Regional Economic Development

Municipal Development Program (MDP)• Statutory Authority: Connecticut General Statutes (CGS) § 32-220 through

32-234, Manufacturing Assistance Act of 1990, Chapter 588 l; CGS § 8-186 through 8-200, Municipal Development Projects, Chapter 132

• Purpose of the MDP:� promote and stimulate responsible economic and community development� major focus on large-scale capital and industrial projects

• Examples of geographic areas include the following municipalities: Bristol, Torrington, and Naugatuck

Comprehensive Economic Development Strategy (CEDS)A CEDS is a five-year regional economic development planning document that United States Economic Development Administration (USEDA) requires as a prerequisite for eligible applicants to receive funding under the Public Works, Economic Adjustment and Global Climate Change Mitigation programs.

• The mission of the Permit Ombudsman is to expedite the state permit application process (DEP, DOT, DPH) to create jobs in Connecticut.

• STEAP is administered by the Office of Policy and Management (OPM). DECD manages many community development projects approved by OPM.

• Statutory Reference: C.G.S. Sec. 4-66g funds economic development, community conservation and quality of life projects.

• Eligibility: Towns may receive up to $500,000 per year if:� the population is under 30,000� they are not designated as a distressed municipality or a public investment � the State Plan of Conservation and Development does not portray them as

having an urban center

The town of Marlborough was awarded two separate Small Town Economic AssistanceProgram (STEAP) grants in the amount of $500,000 in 2006 and $400,000 in 2008 for a streetscape project that included the design of sidewalks and streetscape enhancements. Lighting, landscaping and benches further beautified the town center allowing Marlborough to become a viable historic, cultural and economic

center.
