Part –II: Background of the institution

Andhra Pradesh, though called as ‘Annapurna’ has been starving for food for a long

time. Though hands are many, the land is meager and the wants are more. Hence, the students

of A.P. have no other way than to go for job pursuit.Andhra Pradesh, the knowledge hub with

lot of intellectuality stands foremost among all the states of India.With a long history, rich

cultural and spiritual heritage, the State of Andhra Pradesh is truly emerging as Knowledge

and Technological hub of India. It is aptly called ‘The Gate Way to the East and South Asia”

with its heterogeneous cultures and religions, historical background, salubrious climate and

ingenious people.

Chittoor also known as ‘Chittur’ is a district in Rayalaseema region of Andhra

Pradesh, India. The district headquarters is Chittoor and ‘Tirupati’ is the abode of Lord

Venkateswara. Chittoor district has many major temples apart from Tirupati, Kanipakam and

Srikalahasti. It lies in the Ponnai river valley of Southern most part of Andhra Pradesh along

the Chennai-Bangalore section, Chennai-Mumbai highway. It is the major market centre for

mangoes, grains, sugarcane and peanuts.

Chittoor district was formed on 1st April, 1911 taking Chittoor, Palamaneru,

Chandragiri from the then North Arcot district of Madras state and Madanapalli, Vayalpadu

from Kadapa and Punganur, Srikalahasti, Karvetinagaram from Zamindari provinces. Later

on April, 1st, 1960, 319 villages of Chittoor district were added to the then Kanchipuram

district and Thiruvalur district of Tamilnadu. Chandragiri, a suburban area of Tirupati served

as the capital of the erstwhile Vijayanagar Empire.

More than 20 Engineering Colleges, 05 Polytechnic Colleges, 16 Govt. Degree

Colleges, 05 Aided Degree Colleges and 90 un-aided Degree Colleges are offereing

education to the students. The district has an ample opportunity to start more than 10 colleges

in future to meet the needs of rural students in the district.

P.V.K.N. Govt. College was established in 1961 in a temporary structure as Govt.

Arts and Science College. Later in 1969, it was shifted to the present lush-green campus of

74.86 acres. It was affiliated to Sri Venkateswara University, Tirupati and recognized by

UGC under section 2(f) and 12 (B) in 1966.The college is established with an ideal motto of

“Vidyaya Amrutham Asunate” (from Yajur Veda) which means “Cherish the nectar of

Knowledge through Education”. Based on its principles, P.V.K.N. always strives further to

hone the skills, maintains better standards and develops scientific temper.

The college has produced successful entrepreneurs, academicians, professionals,

technocrats, and defense personnel etc. It has also strived to pave the way to end generational

cycles of poverty and provide a foundation for sustainable development of youth

empowerment, capacity building and career guidance. Seminars, workshops, skill

development trainings and awareness building sessions are conducted frequently to make the

stakeholders (majority of whom are from marginalised and deprived sections of the society)

smart and skilled PVKNIANS.

The college has the honour of nurturing great personalities who hails from this

institution such as Sri Chandramouli, IAS, Sri C.R. Naidu, IPS, Sri Guruppa, IPS, Sri K.

Narayanamurthy, IFS, Sri N.P. Venkateswara Chowdary, Ex. MLA, Sri R. Gandhi, Ex.

MLA, Prof. Reddeppa Reddy, Director, S.V. University, Tirupati, Dr. Gurumurthy, Registrar,

Prof. S. Jayarami Reddy, former Vice-Chancellor, S.V. University, Tirupati, Prof. Kiran

Kranth Chowdary, Special Officer, S.V. University, Tirupati, Dr. R. Bhanumathi, Principal,

NPS GDC(W), Chittoor, R. Lakshmikantham, IAS, Joint Collector.

P.V.K.N. Govt. College, Chittoor reached another land mark by celebrating Golden

Jubilee in the year 2013. To commemorate this occasion 97 retired Lecturers and Principals

were honoured for their relentless efforts and services for this mighty institution.

P.V.K.N., Government College, an epitome of value based education, an educational

centre of trilingual cultures, and an enfranchisement of youth has carved a niche for its own

with its glorious past. Since its inception in the year 1961, it has been striving to make quality

higher education affordable and accessible to all sections of students. It aims to build strong

and Smart PVKNIAN with physically robust, emotionally stable and socially responsible

students. It is a renowned institution and has been considered as one of the best colleges

for higher education in Andhra Pradesh for its academic excellence, meticulous research

and a real instrument of socio-economic change under the Commissioner of Collegiate

Education, AP, Hyderabad.

This college is identified as lead college in the district to coordinate academic,

administrative and developmental matters of Govt. Degree Colleges in Chittoor district.

Besides this, exchange of resources like infrastructure, equipment and guest lecture facilities

are extended to nearby existing newly established Government Degree Colleges in rural areas

viz, Pakala, Karvetnagaram and Kalikiri.

The college has an experienced and highly qualified academic staff in diverse fields

with teaching and research credentials. There are 48 regular, 05 contract, and 02 Part-time

and 18 guest lecturers with 23 doctorates. 23 Minor Research Projects are sanctioned by the

UGC and two Major Research Project proposals were submitted to the UGC for approval.

The Departments of Chemistry and Commerce are indentified as Research Centres. Seven

National Seminars and one state level Workshop have been organized and six faculty

members have received State Best Teacher awards so far.

The college provides all basic amenities like Library, Laboratories, Computer Lab,

Tissue culture lab, Research and Instrumentation Centre, Jawahar Knowledge Center (J.K.C),

English Language Lab, District Resource Centre (DRC), Internal Quality Assurance Cell

(IQAC), N.C.C and N.S.S, well equipped indoor stadium, outdoor stadium for games and

sports, in addition to that, Dr. B.R. Ambedkar Open Univeristy and Indira Gandhi National

Open University study centres are providing higher education through distance mode.

The college was reaccredited with “B” grade (CGPA 2.89) by NAAC in September,

2011. Academic audit is being done regularly and getting a good API (Annual Performance

Indicator) score every year. The IQAC (Internal Quality Assurance Cell) has been monitoring

the academic and administrative activities and submits AQAR (Annual Quality Assurance

Reports) to the NAAC Officer, Bangalore, NAAC.

The college has been rendering yeomen service to reach pursuit of excellence thereby

to promote smart and skilled youth abreast with the changing times and yet routed in his or

her value system Rs. 50 lakhs have been sanctioned under RUSA scheme as 1st installment

under infrastructural grant. The UGC shortlisted this college for conferment of College with

Potential for Excellence Status and accordingly the team attended for interface meeting

before the expert committee on 27-01-2016.

With an aim to obtain autonomous status, the college endeavors its best in the field of

higher education, thereby enhancing the aspirations of the stakeholders. At present 75 acres

of vacant land is vested with college management. So, there is scope for further development

and extension of UG and PG courses in future.

Research Summary – 64.20 lakhs

Department of Physical Education The college has vast play ground like 1) 400 Mts. track 2) Foot ball ground 3)Hockey

Station multi gym, Table tennis tables and physical fitness equipment and weight lifting sets

and Tread mill (both electrical and normal). Both consumable and permanent equipment is

district tournaments have been held at our college play field and our college has been

3. MODE OF SELECTION OF STUDENTS

Since this is a Government college, the admission of students is totally based on the

rules prescribed by the Government of Andhra Pradesh and Sri Venkateswara

University,Tirupathi. At present, there is no entrance test for UG courses. Selection and

admissions are made on the merit following reservations provided by Indian Constitution.

Admission drive and pre-admission counseling, however, is given to the prospective students

during the months of December and January of every Year in and around Chittoor town

before the admissions. Admission for P.G Courses are made through special entrance test

(SVUPGCET) conducted during every summer by S.V. University, Tirupathi.

Once a candidate applies for admission into the college, his application is thoroughly

scrutinized by the convener and members of the concerned group to know whether the

student is fit for admission into that course. Then a merit list is prepared depending upon the

marks obtained in the qualifying examination duly following the reservation rules. The

applicants are asked to attend an interview with the required certificates. When the applicant

is provisionally selected, he/she will be asked questions to assess his/her standard and

eligibility for admission. Only with the consent of the convener and members, the applicant is

permitted to pay the fee and admitted into the College.

MODE OF SELECTION OF THE TEACHING STAFF The Teachers, a vital component of the college can be classified into two categories,

permanent and temporary. Permanent teachers are recruited by the Government of Andhra

Pradesh through Public Service Commission (APPSC)directly through a written examination

followed by an interview. The other way of recruitment is through promotions from the

feeder category i.e. from Government Junior Colleges. The Departmental Promotion

Committee (DPC) is formed by the Commissioner of Collegiate Education to select and

promote Junior Lectures basing on their seniority and confidential reports.

Temporary teachers are engaged either on contract basis or Guest faculty depending on the

need base. The policy of the institution is to engage the services of fresh or experienced

experts to meet the partial specialized needs to enrich the teaching and learning, where and

when the vacancies arise due to transfers and retirements. The Principal intimates the

requirement to the Commissioner of Collegiate Education. Since it is one of the reputed

colleges and located in the District Head quarters, the number of vacancies is usually low at

any given time

4. Physical facilities Infrastructure Details: Existing infrastructure (Land available, Building) Total land : 74 acres Plinth area of building : 34,900 Sq.mts

There are 35 Classrooms, 36 laboratories 02 library halls, 02 reading rooms, 25

departmental staff rooms, 11 office rooms, 05 waiting halls, 03 culture rooms, 02 AV rooms,

01 EAMCET Helpline Centre, 01 Guest room, 10 toilets, 01 waiting hall for office, 01

canteen and 01 physical education block. In total 129 rooms are available for academic,

administration, student support services and extension activities. 56,700 books and 20

National and International journals are accessible in the library.

5. Institutional management The College Planning and Development Council [CPDC] is constituted by the

Principal as per the instructions of the Govt. of A.P. The President of the institution is the

authority (Principal), in all the academic and administrative aspects and lends his helping

hand to the smooth functioning of the institution.

6. Financial resources the management can provide for the development of the institution. At present there are 1674 students on the rolls of the college, out of them 569 students

are studying self-funding courses. They belong to marginalized sections and hence the Govt.

of AP reimburses the tuition fee for these students.

Financial Resources

1. Main resources of the college finances are the fee collected from the students of the self-funding courses.

2. Government sources, UGC, Special fee funds.

3. The total income of the college is around Rs. 16,90,000 per year from fee collection.

7. The responsiveness of the administrative structure to the views of staff and students. The administrative authority interacts regularly with the teaching staff and elicits their

views on various aspects pertaining to academic activities. All the academic decisions are

designed and approved by the staff council, consisting of in-charges of departments under the

chairmainship of the Principal. It meets once in every month. The departmental level

meetings are held regularly. In these meetings the staff members are encouraged to express

their opinions. All the discussions are made in General Staff meeting collectively. The

students are provided with opportunities to express their views. The administration elicits the

opinions of the students through the grievance box. The CPDC admits the views of the staff

and students for the development of the institution and for the enhancement of college

reputation.

8. Extent of freedom enjoyed by the staff for advanced scholarships, research and experimentations and involvement in educational innovation and reforms One faculty member of our college is extending his service for research guideship.

Two members applied for guideship. 16 staff members have been sanctioned minor research

projects and continue to publish papers in their respective subjects in reputed journals and

magazines.

I. Aims and objectives P.V.K.N. Govt. College, Chittoor which is located on the outskirts of Chittoor town is

the most sought after educational institution in the region. With great academicians and

enthusiastic and dynamic teachers at the helm and with noble ideals and glorious traditions,

this college provides a congenial academic ambience to higher education. The past

achievements of the college and the high academic standards practiced in the campus inspire

the teachers and students alike to rekindle their spirits, skills and capabilities to pursue their

academic ambitions, goals and objectives with zeal and renewed vigour.

In tune with the latest trends across the globe, the priorities aims and objectives have

been redefined and goals reset. Getting university ranks, bagging merit prizes and awards,

interest in skill sets such as communication skills in English, Computer Applications,

Management Techniques, Entrepreneurship, etc are addressed in the day today functioning of

the college.

The college aims at pursuit of knowledge, training of the mind, personality

development, character-building and re-interpretation of our cultural heritage with a focus on

modern aspects of job-oriented, need based and work-centered education. With the changed

globalization scenario, apart from being a nerve-center of traditional learning, this college

believes in training students in job skills and life’s know-how. The JKC intends to train

students in employment skills leading to placements in Multi-National Companies.

Traditional methods of teaching are supplemented with tutorial, debate, quiz, brain-

storming and role-play sessions to meet the challenges of modern education. Recent

developments in instructional technology are made use of, to cater to the needs of the

students. In order to make class room teaching more effective, practical and meaningful the

following methods are adopted.

1. Supervision of studies by teachers. 2. Self-evaluation of teachers through micro-teaching methods. 3. Special care in the case of academically backward students and slow learners. 4. Class room visits by expert teachers to observe teaching activities. 5. Conduct of Bridge courses to newly admited I year students.

6. Teaching the syllabus by utilizing the prescribed number of hours as per the Annual Curriculum Plan.

7. Peer teaching method is followed. The Prime objectives in going for autonomous status are to have:

1. Total freedom to design the curriculum and courses of study in tune with the local needs, market requirements and Industry aspirations.

2. Total freedom to formulate admission rules. 3. Total freedom to have own evaluation system. 4. Freedom to have collaborative teaching, research extension programmes with

other colleges, institutions and research organizations.

This college has the following claims for the autonomous status:

1. Remarkable physical facilities, infrastructure, well-staked library, computer laboratories and spacious playground.

2. Better Performance of the students in university examinations. 3. The track record, qualifications, the zeal, commitment and the scientific

temper of the teaching staff. 4. Computer laboratories with 250 computers. 5. Establishment of JKC to train students in globalised skills and providing

placements. 6. Fully equipped wings of the NCC and NSS to train students in nation-building

activities. 7. Automated Administrative office with qualified staff.

2. Management of the College

At present, the College Planning and Development Council [CPDC] and staff council

are the bodies which play a crucial role in the management of the college.

The lecturer in-charge of departments are the members of Staff Council. The Staff

Council advises the Principal on all decisions and coordinates the functions of the college.

The departments function in accordance with the decisions taken by the Council. In respect of

college-level functions, activities and programmes, each one will have a committee

comprising staff and students to carry out the activities in a smooth way.

The CPDC brings in community participation in the academic and infrastructural

develplopment activities for the welfare of the students. Other bodies like Literary

Association, Science Association and Mathematics and Social Science Associations arrange

functions on important days in which students actively participate.

3. Academic Council: Structure & Functions

The Principal forms a committee consisting of all senior lecturers of the college. The

committee, in consultation with all disciplines prepares the academic calendar. It is published

and distributed to the staff and students with instructions to follow scrupulously. Usually, the

schedule indicated in the calendar is followed to give scope for advance planning by the staff

and students for the programmes in the academic year.

6. Admission eligibility Being a Government institution, the admission procedure for students is strictly

adhered to the rules prescribed by the Government of AP and the University concerned

followed by merit and reservation criteria. pre-admission counseling. Enrollment drive

committee conducts enrollment drives, wide publicity on student amenities available in the

premises through print and electronic media.

For UG courses, Admission committee prepares a merit list of students duly adopting

following reservation roster points. It is informed to the students for testimonial verification.

After vertification genuineness of certificates the applicants are permitted for admission.

For PG courses, the university conducts PG Entrance Test (Sri Venkateswara

University Post Graduate Common Entrance Test - SVUPGCET) and based on the rank

secured, the students are allotted to PG centre through counseling. The college is an identified

PG centre with 08 courses.

7. Curricular Programme

I. University: The Board of studies constituted by the university in concerned subject, convene annual

meeting before the commencement of academic year. It reviews, design and update the existing curricula.

II. Institution: The institution has a tradition to review the subject curriculum circulated by the university. Skill oriented concepts according to local need are added.

Certificate Courses The institution offers four certificate courses for the benefit of stakeholders.

The courses like 1) Journalism in Telugu, 2) Medicinal Plants and its Conservation, 3)

The Principal awards 20 marks based on the performance of the lecturer on

indicator wise.

Two methods are being practiced to ensure quality of functioning viz 1) student

feedback, 2) peer assessment. Feedback reports are collected from the students, in the format

performance. The Principal reviews these reports and initiates action for remedial measures.

12. Course Content In tune with globalized scenario several restructured and vocational courses were

started along with existing traditional courses in which the emphasis is on application of

skills.

This college offers modern courses like Computer Science, Computer Applications,

Biochemistry, Biotechnology, Electronics, Microbiology and Communicative English.

Communicative Skills, application of knowledge, building self-confidence and competence,

Apart from the curricular activities, co-curricular and extra-curricular activities,

activities related to the physical education like debates, quiz, essay-writing, elocution

NCC, NSS and Sports activities. Such programmes are conducted in coordination with

reputed Walker’s Association, District Employment Officer, Professors from S.V.U, Mahila

and VIT universities, RASS, Telugu Basha Sangam.

Jawahar Knowledge Centre

Jawahar Knowledge Centre, the Nodal JKC shoulders the responsibility of imparting

employability skills and campus placements. It has trained 244 students in 3 batches. The

companies like Amazon, Big Basket, Vodafone, Aditya Birla Online Fashion, Toyoto,

SERCO, GENPACT, IBM, Polaris, Angel etc conducted the campus drives. 100 students

got placements during this year. JKC conductted a Mega Job Mela in which 600

unemployed youth participated and 123 students got placements. JKC Facebook was

created. It has 300 followers second in the State.

To quote a few, Yugandhar of III B.Sc got selected for Wipro Company. Manikanta

of III B.Com was selected as Communicative Language Trainer at Trichy, Chennai. Sunil of

III B.Com was selected for HCL Company, Mathew Henry for Polaris.

With the collaboration of Leaps India Pvt. Ltd., Pondicherry, JKC has taken initiative

for providing employment and skill development to the unemployed youth in Telecom Sector

(TSSC), Apparel designing and Tourism & Hospitality. 200 students got registered for this

training, which is a central Govt funded scheme i.e. Pradana Manthri Koushal Vikas Yojana

(PMKVY).

MoU The college has a Memorandum of Understanding with Ministry of Youth

Affairs, Government of India, New Delhi in collaboration with Sports Authority of Andhra Pradesh for the construction of Multistage Gym with synthetic Hockey Ground for the students.

The JKC has entered into an MoU with GENPACT, Maharastra, Leaps India, Pvt. Ltd., Pondicherry and also with District Employment Exchange, Chittoor in order to enable the students to get more placements.

TATA Institute Social Science - TISS (Parallel Degree Employability Programme) As a part of corporate social responsibility, Parallel Degree Employability

programme for Degree students was launched by the Commissioner of Collegiate Education

by entering into MoU with TATA Institute of Social Sciences (TISS). The College was

identified as one of the TISS training centre through JKC and a being nodal college it

shoulders the responsibility of providing employability training and monitoring the TISS

activities in the district. Seven faculty members from different disciplines were trained to

impart training to the students. 100 students have been enrolled. In TISS Whatsapp group was

created by the students with an aim to develop e-skills and provides opportunities for the

students to present their feedback, grievances on TISS activities.

District Resource Centre [DRC] The District Resource Centre identified as a Nodal Unit. During 2015-16, it conducted

District level competitions in essay writing and elocution on AIDS awareness. 16 district

level activities which include 4 seminars 2 workshops, 8 competitions, one cultural meet and

one sports meet in all degree colleges in the district.

National Cadet Corps [NCC] Our college has two NCC units which comprises one company and one platoon. During the academic year 2015-16, 72 cadets were enrolled, 40 cadets donated blood

in blood donation camps. 08 cadets took part in national Integration Camps held at Goa and

15 cadets participated in Army attachment camp. 56cadets appeared for ‘B’Certificate,

40cadets appeared for ‘C’certificate examinations. 200 saplings were planted in the campus.

National Service Scheme [NSS]

During the last three years, two NSS units have undertaken service activities like Dengue awareness, anticrackers rally, vanamahostav, Haritha Snehithulu, National Voters Day and tried to create awareness among the students and the public. They conducted one week special camping programme at P.Kothuru and M. Agraharam, a 5 day Entrepreneur Development Training from 09-09-2015 to 13-09-2015, Social Survey and veterinary camp with the collaboration of district authorities as a part of community outreach programme.

WOMEN EMPOWERMENT CELL [WEC] The women empowerment cell is doing a commendable service and motivating the

women students frequently by arranging awareness programmes on women’s rights and the

ways and means of achieving their rights.

During this year the Women empowerment cell conducted women equality day on 26-

08-2015, awareness on women’s rights on 08-12-2015, a programme on Human

Trafficking on 14-02-2016 and celebrated International Women’s Day on 08-03-2016.

Career Counseling and Placement cell. It guides our students into right way of their career through conducting activities like

awareness programme on competitive exams, campus drive jointly with the JKC. NICE

Education Services, Firm Next Company from Bangalore came and selected 32 students for

different jobs on 24-11-2015 on the campus. The Placement cell conducted zonal level

SETVEN Youth Festival on 27-11-2015.

Community Health Camp

Our students and staff organized Community Health Camp on 26-07-2015 in

collaboration with Indian Red Cross Society, Chittoor, Appollo Hospital, Srilatha Modern

Eye Hospital, Kiran Dental Clinic, Walker’s Association, Chittoor rendered services for

Blood donation, Eye check up, Dental check up, General Check up and Blood grouping. 300

people from the nearby areas like Godugumuru, Greamspet, Valliappa Nagar, Oticheruvu,

Mittoor have taken health advice treatment from the Physicians.

RRC, YRC, NCC, NSS volunteers and coordinators extended their service.

Tissue Culture Lab

The lab was established with an aim to inculcate the tissue culture technique as a

laboratory tool to develop endangered and endemic plants for UG and PG students. A

certificate course will be started for the public to extend the service at district level by

distributing medicinal and endangered plants to the farmers in Chittoor district. Through the

skill, students can become an entrepreneurs and opportunity to get self employment

livelihood to the farmers.

A Two day workshop was organized on “Strategies to improve English speaking skills of students” for Lecturers in English of Chittoor and Kadapa districts from 16th and 17th October, 2014.

Two day workshop was organized on “Phonetics and Revision Strategies for Students” for lecturers in English of Chittoor and Kadapa districts from 17th to 18th December, 2014.

2. Department of Economics

A workshop was conducted on the Safe usage and conservation of LPG on 29-

01-2015 to educate and enlighten the students. 3. Department of Botany

A workshop on Medicinal Plants was conducted on 04-02-2015 by the Department of Botany. A live demonstration on “Medicinal plants available in Chittoor district” was presented.

A National seminar on “Recent Advances in Plant Sciences – RAPS 2015”

was conducted from 7th to 8th March, 2015 by the department of Botany sponsored by UGC.
