no place to recover except for an abandoned trailer with no running water or electricity and with only a cold, damp floor to sleep on. One night, Brian plucked up enough courage and used his phone to Google an organization that could help him. ACCESS’ name popped up. He immediately called the vet line and left a message hoping someone would call him back. He said he was too cold to sleep another night on the damp floor and was so relieved that a Support Services for Veterans and their Families (SSVF) team member returned his call. To this day, he admits that he will never forget the words spoken – “Hey Brian, this is Tracy. How can I help?”While permanent housing was sought, ACCESS helped Brian get into a hotel where he could start recuperating. Today, a happy Brian is living in a one-bedroom apartment in Medford, where he is up to date with his utility bills and is healing well. He is looking for employment and is expected to receive his HUD-VA Supportive Housing voucher this month.“You know, Trace,” Brian says, “old images of our stubborn, veteran-related, prideful selves start to dissolve when we are ready for support, when we really need help, when we surrender into helplessness. ACCESS picked me up and turned my life positively around. I am definitely paying it forward and I can’t thank ACCESS and SSVF enough for giving me my life back.”

A mother of three young children found herself living in a dangerous domestic violence situation. After an incident occurred in which her abuser was arrested, she was expected to make a court appointment the very next day. Making matters worse, she and her children were kicked out of their house by the abuser’s family, with whom they had been living.Using unrestricted funds from grantors and donors, ACCESS was able to quickly place her and her children in a hotel temporarily. In collaboration with Maslow Project and Community Works, they were placed in a safe home within 30 days.

Do you need help paying your energy bill?

ACCESS’ Energy Program provides light at the end of the tunnelWanda and Michael are both disabled and live on a fixed income, resulting in difficulties staying current on their energy bills. Last November, the couple came to ACCESS requesting help with their electric bill, which exceeded $2,000 as they had been unable to pay due to their fixed income. ACCESS’ Energy Assistance Program was able to combine funds from Oregon’s Low-Income Home Energy Program and Oregon Energy Assistance Program to bring their bill down below $500. “We have been trying to pay off this bill for years and are ecstatic that it is going to be under $2,000 for the first time in five years,” says Wanda. ACCESS’ Energy Assistance Program allocates funds to assist income-qualified households in Jackson County with their energy bills. ACCESS provides Medical Equipment to those in needThe Medical Equipment Program at ACCESS helps thousands of residents in our area easily obtain the medical equipment they need. This program, funded by donations and grants, loans out equipment at no cost and with no limit on how long it can be borrowed. We simply ask that the items be returned when they are no longer needed. The Medical Equipment Program also accepts donations of clean, durable equipment in good working condition. Medical Equipment is available on a first come, first served basis by appointment. Hours of operation for the program are Monday through Friday from 9:00 AM to 4:00 PM. To check the availability of equipment and schedule an appointment, call (541) 690-3972.

Volunteers are vital to ACCESS’ missionLike many nonprofits, ACCESS was forced to modify operations during the pandemic, including suspending our Volunteer Program. Prior to COVID, ACCESS relied heavily on our volunteers to help staff our many food pantries throughout Jackson County, assist with food repacks in our warehouse and work in our Medical Equipment Loan Program. In fact, 1,200 dedicated volunteers generously donated close to 60,000 annually.Relying on employees alone without the help of our volunteers, ACCESS would struggle to feed 1 in 5 people and, overall, serve 1 in 4 people in Jackson County. As we begin to fully restore our operations and programs, we are working to re-engage our past volunteers and recruit new ones to help us serve the community.We need our volunteers now more than ever as our community continues to recover from COVID and the wildfires. Currently, ACCESS is looking for more volunteers to help operate our food pantries, assist in our warehouse and provide support at the Medford Severe Weather Shelter.If you or someone you know is interested in volunteering, please contact RJ Wright at (541) 494-1201 or email [email protected].
