This network of state agencies and coastal districts results in a collaborative, decision-making process which guides coastal management in Alaska.

The review process results in a determination that

• tells if project is consistent with the ACMP

• contains necessary modifications

A positive consistency determination is necessary for state and federal agencies to issue permits.

An ACMP PrimerThe ACMP has defined itself by developing statewide regulatory Standards and approved district CMPs. The Standards and policies of the ACMP are implemented by a network of state agencies and coastal districts. The Division of Coastal and Ocean Management provides the leadership to determine the ACMP’s overall direction.

An ACMP PrimerThe ACMP allows coastal districts and state agencies to actively participate in decision-making for coastal resource use and development. To this end, the ACMP requires permitted activities in the coastal zone to comply with statewide Standards and affected coastal district’s enforceable policies.

An ACMP PrimerThe Standards provide general guidance for managing coastal resources and uses. In addition, approved coastal district programs augment the Standards by including more specific enforceable policies for the use, protection, or development of coastal resources affecting the district. State agencies and coastal districts use the Standards and policies as a basis for reviewing proposed projects.

Funding the ACMP

Adequate funding is the key to an effective coastal management program.

Federal coastal management funding in Alaska primarily comes from two programs: Section 306 and Section 309 of the CZMA. Occasionally, funds are also available from Section 310 for the Alaska Coastal Nonpoint Pollution Program.

The state of Alaska matches all this federal money- except for section 309.
